HILDE LEE: Cod has special place in nation’s food history

July 11, 2017 — I have a certain curiosity about food, particularly seafood. I am not shy about asking, “Is the fish fresh? When did it come in?”

Thus, one day I got the definitive answer from one a man at one of our local grocery store fish counters. “Yes, the fish is fresh and we get it frozen. I only thaw out what I think will sell daily. Thus, the fish is very fresh.” Well, it may be fresh, but it was frozen. After all, we are not on the seacoast.

I like cod and the various members of the cod family — haddock, hake, pollock and Atlantic cod. The flesh of these fish is usually firm, making it ideal for a variety of dishes — broiled, baked, and stewed. Cod is also a good receiver of sauces, particularly tomato-based ones with herbs.

Just like the bison and the eagle, cod can be considered a symbol of America. It was here even before the first settlers came to New England, where cod was plentiful.

When Giovanni Caboto sailed from Bristol, England, on May 2, 1497, he, like Columbus, was searching for a western sea route to Asia. But Caboto — known as John Cabot, a Venetian navigator sponsored by King Henry VII — returned from his first voyage not with exotic spices, but tales of the sea. He told of the many fishes that could be caught simply by lowering weighted baskets into the water.

Even before Cabot’s reports of great schools of cod along the northern shores of the new continent, fishermen from Scandinavian areas had spent any years fishing the North Atlantic.

By 1602, Bartholomew Gosnold ventured south beyond Nova Scotia seeking sassafras — believed to be a cure for syphilis — but found French and Portuguese fishermen harvesting numerous fish along the Great Banks, an area 350 miles of coast south of Newfoundland. There, the cold Labrador Current and the Gulf Stream joined, creating ideal conditions for a variety of fish. Gosnold named the land, which jutted out to sea, Cape Cod.

New England’s Major Groundfish, Except Cod, Enter into MSC Assessment

July 7, 2017 — SEAFOOD NEWS — New England has often been vilified as having some of the worst overfished species in US waters and has long had a contentious fight over fisheries management.

However, three stocks in New England are fully healthy:  haddock, Pollock and redfish. Together the annual catch limit for these stocks totals more than 70,000 tons.  Such a success in rebuilding fisheries is often lost in the attention paid to the failure of the Georges Bank and Gulf of Maine cod stocks to recover.

Now a client group led by Atlantic Trawlers of Maine, which is owned by Jim Odlin, and Fishermen’s Wharf in Gloucester, led by Vito Giacalone, have completed the MSC pre-assessment indicating that the fisheries will be able to meet the criteria, and have started the full assessment process.

The certification is being done by Acoura of Scotland, and the individuals who will carry out the assessment are Dr. Joseph DeAlteris, who recently retired from the University of Rhode Island and has many years of both Certification body and stock assessment experience in New England.

The other reviewer is Dick Allen. Allen has 45 years of experience as a commercial fishermen in New England, a Masters in Marine Affairs, and has been intimately involved in New England fishery management for decades.

The assessment is on a timeline to be completed by December of 2017.

The MSC certification will help expand the supermarket redfish programs, as well as support more sales of haddock and Pollock.

Currently, the harvests in these healthy fisheries are constrained by choke species, including cod.

For example, only around 9% of the Georges Bank Haddock Allowable Catch 51,000 tons was caught in 2016, while the Gulf of Maine haddock with an ACL of 2400 tons saw a catch rate of around 66%.

For redfish, the ACL in 2016 was 9500 tons, with a 43% harvest rate, and Pollock was 17,700 tons, with a 16.7% harvest rate.

The MSC certification is a step forward in further utilizing these fisheries, enhancing their markets, and explaining to customers that some New England and Gulf of Maine stocks are healthy and managed to global standards.

Jim Odlin says that the certification will be available to all companies who wish to contribute equitably to the costs of acquiring and maintaining the certificate, as per MSC policy.

Changes to cod, haddock, flounder quotas eyed in New England

July 3, 2017 — Federal fishing regulators are planning a host of changes to the quota limits of several important New England fish, including cod.

New England fishermen search for cod in two key fishing areas, Georges Bank and the Gulf of Maine. Regulators have enacted a series of cutbacks to the cod quota in those areas in recent years as cod stocks have dwindled.

This year, regulators want to trim the Georges Bank cod quota by 13 percent and keep Gulf of Maine’s quota the same. They also want to keep the Georges Bank haddock quota about the same and enact a 25 percent increase for the Gulf of Maine haddock quota. Changes are also planned for some flounder species.

NOAA Fisheries Seeks Comments on Proposed Framework 56 to the Northeast Multispecies Fishery Management Plan

June 22, 2017 — The following was released by NOAA:

We are seeking public comment on an action that would set catch limits for four groundfish stocks the 2017 fishing year (May 1, 2017-April 30, 2018), as follows:

  • Georges Bank cod would quota would decrease by 13%
  • Georges Bank haddock quota would increase by 2%
  • Georges Bank yellowtail flounder would decrease by 23%
  • Witch flounder quota would increase by 91%

We set catch limits for the 2017 fishing year for the remaining 16 groundfish stocks in Framework 55. The 2017 catch limits for these 16 stocks remain the same as or similar to 2016 limits. 

This action will set sector allocations and common pool trip limits based on the 2017 limits and finalized 2017 sector rosters.

Framework 56 would also:

  • Create an allocation of northern windowpane flounder for the scallop fishery;
  • Revise the trigger for implementing the scallop fishery’s accountability measures for both its GB yellowtail flounder and northern windowpane flounder allocation; and
  • Increase the GB haddock allocation for the midwater trawl fishery.

Finally, this action describes the accountability measures for the 2017 fishing year for the northern and southern windowpane flounder.

Feds want to cut sport fishermen’s haddock catch, prohibit cod

May 31, 2017 — Tom Orrell was under the impression he’d entered the charter fishing business with his Gloucester-based Yankee Fleet. He didn’t know it came with such a large roller-coaster.

Up one incline, down the next, riding the rails of ever-changing regulation while plying the Atlantic in search of the fin fish and fishing experience his recreational fishing customers seek.

It doesn’t appear that 2017 is going to provide much solace.

Orrell and the rest of the Cape Ann for-hire charter fleet are bracing for a mid-season audible by NOAA Fisheries that could change the rules of the game right at the height of the season.

“It’s unreal,” Orrell said Wednesday. “It makes it very difficult to run a business.”

Citing recreational catch excesses in haddock and cod in the 2016 season, NOAA Fisheries seeks to enact measures to produce a 20 percent reduction in daily bag limits for haddock while taking away the solitary cod recreational anglers currently are allowed to catch and keep each day.

But the most significant impact on the recreational segment of the fishing industry could come in the fall, when charter owners have the Hobson’s choice of a four-week closure that includes the bountiful Labor Day weekend or a six-week closure that wipes out the last half of September and all of October.   

 “It’s not much of a choice,” Orrell said. “It’s like picking out your cleanest dirty shirt to go to work.”

Still, Orrell said, his preference would be to suffer through the later, longer closure rather than lose his Labor Day trips.

“Later on, the weather changes and it becomes more unpredictable and the pollock start moving in,” Orrell said. “And once you take the people off the boat, they don’t just turn around in the fall and come back fishing.”

NOAA Fisheries, which also is proposing a spring closing from March 1 through April 14, is seeking public comment on the proposed changes. An agency spokeswoman said they could be enacted as soon a late June or early July.

At its January meeting, the New England Fishery Management Council voted to ask NOAA Fisheries to enact new measures on cod and haddock because preliminary 2016 data showed recreational anglers substantially exceeded the annual catch limit (ACL) for Gulf of Maine cod and haddock.

NOAA Increases Possession and Trip Limits for Gulf of Maine Cod, Haddock

March 21, 2017 — NOAA fisheries has increased the possession and trip limits for Gulf of Maine cod and haddock for non-sector vessels.

Limits for cod are 100 pounds per trip with no daily possession limit.

The limits for haddock are 500 pounds per day-at-sea and 1,000 pounds per trip.

The new limits were implemented to increase opportunities for limited access permit vessels.

MCS takes three haddock fisheries off ‘green list’

March 20, 2017 — UK-based environmental charity the Marine Conservation Society (MCS) has downgraded three haddock fisheries on its “Good Fish Guide”, citing “a change in scientific advice”.

Two North Sea haddock fisheries are now rated 4 (amber), and the other has dropped from being a good choice (rated 2) to one to eat only occasionally (rated 3). This means all three drop off the MCS’ recommended green list of fish to eat.

“These ratings changes have come about because scientfic perception of the stock has changed. Compared to 2015, the stock numbers in 2016 were below the recommended level and at the point where action is now needed to increase the number of fish of breeding age,” said Bernadette Clarke, Good Fish Guide manager.

However, Scottish fishermen’s representatives told the Guardian the move as “dressing advocacy up as science”.

Fishing industry cautiously optimistic about potential haddock boom

January 23, 2017 — Exactly how many of the haddock that hatched in 2013 are still swimming off the coast of southern Nova Scotia is not certain, but researchers agree the numbers are potentially massive.

Biologist Monica Finley recently completed a population assessment for the southern Scotian Shelf and Bay of Fundy.

She estimates 264 million haddock were hatched there in 2013 and survived their first year, making it an “extraordinary” year-class.

“This 2013 year-class is five times higher than the next highest on record since 1985,” said Finley, who works at a Department of Fisheries and Oceans research facility in St. Andrews, N.B.

Her report predicts 100,000 metric tonnes of haddock will reach adulthood in 2017 and 2018.

Bring on the boom

On Georges Bank, the population is predicted to be even bigger, with Canadian and American scientists estimating the 2013 hatch at 1.3 billion fish.

This month, fish plants in southern Nova Scotia are starting to process their first catches of 2013 haddock, forerunners of what industry members hope is a boom for years to come.

“We’re seeing signs of it now, but we would expect to see the fish at the larger, more commercially harvestable sizes in a couple of years,” said Alain d’Entremont, chief operating officer at O’Neil Fisheries in Digby.

“We are taking a cautious path to that harvest.”

Fisheries council sets up 2017 priorities

December 20th, 2016 — The New England Fishery Management Council has set its management priorities for 2017, including potential revisions to the management of Atlantic halibut and an examination of the implications of groundfish catches in non-groundfish fisheries.

The list of priorities, which largely charts the council’s expected — perhaps more accurately, hopeful — course in the upcoming year, was approved by the full council after about three hours of discussion at its November meeting.

The prioritization of issues, according to NEFMC Executive Director Tom Nies, is a valuable tool for providing the council with the structure to address pressing issues while also retaining the flexibility to delve into other issues as they present themselves to the council.

“The process is very helpful in focusing the efforts of the council on major tasks and still give it the flexibility through the rest of the year to change course as we have to,” Nies said.

The list of priorities would see the council:

Consider of possible regulatory changes to the northern Gulf of Maine scallop management area;

Improve the Gulf of Maine cod and haddock recreational management process;

Initiate actions to resume landings of the rebuilt barndoor skate stock;

Coordinate long-term wind power issues with other regulatory agencies, and;

Conduct a comprehensive review of council operations.
