Sea Scallops Farmed in Maine Aren’t Just Sustainable. They’re Helping Their Habitat.

August 23, 2021 — On a damp, cloudy morning in April, Marsden Brewer drove his 38-foot lobster boat out into the middle of Penobscot Bay. Other than a few buoys and the occasional gull, the water was calm and empty — a vast, gray expanse leading to pine-topped islands in the distance.

You certainly couldn’t tell that, just below the waves slapping against the hull, there were hundreds of thousands of sea scallops, swimming, squirting and cavorting in a series of nets, all part of Mr. Brewer’s aquatic farm.

Mr. Brewer and his son, Bob, pulled up a long algae-covered net and scooped scallops into a bucket of seawater, where they zipped around, moving a whole lot faster than you’d think bivalves could. Most would go to Glidden Point Oyster Farms. The rest were about to become lunch.

A third-generation commercial fisherman, Mr. Brewer has witnessed firsthand the instability of the wild fisheries around him, watching the fluctuations of the lobster catch, and the once-plentiful stocks of cod, urchins and shrimp all but disappear.

“What I’ve seen over the years has not been good,” he said as he shucked a scallop, revealing its pale adductor muscle — the white disk we think of when we picture scallops — nestled against a pillow of orange roe.

“It’s made me think, maybe it’s not that there are too many fishermen, but that there’s not enough fish. So, I thought, how do we make more fish?”

MAINE: Final Penobscot salmon estimate for last year drops by nearly 200 fish

January 7, 2021 — The Maine Department of Marine Resources has reduced its estimate of Atlantic salmon returns to the Penobscot River by nearly 200 fish, but the final estimate for 2020 — 1,440 salmon — is still the highest annual return since 2011. In November, state fisheries scientists announced an estimated 1,603 Atlantic salmon had returned to the Penobscot River.

Jason Valliere, a marine resource scientist for the DMR, said each of his regular reports filed since July have included a disclaimer explaining that the official year-end estimate of returning fish was subject to change. Those counts are adjusted after data becomes available, taking into account individual fish that are captured, returned to the river to free-swim to spawning grounds, then re-captured by fisheries staffers at the Milford Dam.

The 2020 total was up from 1,152 in 2019, and is the largest run of salmon since 3,125 salmon returned to the river in 2011. The average run for the eight years from 2012 to 2019 was just 708 salmon per year.

NOAA Fisheries Science Helps Maine’s Pioneering Sea Scallop Farmers

November 10, 2020 — The following was released by NOAA Fisheries:

A trait fishermen and scientists share is adaptability: the trait required to think on your feet, be comfortable with uncertainty, and repurpose resources when necessary.

“Adaptable” is a word that perfectly describes Marsden Brewer, a third-generation commercial fisherman, who is also a scallop farmer and owner of PenBay Farmed Scallops. Brewer’s business is the result of his 20-year effort, as well as techniques learned through Maine’s enduring friendship with its sister state, Aomori Prefecture, Japan. His three-and-a-quarter acre Stonington, Maine, farm is the first of its kind in Penobscot Bay.

“Princess” Scallops: A New England Locavore’s Delight

The Atlantic sea scallop fishery is one of the most valuable in the United States. While wild caught scallops have shells four inches across or larger and you only eat the adductor muscle, Brewer sells a smaller, whole-animal product. He offers three sizes:

  • “Princess” scallops are two inches across and can be grown in just 18 months
  • Medium scallops are about 2.75 inches and take 2 years
  • Large scallops are about 3 inches and take 3 years to grow.

Whole scallops are a delicacy prepared by chefs at restaurants in Maine and as far away as Colorado and Arizona. Brewer is not competing with the wild scallop fishery, but bringing a new local seafood to market. He has led other fishermen to farm scallops as a way to diversify their income in a changing environment.

Dam Impact Analysis Model Helps Researchers Assess Atlantic Salmon Survival

August 14, 2020 — The following was released by NOAA Fisheries:

NOAA Fisheries Atlantic salmon researchers have found that Atlantic salmon abundance can increase as more young fish and returning adults survive their encounters with dams. Also, progress in rebuilding the population will depend heavily on continuing stocking of hatchery fish raised especially for this purpose. This information is based on a life history model and new information on changes in the Penobscot River watershed.

The remaining remnant Atlantic salmon populations in the United States are located in Maine, with the largest population in the Penobscot River. Numerous factors play a role in salmon recovery — from predation and habitat degradation to pollution and climate change. The two most influential factors are survival of fish as they navigate dams in the river, and survival during the marine phase of their life. Atlantic salmon are born and remain in fresh water for 1-3 years and migrate downriver through estuaries into the sea. Then they spend 1 to 2 years at sea before returning to the river where they were born to spawn.

“Our findings indicate that Atlantic salmon abundance can increase as survival at dams from the lower to the upper watershed increases. Hatchery supplementation will be necessary to sustain the population when survival is low in egg-to-smolt and marine life stages,” said Julie Nieland, a salmon researcher at the science center’s Woods Hole Laboratory in Massachusetts and lead author of the study. “Increases in survival during both of these life stages will likely be necessary to attain a self-sustaining population, especially if hatchery supplementation is reduced or discontinued.”

For Maine Lobstermen, a Perfect Storm Threatens the Summer Season

July 6, 2020 — As he pulled alongside one of his lobster pots, marked by a red and yellow buoy on the Penobscot Bay, Mike Hutchings extracted and measured several of the crustaceans that would contribute to his 130-pound catch that day. It was a decent haul but his assessment of the fishing season was grim: “The worst it’s ever been.”

Mr. Hutchings’s catch on the final Saturday in June came as the lobster trade approached its money-making time. With the Fourth of July holiday around the corner, Mr. Hutchings and his fellow lobstermen were supposed to be gearing up for a major payday as out-of-staters, cruise ships, warmer weather and bounties of lobsters, having just molted their shells and been lured into the thousands of traps anchored on the rocky bottom of Maine’s coastal waters, came together in a seasonal windfall.

But like many businesses across the country, the Maine lobster industry, which makes up the bulk of the fishing revenue the state brings in every year, is being battered by the coronavirus, which has crushed the tourism trade that Mr. Hutchings and his fellow fishermen rely on for a living.

MAINE: Nordic Aquafarms completes permit hearings

March 3, 2020 — Nordic Aquafarms (NAF) has completed the last hearing for state-level permitting required for the company to complete its planned USD 500 million (EUR 447.9 million) salmon recirculating aquaculture system (RAS) facility in Belfast, Maine.

The hearings, which occurred on 2 March, were for a state-level permit for the removal and disposal of subtidal excavation material and the company’s plans to ensure local fisheries aren’t impacted. The removal of material is part of the company’s plan to locate inlet and outlet pipes for the facility in the nearby Penobscot Bay.

MAINE: Rising seas could require $4.8 million in retrofits in Rockland alone, study estimates

January 16, 2020 — The cost for Rockland to protect its waterfront properties near Harbor and Buoy Parks from rising seas will cost more than $4.8 million, a study says.

These estimates do not include the cost to prepare other municipal shorefront properties or private property in Rockland.

These are the findings of a report commissioned last year by the Maine Department of Marine Resources. The city received the report this month.

The study looked at single sites in 10 communities along Penobscot Bay.

The Maine Coastal Program, part of the Maine Department of Marine Resources, received a grant from the National Oceanic and Atmospheric Administration to conduct the study in Rockland, Camden, South Thomaston, Lincolnville, Belfast, Searsport, Vinalhaven, North Haven, Castine and Stonington.

For Rockland, the report – developed by Wood Environment & Infrastructure Solutions, Inc. of Portland – focused on the middle pier next to Buoy Park, the harbor master’s building at Harbor Park, the sewage treatment pump station at Buoy Park, and the Maine Lobster Festival’s lobster cooker.

MAINE: Aquaculture group launches video campaign

January 6, 2020 — As in many segments of American life, social media is playing a role in rising tensions between Maine’s most traditional fishery and the state’s growing aquaculture industry.

In recent months, a group called “Protect Maine’s Fishing Heritage” has been active on Facebook, Instagram and other social media. The group identifies itself as an “organization of lobstermen, fishermen, and other citizens concerned about the rapid growth of aquaculture” in Maine.

Over the past few weeks, the Maine Aquaculture Association (MAA) has posted a pair of professionally produced videos on Facebook aimed at showing Maine fish farmers in a positive light. The first approximately three-minute video features Canadian salmon farming giant Cooke Aquaculture. The second focuses on the husband and wife team of Josh and Shey Conover, who operate their small Marshall Cove Mussel Farm off Islesboro in Penobscot Bay.

The two videos are the initial offerings in a planned series called “The Faces of Maine’s Working Waterfront.”

According to the MAA, the videos “tell the stories of aquatic farmers in Maine, underscoring how aquaculture complements existing marine industries and works to diversify and strengthen our coastal economy.”

MAINE: Aquaculture Operation to Support Novel Approach to Wild Atlantic Salmon Restoration

October 3, 2019 — The following was released by the Maine Department of Marine Resources:

The Maine Department of Marine Resources (DMR) will employ a novel approach to rearing Atlantic salmon for restoring native populations on the East Branch of the Penobscot.

The project, funded through a NOAA Section 6 Species Recovery Grant totaling $1,075,000, will involve a partnership between DMR, Cooke Aquaculture USA, US Fish and Wildlife Service, NOAA Fisheries, and the Penobscot Indian Nation to grow juvenile Atlantic salmon to adult size in aquaculture pens located near Cutler Maine. The adult salmon will then be released into the East Branch of the Penobscot to spawn, a river with large amounts of high-quality salmon habitat.

Smolts raised from native broodstock by the US Fish and Wildlife Service at the Green Lake National Fish Hatchery in Ellsworth, Maine, and smolts captured in the wild by rotary screw traps will be used to stock the marine net pens in 2020, 2021, and 2022. Smolts will include only those from Penobscot River origin to ensure the genetic integrity of salmon released into the river.

Plans call for increasing the number of smolts captured in the wild from the East Branch to be used to supply juveniles that will be grown out in the net pens. While hatchery spawned fish help ensure an adequate supply of fish for recovery goals, those spawned in the natural environment are more robust due to the impact of natural selection which results in fish that are better suited to survival in the wild.

The smolts will be placed in net pens under a limited-purpose aquaculture lease in Cutler, Maine where they will be fed and managed in cooperation with Cooke Aquaculture USA for 16 to 30 months, during which time they will grow to mature adults. The DMR will hold the lease on the pens while Cooke will supply the pens and feed for the salmon as they grow.

“We are committed to be part of this wild Atlantic salmon enhancement project in Maine. Cooke Aquaculture has the experience working with Atlantic salmon in their natural environment based on proven aquaculture and fish-health science. Working with the Penobscot Nation and government partners, together we will make this restoration program a success by seeing the fish return to their native waters,” said Glenn Cooke, CEO, Cooke Aquaculture USA.

Approximately 5,000 adult fish will be transported from the net pens to target tributaries and the mainstem of the East Branch of the Penobscot River in the fall of 2021 or 2022 where they will find suitable habitat to naturally spawn. This will result in more spawning adults than have been present in the Penobscot River for decades.

While net pens are not new in Maine for cultivating Atlantic salmon, using them to cultivate salmon for conservation purposes at this scale is new in Maine and showing promise in a Bay of Fundy partnership between Cooke and Canadian provincial and federal governments, First Nations and academia.

The Penobscot Indian Nation has inhabited the Penobscot River drainage since time immemorial. The deep cultural, spiritual and historical connections between the Tribe and the Atlantic salmon of the Penobscot River go back thousands of years, said Dan McCaw, Fisheries Program Manager for the Penobscot Nation. The Penobscot Nation is hopeful that this new program can help to restore this iconic species to its ancestral homeland and applauds the collaborative nature of this multi-stakeholder endeavor.

As populations expand, the goal is to build healthy wild populations of Atlantic Salmon on the East Branch, including the potential for downlisting. The estimated 5,000 adults produced by this effort could result in 20 times more eggs in the gravel in the Penobscot River basin compared to existing stocking and natural reproduction, said Sean Ledwin, Director of DMR’s Searun Fisheries and Habitat Division.

The program will involve surveys of redds in spawning areas to assess spawning success of released fish. Released fish will also be tracked using Passive integrated transponders (PIT tags) and radio telemetry. Electrofishing surveys and use of rotary screw traps, along with genetic analysis, will be used to assess the abundance of offspring from this effort.

The program will also include a public outreach effort undertaken by the department and other program partners that will provide information on salmon and other sea-run species, and the impact of protecting ecosystems on which they rely.

The Last Presidential Salmon

August 7, 2019 — For almost a century, the first Atlantic salmon caught each season was delivered to the President of the United States. The first of these fish, an eleven-pound silver, was sent by Karl Andersen, a Norwegian house painter in Bangor, Maine, to President William Howard Taft, in 1912. Andersen had caught the fish in the Penobscot River, on April 1st, when the water would have been flush with ice, and cold enough to numb his legs. He used a pliant bamboo rod, and sent the fish as a gift from Bangor; he hoped it would “contribute to the city’s need of honor and respect.” (His bet didn’t pay off: Bangor is now best known as the model for Stephen King’s Derry—a fictional town populated by cannibalistic clowns and reanimated zombie pets.) On April 12th, he packed the salmon with straw and ice and placed it on an overnight train to the capital. Taft ate it poached whole, with cream sauce and a garnish of parsley.

The Penobscot River had long been famous for its salmon runs. But by the time Andersen landed his fish the salmon population was already in freefall. Hundreds of dams were installed on New England’s rivers during the industrial revolution, presenting unnavigable walls for the migratory fish. As early as the nineteenth century, the Penobscot begged the governor of Maine to address the falling salmon numbers, but the condition of the waterways only worsened. Kenduskeag Stream, which in the language of the local Penobscot Nation means “eel weir place,” runs through Bangor and into the river. It was also the site of some particularly questionable, and illustrative, environmental practices. A 1960 report by the city’s health department claimed that Bangor was using “the same sewage treatment facilities as that given to the crewmen of Samuel de Champlain’s ship in 1604.” It described “sewage solids” accumulating on the Kenduskeag’s banks, children and animals playing in a mixture of feces and “thick green scum,” and, strangest of all, a city program that drew water from a particularly sewage-heavy section and sprayed it on I-95—apparently in an effort to control dust.
