North Atlantic Ocean productivity has dropped 10 percent during Industrial era

May 7, 2019 — Virtually all marine life depends on the productivity of phytoplankton — microscopic organisms that work tirelessly at the ocean’s surface to absorb the carbon dioxide that gets dissolved into the upper ocean from the atmosphere.

Through photosynthesis, these microbes break down carbon dioxide into oxygen, some of which ultimately gets released back to the atmosphere, and organic carbon, which they store until they themselves are consumed. This plankton-derived carbon fuels the rest of the marine food web, from the tiniest shrimp to giant sea turtles and humpback whales.

Now, scientists at MIT, Woods Hole Oceanographic Institution (WHOI), and elsewhere have found evidence that phytoplankton’s productivity is declining steadily in the North Atlantic, one of the world’s most productive marine basins.

In a paper appearing today in Nature, the researchers report that phytoplankton’s productivity in this important region has gone down around 10 percent since the mid-19th century and the start of the Industrial era. This decline coincides with steadily rising surface temperatures over the same period of time.

Matthew Osman, the paper’s lead author and a graduate student in MIT’s Department of Earth, Atmospheric, and Planetary Sciences and the MIT/WHOI Joint Program in Oceanography, says there are indications that phytoplankton’s productivity may decline further as temperatures continue to rise as a result of human-induced climate change.

“It’s a significant enough decine that we should be concerned,” Osman says. “The amount of productivity in the oceans roughly scales with how much phytoplankton you have. So this translates to 10 percent of the marine food base in this region that’s been lost over the industrial era. If we have a growing population but a decreasing food base, at some point we’re likely going to feel the effects of that decline.”

Osman and his colleagues looked for trends in phytoplankton’s productivity using the molecular compound methanesulfonic acid, or MSA. When phytoplankton expand into large blooms, certain microbes emit dimethylsulfide, or DMS, an aerosol that is lofted into the atmosphere and eventually breaks down as either sulfate aerosol, or MSA, which is then deposited on sea or land surfaces by winds.

Atlantic Canadian herring fisheries lose sustainability label

May 7, 2019 — All three Marine Stewardship Council-certified herring fisheries in Atlantic Canada have lost their MSC-sustainability certification as the forage fish continues to struggle.

Last week, the Seafood Producers Association of Nova Scotia voluntarily suspended its MSC certification on behalf of the 10 companies that operate an 11-vessel fleet of herring purse seiners primarily out of southwestern Nova Scotia.

The suspension means product can no longer be sold with the MSC blue check mark, which assures consumers the fisheries are sustainably managed.

The Seafood Producers Association did not respond to a request for comment on its decision to suspend its MSC certification.

In 2015, herring fisheries in P.E.I. and Nova Scotia were the first gillnet herring fisheries in the world to achieve the certification.

SAVE Right Whales act approved by US House committee

May 2, 2019 — The U.S. House Natural Resources Committee approved the Scientific Assitance for Very Endangered (SAVE) Right Whales Act, introduced by U.S. Rep. Seth Moulton, on 1 May.

The bipartisan bill was introduced back in March, and is directed at additional funding – up to up to USD 5 million (EUR 4.47 million) each year for 10 years – to research methods of rebuilding the population of the critically endangered North Atlantic right whale. Some of the grant money would go towards developing new commercial fishing gear, in order to prevent entanglements which have already killed multiple whales.

“We humans have nearly killed every right whale in existence through our direct and indirect actions over the past two centuries.” Moulton said. “Now we have a choice: We can be the generation that brings the right whale back, or the generation that allows their extinction.”

The Surprising Story of Swordfish You May Not Know

Today’s North Atlantic swordfish population is a great fishery rebuilding story.

Twenty years ago, this predatory fish was in trouble. Their population had dropped to 65 percent of the target level. This means there wasn’t enough North Atlantic swordfish in the water to maintain their population in the face of fishing by the many countries who share the resource.

Fast forward to 2009 and the international commission that manages species like swordfish declared the Northern Atlantic stock fully rebuilt. That announcement came a year ahead of the 2010 target date set in the International Commission for the Conservation of Atlantic Tuna’s (ICCAT) 10-year rebuilding plan.

“If it’s U.S.-harvested swordfish, consumers can feel confident it’s a smart seafood choice,” said Rick Pearson, NOAA Fisheries fishery management specialist. “We should reward our sustainable stewardship practices at the seafood counter.”

Rebuilding an Important Population

Efforts to restore a dwindling population of North Atlantic swordfish date back to 1985 when NOAA Fisheries implemented the first U.S. Atlantic Swordfish Fishery Management Plan. This plan reduced the harvest of small swordfish, set permitting and monitoring requirements, and launched scientific research on the swordfish stock. Minimum size limits and enforcement processes came shortly after when ICCAT issued its first recommendation on swordfish in 1990.

Despite these and other management strategies implemented over the next eight years, the stock continued to suffer. By the late 1990s, the average weight of swordfish caught in U.S. waters had fallen to 90 pounds, a drop from the 250-pound average fishermen enjoyed in the 1960s. This was in part because the population decline meant fishermen were catching younger fish.

What ultimately reversed their downward course was the broad suite of actions built up by the beginning of the 21st century.

“There is no one measure that could have brought this population back from the decline,” said Pearson. “Sustainable fishery management requires a comprehensive science-based approach that considers the biological needs of the fish population, the health of fisheries, the fishing industry, and coastal communities.”

In the United States today:

  • A limited number of vessels can target swordfish commercially with longline gear.

  • All fishermen must abide by minimum size limits, and many must also abide by retention limits.

  • Closures prevent pelagic longline fishing in waters with historically high levels of bycatch species, including undersized swordfish.

  • Satellite tracking systems are mandatory on some vessels that target swordfish.

  • The use of circle hooks is required in commercial fisheries to increase the survival of sea turtles and other animals caught accidentally.

  • Commercial fishermen must attend workshops where they learn to properly handle and release bycatch, including undersized swordfish.

  • Observer programs provide fishery scientists and managers with needed data.

Leading the International Community

Some of these measures can be traced back to the ICCAT rebuilding plan, but many are the result of U.S.-led efforts to protect swordfish, reduce bycatch of other species, and sustainably manage fisheries that interact with swordfish.

Pearson and others also point to the key role the U.S. commercial fishing industry played in helping to establish these domestic efforts and supporting greater international collaboration.

“The United States led the charge internationally to adopt measures to recover North Atlantic swordfish,” said Christopher Rogers, director of International Fisheries. “We pressed our international partners to adopt measures U.S. fishermen were already practicing, such as catch limits, minimum sizes, recording and reducing dead discards, and appropriate observer coverage. Strong U.S. leadership helped ensure the international community shared the burden for rebuilding this iconic species.”

Support for a Valuable U.S. Fishery

In the decade since ICCAT first declared that North Atlantic swordfish are not being overfished, the United States has seen a fall in its total annual catch. In 2017, U.S. fishermen caught just 14 percent of the total swordfish catch reported to ICCAT.

There are several reasons for this decline, says Pearson, including rising fuel prices, an aging commercial fleet, and competition from often lower-quality imported frozen products.

To help more U.S. fishermen take advantage of our national ICCAT-allotted quota, NOAA Fisheries has made several changes in the last decade to commercial and recreational restrictions, such as:

  • Removing vessel size and horsepower restrictions on pelagic longline permits.

  • Increasing retention limits on some permits.

  • Launching a hand gear permit, allowing fishermen to participate in the fishery without spending more to buy a longline permit from another vessel.

  • Making it easier for fishermen to get and renew permits.

But there is more work to be done to ensure our regulatory program is effective in both maintaining swordfish populations and supporting the fishing industry. We are currently examining whether some area-based and gear management measures that affect swordfish fisheries could be modified in light of the success of a program that has reduced bluefin tuna bycatch.

“The U.S. fishery management process is a dynamic process,” said Pearson. “Protecting the North Atlantic swordfish population from overfishing while ensuring fishing opportunities for our recreational and commercial fishermen requires the best available science and responsive management.”

A daunting task begins: Reducing lobster gear to save whales

April 30, 2019 — Fishing managers on the East Coast began the daunting process Monday of implementing new restrictions on lobster fishing that are designed to protect a vanishing species of whale.

A team organized by the federal government recommended last week that the number of vertical trap lines in the water be reduced by about half. The lines have entrapped and drowned the North Atlantic right whale, which number a little more than 400 and have declined by dozens this decade.

The interstate Atlantic States Marine Fisheries Commission met Monday outside Washington to discuss the implementation of the new rules, which are designed to reduce serious injuries and deaths among whales by 60 percent.

The rules will be developed in the coming months and could have a huge effect on the lucrative fishery. Some individual lobstermen place several miles of trap lines in the water, meaning hundreds of miles will have to be removed in total to meet the goal.

“States are committed to taking on the reductions,” said Toni Kerns, interstate fisheries management program director for the commission, after the meeting. “This is a very complex issue, and it will be challenging, but they will find a way to make it work.”

Exactly how long it will take to implement the new rules is unclear at the moment, Kerns said. It also remains to be seen whether the commission or states will take the lead in implementing the rules, she said.

Colleen Coogan, who coordinates the federal government team designed to protect the whales, said during the meeting that cooperating with Canadian authorities is also going to be very important. Canadian fishermen harvest the same species of lobster, and the endangered whales also swim in Canadian waters.

Report: Scottish wild salmon catches at record low

April 28, 2019 — Scotland’s salmon catches reached the lowest level on record in 2018, according to new figures published by the Scottish government.

The “Salmon fishery statistics: 2018” report confirms that in the rod and line fishery, a total 37,196 wild salmon and grilse were retained and released last year, representing just 67 percent of the previous five-year average. At the same time, the reported catch and effort for the fixed engine and net and coble fisheries were among the lowest recorded by either fishery since records began in 1952, with 3,751 wild salmon and grilse caught and retained. The latter was from a reported effort of 25.5 crew months.

Commenting on the statistics, Scottish Environment Secretary Roseanna Cunningham said the decline in wild salmon numbers was of great concern and that she was determined to safeguard the future of the species.

“The problem is down to a range of complex factors, many of which are [out of] our control, including the unprecedented water shortages Scotland experienced last summer,” she said.

Such low flows are known to be difficult conditions for anglers catching fish, and salmon have been shown to delay entering rivers until flows increase, which can be toward the end of the fishing season.

UPDATE: New fishing rules on agenda to protect rare whale

April 23, 2019 — This week is shaping up to be the week of the North Atlantic right whale, as regulators, conservationists and fishing stakeholders convene in New England to hammer out new measures to protect the imperiled cetaceans from potentially deadly entanglements in fishing gear.

The Atlantic Large Whale Take Reduction Team is set to meet Tuesday through Friday in Providence, Rhode Island. The proceedings will be closely watched by segments of the Northeast commercial fishing industry — particularly Massachusetts and Maine lobstermen — to gauge the impact on future fishing.

“Tackling entanglements is critical to the recovery of the North Atlantic right whale population, and we can’t do it without the assistance and cooperation of those who know best how the fishing industry interacts with large whales,” Mike Pentony, the Gloucester-based regional administrator for NOAA Fisheries, said in a statement. “The continued participation and dedication of our industry, science, (non-governmental organizations) and agency partners is absolutely necessary to future success.”

The population of the North Atlantic right whales peaked at about 480 in 2010 before another downward trajectory emerged, fueled in part by an unprecedented 17 mortalities in U.S. and Canadian waters in 2017, particularly in the Gulf of St. Lawrence snow crab fishery.

Today, whale researchers estimate the North Atlantic right whale population hovers around 411.

Endangered right whale experiencing mini-baby boom off New England

April 15, 2019 — The critically endangered North Atlantic right whale is experiencing a mini-baby boom in New England waters, researchers on Cape Cod have said.

The right whale is one of the rarest species of whale on the planet, numbering only about 411.

But the Center for Coastal Studies in Provincetown, Mass., said Friday its aerial survey team spotted two mom-and-calf pairs in Cape Cod Bay a day earlier. That brings the number seen in New England waters alone this year to three.

That’s big news because the right whale population has been falling, and no calves were seen last year. In all, seven right whale calves have been seen so far this year.

Senator Collins Urges Senior Administration to Develop Gray Zone Fishing Agreement with Canada

April 9, 2019 — SEAFOOD NEWS — Senator Susan Collins of Maine, a senior member of the Appropriations Committee, took issues affecting Maine’s lobster industry to the Commerce Appropriations Subcommittee hearing this week – specifically the “Gray Zone” and the ongoing trade war with China.

The Gray Zone sits approximately 10 miles off the coast of Maine, around Machias Island. Canadian and Maine lobstermen both work in the area, but do not follow the same regulations, which has caused disputees. Maine Lobstermen mark the tails of egg-bearing females and return them to water in an effort to allow them to lay eggs and continue reproducing. Maine lobstermen also abide by size limits, and toss back oversized lobsters to keep the stock strong. Canada lobstermen do not have to follow the same conservation measures, so those notched and oversized lobsters are able to be caught by Canadian lobstermen just yards away.

“Each country manages their lobster and other fisheries in that area through separate and often conflicting regulations,” Senator Collins explained. “The implications of these regulatory discrepancies are very concerning and very unfair to Maine’s lobstermen.”

Dr. Neil Jacobs, Under Secretary of Commerce for Oceans and Atmosphere, committed to working with Senator Collins to “explore the possibility of developing a fisheries management agreement between the U.S. and Canada that would provide for cooperative management of the Gray Zone.”

Besides the issue with the Gray Zone, Senator Collins also spoke out on the ongoing trade war with China, urging the Senior Administration to make some progress with the dispute.

“The retaliatory tariff of 25% that China has levied on U.S. lobster has been very detrimental to the industry,” explained Senator Collins. “What is the status of the trade talks with China, and what hope can you provide to my lobster exporters who are struggling day in and day out, having lost that very lucrative market to our Canadian neighbors?”

While no guarantees were made, Gil Kaplan, Under Secretary of Commerce for International Trade said that they have been “making progress” and are “optimistic about an agreement.”

Norwegian Seafood Council rep: Industry must “raise voice” about plant-based imitation seafood products

April 8, 2019 — There is a growing appetite among younger consumers, particularly millennials, for food and seafood that has an authentic story to tell, according to the Norwegian Seafood Council (NSC), which has been working directly with American consumers in recent years – through various focus groups – to understand what drives and deters modern seafood purchasing.

With the primary aim of helping Norwegian fisheries and the country’s aquaculture industry to develop new markets, NSC has been keeping a pulse on the consumption trends dominating in the United States, and has found that when it comes to seafood and other proteins, a good origin story can go a long way.

“Origin matters for the end-consumers,” Egil Ove Sundheim, the U.S. director of NSC, explained to SeafoodSource.

This seems especially so for millennials, the generation responsible for overhauling the ways in which food and mealtimes are experienced, and the demographic set to acquire the majority of purchasing power within the next decade, Sundheim said.

“In five, seven, 10 years, [millennials] will be the most important purchasers of food, as they start to build families,” he said.
