Louisiana Fishing Community Recovery Coalition’s Harlon Pearce Tells It Like It Is

June 27, 2022 — Hurricane Ida, and three others in two years, has thrown the Gulf seafood industry into turmoil.  Add to that Covid, unprecedented fuel prices, new state and federal fishing regulations, inflation and a tight labor market; the result has been astronomical seafood costs for both the individual consumer and restaurants across the country.

“Restaurants are having a hard time putting oysters and other Gulf seafood on the menu because prices are so high,” said Harlon Pearce owner of Harlon’s LA Fish in New Orleans and chair of the Louisiana Fishing Community Recovery Coalition.  “What is sad is restaurants that would have never considered buying imported seafood, are now buying imports.”

Hurricanes Laura, Delta, Zeta, and Ida, made landfall in coastal Louisiana causing vital infrastructure losses of approximately $600 million to a region of national importance for domestic fisheries and seafood production.  Since forming in December of year last, the coalition has been seeking ways to rebuild that infrastructure, as well as prevent losses from future storms.

“Infrastructure can be many things to different people.  We have to rebuild docks that are buying product, and they have to be rebuilt better, stronger and higher,” explained Pearce. “That’s just part of the infrastructure we need.  We need bridges that are better and stronger; in Lafitte they lost the only bridge connecting them to Barataria.  Those are just two needs of a very long list.”

Louisiana Seafood Leaders Come Together After Hurricane Ida To Pave a Path Forward

October 13, 2021 — For almost two hours Louisiana’s seafood leaders from all sectors of the industry gathered via zoom, mobile phones at restaurants or in cars, and in a conference room in Baton Rouge to discuss the damage of Hurricane Ida’s wrath on the State’s seafood industry.  The consensus; the hurricane laid a path of destruction that has crippled almost every sector.

“It is pretty bad,” said Louisiana Crab Task Force chairman Britney Breaux.  “Bayou LaFourche is completely destroyed.  The docks are completely gone, 47 boats have been sunk and there is no ice or clean water. The bayou is filthy and littered with trees everywhere.”

“The purpose of this task force is to help the seafood industry recover from this historically damaging storm,” said Harlon Pearce of the Gulf Seafood Foundation.  “Twenty years ago after Hurricane Katrina we formed a similar group.  Our purpose today is to replicate the success we had then.”

The group was gathered under the umbrella of a joint effort between the Gulf Seafood Foundation, Louisiana Department of Wildlife and Fisheries (LDWF), Louisiana Sea Grant and Louisiana Ag Center at LSU.  It was comprised of representatives from finfish, docks, bait dealers and marinas; as well as American Shrimp Processors’ Association, Omega Protein, Oyster Task Force, Louisiana Seafood Promotion and Marketing Board, Shrimp Task Force, Crab Task Force, Coastal Conservation Association, Louisiana Shrimp Association, LSU Department of Agriculture Economics and Agribusiness, Louisiana Charter Boat Association, LSU Sea Grant, Department of Wildlife and Fisheries, NOAA, Shell Oil, Louisiana Restaurant Association and the Gulf Seafood Foundation.

SEAN HORGAN: The new fad diet

September 15, 2020 — Here’s a good story out of the South: As you might imagine fishermen in Louisiana and along the Gulf of Mexico have had a terrible time of it through the late summer, with tropical storms and hurricanes tearing up the landscape, disrupting fishing and adding to the general misery of life in the time of pandemic.

In North Carolina, the North Carolina Fisheries Association and True North Seafood decided to help their fishing friends in Louisiana by sending a truckload of supplies down to the bayou.

“We received more than 20,000 pounds of ice, fish and cleaning supplies,” Frank Randol, treasurer of the Gulf Seafood Foundation and owner of Randol’s Seafood, told Gulf Seafood News. “We are in the process of working with the United Way, Second Harvest Food Bank and others to get these supplies into the hands of those that need it the most. We need to keep the attention focused on the damage in the Gulf, and how it has affected our fishermen because they not only feed their families, but their communities and whole country.”

You may have noticed that we’ve had a slew of stories in the past few weeks on the various federal and state programs to financially assist fishermen and others in the seafood industry that have been crushed economically by the ongoing pandemic or had markets disappear because of retaliatory trade tariffs from U.S. trade partners. It’s a pretty confusing landscape right now, so we hope we helped clear up some of the details.

Last week, we wrote that the state Division of Marine Fisheries had finally mailed out the applications to commercial fishermen for funds allocated by Congress in the CARES Act. The state got $28 million in all to help mitigate the economic damage to its seafood industry from the COVID-19 pandemic, and commercial fishermen will split $11.8 million of that haul.

We mentioned the completed applications are due Oct. 10. What we didn’t mention — because the information was not available until after the story went to press — was when the successful applicants might expect to see their slice of the loot. Now we know.

Gulf Fishing Family Hurting After Hurricane Laura Destroys Cameron, Wrecks Havoc on Surrounding Area

September 1, 2020 — The Gulf fishing fleet docked at or near Cameron, LA bore the brunt of Hurricane Laura as it roared ashore in the early hours of August 27th as a category four storm. In one area alone, ten of the 15 shrimp boats tied-up sank to the bottom of Bayou Contraband after being ravaged by rough waters and constant winds gusting up to 135 mph.  The Gulf Seafood Foundation is calling upon government officials in Louisiana, Texas and Mississippi for an immediate coordinated seafood specific disaster relief effort for fishermen, seafood processors and the extended seafood family.

“We are calling upon both our state leaders and federal representatives to quickly get monetary help for our fishing communities,” said Raz Halli, president of the Gulf Seafood Foundation.  More than 120 miles of Gulf coastline was impacted by the storm, a coastline that is home a variety of commercial fishermen.  Even though Mississippi was not impacted by this storm, we are calling upon their representatives to join our effort because their fisheries still have not received compensation for the fresh water diversion that ravished their fisheries last year.”

Sitting a mere three feet above sea level, Cameron has been an epicenter for hurricanes.  In 2005 Hurricane Rita hit the city, home to just over 6000 residents, with winds clocked at more than 120 mph. Three years later Hurricane Ike leveled Cameron with a 12-foot storm surge.

TEXAS: Houston Chef Chris Shepherd Named Gulf Seafood Foundation’s Helping Hands Hero

August 6, 2018 — Great seafood chefs across the country know the importance of the quality seafood fishermen provide for their customer’s tables. One Houston chef stands above the others in his support of the Gulf fishermen providing seafood to his restaurants. James Beard Award winning chef Chris Shepherd, the culinary torchbearer behind Houston’s acclaimed restaurants One Fifth, Hay Merchant and UB Preserv, has been named the Gulf Seafood Foundation’s first-ever recipient of the organization’s “Helping Hands Award.”

“Shepherd is not only a remarkable chef, but also an outstanding humanitarian who believes helping others is an important part of daily life,” said Jim Gossen, chairman of the Gulf Seafood Foundation. “The Southern Smoke Foundation he established has aided other charitable organizations, as well as individuals in the Houston area affected by Hurricane Harvey.  The support that he and the Southern Smoke Foundation has given to our organization is going entirely to help our Gulf fishermen.”

The Southern Smoke Foundation is a charitable organization founded by Shepherd. It donated $10,000 to the Gulf Seafood Foundation’s “Helping Hands” program, a response to give all fishermen across the Gulf work gloves as a small reminder that they were not forgotten after the 2017 hurricanes that struck from Texas to Florida.

Bob Jones to retire from Southeastern Fisheries Association after five decades

June 28, 2018 — Bob Jones, the longtime executive director of the Southeastern Fisheries Association (SFA), will retire at the end of 2018, the Gulf Seafood Foundation announced.

Jones’ career serving Gulf of Mexico fisheries in the United States has spanned five decades, beginning when he was a boy growing up in Florida gillnetting for shrimp. As a teenager, Jones worked in St. Augustine on a shrimp boat and as a live bait fisherman – stations that would eventually inspire him to hone his fishing industry chops by traveling across the southeast region of the United States to meet with fishermen and wholesalers.

Jones reportedly “knew it all” back in 1964, when he was first hired by the Southeastern Fisheries Association. His story changed drastically, however, as he spent more time with the organization, he said, getting to know the harvesters, packers, processors, distributors, and restaurants committed to preserving the fisheries resources around the Gulf and beyond.

During Jones’ storied tenure leading the Southeastern Fisheries Association – a non-profit fisheries trade association focused on defending, protecting, and enhancing the commercial fishing industry in the southeastern United States – he spearheaded an influential red snapper tagging program in the South Atlantic and lead the Florida Seafood Marketing program (funded through a self-imposed fee on wholesale seafood dealers and fishermen) to success, keeping king and Spanish mackerel available to the market and establishing the Tortugas shrimp nursery off of Key West.

Orange is the New Black for Gulf Fishermen

April 17, 2018 — In the  fashion world “orange is the new black,” but for the Gulf seafood industry “orange” is helping those affected by hurricanes the previous year, and others, put their businesses back into the “black.”

The Gulf Seafood Foundation’s orange “Helping Hands” gloves are starting to appear everywhere across the Gulf of Mexico. The gloves are turing up on shrimpers, oystermen, crabbers, processors, James Beard Award winning chefs, politicians and seafood aficionados determined to keep Gulf seafood on the plates across America, and around the world.

“It’s a simple concept,” said Gulf Seafood Foundation Chairman Jim Gossen. “A mere $5.00 buys a pair of work gloves used every day in the seafood industry.  The organization continues to distribute the first 900 pair, and a second order is in the works.  Every dollar we collect in donations goes to buying these gloves.”

Trump Signs Omnibus Spending Bill With Legislation Adding 63,000 H-2B Guest Workers

March 28, 2018 — President Donald Trump has signed a new 2,232-page Omnibus Spending Bill sent to him by the Senate after it passed the House of Representative that includes an increase in the H-2B Guest Worker Program for the remainder of the year.

The H-2B program allows employers to hire temporary foreign workers to fill low-skill, non-agricultural positions. Currently it provides for an annual cap of 66,000 visas per year, with a few exceptions.

The new bill contains a provision to once again allow the Department of Homeland Security to exceed the annual cap on admissions of unskilled non-agricultural workers. If fully implemented by the United States Citizenship and Immigration Services, it has the potential to add as many as 63,000 additional H-2B guest workers next year, nearly doubling the size of the program.

New Bill Huge Improvement

“The new provision to exceed the cap on admissions will sure will help a lot!” exclaimed Jennifer Jenkins, a Gulf Seafood Foundation Board Member and owner of Crystal Seas Oyster in Pass Christian, MS, whose company depends on the more than 150 H-2B workers each year. “I’m not sure it will solve all the problems because there are so many people trying to use the program, but anything is a huge improvement from where we were a week ago.”

The H-2B Foreign Worker program, many from Mexico and Central America, has continued to grow at a steady pace. The Gulf States of Texas, Florida and Louisiana have more than 33,000 H-2B workers alone, with occupational categories that include: landscaping and grounds keeping workers, seafood workers, forest and conservation workers, and maids and housekeeping.

The Oyster Bed Partners with Gulf Seafood Foundation on Donation Program

November 27, 2017 — Two brothers in Louisiana are giving a whole new meaning to the term “Surf and Turf.” A new product launched by their company, The Oyster Bed, will not only benefit steak lovers at the dinner table, but also oystermen across the Gulf who have suffered through the two devastating hurricanes.

With the launch of a new steak plate able to withstand extreme thermal shock called “The Steak Bed,” Tommy and Adam Waller are teaming with the Gulf Seafood Foundation to assist oystermen across the Gulf devastated by Hurricanes Harvey and Irma.

“In the wake of Hurricanes Harvey and Irma, hundreds of us reserve Marines were mobilized to help the citizens of Florida and Louisiana,” said Tommy Waller, a Marine Major Reservist and the outgoing Executive Officer at 3d Force Reconnaissance Company. “As recent oyster seasons opened across the Gulf, a large number of oyster fishermen are still struggling to recover from the damage they sustained during the storms. We felt it imperative to find a way to help.”

Houston’s State of Grace Silent Auction Raises Donations for Gulf Fishermen as Chef’s Shuck Oysters

October 31, 2017 — HOUSTON — While the modern world churns there is a place off Houston’s famed Wertheimer Drive where life slows down, even stops. That is of course except for once a year when the highly acclaimed State of Grace Restaurant throws its annual birthday party that benefits their hometown community – this year the Houston Food Bank’s Hurricane Harvey relief effort and the Gulf Seafood Foundation’s hurricane relief effort for fishermen.

Through the efforts of Gulf Seafood Foundation Board Member Raz Halili of Prestige Oysters, who collaborated with State of Grace for the silent auction, and Adity Saini of Houston’s BBVA Compass Bank who donated autographed sports memorabilia, more than $1300 was raised during the Sunday Oct. 29th event. The proceeds will be distributed by the Gulf Seafood Foundation to assist fishermen across the Gulf affected by the two hurricanes.
