Glaciers’ retreat could open new Alaska salmon habitat

January 12, 2022 — Melting glaciers in Alaska and British Columbia could open up new stream habitat for Pacific salmon – conceivably almost equal to the length of the Mississippi River by 2100, under one scenario of “moderate” climate change.

But on balance a warming climate will continue to take its toll on salmon populations on the U.S. Pacific coast.

Researchers from Simon Fraser University in British Columbia and the NMFS Northwest Fisheries Science Center in Seattle, Wash., published their findings from modeling glacier retreat in the journal Nature Communications, looking at how new salmon spawning streams might appear as ice melts, bedrock gets exposed and new streams thread over the exposed landscape.

“We predict that most of the emerging salmon habitat will occur in Alaska and the transboundary region, at the British Columbia – Alaska border, where large coastal glaciers still exist,” lead author professor Kara Pitman of Simon Fraser University says in a NMFS summary of the findings.

The Americas’ First Ecosystem Managers

August 19, 2021 — The maritime fur trade, beginning in the 1700s and centered on the North Pacific Ocean, killed around one million sea otters and left the species fluttering on the verge of extinction with a global population as low as 1,000. On the west coast of Canada, the animal didn’t make it. The last sea otter was seen in the region in 1929, off Vancouver Island, British Columbia. But beginning in the 1960s, restoration efforts have turned back the clock on British Columbia’s sea otters. From an initial 89 sea otters relocated from Alaska, a population of 8,000 is now expanding in the province. Yet after generations of their absence, the surge in sea otters is stoking the resentment of some residents.

The trouble is, a sea otter consumes 25 to 30 percent of its own body weight every day. The otters’ voracious appetite can have dramatic ecological effects. It doesn’t help, either, that sea otters eat many of the same seafoods that humans in the area have long favored, such as crabs and clams, sparking conflict with shellfish fisheries and leading some to argue that the reintroduction effort has worked too well.

Now, a new study suggests that conservation efforts may have indeed overshot the mark—and the reason why is particularly interesting.

When thinking about restoring natural ecosystems, the goal for many would likely be to see a species rebound to its carrying capacity—that is, the maximum population a given habitat can support, free from human impact. So, for the sea otter, that would be to roll back the effects of colonization, the commercial fur trade, hunting, land development, and other pressures to a time when abundant sea otters may have dwelled on the coast, gorging on abalone and other shellfish. But taking that as your goal is to overlook the way Indigenous peoples extensively managed the sea otter population for thousands of years.

Led by Erin Slade, a graduate student at British Columbia’s Simon Fraser University, new research examining the sizes of mussels found along the coast challenges the assumption that late-Holocene sea otter populations would have ever been at, or even near, their carrying capacity.

Study Discovers Bias in Lice Counts on Farmed Salmon When Done by Farm Operators

September 14, 2020 — Mandatory self-monitoring can save taxpayers money, but a study out of Simon Fraser University found bias in the routine counting of sea-lice on farmed salmon in pens off the coast of British Columbia.

The scientists found that industry’s monthly counts two species of sea-lice are underestimated significantly. Canada’s federal Department of Fisheries and Oceans found the numbers increased by a factor of nearly 2 for one species of lice and just over a factor of 1 (in other words, doubling the amount) for another. Less lice means less delousing treatments, which are costly.

Century-old salmon-smeared notebooks reveal past bounty of fisheries

August 20, 2019 — One day in June 1919, workers in a busy Canadian cannery in Port Essington rushed to clean, cook, and can the bright red flesh of a huge number of sockeye salmon hauled from the nearby Skeena River. Watching the frenzy was a government “fisheries overseer” named Robert Gibson. Periodically, Gibson selected a fish, scraped off a few scales, and affixed them to the pages of a small notebook using the salmon’s own slime. Next to each sample—he collected a total of 125 on this day—Gibson wrote the weight, length, sex, and catch date. A U.S. fish biologist hired by British Columbia would follow up by calculating each fish’s age with the then-new technique of using a microscope to count the growth rings visible on the scales, much as botanists age a tree.

Over more than 3 decades, from 1912 to 1948, Gibson and colleagues filled dozens of notebooks with fish scales from the Skeena, Canada’s second-largest salmon river. Ultimately, however, the records were dumped in a box and largely forgotten.

Reintroduced Shark Trade Bill Promotes Successful U.S. Conservation Policies at Global Level

Bill incentivizes nations to follow U.S. example of successful management

January 31, 2019 — WASHINGTON — The following was released by the Sustainable Shark Alliance:

A bipartisan bill introduced in the U.S. House advances global shark conservation by ensuring that all shark and ray products imported into the United States meet the same high ethical and sustainability standards required of American fishermen. The bill has broad support from conservation groups, zoos, aquariums and the fishing industry.  A companion bill is expected soon in the Senate; Sen. Marco Rubio (R-FL) introduced a similar bill in the last Congress.

The Sustainable Shark Fisheries and Trade Act of 2019 (SSFTA), H.R. 788, introduced by Rep. Daniel Webster (R-FL), and co-sponsored by Reps. Ted Lieu (D-CA), Bill Posey (R-FL), José Serrano (D-NY), among others, creates a transparent certification program for countries seeking to import shark products into the United States, modeled on similar laws that protect sea turtles and marine mammals across the globe. Similar legislation is expected to be introduced in the Senate.

Nations wishing to take advantage of the U.S. market for shark and ray products must prove they have an effective prohibition on the reprehensible and wasteful practice of shark finning, and have shark and ray management policies comparable to those under the Magnuson-Stevens Act.

Unlike legislation (H.R. 737) from Rep. Gregorio Kilili Camacho Sablan (D-NMI), which bans all trade of shark fins in the United States, the Sustainable Shark Fisheries and Trade Act creates incentives for improving shark conservation globally. The SSFTA punishes bad actors in other parts of the world while allowing responsible fishermen in the U.S. and elsewhere to realize the maximum value of their carefully managed and scientifically limited annual catch.

“Fishing is a long-standing profession and treasured American pastime, and particularly important in Florida,” said Rep. Webster. “Our responsibility is to balance the needs of the industry with conservation. This bill recognizes the sacrifices American fishermen have made to rebuild and sustain our shark populations and calls on others to meet these same high standards.”

“We thank the Congressmen for introducing the Sustainable Shark Fisheries and Trade Act,” said Tad Mask, regional director of the Southeastern Fisheries Association in Tallahassee, Florida. “The bill promotes shark conservation and the successful model of American shark management, without threatening law-abiding U.S. fishermen.”

“The idea of a fin ban comes as a first step in environmental groups ultimate goal of ending all shark fishing,” said Greg DiDomenico, director of the Garden State Seafood Association. “The same groups pushing Rep. Sablan’s bill are also calling for an end to shark fishing tournaments.  Supporting sensible shark conservation measures, like Rep. Webster’s, should be a common goal of the commercial and recreational fishing communities.”

U.S. shark fisheries are among the best managed in the world. In a paper published last year, Dr. David Shiffman, a Liber Ero Postdoctoral Research Fellow at Simon Fraser University, and Dr. Robert Hueter, Director of the Center for Shark Research at Mote Marine Laboratory, wrote that the U.S. “has some of the most sustainable shark fisheries on Earth” and called the U.S. “a model of successful management.”

Shark finning, the cruel practice of removing a shark’s fins at sea and discarding the rest of the shark, has been banned in the United States with industry support since the 1990s. Currently, when a shark is landed, the fins are left naturally attached.

The Sustainable Shark Alliance has long argued for the importance of obtaining the maximum value by fully utilizing the limited catches U.S. fishermen are allowed. A U.S. ban on the sale of fins deprives coastal communities of much needed income, while mandating waste of a valuable and culturally important resource.

“The answer to the problem of shark finning is not ‘reverse shark finning,’ by destroying the shark fins that are legally harvested,” said the Alliance’s counsel, Shaun Gehan. “It is to stop shark overfishing and waste of much needed shark protein in all the world’s shark fisheries. The SSFTA moves us in that direction.”

Prior versions of the Sustainable Shark Fisheries and Trade Act have been supported by commercial fishing industry groups, including but not limited to the Garden State Seafood Association, Southeastern Fisheries Association, North Carolina Fisheries Association, Directed Sustainable Fisheries, and Louisiana Shrimp Association; environmental groups, such as the Wildlife Conservation Society; and zoo and aquarium facilities, such as Mote Marine Laboratory, Palm Beach Zoo, SeaWorld, Zoo Miami Foundation and the Florida Aquarium. The Florida Fish and Wildlife Conservation Commission has also written in support of approach.

Bull Shark Nursery Grounds Shifting North, a Result of Climate Change

April 20, 2018 — The report published this week in Scientific Reports notes that while bull sharks have large migratory patterns and move quite a bit, they are very loyal to their nursery grounds.

Prior to this discovery, the most northerly known nurseries in the Atlantic were located off Florida’s east coast. In recent years, however, nurseries have been relocated north to the Pamlico Sound, which lies between the Outer Banks and North Carolina’s coast.

The discovery was a fluke, the researchers said.

While working to characterize shark habitat in North Carolina, the researchers from the North Carolina Division of Marine Fisheries, Simon Fraser University and East Carolina University found that a greater number of juvenile bull sharks, which remain at nursery grounds during their formative years, were reported in the brackish waters of Pamlico Sound.

Shark fin bans might not help sharks, scientists say

September 25, 2017 — PORTLAND, Maine — As lawmakers propose banning the sale of shark fins in the U.S., a pair of scientists is pushing back, saying the effort might actually harm attempts to conserve the marine predators.

Democratic Sen. Cory Booker of New Jersey introduced a bill this year designed to prevent people from possessing or selling shark fins in America, much to the delight of conservation groups such as Oceana. But marine scientists David Shiffman and Robert Hueter said this approach could be wrongheaded.

Shiffman and Hueter authored a study that appears in the November issue of the journal Marine Policy, saying the U.S. has long been a leader in shark fisheries management and that shutting down the U.S. fin trade entirely would remove a model for sustainability for the rest of the world.

The U.S. also is a minor contributor to the worldwide shark fin trade, and countries with less regulated fisheries would likely step in to fill the void if America left the business altogether, Shiffman said.

“Removing that from the marketplace removes a template of a well-managed fishery,” Shiffman, a shark researcher with Simon Fraser University in British Columbia, said. “It’s much easier for us to say, here’s a way you can do this.”

Shark fins are most often used in a soup considered a delicacy in Asia. Shark fins that American fishermen harvest are often shipped to Asia for processing.

Shark Fin Ban Is Misguided, Would Undermine Sustainable U.S. Shark Fisheries, Say Experts

WASHINGTON (Saving Seafood) – September 14, 2017 – A ban on shark fin sales in the United States would undermine some of the planet’s most sustainable shark fisheries while harming global shark conservation efforts, according to two prominent shark scientists.

In a paper published this month in Marine Policy, Dr. David Shiffman, a Liber Ero Postdoctoral Research Fellow at Simon Fraser University in Vancouver, B.C., and Dr. Robert Hueter, Director of the Center for Shark Research at Mote Marine Laboratory in Sarasota, Fla., call proposed Congressional legislation banning the sale or purchase of shark fins in the United States “misguided.” Environmental group Oceana is pushing the legislation, known as the Shark Fin Trade Elimination Act.

In an interview with Saving Seafood, Dr. Shiffman said the legislation was “well-intentioned” but “overly simplistic.” By withdrawing from the global shark fin market, the United States would remove incentives for its trading partners to build sustainable shark fisheries, and would eliminate an important example of sustainable shark fisheries management, he said.

“We’re a relatively small percentage of the overall trade in shark fins, so banning the trade of shark fins within the U.S. will not have that much of a direct impact on shark mortality,” Dr. Shiffman told Saving Seafood. “But we’re a really high percentage of the sustainably caught, well-managed shark fishery. So removing us from the global marketplace for fins doesn’t help save that many sharks, but it removes this sustainable fishery from the marketplace as a template that can be copied.”

According to Dr. Shiffman, U.S. shark fisheries are built on a strong mix of “scientific research infrastructure” and “management and enforcement infrastructure,” which has helped make them some of the most sustainable in the world. His coauthor, Dr. Hueter, told Saving Seafood that enacting a shark fin ban would undermine decades of progress that went into building those sustainable fisheries.

“We have done a great job working together to rebuild the fish, and at least make the fisheries sustainable and profitable,” Dr. Hueter said. “And that is why this fin ban, in our opinion, is so misguided. Because after all these decades of work to get us to a great point with a bright future, this sort of ban would just cut the legs out from underneath the fishery. It would cause waste, put people out of business who are doing things right, and reward the folks in other nations who are not doing things well.”

Much of the public remains unaware of the sustainable status of most U.S. shark fisheries, a phenomenon the authors attribute to confusion over key issues related to shark conservation. In particular, many do not understand the difference between “shark finning” – the inhumane and illegal practice of removing a shark’s fins at sea – and sustainable landings of whole sharks required by U.S. law. Finning is “just this boogeyman of shark conservation activists,” Dr. Shiffman said. “People don’t understand what shark finning means in many cases.”

“We have sounded the alarm now for 20 years or more about this thing called finning to the point where we’ve gotten people so upset about it that they no longer listen to the subtle difference between finning and fishing,” Dr. Hueter said. “And they think that all sharks that are caught by commercial fishermen are finned animals.”

Should a total fin ban be enacted, rule-following U.S. fishermen would be economically harmed, the authors write in their paper, noting that nearly a quarter of the total value of shark meat sales comes from shark fins. Forcing fishermen to throw out fins from sustainably caught sharks would be wasteful, contradicting a United Nations plan of action to create “full use” in global shark fisheries, they write.

Instead of a fin ban, Dr. Shiffman and Dr. Hueter support policies focused on sustainable shark fisheries management. Dr. Hueter recommended five ways fishery managers could pursue this goal: increase penalties for those caught finning sharks, which Florida did earlier this year; stop imports of shark products from countries that don’t practice sustainable shark fishing; incentivize the domestic industry to process shark fins within the U.S. and provide for the domestic demand; closely monitor U.S. shark populations and support strict measures for sustainability; and increase public education about the problems facing global shark populations.

“Banning is always the easiest thing,” Dr. Hueter said. “Making the fishery so it’s regulated and sustainable and smart, that’s hard. But we shouldn’t be choosing things based on what sounds good or what feels good. We should be doing things based on what works.”

There is broad support in the scientific community for sustainable shark fisheries. In a recent survey of over 100 members of scientific research societies focusing on sharks and rays, Dr. Shiffman and Dr. Neil Hammerschlag, a marine ecologist at the University of Miami, found that 90 percent preferred sustainable management to a total ban on the sale of shark products. Dr. Shiffman believes that sustainable fisheries can go hand in hand with shark conservation.

“I am glad to see that the best available data, over and over again, is showing that we can have healthy shark populations while still having sustainable, well-managed fisheries that employ fishermen and provide protein to the global marketplace,” said Dr. Shiffman, who also writes for the marine science blog Southern Fried Science and frequently comments on shark conservation issues on Twitter. “We don’t need to choose between the environment and jobs in this case if we do it correctly.”

Dr. David Shiffman: The rare Trump appointment that is actually making scientists very happy

[T]he appointment of fisheries biologist Chris Oliver to lead NOAA Fisheries — the agency within the National Oceanic and Atmospheric Administration that is charged with sustainable management of commercial fisheries worth more than $140 billion — represents a striking departure from the Trump administration’s scientific and environmental personnel and policy choices.

Oliver has worked as the executive director of the North Pacific Fishery Management Council since 1990. He has won the praise of both conservation groups and industry.

The position he will assume is one of the most important science, environment and natural resource management positions in the federal government. Its responsibilities include not only fisheries management but also conservation of marine species under the Marine Mammal Protection Act and the Endangered Species Act. NOAA Fisheries operates offices and research stations in 15 states and territories and employs more than 3,000 people.

Environmentalists and fishermen were following this appointment nervously. A mismanaged NOAA Fisheries could do severe and long-lasting environmental harm to U.S. marine and coastal waters, and economic harm to the millions of Americans who depend on those ecosystems.

The ocean conservation nonprofit sector, which has been strongly critical of the Trump administration, is praising this appointment. “Chris Oliver brings years of past experience working with fishermen, conservation groups and scientists, and a deep understanding of the practices and importance of science and ecosystem based management to the federal fisheries arena,” said Chris Dorsett, vice president of conservation policy at the Ocean Conservancy, a leading marine conservation nonprofit.

The seafood industry, which called for Oliver’s appointment in January in what was called “a nearly unprecedented display of unanimity,” is also pleased. “We are extremely supportive and excited about Chris’s appointment because he brings to NOAA Fisheries the skills and experience necessary to affect positive change during the challenging times that lie ahead,” said Lori Steele, executive director of the West Coast Seafood Processors Association.

“It isn’t often that the U.S. seafood industry unites together to support an appointment, but it was easy, thanks in large party to Chris’s experience and long-standing reputation as a fair, honest and successful leader in fisheries management,” she said.

“I am delighted that Chris has been well received by the fishing community in his new position,” said Wilbur Ross, the Secretary of Commerce, in a statement provided to the Post. “I have the utmost confidence that he will do a great job working with stakeholders to manage our nation’s vital fisheries – that’s why I recommended him to the president.”

Sharks for Dinner? New Report Says Sharks Can Be Sustainably Fished

February 6, 2017 — Global perceptions about shark consumption are about as divided as U.S. politics. In places like Japan, India, Sri Lanka and certain parts of Africa and Mexico, shark meat is relatively inexpensive and a regular part of the diet. In western countries and many other parts of the world, however, eating sharks is discouraged — and sometimes even banned — because many sharks are threatened with extinction.

It may then come as a surprise that two of the world’s leading shark conservationist groups have just determined that 39 populations representing 33 species of sharks, as well as their relatives — rays and chimaera — meet the criteria for sustainable fishing.

According to the World Commission on Environment and Development, “Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.”

“For too long we have treated sharks as one species,” co-author Nicholas Dulvy of Simon Fraser University told Seeker. “They aren’t one species; there are over 1,200 species of shark, ray and chimaera with a wide range of life histories and ability to support fisheries or otherwise. For too long we have been treating them as one species deserving one magic silver-bullet solution.”
