Strict right whale protection goal raises concerns among lobstermen

April 8, 2019 — A federal agency is seeking a 60 percent to 80 percent reduction in the number of right whales killed or seriously injured by fishing line entanglement – a mandate that could have serious implications for the future of Maine’s $485 million lobster industry.

The National Marine Fisheries Service estimates that fishing rope entanglement kills or seriously injures five to nine right whales a year. Federal scientists believe that even a single death a year would prove too much for the endangered species to make a recovery.

If those deaths are split evenly between the U.S. and Canada, a fisheries service assumption that Maine fishermen and regulators question, then Maine and Massachusetts lobstermen would have to find a way to cut their share of the whale entanglement deaths by 6o percent to 80 percent to achieve that goal.

“We know this target is daunting, but it is necessary to ensure the recovery of the North Atlantic right whale population,” said Colleen Coogan, coordinator of the agency-led team created to protect the right whale, in a letter emailed Friday to team members, including Maine fisheries regulators.

Record first-quarter revenues for Norway’s seafood exporters, but volume plummets

April 4, 2019 — Norway exported 640,000 metric tons (MT) of fisheries and aquaculture products worth a record NOK 25.6 billion (USD 3 billion, EUR 2.7 billion) in the first quarter of this year. While the volume represented a decline of 18 percent, the value was 7 percent or NOK 1.8 billion (USD 210.6 million, EUR 187.3 million), higher than in the corresponding period of 2018.

The Norwegian Seafood Council (NSC) highlighted that the volume drop would be just 2 percent if the pelagic category is excluded from the statistics.

“The volume decline in the pelagic category is due to lack of capelin this year, in addition to delays in the reporting of blue whiting from direct landings abroad,” Paul Aandahl, analyst with the NSC, said.

Fellow NSC analyst Ingrid Pettersen confirmed that the value of seafood exports in the first quarter reached a record high, and this was mainly driven by increased prices for some of the country’s most important species.

“There are good, stable market conditions, increased demand in our key markets, and a weak Norwegian kroner against both the U.S. dollar and the euro sets a record price for seafood exports,” she said.

The Scandinavian country exported 247,000 MT of salmon with a value of NOK 16.7 billion (USD 2 billion, EUR 1.7 billion) in Q1 2019, with the volume and value up 1 percent and 7 percent respectively year-on-year. The average price for fresh whole salmon through the quarter was NOK 68.78 (USD 8.05, EUR 7.16) per kilogram, up from NOK 67.45 (USD 7.89, EUR 7.02).

Scottish minister urges seafood to grab trade opportunities, irrespective of Brexit

April 2, 2019 — While the United Kingdom’s departure from the European Union will inevitably have an impact on Scottish seafood – with a lot of uncertainty surrounding trading relationships and the practicalities of exporting products – Fergus Ewing, cabinet secretary for the rural economy, is urging the sector to overcome these challenges and seize opportunities as they are presented.

Delivering the keynote address at the Scottish Seafood Summit in Aberdeen, Ewing stressed the importance of seafood to Scotland’s economy, and also the success of its exports, which have increased by 111 percent over the past 10 years.

Today, seafood accounts for 60 percent of Scotland’s food exports, compared to England’s 6 percent, he highlighted.

“We have a marvelous industry worth a huge amount of money – GBP 3 billion [USD 3.9 billion, EUR 3.5 billion] – it’s world-leading, as is the reputation we have for the quality of our produce and the cleanliness of our waters,” he said.  “This fuels success in the fish sector, but also spreads out to other parts of the food and drink sector; it enables other businesses to build on [the seafood industry’s] success worldwide. The seafood demand across the world is increasing – consumption has more than doubled in the past 50 years, and that can only increase [because] the amount of arable land is finite, and in almost every case is already being used. The potential to create more protein lies in the world’s seas and oceans.”

Ewing pointed out that almost 5,000 people work on Scottish-registered fishing vessels, while seafood processing provides over 8,000 jobs, and aquaculture, including the supply chain, supports more than 12,000 jobs, many of them in rural areas.

WHOI Releases Report on Right Whale Threats, Solutions

April 1, 2019 — A new report has been released by the Woods Hole Oceanographic Institution which details the major threats facing critically endangered North Atlantic right whales.

The population for the species is estimated to be just over 400 and has suffered in recent years from high mortality rates with very few births.

The report indicates the whales are most threatened by fishing gear entanglements, vessel strikes and noise pollution.

WHOI Marine Biologist Michael Moore, who was a co-author of the report, says there has been a dramatic shift in the number of deaths caused by entanglements over the last decade.

Before 2010, 45 percent of right whale deaths were due to vessel strikes with 35 percent attributed to entanglements. Since 2010, entanglements have resulted in about 85 percent of right whale deaths.

“The entanglement rate has gone up and become more severe,” Moore said. “It used to be the animals would get entangled and scarred up and then be able to wiggle out of it or get disentangled, but now the entanglement mortality rate has also increased.”

Whale researchers are also concerned with the non-lethal effects of getting caught in fishing gear.

“Eighty-plus percent of the species show entanglement scars and 25 percent of them get new scars every year,” Moore said. “So the majority don’t die but they do have sub-lethal impact and really it comes down to stress of being entangled and pulling the rope through the water and traps too if they are involved.”

U.S.-Canada ‘Lobster War’ film to be screened in Waterville

April 1, 2019 — The waters off Machias Seal Island along the Maine coast are beautiful, but the war between U.S. and Canadian fishermen fighting over territory where climate change has caused the lobster population to explode is decidedly ugly.

That conflict is portrayed in vivid detail in “Lobster War: The Fight Over the World’s Richest Fishing Grounds,” an award-winning documentary film co-directed and produced by David Abel, a Boston Globe reporter, and Andrew Laub, a writer, editor, filmmaker, cinematographer, visual effects artist and soundtrack composer.

The film will be shown at 7:15 p.m. Sunday at Railroad Square Cinema in Waterville. Abel will engage in a question-and-answer session with the audience via Skype after the showing.

The 2018 film focuses on the clash between the U.S. and Canada over 277 square miles of ocean off the 20-acre Machias Seal Island that both countries have claimed since the end of the Revolutionary War, according to Abel. U.S. lobster fishermen traditionally fished the so-called Gray Zone, but as the Gulf of Maine has warmed faster than nearly any other water body on Earth, the lobster population there has grown significantly, prompting Canadian fishermen to assert their sovereignty there, he said. Fighting between Canadian and American fishermen over the territory has been ongoing, with threats of violence and sabotage.

Abel, an environmental reporter who has long covered fisheries issues, said in a telephone interview Wednesday that “Lobster War” shows how the warming waters of the Gulf of Maine are affecting lobster, Maine’s iconic species, whose population for the last 15-plus years has boomed, partly as a result of climate change.

Extended: Voluntary Vessel Speed Restriction Zone South of Nantucket to Protect Right Whales

March 29, 2019 — The following was released by NOAA Fisheries:

The voluntary vessel speed restriction zone (Dynamic Management Area – DMA) previously established south of Nantucket has been extended to protect an aggregation of 6 right whales sighted in this area on March 28.

This DMA is in effect through April 13, 2019.

Mariners are requested to route around this area or transit through it at 10 knots or less. Whales were spotted in or near shipping lanes so please be especially vigilant when traveling in these areas.

ACTIVE SEASONAL MANAGEMENT AREAS (SMAs)

Mandatory speed restrictions of 10 knots or less (50 CFR 224.105) are in effect in the following areas:

Off Race Point SMA– in effect through March 29

Mid-Atlantic U.S. SMAs (includes Block Island) — in effect through April 30

Southeast U.S. SMA — in effect through April 15

Right Whales Are Migrating

North Atlantic right whales are on the move along the Atlantic coast of the U.S. With an unprecedented 20 right whale deaths documented in 2017 and 2018, NOAA is cautioning boaters to give these endangered whales plenty of room. We are also asking commercial fishermen to be vigilant when maneuvering to avoid accidental collisions with whales, remove unused gear from the ocean to help avoid entanglements, and use vertical lines with required markings, weak links, and breaking strengths.

Right Whales in Trouble

North Atlantic right whales are protected under the U.S. Endangered Species Act and the Marine Mammal Protection Act. Scientists estimate there are slightly more than 400 remaining, making them one of the rarest marine mammals in the world.

In August 2017, NOAA Fisheries declared the increase in right whale mortalities an “Unusual Mortality Event,” which helps the agency direct additional scientific and financial resources to investigating, understanding, and reducing the mortalities in partnership with the Marine Mammal Stranding Network, Canada’s Department of Fisheries and Oceans, and outside experts from the scientific research community.

Lobsters unharmed by Atlantic Canada salmon farm, 8-year study finds

March 22, 2019 — SEAFOOD NEWS — An eight-year study of lobsters living below a salmon farm off New Brunswick’s Grand Manan Island found the aquaculture operation had no impact on the crustaceans’ abundance, size or growth.

The peer-reviewed, industry-funded study was published this month in the Canadian Journal of Fisheries and Aquatic Sciences.

Its authors say it’s the most in-depth examination of its kind in Atlantic Canada.

“There isn’t anything like this. Any surveys that have been done have been sort of cursory,” said Jon Grant, the study’s lead author and a Dalhousie University oceanographer.

How the study worked

The study involved divers visiting a sample area under the Benson Aquaculture salmon farm at Cheney Head off Grand Manan in 2008, and returning every August and September.

To establish a baseline, surveying started before the fish farm opened. The study covered two production cycles at the farm, which uses pesticides to control sea lice and has been opposed by lobster fishermen.

It also included a fallow period and a farm expansion to 336,000 fish from 10,000 during the second production cycle.

An identical survey was conducted about a kilometre outside the farm.

By the time the project ended in 2015, divers had counted 1,255 lobsters inside the farm and 1,171 outside.

What the study found

“In both cases, whether it was on the farm or off the farm, over those eight years the abundance of lobsters went up. A lot. By 100 per cent or more. And there was no difference in those lobsters in any way — in their size, in their sex or their abundance, whether on or off the fish farm,” Grant told CBC News.

“We don’t detect any evidence that the fish farm affected behaviour, growth or abundance of those lobsters.”

He said the study proved one hypothesis: the population inside or adjacent to the farm matched growth seen elsewhere in lobster fishing areas.

“It reflects the fact that the fishery is ongoing and it’s thriving and that fish farming does not seem to have impacted it, at least in eastern New Brunswick,” said Grant, who is funded by New Brunswick-based Cooke Seafoods and holds the NSERC-Cooke industrial research chair in sustainable aquaculture.

Surveys ordered by government regulators

The surveys were a requirement of the federal Department of Fisheries and Oceans and the New Brunswick government. The Atlantic Canada Fish Farmers Association funded the study.

The field work was carried out by SIMCorp, a New Brunswick-based marine environmental consulting firm that works for the aquaculture industry in Atlantic Canada and Maine.

SIMCorp is recognized as the standard for aquaculture, said Grant.

Tara Daggett, a SIMCorp biologist and co-author of the study, said the results are encouraging news for the aquaculture industry.

“We can fairly say aquaculture can coexist with fisheries and other species. It has a place,” she told CBC News.

However, Daggett cautioned the results only reflect what happened at one fish farm.

“The fish farm is typical of Grand Manan with sandy and cobbled bottom, but in science we don’t extrapolate. We need to test at other sites.”

Scottish government: Fishing sector must unite to ensure brightest future

March 5, 2019 — A national discussion paper outlining the Scottish government’s vision for the future of fisheries after Brexit has been launched by Scotland Fisheries Secretary Fergus Ewing.

The paper’s key priorities include ensuring that access to Scottish waters and fishing opportunities are not traded away and that fishing quotas are in the hands of active Scottish fishermen. It also supports the principle of a discard ban, but wants stakeholders to put a more workable approach in place and also wants to encourage new entrance to the industry by creating additional licenses and quota.

Furthermore, it wants to press United Kingdom government to introduce a new work permit system to secure sustainable labor supply for the fishing industry.

Ewing launched the paper at a meeting with representatives from the local fishing community in Kirkwall, Orkney. This was the first of a series of meetings across Scotland to allow businesses and communities involved in fishing to have a say in the new strategy.

The minister said that the U.K.’s departure from the European Union will inevitably bringing changes in the way fisheries are managed and nature of the Scottish industry’s relationships with other seafaring nations.

Illegal trade in shark products dismissed by UK fish and chip industry

February 7, 2019 — University of Exeter researchers, studying the DNA of shark products sold in fishmongers, fish and chip shops, and Asian wholesalers in England, believe they have uncovered serious cases of mislabeling and a potential trade in critically endangered species.

However, their findings have been largely dismissed by the National Federation of Fish Friers (NFFF), which said in a statement that the fish sold in fish and chip outlets is all legally sourced.

The scientists found that 90 percent of products sold at fish and chip shops under umbrella terms such as huss, rock salmon, and rock eel, were actually spiny dogfish (Squalus acanthias). Landings of this fish into the European Union by E.U. and third-country vessels have been prohibited from the Northeast Atlantic since 2011 because it is classified as critically endangered on the International Union for Conservation of Nature (IUCN) red list of threatened species.

Other species identified include blue sharks, Pacific spiny dogfish, nursehounds, and starry smoothounds, most of which are not in threatened categories, but they only made up a small minority of the samples.

New drive to reduce lobster fishing gear to help rare whale

February 7, 2019 — Interstate fishing managers are starting the process of trying to reduce the amount of lobster fishing gear off the East Coast in an attempt to help save a declining species of rare whale.

The Atlantic States Marine Fisheries Commission announced on Wednesday that it would consider options designed to reduce vertical lobster fishing lines in the water by as much as 40 percent. The lines pose a threat to the North Atlantic right whale, which is one of the rarest marine mammals in the world.

The commission said it would try to reduce the amount of gear with a combination of trap limits, seasonal closures, changes to gear configuration and other methods. The rules are under development and it will take months before they come up for public hearings.

The commission said in a statement that the drive to reduce lines in the water is “in response to concerns about the North Atlantic right whale population and the potential impacts of whale conservation measures on the conduct of the lobster fishery.” But some lobster fishermen said they need more details about the effort before they will get on board.
