Global Overfishing Could be Helped by New Indicators

August 12, 2019 — In a new paper published in “Science Advanced,” National Oceanic and Atmospheric Administration researchers Jason Link and Reg Watson from the University of Tasmania’s Institute for Marine Antarctic Studies suggested new ways of monitoring and managing overfishing.

They suggest a broader, whole ecosystem-focused approach to monitoring and research, rather than the population-by-population, smaller scale approach that most management uses now.

“In simple terms, to successfully manage fisheries in an ecosystem, the rate of removal for all fishes combined must be equal to or less than the rate of renewal for all those fishes,” said Link.

Link is the senior scientist for ecosystem management at NOAA Fisheries and a former fisheries scientist at the Northeast Fisheries Science Center in Woods Hole.

Mackerel, small but economically important, hits ‘overfished’ list

August 6, 2019 — For the first time, the Atlantic mackerel — native to the Gulf of Maine — has been added to a federal list of overfished species.

The listing appeared in the National Oceanic and Atmospheric Administration’s 2018 Status of U.S. Fisheries Annual Report to Congress.

The report details the status of 479 managed stocks or stock complexes in the U.S. to identify which stocks are subject to overfishing, are overfished, or are rebuilt to sustainable levels, according to a news release.

Although the number of U.S. fish stocks subject to overfishing remains at a near all-time low, the Atlantic mackerel was added to the list for the first time.

NOAA: Number of sustainable US stocks near record high

August 5, 2019 — US federal fishing regulators say that the number of US fish stocks at sustainable levels remains at a near-record high.

Some 90% of US stocks are not subject to overfishing, regulators believe.

The National Oceanic and Atmospheric Administration (NOAA) released its annual Status of the Stocks report Aug. 2, which, as is required by the Magnuson-Stevens Act, details the stocks that are regulated as “overfished” or subject to “overfishing.”

NOAA marks Northwest salmon runs, Atlantic mackerel, bigeye overfished

August 5, 2019 — Pacific Northwest king (chinook) and silver (coho) salmon runs plagued by drought and warmer ocean waters are new additions to the overfished species list in the federal 2018 Status of U.S. Fisheries released Friday.

In the Atlantic, bigeye tuna joined the overfished list — reflecting the continuing inability of international regulators to rein in other nations’ fleets in the eastern Atlantic. For the first time, Atlantic mackerel between North Carolina and Maine are declared overfished, based on a first comprehensive assessment.

The good news, according to NOAA, is that rebuilding sustainable fisheries is still on its slow upward track since 2000, with 45 stocks now declared rebuilt. The latest is the Gulf of Maine smooth skate, after a 9-year rebuilding effort that included a prohibition on landings.

That success follows the 2016 rebuilding of barndoor skate in New England waters. “The renewed fishing opportunity and market for barndoor skate wings, following its rebuilt status, may lay the market foundation for a smooth skate fishery in the future,” the annual NMFS report noted.

Less overfishing, more overfished: NOAA report reveals environmental impacts to stocks

August 2, 2019 — The 2018 NOAA report on the status of U.S. fisheries has been released, and reveals that environmental factors are having the most impact on stocks that are overfished.

The report, which NOAA puts together every year, indicates that less species were subject to overfishing in 2018 than in 2017 – 28 versus 30 – a year that saw all-time low numbers of overfishing and overfished stocks. That means more than 90 percent of stocks are being fished at a sustainable level.

Maryland plan to boost oysters criticized as administration makes push for approval

July 25, 2019 — Maryland natural resources officials say they have an “ambitious,” science-based plan for putting the state’s troubled oyster fishery on a path to sustainability in the next eight to 10 years. They want to get on with it.

But others say the plan falls short because it fails to set a goal for rebuilding the state’s decimated oyster population and doesn’t make a firm enough commitment to stop overfishing. They’re hoping the General Assembly will order a do-over.

At a legislative briefing on the Department of Natural Resources’ proposed oyster management plan on July 23, a key lawmaker predicted the legislature would do just that.

Montgomery County Del. Kumar Barve, chairman of the House Environment and Transportation Committee, said he was “a little disappointed” that Gov. Larry Hogan vetoed legislation that he and Anne Arundel County Sen. Sarah Elfreth sponsored.

Asia Minute: Managing North Pacific Ocean Fish

July 23, 2019 — One concern that Hawaii shares with other island nations is the sustainability of ocean fish. Overfishing is a concern in many areas of the Pacific, but last week eight economies agreed to set limits for one kind of fish.

The Pacific saury may not top your list of favorite fish. You might not even be familiar with it.

Or maybe you know it as the mackerel pike — or by its Japanese name “sanma.” It’s a long silvery fish, pretty oily, that’s very popular in Japan – especially in the fall.

And last week in the midst of summer, it helped make a little history.

For the first time ever, eight economies that disagree about a lot of other things agreed to set catch limits on this fish. Canada, China, Japan, Russia, South Korea, Taiwan, the United States and Vanuatu signed on to an annual catch quota.

US groundfish fishery returning to its former glory, stakeholders say

July 22, 2019 — Last weekend’s Slow Food Nations Festival – a Denver, Colorado-based event showcasing sustainable and traceable food – was well represented by the U.S. West Coast groundfish fishery, which is exhibiting an impressive turnaround after it was decimated in the 1990’s.

The fishery, which consists predominantly of species of rockfish and flatfish, was collapsing due to overfishing about two decades ago. Thanks to conservation efforts, the recovery has been massively successful, with only two stocks down from the 10 classified as overfished. The two currently overfished groundfish stocks in the region are on the road to being rebuilt in coming years.

Even though the recovery of the fishery has been a smashing success thus far, demand for the fish has been languishing behind the supply, stakeholders say.

“The challenge at this point is that the economic performance is not coming up to where it’s being viewed as a profitable fishery by industry,” said Environmental Defense Fund Pacific Fisheries Policy Manager Melissa Mahoney. “That’s mainly because… when that fishery collapsed, [groundfish] lost their market share and at the same time, tilapia was coming in. So we’ve had the substitution of cheaper consistent whitefish in that market. As the fishery has recovered and the fishermen are able to catch more rockfish with more consistency, there’s this chicken-and-egg thing with getting the market back.”

The EDF has been working on the West Coast groundfish fishery for over 10 years and is deeply involved in shaping policy. Mahoney is also on the board of Positively Groundfish, a non-profit formed by a group of industry stakeholders – including Oregon State University, Marine Stewardship Council, fishermen, fish processors, etc. – to help coordinate and unify the efforts around getting the West Coast groundfish market going again.

Rep. Huffman Announces Healthy Oceans & Fisheries Listening Tour In Advance of Magnuson-Stevens Reauthorization Bill

July 11, 2019 — The following was released by The Office of Congressman Jared Huffman (D-CA):

As Chair of the Water, Oceans, and Wildlife Subcommittee, Representative Jared Huffman (D-San Rafael) today announced that he will hold a series of roundtable discussions throughout the United States to engage diverse perspectives, interests, and needs of individuals who have a stake in management of our ocean and fisheries resources.

This listening tour, which kicks off this Fall, is a part of Huffman’s broader work as Chair of the Water, Oceans, and Wildlife subcommittee to foster a more transparent, deliberative, and science-based process for developing natural resources legislation than the backroom deals and partisan power plays that have frustrated good policymaking in recent years. The input Huffman receives from this listening tour, and from other stakeholder outreach that is already underway, will inform his introduction of a Magnuson-Stevens reauthorization bill next Spring. Through this comprehensive and inclusive approach, Huffman hopes to restore the historically bipartisan character of marine fisheries policies including prior successful Magnuson-Stevens reauthorizations.

“From coast to coast, American families and communities depend on healthy oceans and productive fisheries to sustain jobs, businesses, and recreational enjoyment,” said Rep. Huffman. “As Chair of the Water, Oceans, and Wildlife Subcommittee, I want to hear from you on how Congress can help manage our oceans and fisheries to be as environmentally and economically resilient as possible. This public process will inform and improve future marine policy to meet the challenges our oceans and fisheries face in the 21st century, such as climate change, the need to utilize advances in science and technology, to support coastal economies, and to protect ocean and fishery resources to keep faith with future generations.”

The nation’s main fisheries law, the Magnuson-Stevens Act, is proof that an emphasis on science and sustainability works. Through its science-based annual catch limits and other provisions, overfishing has been reduced and more than 45 fish stocks have been rebuilt since 2000.

Rep. Huffman’s goal for this listening tour is to assess whether improvements to the Magnuson-Stevens Act are needed and if so, what they should be. Topics covered in the roundtables will include, but are not limited to:

  • Climate change impacts on fisheries and whether managers have the tools and resources they need to ensure resilient fish populations and stability to fishing communities;
  • Challenges of modernizing and improving our data collection systems;
  • Supporting working waterfronts, coastal communities, and subsistence fishing, such as improving the fisheries disaster relief system and mitigating the harmful impacts of trade wars and unfair, illegal fishing practices;
  • Examining how current fisheries management practices are maintaining ecosystem roles and functions, protecting important habitats, and minimizing bycatch;
  • Challenges associated with stocks that are still unhealthy or experiencing overfishing; and
  • Ensuring equitable access to resources and a sustainable future for seafood.

Rep. Huffman is committed to holding at least one public forum in each of the regions managed by Fishery Management Councils under the Magnuson-Stevens Act, and to introducing a draft Magnuson-Stevens reauthorization bill, informed by this public process, by next Spring. Huffman believes the lack of transparency, limited stakeholder engagement, and partisan nature of recent Magnuson-Stevens reauthorization efforts contributed to their demise; and that this new approach will not only produce better legislation, but also a broader, non-partisan base of political support to improve the bill’s chances of passage.

Specific dates and locations will be announced soon so that stakeholders around the country can determine how best to participate in shaping next year’s Magnuson-Stevens reauthorization bill.

New Indicators Could Help Manage Global Overfishing

June 27, 2019 — The following was released by NOAA Fisheries:

The smallest plants and creatures in the ocean power entire food webs, including the fish that much of the world’s population depends on for food, work and cultural identity.

In a paper published in Science Advances, NOAA Fisheries researcher Jason Link and colleague Reg Watson from the University of Tasmania’s Institute for Marine and Antarctic Studies suggest that scientists and resource managers need to focus on whole ecosystems rather than solely on individual populations. Population-by-population fishery management is more common around the world, but a new approach could help avoid damaging overfishing and the insecurity that brings to fishing economies.

“In simple terms, to successfully manage fisheries in an ecosystem, the rate of removal for all fishes combined must be equal to or less than the rate of renewal for all those fish,” said Link, the senior scientist for ecosystem management at NOAA Fisheries and a former fisheries scientist at the Northeast Fisheries Science Center in Woods Hole, Massachusetts.

The authors suggest using large-scale ecosystem indices as a way to determine when ecosystem overfishing is occurring. They propose three indices, each based on widely available catch and satellite data, to link fisheries landings to primary production and energy transfer up the marine food chain. Specific thresholds developed for each index make it possible, they say, to determine if ecosystem overfishing is occurring. By their definition, ecosystem overfishing occurs when the total catch of all fish is declining, the total catch rate or fishing effort required to get that catch is also declining, and the total landings relative to the production in that ecosystem exceed suitable limits.
