1. The idea that scientists should declare every source of funding over the history of their career on every scientific paper is impractical and wholly unnecessary in a connected world where anyone can effortlessly access a researcher’s CV. Non-profit NGOs only need to file one financial disclosure statement every year, not attach it to every press release, and that is also perfectly adequate.

2. Transparency in funding is important. Claiming that a researcher is failing to disclose funding information when that information clearly is available and accessible erodes public trust in science and makes everyone’s job harder. Greenpeace didn’t send a team of stealth lawyers on an o’dark thirty raid of the UW mainframe, they asked for the information and were given it.

Fisheries scientists to address flaws in past forage fish research

WASHINGTON (Saving Seafood) – May 2, 2016 – Dr. Ray Hilborn, a marine biologist and fisheries scientist at the University of Washington, has launched a new initiative aimed at addressing key issues surrounding forage fish science and the impacts of forage fishing on predator species. Dr. Hilborn’s Forage Fish Project is one of several scientific efforts occurring in the next few months to expand the existing body of scientific research on forage fish.

Comprised of 14 renowned fisheries scientists from around the globe, the Forage Fish Project held its inaugural conference last month in Hobart, Australia, where it identified shortcomings in the existing forage fish research. Specifically, it found several issues with work produced by the Lenfest Forage Fish Task Force, whose April 2012 report, “Little Fish, Big Impact,” concluded forage fish are vulnerable to overfishing, among other findings.

The Forage Fish Project, which includes two members of the Lenfest Task Force, began work to address these flaws, with the goal of producing an accompanying study later this year.

In Hobart, Project members found that most of the models used in previous forage fish studies, like the Lenfest Task Force report, left out factors such as the natural variability of forage fish stocks, and the extent of size overlap between fisheries and predators. The group also found multiple indications that the Lenfest study greatly overstated the negative impact of forage fishing on predator species.

“Most [food web] models were not built with the explicit intention of evaluating forage fish fisheries, so unsurprisingly many models did not include features of forage fish population biology or food web structure that are relevant for evaluating all fishery impacts,” according to minutes from the Hobart meeting.

Two upcoming fishery management workshops will also evaluate forage species on the East and West Coasts of the U.S., the first organized by the Southwest Fisheries Science Center and the Pacific Fishery Management Council. The workshop, which will be held in La Jolla, Calif., from May 2-5, will focus on how to improve stock assessment methods for northern anchovy and other coastal pelagic species. Attendees will evaluate model-based assessment approaches based on routinely assessed pelagic species from around the world, consider non-assessment approaches to estimate fish stocks, and develop recommendations for how the SWFSC should evaluate coastal pelagic fish stocks in the future.

A similar forage fish workshop will be held May 16-17 in Portland, Maine. This workshop will focus on Atlantic herring, with the goal of establishing a rule to specify its acceptable biological catch (ABC), the recommended catch level for any given fish species. An effective ABC rule will consider the role of Atlantic herring in the ecosystem, stabilize the fishery at a level that will achieve optimum yield, and address localized depletion in inshore waters.

Ultimately, these various forage fish workshops and projects are striving to use the best available science to update previous research and determine sound management practices for forage species.

Professor Ray Hilborn wins 2016 International Fisheries Science Prize

April 11, 2016 — SAVING SEAFOOD — Professor Ray Hilborn, of the University of Washington’s School of Aquatic and Fishery Sciences, was recognized by the World Council of Fisheries Societies for his contributions to fishery management science.

“Professor Hilborn has had an extremely impressive career of highly diversified research and publication in support of global fisheries science and conservation. Throughout his 40-year career, Ray has been a model of dynamic and innovative science, and in the application of this work to the ever-changing problems of fisheries management and conservation in both marine and freshwater ecosystems. Professor Hilborn’s Prize will be awarded at the World Fisheries Congress in Busan, South Korea in late May.”

In recent years, Professor Hilborn has been one of the organizers of the Ram legacy Database at the University of Washington, which is the most complete global database on fish stocks, biomass surveys and catch history ever assembled.  The resulting analysis and modeling from this database have not only united many fisheries scientists around the world who had been portrayed by the media as opposing each other in terms of fisheries conservation issues, but the database has also served to highlight a road map for fisheries conservation efforts over the next twenty years.

As a result of these efforts, Hilborn has been instrumental in changing the perception that fish stocks were being fished to extinction and instead has shown that when fisheries management principles are properly applied, strong stock recoveries take place.

Frustrated by the public misperception about the actual state of major fisheries, Hilborn and other colleagues have created cfood a website scientists use to communicate with journalists and the general public about fisheries science issues.  The database, and website, have been particularly helpful in countering organizations who use distorted or outdated fisheries science to alarm regulators and the public.

Here’s How the Number of Fish in the Ocean Could More Than Double by 2050

March 31, 2016 — Fish populations around the world have been decimated by overfishing — but new research suggests that this could soon change if the world got its act together.

Fishermen around the world could haul around 16 million more metric tons of fish than they do today and generate $53 billion more in profits while more than doubling the amount of fish left in the oceans by 2050 if they adopted sustainable fishing practices, according to a report published in the Proceedings of the National Academy of Sciences.

Those practices would involve a so-called “catch share” model of fisheries management. In catch share systems, regulators figure out the maximum number of fish that can be hauled from the sea without hurting future fish populations. The regulators then divvy up that amount of fish into shares that are distributed to individual fishermen. Each fisherman has a set amount of fish they are can catch in the year.

“If you can reform fisheries and eliminate their competitive nature, there’s enormous room for profits, catch, and abundance,” said Ray Hilborn, a professor of marine biology and fisheries science at the University of Washington who co-authored the study with researchers at the University of California, Santa Barbara and the Environmental Defense Fund.

Good Management can Lead to a More Sustainable Future

March 30, 2016 — A new paper in the Proceedings of the National Academy of Science shows that there is a triple bottom line, that abundance, catch and profit can all be increased by reforming fisheries management in places where it has not been reformed. It provides the most comprehensive estimates of the status of global fisheries and shows that the large fish stocks of the world that provide 95% of global catch on average are at about the abundance that would produce long term maximum yield, and fishing pressure on average is below traditional targets. Less than 20% of fish stocks appear to be overfished by U.S. standards.

The paper by Costello and others (including myself) Global fishery prospects under contrasting management regimes that appeared March 28 in PNAS, provides the most comprehensive assessment of the status and potential of global fisheries. Its key finding is that when stocks are overfished, most can recover within 10 years if the appropriate management measures are taken. This means that globally we could have more catch, more fish in the ocean and more profit. Most of the potential for this “triple bottom line” comes from Asia where fisheries are both large, and at present, mostly unmanaged. We must distinguish between fisheries that are reformed and those that are poorly regulated and remain in a race to fish.

Diving deeper into the estimated current status of fish stocks, we find it depends greatly on the size of the stock. Although the paper examined the status of 4,324 individual stocks, just 719 of them provide 96% of the catch. From the perspective of catch, profitability, and fish in the ocean, it is the 719 that are critical and feed us.

CFOOD: What is the Environmental Impact of our Food?

January 20, 2016—The following is a commentary from Dr. Ray Hilborn, Professor of Aquatic and Fishery Science at the University of Washington, concerning the recently published article, “Eating Right Can Save the World”  by Tim Zimmerman in Outside Magazine.

“The endless cascade of nutritional information—about localism, vegetarianism, veganism, organic food, the environmental impact of eating meat, poultry, or fish, and more—makes the simple goal of a healthy, sustainable diet seem hopelessly complex. We talked to scientists, chefs, and farmers to get the ultimate rundown on how you should fuel up.”

Author Tim Zimmerman’s discussion of this topic focuses primarily on carbon footprint of different foods. When it comes to seafood, he cites Dalhousie University professor, Peter Tyedmers, who argues, “when it comes to nitrogen and phosphorous, greenhouse gases, and other global-scale phenomena, absolutely most seafood is much better than most terrestrial animal production.”

But seafood sustainability certifications like Monterray Bay Aquarium’s Seafood Watch do not calculate emissions into their ratings. For example, some pot-caught species that are considered a “Best Choice” or “Good Alternative” by Seafood Watch standards might actually have greater greenhouse gas emissions than beef because of the exhaustive extraction practicalities of this gear type.

Zimmerman recommends mussels, clams, forage fish that “aren’t caught by a trawler,” and Pollock from the, “reasonably managed” Alaskan Pollock fishery as the best choices for consumers looking to maximize Seafood Watch ratings and minimize carbon footprint. Aquaculture is more complicated because the more “sustainable” choices are typically from closed re-circulating systems that require more energy and water use than open net pens.

At last – a great article on the environmental impacts of our food choices. The material on fish is particularly good and relies on the acknowledged world expert Peter Tyedmers. In the past decade, environmental impacts of capture fisheries has been put under the microscope. A tour through high end grocery stores will show you labels about what fish are “sustainable,” but step over to the meat or vegetable counter and there is no sustainability labeling, just information such as “organic” or “GMO free.” The implication is that meat and vegetables are obviously sustainable, as farming has been practiced for thousands of years.

In his book, The Perfect Protein, Andy Sharpless, the CEO of the environmental non-profit, OCEANA points out that fish are caught without fertilizer, pesticides, antibiotics or freshwater. Combine that with the generally low carbon footprint of most fisheries compared to the protein alternatives, and you have “The Perfect Protein.”

Another issue that has had great publicity in fisheries is biodiversity impacts, often through by-catch of non-target species. Species like sharks, turtles, marine birds and mammals are caught in some kinds of fishing gear. While such by-catch can often be largely eliminated by good fishing practices, there is no denying that fishing impacts biodiversity. But again we see agriculture and livestock getting an almost clean bill of health. This ignores the fact that agriculture transforms land dramatically: in most farmed areas the native large animals are essentially gone. While it is hard to compare the oceans directly, they have seen far less loss of biodiversity than farmed areas.

Zimmerman and Outside Magazine provide an excellent and much needed perspective on most of these issues; lets hope that it is the start of a rational conversation on the environmental impacts of what we eat.

DR. RAY HILBORN: Plenty of Sustainable Seafood Options Available

December 28, 2015 — The rising trend of “trash fish,” or unusual and underutilized seafood species, on fine dining menus in New York City was discussed last week in The New York Times by Jeff Gordinier. The idea is to, “substitute salmon, tuna, shrimp and cod, much of it endangered and the product of dubious (if not destructive) fishing practices,” with less familiar species that are presumably more abundant, like “dogfish, tilefish, Acadian redfish, porgy, hake, cusk, striped black mullet.”

Changing diners’ perceptions isn’t always easy, especially about seafood, but there is certainly momentum building for more diverse seafood species. Seafood suppliers are reporting record sales of fish like porgy and hake. Chefs feel good about serving these new species because, “industrially harvested tuna, salmon and cod is destroying the environment.” A new organization, Dock-to-Dish, connects restaurants with fishermen that are catching underutilized species and these efforts are highlighted as a catalyst for this growing trash fish trend. From a culinary perspective, this trend allows chefs to sell the story of an unusual and sustainable species, which more compelling than more mainstream species like tuna, salmon or cod. From a sustainability perspective, Gordinier implies that serving a diversity of seafood species is more responsible than the mainstream few that are “industrially caught” and dominate the National Fisheries Institute list of most consumed species in America.

While I applaud the desire to eat underutilized species, it seems as if the chefs interviewed don’t know much about sustainable seafood. Below are a few quotes from the article that give the impression that eating traditional species such as tuna, cod, salmon and shrimp is an environmental crime.

“Salmon, tuna, shrimp and cod, much of it endangered and the product of dubious (if not destructive) fishing practices”

“The chef Molly Mitchell, can’t imagine serving industrially harvested tuna or salmon or cod. “You can’t really eat that stuff anymore,” she said. “It’s destroying the environment.”

“Flying them halfway around the world may not count as an ecofriendly gesture, but these oceanic oddities are a far cry from being decimated the way cod has. “Hopefully they’ll try something new and not just those fishes that are overfarmed and overcaught,” said Jenni Hwang, director of marketing for the Chaya Restaurant Group.”

“A growing cadre of chefs, restaurateurs and fishmongers in New York and around the country is taking on the mission of selling wild and local fish whose populations are not threatened with extinction.”

Dr. Ray Hilborn Responds to NPR: Not All Global Fish Stocks in Decline

December 22, 2015 — In a commentary published by CFOOD, Dr. Ray Hilborn, Professor at the School of Aquatic and Fishery Sciences at the University of Washington and author of the book Overfishing: What Everyone Needs to Know, addresses claims made by a recent NPR story that global fish stocks are in decline. According to Dr. Hilborn,the opposite is true for many important global fisheries: stocks in Europe, the United States, Russia, and Japan are actually increasing, while stocks in Australia and parts of Canada remain stable.

Fish Stocks Are Declining Worldwide, And Climate Change Is On The Hook.

This is the title of a recent NPR posting — again perpetuating a myth that most fish stocks are declining.

Let’s look at the basic question: are fish stocks declining? We know a lot about the status of fish stocks in some parts of the world, and very little about the trends in others. We have good data for most developed countries and the major high seas tuna fisheries. These data are assembled and compiled in the RAM Legacy Stock Assessment database, available to the public at www.ramlegacy.org. This database contains trends in abundance for fish stocks comprising about 40% of the global fish catch and includes the majority of stocks from Europe, North America, Japan, Russia, Peru, Chile, Argentina, Australia, New Zealand and South Africa. Major fisheries of the world that are not in the data base are primarily in S. and SE Asia.

CFOOD: Catch Shares vs. Sharing Catch

November 24, 2015 — The following is an excerpt from a commentary by Stephen J. Hall, David J. Mills, and Neil L. Andrew, written in response to an article published last year in Slate magazine, by Lee van der Voo.

The commentary was published yesterday by CFOOD, a project of the University of Washington involving top marine scientists from around the world, including Dr. Ray Hilborn. CFOOD’s mission is to identify and refute “erroneous stories about fisheries sustainability that appear in mainstream media.”

The commentary addresses issues, most notably fleet consolidation, related to the implementation of catch share systems. 

Writing last year in Slate magazine, Lee van der Voo considered catch shares in the US to be, “one of the coolest vehicles environmental policy has seen in decades,” because they reduce fishing effort, diminish incentives to fish in dangerous weather, can boost the value of seafood, and most importantly, were designed to keep fishing rights with the fishermen and their communities. However this last attribute has not worked for most catch share programs and increasingly these rights are bought by large investment firms and offshore companies that find loopholes in the loosely-regulated catch share laws and regulations.

Van der Voo fears that over the long term catch shares will increase costs, fishermen will earn less because of higher rental payments owed to, “people in suits,” that own the fishing rights. Consumers would then pay more in this scenario while a handful of investors would become rich.

Atlantic coast clam fisheries are the first example of this cycle: Bumble Bee Foods which has exclusive rights to almost 25% of America’s clams, was recently acquired by Lion Capital, a British equity firm. The Alaskan crab fisheries have also experienced a disconnect in recent years between fishing rights ownership and the people actually harvesting the resource.

Proponents of catch shares need to, “acknowledge that it’s an investment vehicle too, and the fish councils that manage it lack resources and political savvy to keep fishing rights in the US and in the hands of fishermen.”

In the context of US fisheries, the term “catch shares” refers to a system in which the government grants fishing rights (quotas) to individuals or companies on a de facto permanent basis and establishes a market for buying, leasing or selling those rights. In other parts of the world, this same approach is referred to as Individual Transferable Quotas (ITQs), or Transferable Fishing Concessions (TFCs).

For ensuring the sustainability of fish stocks, catch shares in the US are “one of the coolest vehicles environmental policy has seen in decades.” Yet while the potential of catch shares to reduce fishing mortality to sustainable levels is clear, the long term benefits for fishers and fishing communities are much less so. Van der Voo describes how catch shares in the US clam fishery have accumulated in the hands of a few wealthy investors and offshore companies. Clearly, it is an issue that deserves much greater attention.

Lessons from Experience

The potential pitfalls of catch shares and other schemes to allocate private property rights in fisheries have not escaped scholars. For example, Benediktsson and Karlsdóttir (2011)  describes how the ITQ system in Iceland saw 50% of quota in the hands of 10 companies by 2007, a result that arguably contributed to the country’s financial crisis. Analyses of events in Denmark and Chile point to similar concentrations of quota with marked negative impacts on traditional fishing communities. In Chile, an estimated 68% of people working in the fisheries sector had to share 10% of the quota with the remaining 90% was owned by just four companies.

Rights-based fisheries (RBF), the concept that environmental and economic objectives in fisheries are best served by introducing private property rights, has been a dominating proposition over the last two decades. Zealous promotion of RBF (e.g. Neher et al. 1989, Cunnigham et al, 2009), and experiences such as those described above, has led to equally zealous rebuttal, largely on the grounds of social justice, particularly for small-scale fishers.

In South Africa, that rebuttal ultimately took the form of class action to challenge the prevailing system. Based on ITQs, this system was intended to reduce poverty by creating small-scale fishing enterprises that generated wealth for fisher households. Unfortunately, it was a system that saw 90% of the country’s 50,000 small scale fishers lose their rights. As Isaacs (2011) notes:  

This system failed as many new entrants were allocated unviable fishing rights, most of them were vulnerable, many sold their rights to established companies, and some fell deeper into poverty. At local community level, the wealth-based approach of allocating small quotas to many rights holders resulted in the community elite (teachers, artisans, shop-owners and local councillors) capturing the rights. Many bona fide fishers with limited literacy and numeracy skills were unable to comply with all the formal requirement of the rights allocation process.

In 2007, the courts granted an order requiring the government to develop a new small-scale fishing policy. This new policy was endorsed in 2012. Instead of being based on the principles of individual property rights, the focus was on collective rights granted to communities.

As with the US clam fishery, these examples suggest that, even when measures are put in place to try and avoid unwanted social impacts and retain an equitable distribution of benefits, catch share (rights based) schemes often fail to maintain social justice and the livelihoods of small-scale fishers and fishing communities.

A Confused Debate

Setting a total allowable catch and allocating rights can certainly be an effective way of ensuring the sustainability of a stock, provided that the level is appropriate, ongoing monitoring processes are well designed and there is compliance. Arguably, it is for this reason that many NGOs have convinced philanthropic investors of the merits of this approach. In the last decade, fisheries improvement projects in both the developed and the developing world have become big business; establishing “catch shares” is often a key selling point.

What is not always clear, however, is the extent to which these NGOs, in promoting “catch shares” are also advocating the allocation of private property rights in a market-based system. The language that distinguishes between this strict definition of “catch shares” and other approaches for ‘sharing the catch’ (which, of course, all systems must ultimately do) is terribly blurred.

Exploring this idea, Macinko (2014) argues that a tool (pre-assigned catch, i.e., catch shares) is being confused with an ideology (the sellable, but simplistic notion that private ownership promotes stewardship). everal social movements, for example, feared the now defunct Global Partnership for Oceans’ (GPOs) use of terms such as “community rights” reflected “a new euphemism and language strategy in pursuit of more private and individual access rights regimes.”

A more generous interpretation of the GPO terminology is that, after an early period of advocacy, the pitfalls of “catch shares” with respect to social outcomes were recognized and other ways of sharing the catch were acknowledged. The same interpretation can also be applied to NGOs currently involved in fisheries improvement projects around the world. The proof of that generosity will lie in the approaches that are adopted for inclusion of small-scale fishers. What should those approaches be?

JOHN SACKTON: Media’s Rampant ‘Fisheries Are Going Extinct’ Claim Finally has Serious Rebuttal from Scientists

SEAFOODNEWS.COM [The Editor’s View] by John Sackton — Nov 3, 2015 — The following headline came across our newsfeed this morning “Some South China Sea fish ‘close to extinction'”, courtesy of Agence France Presse.

The report was based on a quote from Rashid Sumaila, director of the Fisheries Economics Research Unit of the University of British Columbia.

“The South China Sea is… under threat from various sources. We need to do something,” said Sumaila.

“The most scary thing is the level of decline we have seen over the years. Some species (are facing) technically extinction or depletion,” Sumaila, who headed the study, told a press conference in Hong Kong. 

Having not seen the paper, it is not possible to evaluate his statements. But they are readily taken up because they feed into a media narrative that has proved very hard to change: fisheries around the world are dying because of human greed and overfishing.  This narrative has been central to NGO campaigns focused on fisheries. 

For many years, there was no organized response, and especially no way for journalists to get accurate scientific information. If they were fed a quote, such as “90% of the worlds stocks were unsustainably harvested” as appeared in Newsweek this summer, or that fish is ‘aquatic bushmeat’ comparable to eating monkeys and rhinoceros, as was said by Sylvia Earle, they have no way to evaluate its truthfulness. No wonder that seafood seems so controversial.

A group of scientists has come together through Ray Hilborn and his colleagues at the University of Washington, that is finally providing real-time commentary and rebuttal – i.e. pointing out the basic science – which in many cases does not support these media stories.

The idea is not to simply point out poor science and unsupported conclusions, but to encourage media to use their website cfooduw.org, as a resource whenever they see a scientific claim about fisheries.

For example, just in the past few days, scientists from around the world have posted comments on a range of global topics.

Hilborn pointed out, and the Newsweek editors accepted, a correction that not 90%, but 28.8% of fish stocks were estimated as overfished. Would they have run the story if they had not been pitched intitally that 90% of fish stocks have collapsed?

Steve Cadrin of the University of Massachusetts comments on recent articles about cod in both New England and Newfoundland.  He says “The lesson from both of these papers is that rebuilding the stocks to historical levels depends both on fisheries management … and on the return of favorable environmental conditions.” 

“Stock assessment models are simplifications of a much more complex reality. Stock assessments typically assume that components of productivity (survival from natural mortality, reproductive rates, growth) are relatively constant. These assumptions may be reasonable for relatively stable ecosystems. However, considering the extreme climate change experienced in the Gulf of Maine, such assumptions need to be re-considered.  Alternative approaches to science and management are needed to help preserve the fishing communities that rely on Gulf of Maine cod.” 

Two tuna scientists collaborate on a story in response to the charge by Greenpeace that John West is breaking its sustainable tuna pledge by buying fish caught with FADs.

FADs are a type of fishing gear (radio monitored fish aggregating devices) that have become very widely used for pelagic tuna. The two scientists, Laurent Dagorn and Gala Moreno, point out in a comment and a recent paper the important issues with FADs are 1) quantifying, with scientific data, how big that impact actually is, 2) determining if the impact is acceptable for the amount and diversity of fish caught, 3) comparing it with the impact of other fishing gears, and 4) implementing measures to reduce an impact if it is too high for the ecosystem, taking into account all fishing impacts. 

This provides a real road map for a discussion of FADs and how they should or should not be used, in contrast to the campaign claims that they are simply destructive types of fishing gear.  Dagorn and Moreno point out that all food production (including organic farming) involves making choices about modifying ecosystems, and tuna fishing should not be considered in isolation, but in how it meets the goal of providing food for global populations.
