An ocean of noise: how sonic pollution is hurting marine life

April 12, 2022 — We were whaling with cameras, joining a flotilla of a dozen other tourist boats from harbours all around the Salish Sea. It was one of my first trips to the area, in August 2001. The fuzz and beep of ship radios stitched a net over the water, a blurry facsimile of the sonic connections of the whales themselves. Every skipper heard the voices of the others, relayed by electromagnetic waves. The quarry could not escape. “Whales guaranteed” shouted the billboards on shore.

We motored on, weaving around island headlands. A sighting off the south-west shore of San Juan Island. Through binoculars: a dorsal fin scythed the water, then dipped. Another, with a spray of mist as the animal exhaled. Then, no sign. But the whales’ location was easy to spot. A dozen boats clustered, most slowly motoring west, away from the shore. We powered closer, slowing the engine until we were travelling without raising a wake and took our place on the outer edge of the gaggle of yachts and cruisers.

A sheet of marble skated just under the water’s surface. Oily smooth. A spill of black ink sheeting under the hazed bottle glass of the water’s surface. Praaf! Surfacing 15 metres ahead of the boat, the exhalation was plosive and rough.

The pod of about 10 animals came to the surface. Part of the L pod of orcas, our captain said, one of three pods that form the “southern residents” in the waters of the Salish Sea between Seattle and Vancouver, often seen hunting salmon around the San Juan Islands. Others – “transients” that ply coastal waters and “offshores” that feed mostly in the Pacific – also visit regularly. The L pod continued west, heading toward the Haro Strait. Our engines purred as the U-shaped arc of boats tracked the pod, leaving open water ahead of the whales.

We dropped a hydrophone over the boat’s gunwale, its cord feeding a small speaker in a plastic casing. Whale sounds! And engine noise, lots of engine noise. Clicks, like taps on a metal can, came in squalls. These sounds are the whales’ echolocating search beams. The whales use the echoes not only to see through the murky water, but to understand how soft, taut, fast or tremulous matter is around them.

Mixed with the staccato of the whales’ clicks were whistles and high squeaks, sounds that undulate, dart, inflect up and spiral down. These whistles are the sounds of whale conviviality, given most often when the animals are socialising at close range. When the pod is more widely spaced during searches for food, the whales whistle less and communicate with bursts of shorter sound pulses. These sonic bonds not only connect the members of each pod, but distinguish the pod from others.

Today, ocean waters are a tumult of engine noise, sonar and seismic blasts. Sediments from human activities on land cloud the water. Industrial chemicals befuddle the sense of smell of aquatic animals. We are severing the sensory links that gave the world its animal diversity. Whales cannot hear the echolocating pulses that locate their prey, breeding fish cannot find one another amid the noise and turbidity, and the social connections among crustaceans are weakened as their chemical messages and sonic thrums are lost in a haze of human pollution.

Working with West Coast Tribes to Protect Endangered Species

April 5, 2022 — In late 2019, the National Science Foundation proposed to fund a high-energy seismic research survey in the Northeast Pacific Ocean. It would take place off the coasts of Oregon, Washington, and Vancouver Island in the summer of 2021. These surveys inform earthquake and tsunami hazards in the highly populated Pacific Northwest. The surveys deploy airguns, which create sound waves that transmit through the water. Any marine life in the area could be affected by the sound, including salmon and Southern resident killer whales, which are culturally important to many Pacific Northwest Tribes.

Through an academic study, the National Science Foundation  proposed a marine geophysical survey to collect geological data from Cascadia Subduction Zone. To collect the survey data, the National Science Foundation Research Vessel Marcus G. Langserh would tow airguns that send out sound waves into the water.

Body Condition of Endangered Killer Whales Reflects Salmon Numbers and Odds of Survival

August 19, 2021 — The following was released by NOAA Fisheries:

The body condition of endangered Southern Resident killer whales reflects changes in Chinook salmon numbers in the Fraser River and the Salish Sea. This is according to new research using aerial photogrammetry from drones to track changes in their body condition over time.

The study, titled “Survival of the Fattest: Linking body condition to prey availability and survivorship of killer whales,” also found that poor body condition makes the whales more likely to die.

The new findings published today in Ecosphere highlight the value of monitoring these endangered whales through aerial photogrammetry. This method can detect individual whales declining in condition, which can provide an early warning system that they may die.

The 74 Southern Resident orcas make up three pods known as J, K, and L. Each pod is made up of distinct social and family groups.

The research showed that the body condition of J pod whales improved when Chinook salmon abundance was higher in the Salish Sea and in Fraser River tributaries. L pod body condition improved when Chinook salmon abundance was higher in Puget Sound tributaries, although that relationship was weaker than J pod and Fraser River Chinook. K pod whales had no clear relationship to the salmon populations examined in the study. However,  whales in K pod also experienced little change in their body condition during the study period.

K and L pods spend more time foraging on the outer coast of Washington and Oregon than J pod. Their more varied diet is more challenging to relate to changes in their body condition. In contrast, J pod depends to a greater extent on Chinook salmon. Differences in body condition between the three pods reflects distinct foraging patterns, while the condition of individual whales provides insights into their health, researchers found.

Critical habitat for killer whales extended south along California coast

August 6, 2021 — The Biden administration extended critical habitat designations for the highly endangered Southern Resident orca population, to cover nearly 16,000 square miles of Pacific waters from Washington south to Point Sur, Calif.

The whales currently have had critical habitat protected in the inland waters of Washington state, where the Southern orca population of just 75 animals is highly dependent on chinook salmon – stocks that themselves are in danger from habitat loss and pollution in the region.

A final order from NMFS, published in the Aug. 2 Federal Register and taking effect Sept.1, maintains the Puget Sound protected region and extends the critical habitat designation out to the 200-meter (656-foot) sea floor contour.

“This revision is based on over a decade of research that improved our knowledge of Southern Resident killer whales’ geographic range, diet, and habitat needs, including their movements up and down the West Coast,” according to a NMFS announcement.

Monterey Bay and parts of Big Sur added to expanded killer whale protection

August 4, 2021 — The federal government Monday expanded its critical habitat area for the endangered southern killer whale population that now includes all of Monterey Bay and a portion of the waters off the Big Sur coast.

The new critical habitat designation also added a large portion of the Monterey Bay National Marine Sanctuary down to Point Sur, about 25 miles south of Monterey. The new designation takes effect on Sept. 1.

Higher Vessel Speeds Offset Salmon Abundance for Endangered Orcas, Reducing Chance of Catching Prey

August 4, 2021 — The following was released by NOAA Fisheries:

Increased abundance of salmon in the inland waters of the Salish Sea increased the odds of endangered Southern Resident killer whales capturing salmon as prey, but increased speeds of nearby boats did just the opposite, according to new research findings.

The research was led by NOAA Fisheries’ Northwest Fisheries Science Center. It found that the orcas descended more slowly, and took longer dives to capture prey, when nearby boats had navigational sonar switched on. The sonar from private and commercial vessels directly overlaps the main sound frequencies the whales use to hunt. This may mask the whales’ signals and force them to expend more energy to catch prey.

“That suggests that it may prolong their effort to dive in search of prey, which like all marine mammals they have to do on a breath hold—so they can stay underwater only so long,” said Marla Holt, research wildlife biologist at the Northwest Fisheries Science Center and lead author of the new research. Researchers used suction-cup tags that record whale movements and sound to track and analyze their behavior and use of sound to hunt.

Earlier research found that the faster nearby vessels traveled, the greater noise the endangered killer whales experienced. That could help explain why higher speeds of nearby vessels were associated with reduced odds of the whales capturing prey. Faster vessels might also seem more unpredictable to the whales, possibly distracting them as they close in on prey, Holt said.

“Consequences of reduced food intake include negative impacts on the whales’ ability to meet their energetic requirements to support key life functions, including growth and reproduction,” the scientists wrote in the new research paper published in the journal Marine Environmental Research.

Expanded Critical Habitat Signals Much of West Coast Contributes to Recovery of Endangered Killer Whales

August 2, 2021 — The following was released by NOAA Fisheries:

Today we announced that we are expanding designated critical habitat for endangered Southern Resident killer whales. They will now include most coastal waters from Washington to Monterey Bay in California—formerly they encompassed only most of the inland waters of Washington. This designation encompasses waters where we now know that the Southern Residents hunt for salmon from West Coast Rivers and other marine species.

We appreciate the nearly 2,000 comments on our proposal to expand the designated critical habitat. The Endangered Species Act defines critical habitat as areas with “physical or biological features essential to conservation of the species” that may need special protection.

While the expansion of critical habitat recognizes that the whales forage across much of the West Coast, it is unlikely to extensively affect coastal activities, such as fishing. That is because NOAA Fisheries and the Pacific Fishery Management Council, which provides recommendations to NOAA Fisheries on fishing seasons and regulations, already consider killer whales and Chinook salmon when setting salmon harvest quotas. NOAA Fisheries is currently taking comments on a proposal from the Council to limit commercial and recreational fishing in certain areas as far south as Monterey Bay in California in years when salmon returns are expected to be low.

NOAA Fisheries completed a biological opinion on the operation of dams on the Columbia and Snake River in 2020. It considered the potential impacts on Southern Residents and their prey since they have long been known to feed on Columbia and Snake River salmon. The opinion found that hatchery salmon more than make up for any reduction in salmon numbers related to the operation of the dams.

Recent research based on the DNA signatures of West Coast salmon stocks showed that killer whales prey on salmon from a diversity of West Coast Rivers. They span as far south as the Sacramento River and north to Canada and Alaska. Recovery actions for killer whales include:

  • Release of additional hatchery fish to supplement their prey
  • Extensive habitat restoration to improve natural production of salmon in the longer term

The designation of critical habitat provides an extra layer of protection when a federal agency takes an action that could impact the critical habitat of the whales. It also sends the message that everyone on the West Coast has a role to play in supporting the whales’ recovery.

“While the Southern Residents may be best known in the Pacific Northwest, the whole West Coast can contribute to recovery of the whales and the salmon that they rely on,” said Lynne Barre, recovery coordinator for the Southern Residents. “Regardless of where they are foraging, they feed on a mix of salmon from different West Coast rivers. That means the way we all use water, the way we protect habitat, how we handle our storm runoff—it all makes a difference.”

The newly designated critical habitat includes coastal waters from 6.1 to 200 meters deep with three essential physical and biological features:

  • Water quality to support growth and development
  • Prey species of sufficient quantity, quality, and availability to support individual growth, reproduction, and development, as well as overall population growth
  • Passage conditions to allow for migration, resting, and foraging

There was one notable change from the coastal critical habitat NOAA Fisheries originally proposed in November 2019. This was changed to reduce the excluded buffer area around the excluded Quinault Range Site, which is used by the Navy for various training and testing activities in support of military readiness. The final designation also includes a biological explanation of how human-induced noise impacts the conservation value of the designated critical habitat for endangered Southern Resident killer whales.

Scientist to testify to U.S. congressional panel on salmon-killing tire chemical

July 14, 2021 — Washington State University scientist Jenifer McIntyre will testify before members of Congress on research linking a chemical found in tires to the die-off of endangered salmon.

An assistant professor at WSU’s School of the Environment, McIntyre studies urban runoff and its effects on aquatic animals, including salmon. She is one of several experts set to testify virtually Thursday, July 15, before members of the Natural Resources Subcommittee on Oversight and Investigations, which is probing scientific evidence that a chemical found in car tires, playground surfaces, and other sources plays a role in the massive death of coho salmon.

McIntyre was part of a team of scientists, led by the University of Washington, who identified the chemical culprit: 6PPD‑quinone, a molecule related to a preservative in tires. Rain washes the chemical into streams, where it kills coho. The team’s research was published last December in Science.

Lawmakers will discuss the challenge and possible remedies Thursday, as well as how to best protect impacted endangered species.

“I’m looking forward to the opportunity to share this important issue with members of Congress, in order to continue our efforts to protect aquatic animals from harmful environmental pollutants,” said McIntyre, who continues to study the effects of the molecule on fish.

Limiting Chinook Fishing in Low-Return Years to Help Killer Whales: What Do You Think?

June 3, 2021 — The following was released by NOAA Fisheries:

NOAA Fisheries is asking for public input on a Pacific Fishery Management Council recommendation to reduce impacts from fishing off the West Coast. The recommendation would be implemented if salmon numbers fall too low to provide enough prey for the 75 endangered Southern Resident killer whales.

NOAA Fisheries is proposing to adopt the Council’s recommendation, and conducted a consultation under the Endangered Species Act. This consultation ensured that the amended fisheries management plan does not jeopardize the continued existence of threatened or endangered species, or negatively impact designated critical habitat. It incorporated recent research that revealed new details of when and where the whales forage, and their preferred prey.

The Council created a workgroup of representatives from West Coast states, tribes, and NOAA Fisheries to examine the issue. The workgroup completed a risk assessment evaluating the impact of fisheries on West Coast Chinook salmon abundance and, in turn, on the Southern Residents, and developed recommendations.

Late last year the Council adopted the workgroup’s suggestions. They included limiting commercial and recreational fishing in certain places off California, Oregon, and Washington when estimated Chinook salmon numbers north of Cape Falcon, Oregon, fall below a certain level of abundance.

The workgroup recommended that level be set as the average of the seven lowest years of forecast salmon abundance off the northern Oregon and Washington coasts. This average is currently estimated at 966,000. Chinook numbers have remained above that level in recent years; 2007 was the last year when forecasts would have fallen below the threshold.

Feds enforcing fishery, distancing rules to protect southern resident orcas

April 15, 2021 — For a third year in a row, the federal government has ordered fishery closures and imposed limits on vessel movements to protect the critically endangered southern resident killer whale population.

The measures by the Department of Fisheries and Oceans focus on the main threats to the orcas: lack of access to Chinook salmon stocks, acoustic and physical disturbance, and contaminants.

The commercial and recreational salmon fishery will be closed in a portion of Swiftsure Bank from July 16 to Oct. 31, and in Juan de Fuca Strait from Aug. 1 to Oct. 31.

DFO is also enforcing a new closure for commercial and recreational salmon fisheries in the southern Gulf Islands, where closures will be triggered by the first confirmed presence of southern resident killer whales in the area.

Monitoring will begin in the area on June 1. If a southern resident killer whale sighting is confirmed, the fishery will be shut down and remain closed until Oct. 31, the department said.

Distancing measures will also be enforced. For a second year, vessels will be prohibited from coming within 400 metres of any orca in coastal waters between Campbell River and Ucluelet, including Barkley and Howe Sound. This is in effect year-round until May 31, 2022.
