Ships coming to Bay Area slowing down to avoid hitting, killing whales

May 17, 2019 — A campaign to slow ships steaming toward San Francisco and other California ports so they are less likely to injure or kill whales is beginning to pay off, with 22 local and international shipping companies agreeing to reduce speeds voluntarily, federal officials said Thursday.

The effort is all the more important this year, given the carnage caused by large vessels, which often have to travel through national marine sanctuaries to get to their destination ports.

Four of the 10 gray whales found dead near San Francisco this year were killed by ships, and nearly 140 whales have died after being struck since 1988, said representatives of the Greater Farallones National Marine Sanctuary and the National Oceanic and Atmospheric Administration.

The 22 shipping firms, which represent 45% of the 8,000 inbound vessel trips through the Golden Gate every year, were honored by the two organizations Thursday for cutting their speed in 2018 to 10 knots (11.5 mph) or less in areas populated by whales. Those include the Farallones, Channel Islands, Monterey Bay and Cordell Bank marine sanctuaries.

NOAA Fisheries Revises 2019 Summer Flounder Specifications

May 16, 2019 — The following was released by NOAA Fisheries:

Today, we are announcing increases to the summer flounder catch and landings limits for the 2019 fishing year in response to new information from a benchmark stock assessment.

Final assessment results became available to managers in February 2019. The assessment included the incorporation of revised Marine Recreational Information Program estimates of recreational catch, which has an important impact on estimated spawning stock biomass for summer flounder. The assessment determined that the summer flounder stock is not overfished and overfishing is not occurring, enabling us to increase catch and landing limits for 2019 .

Correction to the Proposed Rule for 2019 Groundfish Recreational Regulations in the Gulf of Maine and Georges Bank

May 16, 2019 — The following was released by NOAA Fisheries:

NOAA Fisheries has published a minor correction to the proposed rule for 2019 groundfish recreational measures. In the published version of the proposed rule, the Federal Register made a transcription error in Table 2. The table stated incorrectly that the Groundfish Committee recommended a 15-inch minimum fish size for Gulf of Maine haddock. The Committee’s recommendation and our proposed minimum size for Gulf of Maine haddock is 17 inches.

Read the correction as published in the Federal Register. The proposed rule as published in the Federal Register will still display the incorrect value in Table 2.

Vanishing Bering Sea ice threatens one of the richest U.S. seafood sources

May 16, 2019 — When ice failed to cover much of the eastern Bering Sea between Alaska and Russia in early 2018, oceanographer James Overland chalked it up to a freak chance. Then, it happened again this year, with late-winter sea ice falling to some of the lowest levels seen in at least 4 decades.

Now, scientists are studying whether this is the meteorological equivalent of drawing the ace of spades twice in a row, or another sign of the systemic changes sweeping the Arctic as a result of climate change. “I’m not ruling out that we really have a new regime over the Bering Sea,” says Overland, who works at the National Oceanic and Atmospheric Administration’s (NOAA’s) Pacific Marine Environmental Laboratory (PMEL) in Seattle, Washington.

A lasting shift could dramatically transform a region with some of the nation’s most valuable fisheries and indigenous communities whose way of life relies on ice. Already scientists have documented changes in algae as well as zooplankton, fish, and seabird populations. The shifts are “a bit of a warning sign that these things can happen rather quickly,” says Robert Foy, the Juneau-based science and research director for NOAA’s Alaska Fisheries Science Center, which is headquartered in Seattle.

Recreational Cod Fishing Could Restart, Barely, In Gulf Of Maine

May 16, 2019 — In a story May 16 about recreational cod fishing, The Associated Press erroneously reported the proposed catch limit. It would be one Gulf of Maine cod per day during two seasons in September and April that last 15 days each, not one per year during those limited seasons.

A corrected version of the story is below:

The recreational fishery for a species of fish that has experienced population collapse in recent history could reopen.

Recreational fishing for Atlantic cod has not been allowed in the Gulf of Maine recently due to concerns about the decline in the fish’s population. But the National Oceanic and Atmospheric Administration says the fish could withstand a very limited fishery at the moment.

Federal regulators are considering a proposal to allow recreational fishermen to catch one Gulf of Maine cod per day during two limited seasons that last 15 days each in September and April. The Gulf of Maine is a body of water off Massachusetts, Maine and New Hampshire that once teemed with cod, which is the namesake of Cape Cod.

West Coast rockfish population rebuild project a success, NOAA says

May 15, 2019 — West Coast fishing communities earned millions of dollars from a trial program allowing fishermen to cash in on rebounding rockfish populations, NOAA announced last month.

Exempted fishing permits (EFPs) were granted to a number of vessels under the trial period, which brought in almost 14 million pounds of fish, with the aim being taking some of the strain off overfished species such as salmon. The catch brought in USD 5.5 million (EUR 4.9 million) in additional revenue, according to Lori Steele, the executive director of the West Coast Seafood Processors Association.

“We were eager for groundfish vessels to take advantage of healthy stocks and high quotas as quickly as possible while being sensitive to the need to minimize interactions with salmon and other protected species,” Steele said. “NOAA Fisheries stepped up and helped us design this EFP to provide fishing opportunities and collect important information the agency needed.”

More Humpback Whale Deaths Under Investigation

May 15, 2019 — The concerning trend of humpback whales washing up dead in the Bay region continues— with two more whale carcasses found in Virginia in the past month.

The first humpback washed up in Oyster, a barrier island on the Eastern Shore of Virginia. According to the National Oceanic and Atmospheric Administration (NOAA), it was a partly-decomposed male more than 41 feet long, and had landed on a state-leased clam bed. With the help of a local fisherman, the Virginia Aquarium was able to get to the carcass to take tissue samples for analysis. R&C Seafood in Oyster posted photos of the whale on Facebook.

Then on May 2, the Coast Guard advised the Virginia Aquarium about a dead humpback whale that was struck by a container ship about 60 miles off the coast of Virginia Beach. That whale had been decomposed and scavenged, so officials didn’t respond, NOAA explains.

The very same day, NOAA received reports of a whale caught in a commercial fishing net in Ocean City, Maryland. According to the reports, Good samaritans and Natural Resources officers worked to free the large mammal. The next day, the National Aquarium and police worked together to look for the whale. Jennifer Goebel, NOAA spokesperson, tells Bay Bulletin, “It was spotted swimming on the ocean side of Ocean City on May 4, and appeared to be gear-free, though we were not able to confirm that with photographs.”

NOAA teams departing for expedition to Papahanaumokuakea Marine National Monument

May 15, 2019 — It’s time again for a team of researchers to head out to the Northwestern Hawaiian Islands at Papahanaumokuakea Marine National Monument, where they will set up camps for the next five months.

The National Oceanic and Atmospheric Administration’s Ship Oscar Elton Sette departs on Wednesday for Papahanaumokuakea, one of the largest, protected marine conservation areas in the world and home to endangered Hawaiian monk seals, threatened green turtles and millions of seabirds.

NOAA researchers this year will conduct the usual tasks — measuring and tagging all weaned Hawaiian monk seal pups, conducting beach counts and removing marine debris. A team of biologists will also measure and tag basking and nesting sea turtles and monitor nesting activities at French Frigate Shoals.

Another field team, however, will focus on researching how animals responded to the loss of East Island at French Frigate Shoals, where a majority of Hawaii’s green sea turtles nest, and dozens of Hawaiian monk seals pup. East Island was washed away by Hurricane Walaka in October 2018.

Field researchers from NOAA, along with six partner organizations, will focus their research and conservation activities at French Frigate Shoals as well as Laysan Island, Lisianski Island, Pearl and Hermes Reef and Kure Atoll. They will also take day trips to survey Niihau, Nihoa, and Mokumanamana islands and Midway Atoll.

The NOAA Ship Oscar Elton Sette will transport state Department of Land and Natural Resources staff and supplies to Kure Atoll. At Lisianski Island, the U.S. Fish and Wildlife Service will help the NOAA team find routes through the dense vegetation that blocks the shoreline and access to monk seals.

NOAA Fisheries Announces 2019-2021 Spiny Dogfish Specifications

May 14, 2019 — The following was released by NOAA Fisheries:

We are approving and implementing the final 2019 and projected 2020-2021 specifications for the spiny dogfish fishery, as recommended by the Mid-Atlantic and New England Fishery Management Councils.

The specifications for the 2019 spiny dogfish fishery are a 46-percent reduction from fishing year 2018 to ensure overfishing does not occur. However, these quotas are projected to increase in 2020 and 2021 as the spiny dogfish biomass is expected to increase and the risk of overfishing declines. Below is a summary of the specifications. All other fishery management measures, including the 6,000-lb federal trip limit, will remain unchanged for fishing years 2019-2021.

New Research Reveals Clearer Picture of Upwelling That Feeds West Coast Marine Ecosystem

May 13, 2019 — The following was released by NOAA Fisheries:

Great volumes of nutrient-rich water welling up from the deep ocean fuel the West Coast’s great diversity of marine life. Now scientists using satellite images, research buoys, ocean models, and other ocean monitoring tools have brought the upwelling into much sharper focus, measuring even the velocity of the water and the amount of nutrients that it delivers.

Scientists described new “upwelling indices,” which represent a breakthrough in understanding the biological engine that drives the West Coast marine ecosystem.

“Upwelling is vital to marine life along the West Coast, but the tools we were using to monitor it hadn’t changed much in almost 50 years,” said Michael Jacox, a research scientist at NOAA Fisheries’ Southwest Fisheries Science Center who developed the new indices. “Now we’re bringing state-of-the-art tools and the latest science to bear to help us understand how upwelling supports and shapes the California Current Ecosystem.”

Given the ecological importance of upwelling, scientists and managers are eager for indices that allow them to monitor its variability and understand its impacts on coastal ocean ecosystems.

Jacox, of the Southwest Fisheries Science Center and NOAA’s Earth System Research Laboratory, and other researchers from NOAA Fisheries, and the University of California at Santa Cruz, recently published the new upwelling measurements new upwelling measurements in the Journal of Geophysical Research: Oceans and the indices are also available online. Maps based on the indices reveal through color-coding where upwelling is most pronounced, such as off Cape Mendocino in California.

Upwelling occurs along certain coastlines around the world where winds and the Earth’s rotation sweep surface waters offshore, drawing deep, cold, and salty water full of nutrients up to the surface. These nutrients fuel growth of phytoplankton that form the base of the marine food web, and ultimately nourish the West Coast’s ocean ecosystem from sardines to sperm whales.
