Southeast Asia attracting seafood processing away from China

January 21, 2022 — As China’s economy continues to evolve and its trade relationship with the U.S. remains strained, it is likely other countries in Southeast Asia will take a larger role in processing seafood, according to a panel of experts at the National Fisheries Institute’s Global Seafood Market Conference.

Trade relations between the U.S. and China became suddenly more volatile when the administration of U.S. President Donald Trump implemented tariffs on Chinese goods. Trump’s stated goal was to put an end to the significant trade imbalance between the two countries – an imbalance that U.S.-China Business Council President Craig Allen said was nothing new.

Despite trade war obstacles, seafood producers find growing opportunity in Asia

March 20, 2019 — Seafood producers that have achieved meaningful sales volumes in domestic markets have been enhancing revenues and sparking enterprise growth through exports and brand penetration in foreign markets, especially Southeast Asia.

In this regard, there are numerous opportunities to broaden sales of already popular products, satisfy demand for products that may not have a thriving market at home, and introduce new species and value-added products to offshore audiences eager to try new seafood options.

Of course, identifying export opportunities and establishing a sustainable presence demands considerable effort on the part of the exporter. Belle Cove, a producer of Maine lobster, has found that North American shellfish, including lobster and snow crab, are very popular in Asian markets.

“The biggest challenge is identifying and qualifying prospective importers,” said Grace Phillips, the sales director for Belle Cove. “Those companies may not have a website or much information on the internet, so it can be difficult to do any meaningful research. We participate in trade missions and exhibit at trade events to meet pre-screened buyers.”

The Alaska Seafood Marketing Institute ASMI has taken a more proactive and informative approach. By positioning ASMI-backed products – including salmon, pollock, crab, and cod – as sustainably managed and wild-harvested, and subsequently promoting these attributes to different market sectors (consumer, foodservice, retail), the organization has successfully maintained a presence in Asian markets, primarily Japan and China, for more than 20 years.

SFP report indicates key to reduction fishery sustainability lies in Southeast Asia

June 4, 2018 — The Sustainable Fisheries Partnership released its Target 75 (T75) Reduction Fisheries Update on 31 May, and it indicates that the key to reaching the organization’s sustainability goals lie in increased engagement in Southeast Asia.

The report outlines the various reduction fisheries and separates the global fishery into two distinct categories: Atlantic/Pacific reduction fisheries and Asian reduction fisheries. The Atlantic/Pacific primarily utilizes small pelagic species like anchoveta, sandeel, and sardine, as well as blue whiting, Antartic krill, and crustacean. The Asian reduction fishery includes trawl fisheries of a large variety of species.

“The rationale for splitting the global sector into two sub-sectors is that almost all Atlantic/Pacific reduction fisheries are for small pelagics, and are quite similar in terms of trophic level, gear, ecology and management, as well as engagement in FIPs,” the report said. “In contrast, the levels of FIP engagement in Asia are much lower, and only 50 percent of Asian sourcing comes from small pelagic fisheries, while the remainder comes from multispecies trawl fisheries (sometimes described as ‘Trash Fish’), which face fisheries management and sustainability challenges that are unique among sources of fishmeal and fish oil.”

According to the report, roughly 41 percent of reduction fisheries can meet the T75 goal, i.e. having either certifications or a FIP that indicates the fishery is moving towards sustainability. Of the sustainable fisheries, 99 percent are located in the Atlantic/Pacific fishery sub-sector.

A Nearly Invisible Oil Spill Threatens Some of Asia’s Richest Fisheries

February 13, 2018 — ZHOUSHAN, China — A fiery collision that sank an Iranian tanker in the East China Sea a month ago has resulted in an environmental threat that experts say is unlike any before: An almost invisible type of petroleum has begun to contaminate some of the most important fishing grounds in Asia, from China to Japan and beyond.

It is the largest oil spill in decades, but the disaster has unfolded outside the glare of international attention that big spills have previously attracted. That is because of its remote location on the high seas and also the type of petroleum involved: condensate, a toxic, liquid byproduct of natural gas production.

Unlike the crude oil in better-known disasters like the Exxon Valdez and the Deepwater Horizon, condensate does not clump into black globules that can be easily spotted or produce heart-wrenching images of animals mired in muck. There’s no visible slick that can be pumped out. Experts said the only real solution is to let it evaporate or dissolve. Absorbed into the water, it will remain toxic for a time, though it will also disperse more quickly into the ocean than crude oil.

Experts say there has never been so large a spill of condensate; up to 111,000 metric tons has poured into the ocean. It has almost certainly already invaded an ecosystem that includes some of the world’s most bountiful fisheries off Zhoushan, the archipelago that rises where the Yangtze River flows into the East China Sea.

The area produced five million tons of seafood of up to four dozen species for China alone last year, according to Greenpeace, including crab, squid, yellow croaker, mackerel and a local favorite, hairtail. If projections are correct, the toxins could soon make their way into equally abundant Japanese fisheries.

Exposure to condensate is extremely unhealthy to humans and potentially fatal. The effects of eating fish contaminated with it remain essentially untested, but experts strongly advise against doing so.

“This is an oil spill of a type we haven’t seen before,” said Paul Johnston, a scientist at Greenpeace Research Laboratories at the University of Exeter in England. “Working out the impact is actually a huge task — probably next to impossible.”

For China, the disaster has become a test of its ambitions as a global and regional steward of the seas, especially at a time when it is reinforcing its territorial claims, including disputed territories with Japan in these waters. Given its proximity, China has taken the lead in investigating the disaster and monitoring the spill, but it has faced some criticism for what some see as a slow and inadequate response thus far.

Officials in Beijing announced on Feb. 1 that samples of fish taken within four to five nautical miles of the sunken ship contained traces of petroleum hydrocarbons, suggesting possible condensate contamination; they pledged to expand the range of testing to 90 miles, and closely monitor fish coming into markets.

New study sheds light on the the dark side of Hong Kong’s most lucrative seafood trade

February 6, 2018 — Hong Kong is the global hub for the more than USD $1 billion Live Reef Food Fish Trade (LRFFT), much of it unreported and unregulated with serious consequences for vulnerable species, food security and livelihoods in Southeast Asia, according to a report released on February 1.

Published jointly by the Swire Institute of Marine Sciences at the University of Hong Kong (HKU), ADM Capital Foundation and the WWF Coral Triangle Program, the report, Going, Going Gone: The Trade in Live Reef Food Fish, says popular wild-caught reef fish species could be gone from diners’ tables within our lifetime if we do not act now to stem this burgeoning and often illegal trade.

“The rate at which we are taking reef fish from our oceans, including juveniles, is simply not sustainable,” said Dr Yvonne Sadovy, a professor of biological sciences at HKU and lead author of the report. “The LRFFT is symptomatic of the pressure being put on these fish resources and the potentially devastating effects on livelihoods. As the epicentre of the LRFFT, it is critical Hong Kong takes steps to regulate before it is too late.”

Live seafood is part of the culinary tradition of southern China, with most species coming largely from the seas of Southeast Asia. Demand for these attractive and increasingly rare fish species, eaten mostly at banquets and as displays of wealth, has grown with expanding affluence in Mainland China.

Although the trade is not large by global fisheries standards, it is disproportionately valuable, estimated between 20,000 and 30,000 metric tonnes (mt) annually in the trade hub of Hong Kong, and valued in excess of USD 1 billion, according to the report. This does not count illegal trade. The trade supplies a luxury seafood market with high retail value fishes, with some species, such as Napoleon fish, fetching in excess of USD 600 per kg.

Foreign fishermen settle human trafficking suit

January 3, 2018 — Two Indonesian fishermen who say they were enslaved on an American fishing boat have settled their lawsuit against the vessel’s owner seven years after escaping and receiving special U.S. visas as victims of human trafficking, their lawyers told The Associated Press on Wednesday.

The attorneys said Sorihin, who uses just one name, and Abdul Fatah settled their lawsuit against Thoai Van Nguyen, the California-based owner and captain of the Sea Queen II.

The settlement outlines steps Nguyen must take to continue to fish but does not disclose a financial award. The captain denies all allegations of abuse or human trafficking and has always followed federal laws when employing foreign crews, Nguyen’s attorney said.

The lawsuit filed in U.S. court in San Francisco claimed the men were trafficked through the Hawaii longline fishing fleet and forced to work on the boat around Hawaii and off the shores of California.

Citing federal and international human trafficking laws, the suit sought an unspecified amount of money for fees they paid and compensation they were promised along with damages for mental anguish and pain.

The lawsuit was being prepared as a 2016 Associated Press investigation revealed the Hawaii fleet operates under a loophole in federal law that allows owners to use foreign laborers with no work visas or the ability to legally enter the United States. The lawsuit was in the works when the AP reported on the men’s ordeal.

Coast Guard cites fishing boat for illegal foreign captain

January 1, 2018 — HONOLULU — The U.S. Coast Guard said Friday it found a foreign worker acting as the captain of an American-flagged commercial fishing vessel in federal waters off Hawaii.

The crew of the U.S. Cutter Oliver Berry boarded the unnamed vessel on Dec. 19 and issued a citation after they suspected a foreign national was acting as the captain and operating the boat, the Coast Guard said in a statement .

It’s illegal for a foreign national to operate a U.S.-flagged commercial vessel.

The Coast Guard said the vessel was cited for a violation known as a “paper captain.” The Coast Guard Hearing Office will review the violation and consider further legal action.

Officials boarded a total of six Hawaii-based commercial fishing vessels during a 10-day patrol. They issued eight violations.

A 2016 Associated Press investigation revealed the Hawaii fleet operates under a loophole in federal law that allows owners to use foreign laborers with no U.S. visas to work in the fleet.

While most U.S. fishing fleets are required to have 75 percent U.S. citizens as crews, the Pacific boats that target highly migratory species like tuna are allowed to have only one American, the captain, aboard.

Labor issues improving with increased scrutiny, according to Thai industry rep

October 16, 2017 — Thai seafood producers claim they’re working to meet stricter reporting requirements, which they say are helping to improve labor and food safety problems in the industry.

There has been a rise in reporting requirements due to the U.S. Congress’ Justice for Victims of Trafficking Act of 2015, according to Panisuan Jamnamwej, chairman of the Committee on Fisheries and Related Industries at the Thai Chamber of Commerce. In addition, the introduction of QR code technology is increasing traceability and curbing abuses in Thailand’s seafood sector, according to Panisuan. Shrimp farmers are being encouraged to adapt the QR codes by being supplied with mobile data connections, he said, and wild-catch fishers are getting better at tracking their takes.

“Importers say you need to provide information such as the details of vessels and catches. Similarly on feed, if your fishmeal was caught at sea, you need the name of the ship, even if only one percent of the material came from that vessel,” Panisuan said.

In the past two years, Thailand’s fishing sector has faced sharp international criticism for its use of indentured Burmese laborers on some of its vessels, as documented by several NGOs. Thai industries have also run into trouble for their import of workers from neighboring Myanmar – the process itself is legal, but private recruiters have at times run afoul of the law. Burmese laborers made up the bulk of staff at several processing plants visited by SeafoodSource in Thailand recently.

North Korean workers prep seafood going to US stores, restaurants

October 5, 2017 — HUNCHUN, China — The workers wake up each morning on metal bunk beds in fluorescent-lit Chinese dormitories, North Koreans outsourced by their government to process seafood that ends up in American stores and homes.

Privacy is forbidden. They cannot leave their compounds without permission. They must take the few steps to the factories in pairs or groups, with North Korean minders ensuring no one strays. They have no access to telephones or email. And they are paid a fraction of their salaries, while the rest — as much as 70 percent — is taken by North Korea’s government.

This means Americans buying salmon for dinner at Walmart or ALDI may inadvertently have subsidized the North Korean government as it builds its nuclear weapons program, an AP investigation has found. Their purchases may also have supported what the United States calls “modern day slavery” — even if the jobs are highly coveted by North Koreans.

At a time when North Korea faces sanctions on many exports, the government is sending tens of thousands of workers worldwide, bringing in revenue estimated at anywhere from $200 million to $500 million a year. That could account for a sizable portion of North Korea’s nuclear weapons and missile programs, which South Korea says have cost more than $1 billion.

While the presence of North Korean workers overseas has been documented, the AP investigation reveals for the first time that some products they make go to the United States, which is now a federal crime. AP also tracked the products made by North Korean workers to Canada, Germany and elsewhere in the European Union.

Besides seafood, AP found North Korean laborers making wood flooring and sewing garments in factories in Hunchun. Those industries also export to the U.S. from Hunchun, but AP did not track specific shipments except for seafood.

James G. Stavridis & Johan Bergenas: The fishing wars are coming

September 14, 2017 — Lawmakers are finally catching up to something that the Navy and Coast Guard have known for a long time: The escalating conflict over fishing could lead to a “global fish war.”

This week, as part of the pending National Defense Authorization Act, Congress asked the Navy to help fight illegal fishing. This is an important step. Greater military and diplomatic efforts must follow. Indeed, history is full of natural-resource wars, including over sugar, spices, textiles, minerals, opium and oil. Looking at current dynamics, fish scarcity could be the next catalyst.

The decline in nearly half of global fish stocks in recent decades is a growing and existential threat to roughly 1 billion people around the world who rely on seafood as their primary source of protein. No other country is more concerned about the increasingly empty oceans than China, whose people eat twice as much fish as the global average. Beijing is also the world’s largest exporter of fish, with 14 million fishers in a sector producing billions of dollars a year.

In order to keep its people fed and employed, the Chinese government provides hundreds of millions of dollars a year in subsidies to its distant-water fishing fleet. And in the South China Sea, it is common for its ships to receive Chinese Coast Guard escorts when illegally entering other countries’ fishing waters. As such, the Chinese government is directly enabling and militarizing the worldwide robbing of ocean resources.
