Coast Guard cites fishing boat for illegal foreign captain

January 1, 2018 — HONOLULU — The U.S. Coast Guard said Friday it found a foreign worker acting as the captain of an American-flagged commercial fishing vessel in federal waters off Hawaii.

The crew of the U.S. Cutter Oliver Berry boarded the unnamed vessel on Dec. 19 and issued a citation after they suspected a foreign national was acting as the captain and operating the boat, the Coast Guard said in a statement .

It’s illegal for a foreign national to operate a U.S.-flagged commercial vessel.

The Coast Guard said the vessel was cited for a violation known as a “paper captain.” The Coast Guard Hearing Office will review the violation and consider further legal action.

Officials boarded a total of six Hawaii-based commercial fishing vessels during a 10-day patrol. They issued eight violations.

A 2016 Associated Press investigation revealed the Hawaii fleet operates under a loophole in federal law that allows owners to use foreign laborers with no U.S. visas to work in the fleet.

While most U.S. fishing fleets are required to have 75 percent U.S. citizens as crews, the Pacific boats that target highly migratory species like tuna are allowed to have only one American, the captain, aboard.

Labor issues improving with increased scrutiny, according to Thai industry rep

October 16, 2017 — Thai seafood producers claim they’re working to meet stricter reporting requirements, which they say are helping to improve labor and food safety problems in the industry.

There has been a rise in reporting requirements due to the U.S. Congress’ Justice for Victims of Trafficking Act of 2015, according to Panisuan Jamnamwej, chairman of the Committee on Fisheries and Related Industries at the Thai Chamber of Commerce. In addition, the introduction of QR code technology is increasing traceability and curbing abuses in Thailand’s seafood sector, according to Panisuan. Shrimp farmers are being encouraged to adapt the QR codes by being supplied with mobile data connections, he said, and wild-catch fishers are getting better at tracking their takes.

“Importers say you need to provide information such as the details of vessels and catches. Similarly on feed, if your fishmeal was caught at sea, you need the name of the ship, even if only one percent of the material came from that vessel,” Panisuan said.

In the past two years, Thailand’s fishing sector has faced sharp international criticism for its use of indentured Burmese laborers on some of its vessels, as documented by several NGOs. Thai industries have also run into trouble for their import of workers from neighboring Myanmar – the process itself is legal, but private recruiters have at times run afoul of the law. Burmese laborers made up the bulk of staff at several processing plants visited by SeafoodSource in Thailand recently.

North Korean workers prep seafood going to US stores, restaurants

October 5, 2017 — HUNCHUN, China — The workers wake up each morning on metal bunk beds in fluorescent-lit Chinese dormitories, North Koreans outsourced by their government to process seafood that ends up in American stores and homes.

Privacy is forbidden. They cannot leave their compounds without permission. They must take the few steps to the factories in pairs or groups, with North Korean minders ensuring no one strays. They have no access to telephones or email. And they are paid a fraction of their salaries, while the rest — as much as 70 percent — is taken by North Korea’s government.

This means Americans buying salmon for dinner at Walmart or ALDI may inadvertently have subsidized the North Korean government as it builds its nuclear weapons program, an AP investigation has found. Their purchases may also have supported what the United States calls “modern day slavery” — even if the jobs are highly coveted by North Koreans.

At a time when North Korea faces sanctions on many exports, the government is sending tens of thousands of workers worldwide, bringing in revenue estimated at anywhere from $200 million to $500 million a year. That could account for a sizable portion of North Korea’s nuclear weapons and missile programs, which South Korea says have cost more than $1 billion.

While the presence of North Korean workers overseas has been documented, the AP investigation reveals for the first time that some products they make go to the United States, which is now a federal crime. AP also tracked the products made by North Korean workers to Canada, Germany and elsewhere in the European Union.

Besides seafood, AP found North Korean laborers making wood flooring and sewing garments in factories in Hunchun. Those industries also export to the U.S. from Hunchun, but AP did not track specific shipments except for seafood.

September 14, 2017 — Lawmakers are finally catching up to something that the Navy and Coast Guard have known for a long time: The escalating conflict over fishing could lead to a “global fish war.”

This week, as part of the pending National Defense Authorization Act, Congress asked the Navy to help fight illegal fishing. This is an important step. Greater military and diplomatic efforts must follow. Indeed, history is full of natural-resource wars, including over sugar, spices, textiles, minerals, opium and oil. Looking at current dynamics, fish scarcity could be the next catalyst.

The decline in nearly half of global fish stocks in recent decades is a growing and existential threat to roughly 1 billion people around the world who rely on seafood as their primary source of protein. No other country is more concerned about the increasingly empty oceans than China, whose people eat twice as much fish as the global average. Beijing is also the world’s largest exporter of fish, with 14 million fishers in a sector producing billions of dollars a year.

In order to keep its people fed and employed, the Chinese government provides hundreds of millions of dollars a year in subsidies to its distant-water fishing fleet. And in the South China Sea, it is common for its ships to receive Chinese Coast Guard escorts when illegally entering other countries’ fishing waters. As such, the Chinese government is directly enabling and militarizing the worldwide robbing of ocean resources.

Study negates concerns regarding radioactivity in migratory seafood

September 5, 2017 — When the Fukushima power plant released large quantities of radioactive materials into nearby coastal waters following Japan’s massive 2011 earthquake and tsunami, it raised concerns as to whether eating contaminated seafood might impair human health—not just locally but across the Pacific.

A new study by an international research team shows that those concerns can now be laid to rest, at least for consumption of meat from migratory marine predators such as tuna, swordfish, and sharks.

The team focused on cesium, a silvery metal with a large number of radioactive isotopes. Two of these, 134Cs and 137Cs, form when uranium fuel breaks down in nuclear reactors. The cesium isotopes are of particular concern because they were discharged in large quantities following the disaster, exhibit relatively long half-lives (2.1 and 30 years respectively), and tend to accumulate in the muscle tissues that people like to eat.

However, the team’s sampling of tissues from predatory fishes and other large vertebrates collected across the northern Pacific between 2012 and 2015 revealed no detectable levels of 134Cs, and 137Cs concentrations that were generally consistent with background levels from aboveground nuclear testing during the 1940s and 50s. They collected the animals from waters near Japan, Hawaii, and California.

Sea Shepherd Activists Halt Pursuit of Japanese Whalers

August 30, 2017 — The environmentalist group Sea Shepherd has called off its annual pursuit of Japanese whaling ships in the Southern Ocean, according to the group’s founder, who said it cannot keep up with Japan’s surveillance technology.

“What we discovered is that Japan is now employing military surveillance to watch Sea Shepherd ship movements in real time by satellite,” the group’s founder, Paul Watson, said in a statement. “If they know where our ships are at any given moment, they can easily avoid us.”

Sea Shepherd, a self described “eco-vigilante” group founded in 1977, has spent years patrolling the remote Southern Ocean, investigating and documenting illegal fishing and whaling operations, putting it directly at odds with Japanese vessels. In addition to filming the operations, the group uses confrontational tactics that include shooting water cannon and stink bombs at the Japanese vessels.

Mr. Watson maintains that his group acts within the law. “We never caused a single injury to any person in all of these years,” he said in an interview. “The criminals are quite plain to see.”

Since 2005, Sea Shepherd has patrolled the Southern Ocean Whale Sanctuary, a protected area where whaling is prohibited. A few nations, including Japan, have special research permits that allow for some whaling.

ARA BUAKAMSRI: Major change for the Thai and global seafood industry

July 27, 2017 — Thailand is on the brink of making real progress toward the elimination of destructive fishing and human rights abuses in its seafood supply chains. As a potential yellow card de-listing from the European Commission looms, it remains to be seen whether the country will take the steps needed to fully meet the standards to eliminate human rights abuse in the seafood industry.

It’s fair to say that Thai authorities have made progress in key areas, including reforms to the legal and regulatory framework for fishing that was drawn up in 1947, along with improvements to and the enforcement of labour regulations. At the UN Ocean Conference in New York this year, Thai delegates announced a voluntary commitment to combat illegal, unreported, and unregulated (IUU) fishing by rigorously controlling, monitoring, and inspecting all Thai-flagged fishing vessels operating inside and outside Thai waters. A key piece of this commitment is to eliminate all IUU fishing in Thai fishing fleets by 2019.

Understandably, this progress has been met with criticism, seen by some as insufficient and cosmetic.

Fish 2.0 evolves to fight industry fragmentation

April 25, 2017 — The business competition Fish 2.0, now in its third installment, is evolving into a nexus of communication that is helping fight fragmentation in the seafood industry, according to its founding director Monica Jain.

Held every two years after an inaugural 2013 edition, Fish 2.0 is an open call for entrepreneurs and business owners in the seafood industry to propose their projects and get feedback from investors and industry professionals, as well as possible financial backing.

The four-phase competition pares the proposals it receives down to a group of finalists that present at Stanford University to a room full of investors, consultants and other businesses owners.

Jain said her original motivation behind creating the competition was to stimulate private investment in sustainable seafood, and the competition has certainly done that— companies that presented at the 2015 Stanford finals have raised more than USD 30 million (EUR 27.6 million), and include starts-ups including LoveTheWild and Acadia Harvest Inc.

But the competition has also created an unforeseen meeting point in a dispersed industry.

“The thing that we’re seeing is that more and more businesses are interested in our competition not just to meet investors, but to meet each other. There’s a lot of benefit for them meeting each other because the seafood industry is fragmented,” Jain said.

For the 2017 edition, Fish 2.0 held six workshops in different regions; Southeast Asia, Chile and Peru, the Pacific Islands, New England, the South Atlantic and Gulf of Mexico, and the U.S. West Coast.

At the U.S. West Coast workshop early this month in Seattle, entrepreneurs from California to Alaska discussed innovations and business ideas that ranged from submarine robots for patrolling aquaculture farms to salmon-based baby food to innovative fish handling techniques.

Sustainable Fisheries Partnership Trains 15,000 Shrimp and Tilapia Farmers Asia, South Pacific

March 7, 2017 — SEAFOOD NEWS — The Sustainable Fisheries Partnership wrapped up a major aquaculture training program in Indonesia, Thailand, and China that instructed thousands of shrimp and tilapia farmers with modern training designed to improve the industry in these regions.

Organizers initially expected the project to attract 12,500 farmers. But by the December 31, 2016 finishing date, more than 15,000 farmers in all three countries had participated in the training.

“This project has exceeded expectations because of the hard work of many committed partners to deliver improvements based on a detailed, local understanding of what farmers want,” said Anton Immink, SFP’s Aquaculture Director. “We recognize there is still a long way to go for many of these farmers, but we encourage others to actively engage in the improvements needed.”

The program, funded with the support of Walmart Foundation and IDH – the Sustainable Trade Initiative – has led to improvements in environmental and disease management across shrimp and tilapia farms in all three countries.

Ir. Rizal, head of the aquaculture unit of the Provincial Office of Marine and Fishery Affairs in Indonesia’s West Kalimantan province, said, “This training helped us improve the knowledge of traditional farmers in West Kalimantan to practice better farming. With better farming we hope that farmers can improve their shrimp and fish harvest.”

Training topics included: Better aquaculture practices; better post-harvest practices; better business management; group formation and management; value of zonal management; Code of Good Practice in Aquaculture; ecological farming, health management, and market outlook.

Sally Ananya, Director of The Food School, one of the partners in Thailand, said “The focus on smaller-scale producers and the specific inclusion of women in the training has been particularly valuable, as the contribution of these groups is often overlooked in projects aiming at improvements in shrimp farming.”

For some farmers, including Chareon Yongstar of Thailand, the training served as an eye-opener.

“I have learned so many practical best practices that I can apply at my farms,” he said. “But more importantly, the experience has raised more questions and made me realize how much more I don’t know. I hope there is a continuation of this program.”

SFP will continue to work closely with the international buyers to understand how these producers fit into existing supplies or how some of them can continue the improvements they have started to become part of the international supply chain.

Indonesia to curb rights abuses on foreign fishing vessels

January 25, 2017 — JAKARTA, Indonesia — Indonesia on Tuesday issued a new government decree requiring human rights certification for fishing boats operating in the country, in order to stamp out abuse and exploitation of workers in the fisheries industry.

“The ministerial regulation creates the certification mechanism to ensure the fishing industry here will be free of human rights violations,” Marine Affairs and Fisheries Minister Susi Pudjiastuti said at a press conference.

The decree, which comes almost two years after media reports first revealed brutal conditions aboard many foreign vessels reflagged to operate in Indonesian waters, requires all companies in the fisheries sector to submit a detailed human rights audit to ensure the well-being of fishermen and port workers.

All fishery companies are henceforth required to have an adequate insurance scheme, a standard minimum wage and clear working hours for their fishermen and port workers.
