Mexican diplomats petition US to end shrimp embargo

August 17, 2021 — Mexican officials recently met with their U.S. counterparts in Washington D.C. to formally request a lifting of the U.S. embargo on Mexican wild-caught shrimp.

In April 2021, the U.S. State Department withdrew Mexico’s certification under Section 609 of Public Law 101-162, barring Mexico from exporting any of its wild-caught shrimp to the United States. In a statement at the time, the State Department said Mexico’s efforts to protect sea turtles were “no longer comparable to that of the United States.”

A Battle On The Gulf Pits The Coast Guard Against Mexican Red Snapper Poachers

July 19, 2021 — It’s the hidden U.S.-Mexico border war.

For years, Mexican fisherman have crossed into U.S. waters to illegally catch high-priced red snapper. It has become a multimillion-dollar black market, a Mexican cartel is involved, Texas fishermen are outraged and the federal government can’t seem to stop it.

The U.S. Coast Guard on South Padre Island has a one-of-a-kind mission among the 197 stations along the nation’s seacoasts. Its chief enforcement activity entails bouncing across the swells of the Gulf of Mexico near lower Texas in pursuit of wily Mexican fishing boats filled with plump, rosy fish destined for seafood houses in Mexico City and Houston.

These are the red snapper poachers.

“United States Coast Guard! Stop your vessel! Stop your vessel!” yells a Coastie into his bullhorn as the 900-horsepower, fast-pursuit boat pulls alongside the Mexican lancha. Four Mexican fishermen tried to outrun it but thought better and throttled down. The fishermen are handcuffed, their catch is confiscated and the boat is towed back to the Coast Guard station.

MSC aims to increase activity and drive sustainable fishing in Mexico

February 25, 2021 — The Marine Stewardship Council (MSC) plans to increase its presence and activities in Mexico, rolling out a strategic plan for the creation of a community of producers and commercial partners, while also implementing a communications campaign on the importance of sustainable fishing and the benefits of getting certified.

To increase environmental stewardship in Mexico’s fishing industry, MSC will work with key industry players to drive its chain of custody certification and its eco-labeling program of certified products in stores, which allows consumers to recognize fisheries that use resources rationally with a minimized impact on the ecosystem. and reward those fisheries with their purchases.

MSC Launches Commercial Strategy for Mexico

February 19, 2021 — The following was released by the Marine Stewardship Council:

The Marine Stewardship Council (MSC), an independent international non-profit organization that helps protect the oceans around the world, announced that it will increase its presence and activities in Mexico to empower the fishing industry. It will do so with key players of the industry and based on its chain of custody certification along with their “eco-labeling” program of certified products in stores, to help protect the environment and ensure seafood for the current and future generations of the country.

The MSC has shown with success stories around the world that the dilemma between caring for the environment and promoting business development is false. What you have to do is fish in another way. Make a sustainable, certified fishing and bet on a green economic recovery. The value proposition of the organization that makes the above possible consists of aligning the interests of the industry with the care of the environment through a system of certification of good practices and an “eco-label”. This scheme allows the consumer to recognize and reward with their purchase decision those fisheries that make a rational use of fishery resources and that minimize their impact on the ecosystem. Currently 15% of world catches have benefited from the association’s certifications.

In the fight to save the vaquita, conservationists take on cartels

February 17, 2021 — From above, the Sea of Cortez is a picture of serenity: turquoise waters lapping against rose-tinted bluffs and soft sand beaches. But down below, beneath the water’s surface, a war is raging.

Each year, typically between late November and May, huge gillnets — some stretching more than 600 meters (2,000 feet), or the length of five and a half football fields — are dropped into the waters to catch totoaba (Totoaba macdonaldi). This critically endangered species is illegally fished for its prized swim bladders, which can fetch prices between $20,000 and $80,000 per kilo in China. While gillnets are highly effective at catching totoaba, they also catch just about everything else, including another critically endangered species: the vaquita (Phocoena sinus).

The vaquita is a bathtub-sized porpoise with silvery-gray skin and panda-like eyes that lives exclusively in a small section of the northern Gulf of California, close to the town of San Felipe in Baja California, Mexico. Right now, experts say there may only be about nine vaquitas left, despite the Mexican government spending more than $100 million to aid its recovery.

“The vaquita issue, in my opinion, is an example of epic, epic failure of conservation,” Andrea Crosta, executive director of Earth League International (ELI), an NGO that investigates wildlife crime, told Mongabay in an interview. “I don’t think rhinos and elephants combined have $100 million … and yet the vaquitas went from a few hundred individuals to … nobody knows how many now. Probably 12, 10, maybe less.”

But Crosta says it’s not the fishers deploying the gillnets that are the biggest threat to the vaquitas — it’s the people organizing the illegal trade of totoabas behind the scenes. They’re the ones placing the gillnets into the fishermen’s hands, he said.

US, Mexico partner on food safety

October 29, 2020 — The United States and Mexico are partnering on new food safety regulations, which include seafood safety enhancements and better disease outbreak mitigation measures

The U.S. Food and Drug Administration and Mexico’s Federal Commission for the Protection from Sanitary Risks and the National Service of Agro-Alimentary Health, Safety, and Quality (SENASICA) – have officially expanded a partnership to work together on food safety.

What You Need To Know: USMCA Enters Into Force TODAY, Wednesday, July 1

July 1, 2020 — The following was released by The White House:

TODAY, Wednesday, July 1, the United States-Mexico-Canada Agreement (USMCA) enters into force.The USMCA delivers on President Trump’s promise to replace the outdated North American Free Trade Agreement (NAFTA) with a 21st century trade deal that marks the beginning of a historic new chapter for North American trade by supporting more balanced, reciprocal trade, leading to freer markets, fairer trade, and robust economic growth in North America. The Agreement contains significant improvements and modernized approaches to rules of origin, agricultural market access, intellectual property, digital trade, financial services, labor, and numerous other sectors. These enhancements will deliver more jobs, provide stronger labor protections, and expand market access, creating new opportunities for American workers, farmers, and ranchers. On June 29, 2020, President Trump signed a Proclamation to take certain actions under USMCA Implementation Act. With today’s entry into force, the USMCA will help address longstanding trade imbalances. Key provisions include:

  • More North American Auto Content: Under USMCA’s rules vehicles must be built with at least 75 percent of parts made in North America in order to qualify for zero tariffs, up from 62.5 percent under NAFTA. Also, 40 to 45 percent of an auto will have to be made by workers earning at least $16 an hour. Recent USTR analysis estimates that these rules will incentivize billions in new U.S. automotive investment and in new purchases of U.S.-made auto parts, and support tens of thousands of additional jobs in the U.S. automotive sector.   • Increased Agricultural Market Access: The USMCA provides the U.S. with greater access to Canada’s dairy, poultry, and egg markets. Combined with other agricultural provisions in the agreement, the independent International Trade Commission estimates that, as a result of USMCA, U.S. agricultural exports to Canada and the rest of the world would increase by $2.2 billion.
  • Small and Medium Sized Businesses: The USMCA contains the first chapter of any trade agreement dedicated to Small and Medium Enterprises. The chapter will enforce new intellectual property provisions, bolster innovation, and support small businesses engaging in digital trade. Additionally, USMCA removes burdensome regulations, reduces duplicative red tape, and lowers costs that will help the 30 million U.S. small businesses that employ half the private-sector workforce and create two-thirds of all new jobs, to better compete globally.
  • Enhanced Labor and Environmental Rights: The USMCA makes a number of significant upgrades to NAFTA’s environmental and labor provisions, incorporates them into the core of the agreement, and makes them fully enforceable, which will help level the playing field for U.S. workers and businesses.
  • Addresses Non-Market Practice and Unfair Subsidies: The agreement includes countless rules that directly address the pernicious and growing challenge of unfair subsidies and non-market practices that have the potential to disadvantage U.S. workers and businesses. These include new and enforceable provisions covering state-owned enterprises, currency manipulation, anticorruption, and combatting duty evasion.
  • Increased Intellectual Property Protections: USMCA dramatically enhances intellectual property protections. It contains a modernized, high-standard IP chapter that provides strong and effective protection and enforcement of IP rights critical to driving innovation, creating economic growth, and supporting American jobs.
  • Strongest Provisions on Digital Trade: The USMCA includes a first-of-its-kind chapter on digital trade that – among other things – ensures data can be transferred across borders and cracks down on data localization measures used to restrict where data can be stored and processed.

Lawsuit demands Trump administration to impose vaquita-related sanctions against Mexico

June 11, 2020 — The Center for Biological Diversity and the Animal Welfare Institute have sued the administration of U.S. President Donald Trump in an effort to force it to implement sanctions against Mexico for its failures to protect the highly endangered vaquita porpoise.

The CBD and AWI said the sanctions are “long overdue,” accusing the U.S. Department of the Interior of failing to respond to a 2014 petition they filed under the Administrative Procedure Act requesting the United States “certify” Mexico under the U.S. Pelly Amendment for Mexico’s “ongoing failure to halt illegal fishing of and international trade in endangered totoaba fish.”

With US ban on Mexican seafood imports in place, vaquita court case dismissed

April 22, 2020 — A lawsuit against the U.S. government aiming to require it to enforce the Marine Mammal Protect Act in regard to the critically endangered vaquita porpoise has been dismissed after the U.S. National Marine Fisheries Service expanded a ban on imports of seafood products caught in the vaquita’s habitat.

U.S. Court of International Trade Judge Gary S. Katzmann dismissed the suit at the request of the plaintiffs, the Natural Resources Defense Council, the Center for Biological Diversity, and the Animal Welfare Institute, on 22 March.

Coast Guard breaks up Mexican poachers’ red snapper incursion off Texas

April 10, 2020 — Thirteen Mexican fishermen were detected poaching red snapper far north of the U.S. maritime boundary off south Texas Monday when the Coast Guard moved in to break up their longlining operations, Coast Guard officials said.

Three lanchas – small, slim-hulled outboard boats of 20 to 30 feet that can run at 30 knots – were corralled about 50 miles inside the boundary and detained by crews on a Coast Guard cutter, small boat and helicopters.

The haul brought in 12 miles of longline gear, other fishing equipment illegal under U.S. law, and 2,020 pounds of poached red snapper.
