MAX MOSSLER: The truth behind seafood sustainability?

January 31, 2020 — People care about the impact of their diet. According to Nielson1, consumers are more likely than ever to acknowledge the environmental impact of global food production and make choices to reduce their individual footprint – usually willing to pay more for lower-impact foods. So why is seafood not flying off the shelves? It is, by far, the lowest impact animal protein2 and, according to a recent global analysis3, fish populations around the world are healthy in places that manage their fisheries well.

The problem is that people’s perception of ocean conservation and subsequent seafood sustainability is often misinformed. For example, when people are asked4 to rank ocean threats, pollution (like plastic) and overfishing are consistently listed as the top two despite expert consensus that climate change is the most pressing threat. The seafood industry has a largely negative5 reputation among everyday consumers and are increasingly blamed6 for plastic pollution.

Why does the negative perception of seafood persist?

Overfishing throughout the 1980s and 1990s earned the seafood industry its infamous label. High-profile media stories about overfishing coupled with the formation of several international ocean advocacy groups vilified the industry – a reputation the industry cannot seem to shake, despite important policy reforms and strong data that many global fisheries are firmly on a path to sustainability.

Herring Fishing To Be Limited Off New England For Months

December 4, 2019 — The inshore waters of the Gulf of Maine from Cape Cod to the Canadian border have been closed to herring fishing through the end of the year to prevent overharvesting.

Federal regulators cut this year’s catch limit for Atlantic herring based on last year’s stock assessment. Kirby Rootes-Murdy, with the Atlantic States Marine Fisheries Commission, says regulations mandate that the fishery must be closed when 92% of the area catch limit has been harvested.

“There is a by-catch allowance, which is the non-directed fishery,” says Rootes-Murdy. “Two thousand pounds can be taken incidentally, but the directed fishery is closed.”

Climate change and overfishing are boosting toxic mercury levels in fish

November 11, 2019 — We live in an era—the Anthropocene—where humans and societies are reshaping and changing ecosystems. Pollution, human-made climate change and overfishing have all altered marine life and ocean food webs.

Increasing ocean temperatures are amplifying the accumulation of neurotoxic contaminants such as organic mercury (methylmercury) in some marine life. This especially affects top predators including marine mammals such as fish-eating killer whales that strongly rely on large fish as seafood for energy.

Now the combination of mercury pollution, climate change and overfishing are conspiring together to further contaminate marine life and food webs. This has obvious implications for ecosystems and the ocean, but also for public health. The risk of consuming mercury-contaminated fish and seafood is growing with climate change.

Interim Bottomfish Measure Addresses Overfishing, Allows American Samoa Fishery to Operate

October 25, 2019 — The following was released by the Western Pacific Regional Fishery Management Council:

Fishermen from Tutuila and Manu’a islands concerned about the future of the Territory’s bottomfish fishery attended the Western Pacific Regional Fishery Management Council meeting yesterday and today in Utulei, American Samoa. A recent draft stock assessment by the National Marine Fisheries Service (NMFS) indicates that the federally managed bottomfish complex in American Samoa is overfished and experiencing overfishing. It also indicates that the federally managed Guam bottomfish stock complex is overfished but not experiencing overfishing.

Brian Langseth, a stock assessment scientist with NMFS Pacific Islands Fisheries Science Center (PIFSC), presented the 2019 draft assessment to the Council. The different outcome between the 2019 and previous stock assessments, he said, had to do largely with the way the data was filtered. The data is collected by the American Samoa Department of Marine and Wildlife Resources (DMWR) through creel surveys, in which DMWR staff interview fishermen about their catch and fishing trip. The Council expressed concerns about the robustness of the data from DMWR that was used in the assessment.

During public testimony, fishermen from Manu’a questioned the accuracy of the data used in the model. They said they haven’t been surveyed yet even though they fish principally for bottomfish due to cost and low availability of fuel as well as the small sizes of their vessels. Fishermen from Tutuila also questioned the data, noting that the creel surveys don’t capture the fishermen who return to port at night. One fisherman estimated that the creel surveys capture only about 5 percent of the catch. The fishermen also said the catch and catch per unit effort (CPUE) are affected by the wind and current conditions, cost of fuel and market demand. One fisherman shared that the boat owner may have only a $50 to $100 profit from a trip after fuel, ice and crew expenses. Fishermen noted that fuel costs have been high and the weather has been rough the past six months to a year. They stressed to the Council that the livelihoods of their families and communities depend on the ability for them to continue to fish.

NPR Report: Some scientists say tuna is being taken from the seas at unsustainable rates

October 7, 2019 — Editor’s note: On Twitter, University of Washington fisheries scientist Trevor Branch responded to this study, writing, “Most tuna fisheries are sustainable, and all have millions of individuals. None are in any danger of extinction (indeed no marine fish has ever been fished to extinction).” He also wrote, “Given that tuna fishing only took off in the 1950s and 1960s (when they started fishing them in the open ocean, where nearly all of them they live), is it really newsworthy that catches increased 1000% since then?”

If you’re in the mood for a tuna poke bowl or an old-school tuna niçoise salad, here’s a tip: Don’t hit up the Greenhouse Tavern in Cleveland. It has been nearly six years since chef Jonathon Sawyer became a “tuna evangelist” after attending a meeting of like-minded chefs at the Monterey Bay Aquarium. It was there that he made the decision to forgo tuna — both in his personal life and on the menus at all four of his restaurants.

It wasn’t always easy. Turning down the chance to eat famed chef Eric Ripert’s mouthwatering thin-sliced tuna over a foie gras torchon took some Superman-like strength, but for Sawyer, the mission is an important one. He’s not trying to get people to give up tuna altogether. Rather, he’s trying to raise awareness of the sheer quantities that are coming across our collective plates and serve as a gentle warning that all that fish is coming from a limited resource.

It turns out that his effort is hitting a seafood sustainability bull’s-eye.

A new study, published in Fisheries Research, reveals that the sheer amount of tuna being taken from our seas, including some species considered “vulnerable,” has increased by an astonishing 1,000% in the last 60 years — a rate that some scientists are saying is unsustainable.

Overfishing of Atlantic Striped Bass Prompts Action

October 7, 2019 — A new assessment has revealed that striped bass off the Atlantic Coast are being depleted faster than they can replenish, and have been since 2013.

In response, the Atlantic States Marine Fisheries Commission in August issued a collection of possible management options for recreational and commercial fishing, with the goal of reducing the rate of Atlantic striped bass killed by fishing to 18 percent less than the 2017 rate by 2020.

This isn’t the first time striped bass have stared the Grim Reaper in his piscine eyes. Back in the 1980s, the population of striped bass that the Atlantic States Marine Fisheries Commission manages — which ply the coastal waters between North Carolina and Maine in search of menhaden, a type of herring — declined so drastically that the commission called a complete moratorium on striped bass fishing.

It worked. By 1995, the population had climbed to record levels. That year 540,000 fish were caught commercially, a sharp increase from the 272,000 caught in 1983. A New York Times article from June of that year jubilantly announced the fish’s “comeback.” With the population restored, restrictions were lifted, and the fish’s numbers remained relatively stable.

Striped Bass Recovery Debate Divides Fishermen

September 10, 2019 — A roiling debate over how to reduce the annual harvest of striped bass along the Atlantic Seaboard to allow the species to recover from years of overfishing has pitted various fishermen against each other and sparked heated exchanges in online venues — and, last week, in a public hearing with federal fisheries managers.

Hundreds packed into a meeting room at Bethpage State Park last week to offer their views on a battery of options that marine biologists have laid out; they say each would reduce the number of dead striped bass — one of the nation’s most economically important fish stocks — by up to 18 percent per year. The goal is to help the stock recover to what scientists say are necessary levels by 2023.

The battle over how to proceed has focused primarily on what restrictions should be placed on recreational fishermen, who account for about 90 percent of the striped bass harvest, though the extent to which commercial fishermen should share in the cuts also is on the table.

Proposed striped bass regulations draw mixed reaction

September 9, 2019 — On Aug. 29, I attended the Atlantic States Marine Fisheries Commission striped bass public hearing in Dover. It began at 6 p.m. and by my count there were 13 members of the public in attendance.

The representative from ASMFC presented a summary as to why further restrictions were required on striped bass. This is due to the fact that the spawning stock biomass (large females) has fallen below the level that the scientists believe is needed to sustain the stock. Also, the entire striped bass population is overfished and overfishing is occurring. Therefore, action must be taken to stop the overfishing and restore the striped bass spawning stock biomass in the shortest amount of time.

Three options were presented for public comment. Option 1: Status quo. Take no action and keep the current regulations in place. Option 2: Place an 18 percent reduction on the commercial quota and an 18 percent reduction on the recreational catch. Option 3: Place a 1.8 percent reduction on the commercial quota and a 20 percent reduction on the recreational catch.

ALASKA: Blue king crab fisheries in the Bering Sea are struggling

September 4, 2019 — Every year, the National Oceanic and Atmospheric Administration (NOAA) reports to Congress on the status of U.S. fisheries. The report breaks the data down by region, and highlights which stocks are in “overfishing” and “overfished” status, as well as which stocks have been rebuilt.

The 2018 report, released in August, shows an Alaska stock was just added to the nation’s overfished list.

Krista Milani, a natural resource specialist with NOAA Fisheries in Unalaska, said the recently released report shows the number of U.S. fish stocks subject to overfishing remains at a near all-time low — meaning there are a lot of healthy, sustainable populations. But in Alaska, it’s not all good news.

“For the Alaska region, we didn’t have any fisheries that were in overfishing status, but we do have two stocks that are considered overfished,” Milani said.

U.S. Territorial Bottomfish Stocks Less Healthy Than Previously Assessed

August 29, 2019 — The following was released by NOAA Fisheries:

Bottomfish stocks in three U.S. Pacific territories are not as healthy as previously thought, according to a new report from NOAA’s Pacific Islands Fisheries Science Center. Scientists recently completed three new stock assessments for bottomfish species in the Commonwealth of the Northern Mariana Islands (CNMI), Guam, and American Samoa.

Stock assessment results differed among the regions. For the CNMI, the stock was healthy (not overfished and not experiencing overfishing). For Guam and American Samoa, the stocks were less healthy. The Guam stock was overfished but not experiencing overfishing, and the American Samoa stock was both overfished and experiencing overfishing.

Bottomfish include species of snapper, emperor, grouper, and jack. The assessments considered the health of multi-species groups of bottomfish in each territory. The bottomfish group in American Samoa has 11 species and the groups for the CNMI and Guam each have 13 species. The data showed that there were three species of bottomfish most commonly caught by fishers:
