Rhode Island fishermen critical of wind farm plan

August 5, 2019 — The nation’s first major offshore wind farm won a key approval from Rhode Island regulators in February, but only after stirring acrimony within the state’s fishing industry.

Now, amid an atmosphere of suspicion created by the 84-turbine Vineyard Wind project, the next offshore wind proposal in line is being considered for a key approval by the state Coastal Resources Management Council. And there are concerns that the project, the South Fork Wind Farm, will lead to more difficulties for commercial fishermen who ply their trade in the waters between Block Island and Martha’s Vineyard.

Just like with Vineyard Wind, the potential complications arise from the orientation and spacing of the project’s turbines.

Developers Ørsted U.S. Offshore Wind and Eversource Energy say that they’ve taken into account the concerns of fishermen by configuring the wind farm’s up to 15 turbines from east to west with rows that are 1 nautical mile (about 1.2 miles) apart. The spacing from north to south, however, would be smaller, with either 0.8 or 1 mile between turbines.

Rhode Island delegation raises concerns with speed of offshore wind review

July 31, 2019 — If the nation’s first major offshore wind farm doesn’t get off the ground, there will be plenty of finger-pointing to go around.

Some may be pointed at Rhode Island’s congressional delegation.

The state’s two senators and two representatives sent a letter on July 12 to the Bureau of Ocean Energy Management, expressing concerns about how the federal agency has handled the review of offshore wind development. In particular, they want BOEM to be more sensitive to potential conflicts with fishermen and marine life. (They also want the agency to open a regional office in Rhode Island.)

Jeffrey Grybowski stepping down as CEO of offshore wind company Ørsted

July 24, 2019 — Jeffrey Grybowski is stepping down as co-CEO of Ørsted U.S. Offshore Wind after nine months in the position and a decade before that with the Rhode Island startup that built the first offshore wind farm in the United States.

He assumed his current position in October when Ørsted, the Danish company that is a global leader in offshore wind, paid $510 million to acquire Deepwater Wind, the Providence-based company that completed the five-turbine Block Island Wind Farm in 2016. His last day on the job was Tuesday.

By proving that an offshore wind farm could be built in the United States, Grybowski is arguably more responsible than anyone for ushering in the current rush of development, which has seen projects proposed along the Atlantic coast from Massachusetts to Virginia.

Grybowski, 48, of North Kingstown, said in an interview that he will take some time off before figuring out his next move. He plans to stay in Rhode Island and use his experience to start a new energy venture.

“I think there are a lot of interesting opportunities to transition from the old way of producing and using energy to the new way of doing it,” he said.

His decision comes less than a week after Ørsted and its partner Eversource, the New England utility, were selected by New York to develop an 880-megawatt offshore wind farm and a month after New Jersey chose Ørsted to build a 1,100-megawatt project that is the largest proposal so far in the United States.

Vineyard Wind faces new delay

July 11, 2019 — Offshore wind power developer Vineyard Wind may miss its late 2019 construction start, with a delay in the federal Bureau of Ocean Energy Management’s review of the project’s environmental impact statement.

The plan for 84 wind turbines off Martha’s Vineyard, Mass., was poised for a formal start to onshore construction activity in December 2019. But on Tuesday the company announced BOEM would not meet an anticipated July 12 milestone for approving the final EIS for the 800-megawatt project.

“We understand that, as the first commercial scale offshore wind project in the U.S., the Vineyard Wind project will undergo extraordinary review before receiving approvals,” the company said in revealing the delay. “As with any project of this scale and complexity, changes to the schedule are anticipated.”

BOEM and the company are under pressure from Massachusetts and Rhode Island fishermen who fear loss of access to fishing grounds, and dangers navigating turbine arrays. BOEM and Coast Guard officials last year put wind developers on notice that they will be required to plan for safe transit lanes through the wind towers.

Diversifying New England’s Seafood Marketplace

July 8, 2019 — The following was released by NOAA Fisheries:

Many wild seafood species can be found in waters off the Northeast coast, but consumers don’t see that same variety at their local seafood market.

Supporting the sustainable harvest of seafood, knowing where food comes from and how to care for it, and providing access to affordable seafood are among the goals of a growing number of non-profit and community-based seafood programs.

In Warren, Rhode Island, the non-profit Eating with the Ecosystem’s mission “to promote a place-based approach to sustaining New England’s wild seafood” brings together marine scientists and commercial fishermen, chefs, seafood businesses, and local seafood consumers in a system “that supports the region’s marine ecosystems and the people who depend on them.”

“Our work focuses on five anchors:  proximity, symmetry, adaptability, connectivity and community,” said Kate Masury, program director for Eating with the Ecosystem. “That means finding wild seafood from a marine ecosystem close by, balancing our diet with a variety of seafood, and trying new species that enter an ecosystem as that ecosystem changes. It also means stewardship, caring for our habitat, and learning where our seafood comes from.”

Restaurant chefs, fishermen and seafood supply businesses, and marine science researchers in Rhode Island and Massachusetts are affiliated with the effort, including Mike Fogarty, John Manderson, Maria Vasta, and Sharon Benjamin from NOAA Fisheries. Benjamin and Vasta serve on the organization’s board, while Manderson and Fogarty are members of the advisory network.

Anglers want more say in offshore wind projects

July 1, 2019 — As the charter fishing vessel Seven B’s V relentlessly pounded through 2-foot chop, the slowly revolving blades of five offshore wind turbines rose out of the bank of morning fog and drizzle. Three miles off the southeast corner of Block Island, these turbines supply power to the island, replacing diesel generators that burned a million gallons of fuel each year and emitted 40,000 tons of CO2 annually into the atmosphere.

But a beneficial byproduct of these 390-foot-tall turbines is hidden beneath the waves.

Fish.

Soon after the turbines were installed in 2016, algae and other sea vegetation started growing on the 90 feet of support columns underwater. Mussels followed, then fish.

Offshore Wind Projects Growing Fast, Hitting Snags

June 18, 2019 — The demand for offshore wind continues, as the designated wind zones in waters south of Rhode Island, Martha’s Vineyard, and Nantucket fill with projects.

At the June 11 meeting of the Coastal Resources Management Council (CRMC), Grover Fugate, executive director, recounted the growing pains to accommodate as much as 22,000 megawatts of offshore wind.

“This industry has literally exploded overnight,” said Fugate, as he highlighted issues confronting several projects.

The 800-megawatt Vineyard Wind facility, for instance, is deadlocked with the National Oceanic and Atmospheric Administration (NOAA) over the project’s environmental impact statement.

“That’s not something that’s been done before in the NEPA (National Environmental Policy Act) world,” Fugate said. “So we’re not quite sure where that is going to end up.”

The Nantucket Historical Commission is seeking $16 million from the Vineyard Wind developer, according to Fugate. The island town has sought funds to compensate for adverse visual impacts the 84-turbines may have on tourism.

Rhode Island Regulators Approve 400 Megawatt Revolution Wind Power Purchase Agreement

May 31, 2019 — On Tuesday, Rhode Island regulators approved a 20-year Power Purchase Agreement (PPA) with DWW REV I, LLC — a joint venture between Ørsted US Offshore Wind and Eversource — for the power generated from the 400 megawatt (MW) Revolution Wind offshore wind project.

The Rhode Island Public Utilities Commission unanimously approved the long-term PPA contract between Danish offshore wind giant Ørsted and US-based energy company Eversource with National Grid, the natural gas and electricity provider for New York, Rhode Island, and Massachusetts. The approved PPA is for 400 MW generated by from 704 MW Revolution Wind offshore wind project — which will deliver 400 MW to Rhode Island and 304 MW to Connecticut.

Revolution Wind is expected to begin local construction work as early as 2020, with offshore installation beginning in 2022 and completion and operation expected for some time in 2023. Upon completion, Revolution Wind would be Rhode Island’s second offshore wind farm — after the 30 MW Block Island Wind Farm was completed and began generating electricity in December of 2016 — and would generate enough power to supply the equivalent of more than 270,000 homes.

University of Rhode Island to Join NOAA Cooperative Institute for the North Atlantic

May 24, 2019 — The following was released by the University of Rhode Island:

The National Oceanic and Atmospheric Administration (NOAA) announced that the University of Rhode Island Graduate School of Oceanography (GSO) will join the Cooperative Institute for the North Atlantic Region (CINAR) led by the Woods Hole Oceanographic Institution (WHOI).

Cooperative Institutes are NOAA-supported, non-federal organizations that have established outstanding research and education programs in one or more areas that are relevant to the NOAA mission. Cooperative Institutes’ expertise and facilities add significantly to NOAA’s capabilities, and their structure and legal framework facilitate rapid and efficient mobilization of those resources to meet NOAA’s programmatic needs.

CINAR will carry out innovative, multidisciplinary research that will help inform decisions for sustainable and beneficial management of the U.S. Northeast continental shelf ecosystem.

“The University of Rhode Island is pleased to have been selected among the eight leading research institutions to participate in the Cooperative Institute for the North Atlantic Region, a critical ecosystem that extends from Maine to Virginia and encompasses the marine coastlines of 11 states, as well as Vermont and the Connecticut, Delaware, Hudson and Susquehanna river watersheds,” said URI President David M. Dooley. “URI brings great depth and breadth of expertise in ecosystem management to assist in advancing our understanding of climate change and the very real challenges we face for the future.”

“URI’s Graduate School of Oceanography is delighted to be part of CINAR,” said GSO Dean Bruce Corliss. “We look forward to continuing our support of NOAA’s efforts in fisheries and coastal resilience in the New England coastal ecosystem with our partners over the next five years.”

US squid catchers turn to innovation, MSC in push to boost consumption

May 13, 2019 — The US’ two largest squid catchers and suppliers are taking a similar tack when it comes to plans to boost consumption of their species: product innovation at home targeted at millennials, and the recent Marine Stewardship Council (MSC) certification of their fisheries to open up new markets, particularly in Europe.

The companies –Narragansett, Rhode Island-based The Town Dock and Cape May, New Jersey-based Lund’s Fisheries — recently teamed up to receive MSC approval for the US Northwest northern shortfin squid (Illex Illecebrosus) fishery. This comes nearly a year after obtaining the MSC’s stamp for the US Northeast longfin inshore squid (Loligo pealeii) bottom trawl fishery last year, the world’s first MSC certification for a squid species. The two firms also catch California market squid (Doryteuthis opalescens) and harvest or procure a wide range of other squid and fish species.

Americans don’t consume a lot of squids — in 2015, the average US consumer ate around four ounces per year, roughly equivalent to a serving of fried calamari rings. That’s where the opportunity lies, Jeff Reichle, Lund’s president, told Undercurrent News.
