Risk of oil spills may rise as climate change creates more monster storms

September 30, 2021 — Hurricane Ida left a trail of destruction after slamming into the Gulf Coast, but offshore the Category 4 storm left something else in its wake: oil spills.

Oil spills aren’t uncommon with strong storms, but as climate change pushes up sea levels and creates stronger storms with more moisture, offshore refineries are going to need greater and greater protections.

The Gulf of Mexico is “particularly vulnerable” because of the prevalence of storms, the low-lying geography, sea-level rise, receding shorelines and the presence of oil facilities, Christopher Vaccaro, a spokesman for the National Oceanic and Atmospheric Administration, told ABC News. Since offshore drilling began in the region in 1942, about 6,000 oil and gas structures have been installed in the Gulf of Mexico.

On Sept. 4, the day before Ida made landfall in Louisiana, the Coast Guard announced that cleanup crews already were responding to a large oil spill at an offshore drilling about 2 miles south of Port Fourchon, Louisiana.

A 14-year-long oil spill in the Gulf of Mexico verges on becoming one of the worst in U.S. history

October 23, 2018 — An oil spill that has been quietly leaking millions of barrels into the Gulf of Mexico has gone unplugged for so long that it now verges on becoming one of the worst offshore disasters in U.S. history.

Between 300 and 700 barrels of oil per day have been spewing from a site 12 miles off the Louisiana coast since 2004, when an oil-production platform owned by Taylor Energy sank in a mudslide triggered by Hurricane Ivan. Many of the wells have not been capped, and federal officials estimate that the spill could continue through this century. With no fix in sight, the Taylor offshore spill is threatening to overtake BP’s Deepwater Horizon disaster as the largest ever.

As oil continues to spoil the Gulf, the Trump administration is proposing the largest expansion of leases for the oil and gas industry, with the potential to open nearly the entire outer continental shelf to offshore drilling. That includes the Atlantic coast, where drilling hasn’t happened in more than a half century and where hurricanes hit with double the regularity of the Gulf.

Expansion plans come despite fears that the offshore oil industry is poorly regulated and that the planet needs to decrease fossil fuels to combat climate change, as well as the knowledge that 14 years after Ivan took down Taylor’s platform, the broken wells are releasing so much oil that researchers needed respirators to study the damage.

“I don’t think people know that we have this ocean in the United States that’s filled with industry,” said Scott Eustis, an ecologist for the Gulf Restoration Network, as a six-seat plane circled the spill site on a flyover last summer. On the horizon, a forest of oil platforms rose up from the Gulf’s waters, and all that is left of the doomed Taylor platform are rainbow-colored oil slicks that are often visible for miles. He cannot imagine similar development in the Atlantic, where the majority of coastal state governors, lawmakers, attorneys general and residents have aligned against the administration’s proposal.

Report suggests offshore drilling is a ‘bad deal’ for Florida

March 9, 2018 — Oil drilling along Florida’s coast could put at risk almost 610,000 jobs and $37.4 billion in economic activity, according to a new report by an ocean advocacy group.

Nationally, the nonprofit Oceana’s new economic analysis found that the Trump administration’s offshore drilling plan would threaten more than 2.6 million jobs and almost $180 billion in Gross Domestic Product for only two years’-worth of oil and just over one year’s-worth of gas at current consumption rates.

“From ocean views scattered with drilling platforms, to the industrialization of our coastal communities, to the unacceptable risk of more BP Deepwater Horizon-like disasters — expanding offshore drilling to new areas threatens thriving coastal economies and booming industries like tourism, recreation and fishing that rely on oil-free beaches and healthy oceans,” Diane Hoskins, campaign director at Oceana, said in a statement. “Coastal communities and states are outraged by this radical plan that threatens to destroy our clean coast economies.”

Oil industry officials disputed the findings, saying their industry has operated safely alongside commercial fishing, tourism and other industries for decades.

Oceana’s report was based on the most recent available data for ocean-dependent jobs and revenue from tourism, fishing and recreation in Atlantic and Pacific coastal states, as well as Florida’s Gulf coast, and compares them to the “undiscovered economically recoverable oil and gas reserves in those states.”

Trump’s offshore drilling proposal has a cost besides potential oil spills

February 23, 2018 — The Trump administration’s effort to open almost all of the U.S. outer continental shelf to drilling has rattled coastal communities fearful of oil-drenched beaches like those they saw after the Deepwater Horizon disaster.

There’s another cost, though, of high-volume offshore oil and natural gas leasing borne by the public, even if nothing is spilled. A new analysis Thursday says that the federal government — and therefore U.S. taxpayers —  isn’t getting its money’s worth from oil and gas companies pumping publicly owned fossil fuels from the seabed in the Gulf of Mexico.

By law, the government is supposed to get “fair market value” for leasing offshore tracts of oil and gas. But the Project on Government Oversight (POGO), a government watchdog group, found that companies rarely compete for leases.

As a result, the federal government got less than 3 percent per acre in its most recent lease sales, in August of last year, than it did before 1983, a new POGO analysis found. The findings suggest that for years the government has gotten short-changed when it comes to oil and gas lease sales. As the Trump administration tries to expand offshore drilling, the problem may only get worse.

Here’s the rub: That marked decline isn’t really the result because of President Trump’s policies. It stems all the way back to the Reagan administration.

Coastal leaders speak out against offshore oil drilling plans

Many states want to be left out of new oil leases entirely

February 23, 2018 — Politicians and fishing industry representatives from across the country have been speaking out against a proposal from the Department of Interior that would end an Obama-era ban and open up coastal states for offshore drilling operations.

“I find the whole thing to be really quite alarming,” said Rhode Island Gov. Gina Raimondo, who requested an interview with the Providence Journal to speak out on the proposal. “This might happen if we don’t oppose it loudly enough.”

The New England Fishery Management Council voted to urge federal regulators to take the whole Atlantic coast out of consideration during its first meeting of 2018.

“Spills don’t happen all that often, but there clearly have been a number of cases that we all know about… where those activities have resulted in some significant impacts to our marine resources,” said Doug Grout, chief of New Hampshire’s Marine Division.

A Nearly Invisible Oil Spill Threatens Some of Asia’s Richest Fisheries

February 13, 2018 — ZHOUSHAN, China — A fiery collision that sank an Iranian tanker in the East China Sea a month ago has resulted in an environmental threat that experts say is unlike any before: An almost invisible type of petroleum has begun to contaminate some of the most important fishing grounds in Asia, from China to Japan and beyond.

It is the largest oil spill in decades, but the disaster has unfolded outside the glare of international attention that big spills have previously attracted. That is because of its remote location on the high seas and also the type of petroleum involved: condensate, a toxic, liquid byproduct of natural gas production.

Unlike the crude oil in better-known disasters like the Exxon Valdez and the Deepwater Horizon, condensate does not clump into black globules that can be easily spotted or produce heart-wrenching images of animals mired in muck. There’s no visible slick that can be pumped out. Experts said the only real solution is to let it evaporate or dissolve. Absorbed into the water, it will remain toxic for a time, though it will also disperse more quickly into the ocean than crude oil.

Experts say there has never been so large a spill of condensate; up to 111,000 metric tons has poured into the ocean. It has almost certainly already invaded an ecosystem that includes some of the world’s most bountiful fisheries off Zhoushan, the archipelago that rises where the Yangtze River flows into the East China Sea.

The area produced five million tons of seafood of up to four dozen species for China alone last year, according to Greenpeace, including crab, squid, yellow croaker, mackerel and a local favorite, hairtail. If projections are correct, the toxins could soon make their way into equally abundant Japanese fisheries.

Exposure to condensate is extremely unhealthy to humans and potentially fatal. The effects of eating fish contaminated with it remain essentially untested, but experts strongly advise against doing so.

“This is an oil spill of a type we haven’t seen before,” said Paul Johnston, a scientist at Greenpeace Research Laboratories at the University of Exeter in England. “Working out the impact is actually a huge task — probably next to impossible.”

For China, the disaster has become a test of its ambitions as a global and regional steward of the seas, especially at a time when it is reinforcing its territorial claims, including disputed territories with Japan in these waters. Given its proximity, China has taken the lead in investigating the disaster and monitoring the spill, but it has faced some criticism for what some see as a slow and inadequate response thus far.

Officials in Beijing announced on Feb. 1 that samples of fish taken within four to five nautical miles of the sunken ship contained traces of petroleum hydrocarbons, suggesting possible condensate contamination; they pledged to expand the range of testing to 90 miles, and closely monitor fish coming into markets.

$13M settlement proposed for Buzzards Bay oil spill

October 20, 2017 — BOSTON — More than 14 years after a barge spilled 98,000 gallons of oil into Buzzards Bay, state and federal officials have announced a proposed settlement that would require the transportation company in charge of the vessel to pay more than $13 million for the damage done to migratory birds and their habitats.

In April 2003, a Bouchard Transportation Co. barge traveling to the power plant on the Cape Cod Canal in Sandwich struck rocks south of Westport. The crash ruptured the barge’s hull and spilled thousands of gallons of oil into the bay, damaging salt marshes, beaches, and hundreds of birds such as loons, sea ducks, terns and shorebirds.

The settlement proposal by the U.S. Fish and Wildlife Service, the National Oceanic and Atmospheric Administration, and the states of Massachusetts and Rhode Island was filed in U.S. District Court, where it must be approved before being finalized.

If the settlement is approved, it would bring the total amount of money paid to resolve claims filed by the Natural Resource Damages Trustee Council, a group composed of several state and federal agencies, up to $19 million. Bouchard previously paid $6 million for claims on shoreline resources, piping plovers, and other damage recovery efforts.

Boom and Busted: Lessons from Alaska’s Mysterious Herring Collapse

In trying to untangle a herring crash from the aftermath of the 1989 Exxon Valdez oil spill, scientists in Prince William Sound are revealing just how resilient – and unpredictable – marine ecosystems can be.

October 13, 2017 — ON A COLD day in June, Scott Pegau leans toward the passenger window of a Cessna floatplane and peers out at the teal waters of Prince William Sound. The glacier-rimmed pocket of seawater on the southern coast of Alaska is protected from the open ocean by a string of rugged islands. It is both moody and alluring. Clouds dally on the snowy peaks and fray against the forested hillsides. The sea is flat and frigid, except for a single row of waves lapping at the rocky shore.

Pegau aims his gaze at the shallow waters behind the breakers. After a few minutes of searching, above a deep bay on one of the outer islands, he finally spots what he’s looking for: a school of juvenile herring. Pegau can distinguish them from other schooling species by the unique way they sparkle – an effect produced by sunlight playing off their silver flanks as the fish bank and roll. Try as I might, I can’t make out any twinkling, just the inky splotch of a few tons of small fish swarming below the surface.

“Small H1,” Pegau says into the headset microphone, tucked snugly under his thick, gray mustache. That’s code for a small school of one-year-old herring. He enters the location on his computer; huddled in the back seat, I make a tick mark on the backup tally. It’s the first of dozens of schools we’ll see on our flight.

Pegau conducts these surveys every year in hopes of understanding what’s in store for the herring population in Prince William Sound. The fish mature and begin to join the spawning stock at the age of three, so the counts give scientists and managers a clue about how many adults may be coming up the pipeline. Researchers and fishers alike always hope the answer will be many. But every year for the past quarter century, they have been disappointed.

The herring population in Prince William Sound crashed in 1993, just four years after the Exxon Valdez oil spill released 11 million gallons of crude into these waters. The collapse put an end to an $8-million-dollar-a-year fishery, and left a hole in the middle of the marine food web. Scientists have spent years trying to understand if and how the spill played a role in the herring’s demise here, and the results have been hotly contested. All of the legal proceedings finally closed in 2015, with herring listed as an impacted species but with most herring fishers feeling poorly compensated.

Even more concerning is the fact that, unlike most species hit by the spill, the herring haven’t bounced back over the decades since. Populations of forage fish are known to boom and bust, so most scientists thought it was only a matter of time before they rebounded. But 25 years later, there’s still no sign of recovery on the horizon.

“There’s definitely a possibility that the ecosystem went through a tipping point,” says Pegau, who coordinates the herring program at the Prince William Sound Science Center, an independent research institute whose work is funded in part by money from the spill settlement. A host of factors, which scientists are still trying to untangle, could be to blame, from hungry whales to virulent disease. “There’s no one thing that’s keeping them down,” Pegau says. “I think pretty much everyone is convinced of that.”

Redfish suffer deformities, heart problems from oil – even tiny amounts

September 22, 2017 — Even in trace amounts, oil can warp the spines, disfigure the faces and weaken the hearts of redfish larvae. That makes it difficult for young fish to swim, eat and grow into the 40-pounders that excite anglers.

The first comprehensive study of oil spill effects on the popular sport fish found that “micro-droplets” of oil, such as those that disperse after larger spills, cause skull and jaw deformities and can twist backbones upward, producing fish with awkward J-shaped bodies. Exposure to small amounts of oil reduced the cardiac functions of redfish by 70 percent, according to the study published this month in the journal Science of the Total Environment.

“Certainly, oil spills kill,” said Alexis Khursigara, a marine scientist with the University of Texas and the study’s lead author. “But sometimes those that survive can have complex deformities that can result in a delayed death because they’re not swimming well or fast enough, or they have a hard time capturing prey.”

More than 1 million of the fish, known as red drum, were caught in Louisiana waters last year, making it the second largest recreational catch after spotted seatrout, commonly called speckled trout. Commercial fishing for redfish was banned in Louisiana in the late 1980s to keep the species from becoming extinct, amid the Cajun food craze that was popularized nationally by legendary New Orleans chef Paul Prudhomme’s blackened redfish dish. By 1988, only 2 percent of the fish were escaping capture to spawn offshore.

Oil spills disrupt entire food webs, new study shows

July 10, 2017 — New research suggests the ecological impact of an oil spill is comprehensive, yet environmental assessments are often too narrow in scope.

Too often, researchers argue, oil spill assessments focus exclusively on the species most obviously affected. But the latest study shows oil spills have unexpected — and indirect — impacts on species farther down the food chain.

In reassessing studies of food webs in the Gulf of Mexico in the wake of the 2010 Deepwater Horizon oil spill, researchers showed the loss of seabirds and marine mammals was linked with increases in forage fish populations.

The loss of predators, the new analysis showed, yielded increases in the abundance of menhaden, a group of forage fish species.

“Our discovery suggests that the structure of food webs change after an oil spill, which may be much more damaging to fish and other aquatic fauna than the direct impacts of the spilled oil itself,” researcher Jefferey Short said in a news release.

Short and his research partners published their findings this week in the journal Archives of Environmental Contamination and Toxicology.
