Scottish minister calls for removal of link between seafood trade and access to waters

December 12, 2018 — Scotland Fisheries Secretary Fergus Ewing has written to the U.K. government raising serious concerns about the current Brexit Withdrawal Agreement’s failure to ensure tariff-free access to European markets for Scotland’s seafood exports.

Ewing warned Environment Secretary Michael Gove that non-tariff barriers like customs delays at ports could be catastrophic for an industry that relies on frictionless passage across borders, particularly for fresh and live products.

Ewing wrote that despite the Prime Minister Theresa May’s claims, a direct link between seafood trade and access to waters has been conceded, allowing for exclusion of fisheries and aquaculture from tariff-free access through a temporary customs union, if a fisheries agreement acceptable to the European Union cannot be achieved.

“Worse still, aquaculture has been included in this linkage despite having no connection to access to waters or quota,” Ewing wrote. “Salmon farming alone was the [United Kingdom’s] largest food export in 2017. Its inclusion is profoundly disturbing, risking the imposition of tariffs, which will inevitably increase the cost of exports, and perhaps even more importantly the spectre of non-tariff barriers hangs over Scottish seafood exports, which absolutely rely on frictionless passage across borders.”

Canadian Government Announces Aquaculture Management Initiatives

December 12, 2018 — SEAFOOD NEWS — The Canadian government announced on Monday that they will be moving forward with initiatives that will ensure that the aquaculture sector is “economically successful and environmentally sustainable.” The initiative is part of Canada’s efforts to not only protect wild salmon, but meet the growing global demand for seafood.

“The Government of Canada is committed to making aquaculture more effective, efficient and environmentally sustainable,” the Honourable Jonathan Wilkinson, Minister of Fisheries, Oceans and the Canadian Coast Guard, said in a press release.”

Key initiatives include:

-A study on the alternative technologies for aquaculture, including land and sea-based closed containment technology.

-Moving towards an area-based approach to aquaculture management.

-Developing a framework fore aquaculture risk management

-Creating a single comprehensive set of regulations, the General Aquaculture Regulations.

“The development of aquaculture policies that include Indigenous, scientific and seafood producer perspectives are important steps to making sure the people working in our coastal communities have long-term opportunities in sustainable aquaculture production, and that our natural environment and wild species are not placed at risk,” added the Honourable Lana Popham, Minister of Agriculture of British Columbia. “I support the collaborative approach that is being adopted and the recognition that alternative technologies have a role to play in the growth of sustainable aquaculture in British Columbia.”

ALASKA: NPFMC advisory panel proposes 33,000t hike in Bering Sea pollock TAC, 7,000t drop in cod

December 7, 2018 — The advisory panel to the North Pacific Fishery Management Council (NPFMC) voted in favor of a 33,000-metric-ton increase in the eastern Bering Sea pollock total allowable catch (TAC), as well as a 7,000 drop in the Pacific cod TAC.

This draft TAC sheet will then go to the vote at the NPFMC meeting in Anchorage, Alaska, on Friday. The supply outlook comes with prices for cod and pollock set firm.

According to an Undercurrent News source, the advisory committee is recommending a pollock TAC of 1.397 million metric tons for 2019, up from 1.364m in 2018. The panel also recommended a Pacific cod TAC of 181,000t, down from 188,136t in 2018. For Pacific cod in the Aleutian Islands, the panel voted in favor of a TAC of 20,600t.

Concern Grows for Future of Right Whales

November 30, 2018 — A group of 17 North Atlantic right whales was spotted by an aerial survey team 21 miles south of Nantucket early this week, prompting a renewed call for voluntary speed restrictions among mariners and also renewed concern for the future of the critically endangered mammals.

In response to the whale sighting early Monday, the National Oceanic and Atmospheric Administration (NOAA) has instituted a voluntary vessel speed restriction zone, also known as a DMA, or dynamic management area, that encompasses Nantucket and extends to the southeastern coast of Martha’s Vineyard and Chappaquiddick. Boaters are asked to limit their speed to 10 knots or less when sailing through the area, which spans latitudinally from 40 degrees, 28 minutes north to 41 degrees, 22 minutes north, and longitudinally from 70 degrees, 39 minutes west to 69 degrees, 29 minutes west. Overall, the rectangular area encompasses approximately 360 square nautical miles.

With only about 400 whales remaining, the North Atlantic right whale is one of the rarest marine mammals in the world. The whales are known to appear around Cape Cod and the Islands around this time of year, fattening up on zooplankton before heading south to breed. Two weeks ago, NOAA reported a sighting of four right whales in a similar location off Nantucket’s south shore. But 17 is an entirely different story.

“That’s a lot of whales,” said Jennifer Goebel, a spokesman for NOAA, speaking to the Gazette Tuesday. “Usually when we set up these dynamic management areas we can do it on anything over three, sometimes four, maybe five. This was 17, so that tells you.”

Report card on Canada’s fish stocks suggests action required to reverse decline

November 16, 2018 — Atlantic herring is a hearty source of protein for people and marine mammals alike, but like a startling number of Canada’s fish stocks the plan to rebuild the depleted herring population is currently one big question mark.

That’s a conclusion reached by advocacy group Oceana Canada, which published its second annual fisheries audit Tuesday — a report card assessing the health of Canada’s fish stocks.

The report found Canada has a lot of work to do to reverse the term decline of its fish stocks, and it needs to pick up the pace.

Oceana’s science director Robert Rangeley said he hopes the audit is a “wake-up call” for better fisheries management.

“My biggest fear is one of complacency,” said Rangeley. “We’re still hovering around one-third of our fish stocks (that) are healthy, which is very poor performance for the 194 stocks that are so important for coastal communities.”

Only 34 per cent of Canada’s fish stocks are considered healthy. Twenty-nine per cent are in a critical or cautious zone, and perhaps most alarmingly, 37 per cent of stocks don’t have sufficient data to assign a health status.

Some, like Pacific herring in Haida Gwaii, slipped into the critical red zone this year.

The numbers are indicative of the slow policy implementation that plagues management of Canada’s fisheries, Rangeley said. The Oceana team expected to see more stocks move from the uncertain zone into one of the other categories this year, but in fact, the needle barely moved

Ocean Shock: The climate crisis beneath the waves

November 13, 2018 — To stand at the edge of an ocean is to face an eternity of waves and water, a shroud covering seven-tenths of the Earth.

Hidden below are mountain ranges and canyons that rival anything on land. There you will find the Earth’s largest habitat, home to billions of plants and animals – the vast majority of the living things on the planet.

In this little-seen world, swirling super-highway currents move warm water thousands of miles north and south from the tropics to cooler latitudes, while cold water pumps from the poles to warmer climes.

It is a system that we take for granted as much as we do the circulation of our own blood. It substantially regulates the Earth’s temperature, and it has been mitigating the recent spike in atmospheric temperatures, soaking up much of human-generated heat and carbon dioxide. Without these ocean gyres to moderate temperatures, the Earth would be uninhabitable.

In the last few decades, however, the oceans have undergone unprecedented warming. Currents have shifted. These changes are for the most part invisible from land, but this hidden climate change has had a disturbing impact on marine life – in effect, creating an epic underwater refugee crisis.

New estimate lowers number of right whales

November 9, 2018 — A gut feeling among North Atlantic right whale experts that the population of the beleaguered animals has dropped to around 400 has been reinforced with a new statistical estimate of 411 animals as of the end of 2017.

“The public shouldn’t think there are exactly 411 whales,” Center for Coastal Studies right whale researcher Charles “Stormy” Mayo said Thursday at the end of the two-day North Atlantic Right Whale Consortium annual meeting in New Bedford. “We believe that they are in the low 400s, or around 400.”

The consortium’s annual report card for the end of 2016 had set the population number at 451, using a statistical model unveiled last year.

The loss of about 40 right whales, under the statistical model, between the end of 2016 and the end of 2017 would include the 12 documented deaths in the Gulf of St. Lawrence in Canada and the five off the Cape and Islands linked in large part to human causes of entanglement in fishing rope and being struck by ships.

“Everyone in the field – conservationists, the public, scientists – continue to be saddened by the decline,” Mayo said. “There’s no question there’s a decline. There’s no question we need to solve the mortality issue.”

The maximum number of human-caused deaths should be no more than one a year to sustain the critically endangered population along the U.S. and Canadian coast, according to a federal stock assessment in September.

U.S. and Canadian government agencies and nonprofit organizations are working to identify the best ways to respond, with new technology to eliminate vertical ropes in the water, for example.

A deadly year in Canadian commercial fisheries

November 6, 2018 — The deadliest year in over a decade for commercial fishermen has the Transportation Safety Board of Canada sounding the alarm over what it calls the industry’s “disturbing safety record.”

So far in 2018, 17 people have died aboard fishing vessels, the most since 2004.

Those deaths were largely the result of crew members not wearing personal flotation devices or deploying safety signals, the board said Monday as it released its annual Watchlist.

“The industry’s safety culture still has a long way to go before its members stop accepting more risk than is necessary,” the board’s chair, Kathy Fox, told a news conference in Gatineau, Quebec.

In addition to fishing safety, the independent agency’s yearly report also calls attention to railway sign safety and runway safety at Canadian airports.

While safety measures have been recommended and implemented over the years in commercial fisheries, the board said it’s disappointed with the lack of results.

The number of fishing vessel deaths continues to fluctuate year to year. For example, there were 17 deaths in 2004, eight in 2016, three in 2017 and 17 again so far this year.

Fish safety goes global

November 5, 2018 — Every fisherman deserves to come home safely at the end of a trip. The National Institute for Occupational Safety and Health has been working for decades not only to track injuries in the U.S. commercial fishing fleet, but also to research and develop targeted safety solutions for specific regions and gear types in cooperation with the fishing industry. Although there has been a decrease in the number of fatalities and vessel disasters in the United States over the last few decades, even one life lost or one career ended is still too many.

This is why NIOSH’s Center for Maritime Safety and Health Studies gathered a group together to organize the fifth International Fishing Industry Safety and Health Conference (IFISH 5).

In June 2018, more than 175 occupational safety and health researchers, safety professionals, industry members and students from 24 countries gathered in St. John’s, Newfoundland, with the goal of improving safety and health in the commercial fishing industry through research, innovation, and the exchange of ideas. That’s double the size and programing of any previous IFISH conference.

One of the recurring themes throughout the conference was that fishermen, while an independent bunch, make safety a priority. They desire solutions that are relevant and practical to their work. What we’ve learned is that the best research, solutions and policies come from listening to fishermen — identify what saves them money, what makes work more efficient, and what makes sense for their specific fleet.

Navy to limit sonar, explosions in more areas off East Coast to protect endangered whales

November 1, 2018 — The Navy is expanding the area it limits the use of sonar and explosives off the East Coast as part of an effort to help protect the endangered North Atlantic right whales.

The whales were nearly hunted into extinction by the 1890s and today there are only about 450 left, according to the National Marine Fisheries Service.

While the biggest modern day threats to the whales are entanglement in fishing gear and direct strikes from vessels, underwater noise pollution can interfere with their communication and affect their behavior, the fisheries service said.

The large black whales travel between New England in the warm months to feed and mate and south to Florida to have their offspring in winter. They’re recognizable by their lack of a dorsal fin, broad tails and raised patches of rough skin on their heads. Occasionally, they roam in the same areas that submarines, warships and helicopters that use sonar or deploy torpedoes or other explosives train and operate in.

To comply with federal laws protecting marine mammals and endangered species, the Navy works with the fisheries service to reduce its impacts through mitigation areas. In the northeast, the mitigation area is expanding to include the right whale’s entire critical habitat area to limit the use of sonar and explosives.
