Reminder: Northeast Multispecies (Groundfish) Gulf of Maine Cod and Haddock Recreational Measures

September 11, 2019 — The following was released by NOAA Fisheries:

We are opening a two-week season for Gulf of Maine cod from September 15-30, 2019.

Possession limits are per person per day and size limits are minimum total length.

Cod and haddock on board a vessel must be readily available for inspection. Fillets must have at least 2 square inches of contiguous skin that allows for identification of fish species, while possessed on board and at the time of landing.

During multiple-day trips, a vessel may possess the daily limit up to the number of calendar days fished. Any trip covering 2 calendar days must be at least 15 hours in duration. The possession limit for the second day may be possessed only after the second calendar day begins, and the same applies for each additional day. For example, a vessel on a 2-day trip could not be in possession of more than 15 Gulf of Maine haddock, per person, on the first day of the trip.

Nothing but Net: A Massachusetts Commercial Captain Starts a School for Fishermen

August 30, 2019 — SEAFOOD NEWS — Commercial fishermen usually learn their trade the hard way—on the job at sea. But a former Gloucester fishing captain thinks he has a better method: in the classroom.

Joe Sanfilippo, 47, spent 28 years working alongside his four older brothers on his family’s fleet of three 80-foot fishing boats based in the famous Massachusetts fishing town. He has experience swordfishing, longlining and dragging for cod, haddock and pollock. Now, he wants to teach others some of what he knows in a vocational training program he’s developed called Extreme Gloucester Fishing.

Sanfilippo offered his first class, on repairing torn nets, last spring, and hopes to expand the curriculum to a six-month full-time course that will train a new generation of seamen for the local fishing fleet.

He first had the idea for the training classes two decades ago, but the timing wasn’t right. “The lack of a pipeline for new, young crewmembers was not yet a serious problem,” Sanfilippo says. “But I had foreseen it because I was the youngest guy in my crew. They were all much older, some by 30 years.”

The curriculum for Extreme Gloucester Fishing includes 40 modules for eight subjects that take 830 hours of classroom work to complete. “I chose to teach net-mending first because it’s the thing you really need to know to get onto a commercial fishing vessel. You have to know that before they even give you a job.”

A few dozen people signed up for the first class. A graduate of that course recently got a job on a commercial fishing boat in Alaska. Some of the other students had spent just a short time on commercial boats when they registered. One is a young woman who has been fishing with her father on his lobster boat.

Not all of the students are new to fishing. Shawn Goulart has been working on local fishing boats for a quarter century, but he took the class to improve his skills. “Somehow I managed to make it for 25 years without ever learning how to mend nets,” he said. “It may have held me up a bit in my career, especially in the early years when almost everyone on the water knew how to do it.” Having the skill, he contends, makes him more valuable.

“The full six-month program encompasses every aspect of commercial fishing so you can get onto any boat anywhere in the world and perform the duties of a deckhand,” Sanfilippo says. “It ranges from vessel handling and safety, to gear, to all the terminology.” Sanfilippo also stresses the benefits of learning in a classroom, which is not how he was taught.

“A lot of these guys, myself included, were taught under extreme circumstances, on a pitching deck with a lot of wind and rain. It’s a hostile environment for learning. I want to break it down in a classroom and create some excitement so that people will actually enjoy going out there.”

Shrinking catches and increased government regulation have discouraged some people from getting into commercial fishing; Sanfilippo himself stopped fishing a few years ago because of what he saw as over-regulation. Those realities have also discouraged some professional captains from training new crew. “It’s been tough to recruit,” Sanfilippo says. The hard, sometimes dangerous work, lack of health insurance and retirement plans make it challenging to bring new people into the profession. For that reason, Sanfilippo’s course includes a segment on financial planning. Yet even with the obstackles, he hopes to capitalize on the popularity of shows like The Deadliest Catch, which have prompted more interest in commercial fishing.

Students pay $40 a class, but that’s not enough for Sanfilippo to cover his costs, even with a roster of volunteer guest instructors. “That’s okay because this isn’t about the money,” he says. “It’s about the heritage and the knowledge that shouldn’t be lost. I have 28 years of knowledge in my head that I want to share with people who can sustain the industry.” Sanfilippo is familiar with commercial fishing classes in Norway, Sweden and other countries, but thinks his course is one of the first of its kind in the United States. “Gloucester is the perfect place for it. We used to have the largest landings in the country.”

Michael De Koster, executive director of Gloucester Maritime, which operates a maritime museum and aquarium, has taught some of the classes for Extreme Gloucester Fishing. “We like to see the traditional skill sets passed on. The class is a wonderful contribution to the industry and an opportunity for students to get hired more quickly. I think Joe is going to put more people in the pipeline, and give these fishermen a leg up in the industry.”

Frozen salmon, cod fillets escape latest Trump tariffs

August 13, 2019 — A move executed Tuesday, 13 August by the Trump administration will reverse previously-announced tariffs on some seafood processed in China.

Included in the original list of items subject to the latest round of tariffs announced by U.S. President Donald Trump on Thursday, 1 August – which originally proposed subjecting an additional USD 300 billion (EUR 270 billion) in imported goods to a 10 percent tariff – were frozen fillets of cod, salmon, and haddock.

Pollock scarce — and expensive — as Northeast groundfish prices fluctuate

July 25, 2019 — The Northeast groundfish fishery kicked off May 1. The federal shutdown last winter meant some management changes, like Framework 58 which changes catch limits on several stocks, faced delays.

Groundfish prices seem to be fluctuating. Bert Jongerden, general manager of the Portland Fish Exchange, a wholesale auction in Maine says fleets are  “mostly bringing in Gulf of Maine haddock, dabs, and white hake, it’s balanced among those.”

Gulf of Maine haddock appears steady, with average price for large around $2.78 per pound. Demand for dabs for restaurant markets is high, with $4.50-5.00 for large dabs.

Fleets are hauling high volumes of redfish, with low prices. Another low point is monkfish.

“Tails are very soft, sometimes less than $1 per pound on auction,” adds Jongerden. It is a pattern that has been seen a few years – likely a result of robust supply but cold European markets, which set the price.

“A lot of gillnetters are targeting monks to avoid cod, because there is a terrible cod problem. The fish are there,” said Jongerden. Average prices for cod were $3.24 to $3.81 per pound as of late June.

All eyes are on Atlantic pollock. “Gillnetters are just not seeing them, no large or mediums,” adds Jongerden. Pollock (aka Boston bluefish) is popular in NY markets.

NOAA Fisheries Sets 2019 Management Measures for Northeast Groundfish

July 18, 2019 — We are approving Framework 58 and implementing new catch limits for seven groundfish stocks for the 2019 fishing year (May 1, 2019 – April 30, 2020), including the three stocks managed jointly with Canada. These revised catch limits are based upon the results of stock assessments conducted in 2018.

In 2019, commercial groundfish quotas increase for four stocks from 2018: Georges Bank cod (+15%), Georges Bank haddock (+20%), Southern New England/Mid-Atlantic yellowtail flounder (+31%), and Acadian redfish (+2%); and decrease for three stocks: Gulf of Maine haddock (-5%), Georges Bank yellowtail flounder (-50%), and American plaice (-7%).

Framework 58 also:

  • Exempts vessels fishing exclusively in the Northwest Atlantic Fisheries Organization Regulatory Area (i.e., in international waters) from the domestic groundfish fishery minimum fish sizes to allow them to better compete in the international frozen fish market.
  • Extends the temporary change to the scallop accountability measure implementation policy for Georges Bank yellowtail flounder to provide the scallop fishery with flexibility to adjust to current catch conditions while still providing an incentive to avoid yellowtail flounder.
  • Revises or creates rebuilding plans for five stocks: Georges Bank winter flounder, Southern New England/Mid-Atlantic yellowtail flounder, witch flounder, northern windowpane flounder, and ocean pout.

In this rule, we are also announcing:

  • Reductions to the 2019 commercial quota for Gulf of Maine cod by 29.2 mt because the quota was exceeded in 2017.
  • A permanent extension of the annual deadline to submit applications to lease groundfish days-at-sea between vessels from March 1 to April 30 (the end of the fishing year); and
  • Changes to the regulations to clarify that vessels must report catch by statistical area when submitting catch reports through their vessel monitoring system.

Warmer waters mess with the Northeast’s cod-given right to fish

June 24, 2019 — Fishing has been the economic and cultural pillar for many coastal towns along the Northeast coast for generations. But a warmer climate threatens the abundance and distribution of key species like haddock and Atlantic cod. And that will spell trouble for these fishing towns, according to new research.

“Fishermen need to travel farther from port to fill their nets, reflecting shifts in the location of their target species,” quantitative ecologist Lauren A. Rogers, who co-authored the study, explained.

A warmer climate makes species migrate north; the timing of species to arrive into fishing areas is shifting as well. This complicates fishermen’s jobs as they may not see a species during a time when regulations allow them to fish for it.

“Fishermen are on the frontlines of climate change,” Monique Coombs, director of marine programs at the Maine Coast Fishermen’s Association, told Grist. “Clam harvesters see the shells of the intertidal species softening because of ocean acidification. Changing weather patterns inhibits fishers’ safety because they are no longer able to depend on weather forecasts.”

JOHN SACKTON: We Need a New Magnuson Act to Deal with Climate Change Impacts on Fisheries

June 14, 2019 — SEAFOOD NEWS — 50 years ago fisheries were in crisis.  The prevailing international law allowed no national control of ocean activities beyond 12 miles.  In New England, this meant giant Soviet factory trawlers practicing pulse fishing came in to devastate the abundant haddock stock, leaving US fishermen crumbs after they left.

Similar fishing situations were occurring around other coastal nations.  Chile and Peru were the first countries to declare a 200-mile exclusive economic zone.  Other countries such as the US and Iceland followed and by 1982, the UN recognized the right of countries to establish a 200-mile exclusive economic zone.

The implementing legislation in the US was the Magnuson-Stevens Act. Passed in 1976, the act not only restricted foreign fishing but much to the surprise of East Coast fishermen, it also implemented a system of fisheries management to set quotas and control overfishing.

The key features of Magnuson were to establish regional councils so as to promote local control over fisheries, to require management decisions be based on the best available science, and to involve all stakeholders in the council and decision-making process.

The results have been a fisheries management system that has preserved healthy stocks, as in Alaska, rebuilt overfished stocks (on the West Coast), and became the model for global sustainable fisheries management.  It is fair to say that the prosperity we see in the US seafood industry today would not exist without Magnuson.

But we are facing a new crisis every bit as profound as the lack of EEZ’s in the 1970s.  That is the crisis of global warming and ocean acidification, caused by the use of fossil fuels that have built up CO2in the atmosphere to dangerous levels.

CO2 induced warming is leading to movement of fish to different areas, increased acidification that is interfering with the use of calcium for shells, including for zooplankton, changes in ocean currents, loss of sea ice, and sea level rise that is reducing the area of coastal marshes.  Taken together, these changes challenge the very basis of our fisheries management system, which depends on predicting the changes in stocks in a stable environment.

Several recent reports have provided eye-opening data.  One is an excellent report produced by the Canadian DFO on the state of the North Atlantic Ocean.  Finally, the DFO is spending money on transparent science and providing a real public service by documenting in one place all aspects of the North Atlantic ecosystem.

The most significant factors in the report are the change in the quality of zooplankton due to mistiming of plankton blooms.   This impacts the entire marine food chain.  A second is the movement of fish to new habitats, exemplified by the lobster fishery which is currently booming off of Nova Scotia, but which is likely to crash as waters exceed a certain summer temperature.  We published a summary of this report this week.

Another recent report, issued in May,  was the UN report on the loss of biodiversity.  This report from the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), was approved and adopted by the UN, and says that around 1 million animal and plant species are now threatened with extinction, many within decades, more than ever before in human history.

Sir Robert Watson, chair of the panel, said   “The overwhelming evidence of the IPBES Global Assessment, from a wide range of different fields of knowledge, presents an ominous picture.  The health of ecosystems on which we and all other species depend is deteriorating more rapidly than ever. We are eroding the very foundations of our economies, livelihoods, food security, health and quality of life worldwide.”

The seafood industry is complex because it is so varied, and regional differences abound.  This is partly why those of us in the industry love it so much. There is just nothing comparable to the interplay of natural productivity, human knowledge and skill, and highly diverse conditions and ecosystems.  Seafood distributors routinely carry over 100 items, even though most sales are from a smaller cluster of major species.

The commercial experience of the oyster farmer, a lobster fisherman in Nova Scotia, a salmon grower, a pollock captain in the Bering Sea, or a Dungeness fisherman out of Newport, Oregon are totally different, with each adapted to their particular resource and environment.

This complexity and localization make it very hard for people in particular fisheries to see the big picture.  Local communities can get dependent on a fishery that appears to be stable, and then have that stability pulled out from under them in an instant.

The common denominator for a new “Magnuson Act” should be the economic vitality and resilience of coastal communities.  This may not always come from fishing.

Wind power, tourism, marine protected areas, as well as fishing all can serve as an economic foundation as communities adapt to climate change and sea level rise.  Today proponents of most of these are in their own silos, in a war of all against all.

So fishermen oppose wind power developments, even though reducing fossil fuel emissions is the only possible path to prevent catastrophic increases in ocean temperatures. The temperature rise upends the productivity of most of the species on which they fish.

Fishermen also, by and large, oppose a massive increase in marine protected areas.  Yet a rethinking of habitat protection may be the only approach that would avoid a catastrophic loss of biodiversity.    We thrive on complex ocean ecosystems that offer changing opportunities.  If the price of maintaining that complexity means changing the way some ocean areas used for fishing, that is a price well worth paying.

Tourism is a bit more compatible with traditional fisheries.  In Astoria, Oregon, the Bornstein’s built their seafood processing plant in a way they could accommodate cruise ship visitors.  In our story about Nova Scotia lobstering, Lucien LeBlanc says he outfitted his new 50-foot lobster boat, the John Harold, to double as a tourist vessel and rely less on the fishery.  “Financially, I treat [every year]  like it’s my last year,” he says.

New Bedford, which on the one hand is the center of scallopers opposition to offshore wind power in New England, is, on the other hand, experiencing a dock and marine construction boom as the hub of offshore wind power.

The point is that these activities: fishing, power generation, tourism, and protecting biodiversity do not need to be in conflict with each other but could all contribute to the economic vitality needed to keep coastal communities intact.

This is where a new “Magnuson” type vision is needed.  We need a way to put forward an overarching vision of how to protect coastal communities in an era of climate crisis, not by watching individual ocean industries get destroyed but by developing a framework where they can all thrive together.

This not a Pollyanna puff piece about everyone working together.  The fact is that all these industries need support.  The fishing industry has benefitted massively from having the Magnuson Act as the foundation on which to build.  A new framework that focused on making coastal communities economically resilient around all ocean uses is not a zero-sum game.

By broadening our idea of what is necessary to keep fishing healthy for another 50 years, and by focusing on what will keep fishing communities healthy, we may find we get more support and better results if we look at the total picture of what we are facing, rather than just fighting over which 10 sq. mile grid to assign to wind, fishing, or protected areas.

GLOUCESTER DAILY TIMES: NOAA fixes proposed haddock rules

May 20, 2019 — Gulf of Maine haddock: NOAA Fisheries is recommending an increase in the daily bag limit to 15 from 12 in 2018, with the minimum size remaining at 17 inches. The recommendation for the open season is May 1 to Feb. 29 and April 15-30;

Gulf of Maine cod: NOAA Fisheries is recommending partially reopening the fishery that has been closed for several years to all fishing by allowing recreational fishermen to catch one GOM cod per day during the limited seasons of Sept. 15-30 and April 15-30. The recommended minimum size is 21 inches.

Georges Bank cod: NOAA Fisheries is recommending a status quo daily bag limit of 10, but with the proposed 2019 minimum size shrinking two inches to 21 inches. The fishery would be open to recreational fishing all year.

Interesting negotiating tactics

You know how it is with bosses and employees. They don’t always get along, but Forrest Broyles may have taken employer-employee animus to a new level.

Broyles, from the Hawaiian island of Kauai, has pleaded no contest in court “after telling police he was under the influence of a hallucinogenic when he used a machete to wreak havoc on his former boss’ home because of a fish dispute,” according to story by the Associated Press.

Broyles was angry at his boss, claiming he didn’t get his share of the choke ahi they caught together. So, on Dec. 3, while cruising at altitude on the hallucinogenic brew of ayahuasca (apparently a local favorite along the Amazon River), Broyles broke into his ex-boss’ abode and made his case in high-charged fashion.

“Broyles ex-boss told police he was at home watching football with his wife when he heard a horn honking and then a loud bang,” according to the report. “He then heard glass shattering from his front door and saw Broyles headed to the living area carrying a machete.”

Bristol Seafood to begin offering Maine-processed IQF groundfish

May 16, 2019 — In response to growing customer demand for groundfish processed and frozen in the United States, Bristol Seafood will begin offering individually quick-frozen haddock and cod fillets, loins, and portions processed at its headquarters in Portland, Maine, U.S.A.

The company’s new product line began shipping in April and features cod and haddock harvested in the North Atlantic that is hand-trimmed and flash-frozen, according to the company. The product line is available in the US, as well as for export to select areas.

“Our distribution partners have been asking for frozen cod and haddock fillets, loins and portions that are cut and frozen in the United States with no added water or chemical additives, and we are pleased to answer the call,” Bristol Seafood Vice President of Sales Dana Bartholomew said. “Our customers count on us for trusted, quality, storied products and our new American-processed cod and haddock meets their needs as well as our uncompromising Maine standards.”

McDonald’s rolls out Canada-wide product featuring MSC-certified haddock

May 14, 2019 — After a successful pilot in Atlantic Canada last summer, McDonald’s Canada is rolling out a new Fish & Chips meal at its restaurants throughout the country.

The fish used in the meals is Marine Stewardship Council-certified haddock, supplied by High Liner Foods in Lunenburg, Nova Scotia, Canada. McDonald’s restaurants expect to use around 260,000 pounds of Atlantic haddock for the Fish & Chips during the limited-time offer, McDonald’s Canada said in a press release.

The haddock is caught off of Nova Scotia and packed in Atlantic Canada.

The new limited-time meal includes two pieces of fish coated with a crunchy batter and served with French fries and tartar dipping sauce.
