Electronic monitoring finally catching on among Alaska’s commercial fishermen

April 10, 2017 — Automation is coming to Alaska fishing boats in the form of cameras and sensors that track what’s coming and going over the rails.

Starting next year, electronic monitoring systems can officially replace human observers as fishery data collectors on Alaska boats using longline and pot gear. Vessel operators who do not voluntarily switch to electronic monitoring remain subject to human observer coverage on randomly selected fishing trips.

The onboard observer requirement originally covered vessels 59 feet and longer, but was restructured in 2013 to include boats down to 40 feet and, for the first time, was applied to the halibut fishery.

“Those smaller vessels have had a hard time accommodating human observers,” said Bill Tweit, vice chairman of the North Pacific Fishery Management Council, which oversees the program.

Smaller boats also had a hard time with skyrocketing observer costs under the restructured program, which in some cases went from less than $300-$400 per day to more than $1,000.

Starting in 2013, 15 pot cod boats aligned with the Homer-based North Pacific Fisherman’s Association and Saltwater Inc. of Anchorage field tested electronic monitoring in the Gulf of Alaska.

NSF announces new long-term ecological research sites off Alaska, New England coasts

March 9, 2017 — National Science Foundation (NSF) grants will support two new Long-Term Ecological Research (LTER) sites. Scientists will conduct research along the Northeast U.S. continental shelf and in the northern Gulf of Alaska, regions known for productive fisheries and abundant marine resources.

The new LTER sites were each awarded $5.6 million over five years, adding to 25 existing LTER sites in ecosystems including the open ocean, coral reefs, deserts and grasslands. The complex food webs in these regions are affected by human activities, short-term environmental variability and long-term ecosystem changes.

“The new LTER sites will bring new locations, technologies and scientists to the challenge of understanding our coastal oceans,” says Rick Murray, director of NSF’s Division of Ocean Sciences. “The sites are in areas where there’s much recreational and commercial fishing, and both sites are in the midst of significant environmental changes.”

Disaster Declared for West Coast Fisheries

January 23, 2017 — SEATTLE — Nine West Coast salmon and crab fisheries have been declared a disaster, allowing fishing communities to seek relief from the federal government.

Secretary of Commerce Penny Pritzker declared the disaster on Jan. 18.

Nine salmon and crab fisheries in Alaska, California and Washington suffered “sudden and unexpected large decreases in fish stock biomass or loss of access due to unusual ocean and climate conditions,” the National Oceanic and Atmospheric Administration said.

The fisheries include Gulf of Alaska pink salmon, California Dungeness and rock crab, and several tribal salmon fisheries in Washington.

Northeast Pacific is the region producing most Marine Stewardship Council fish

December 23, 2016 — The Northeast Pacific fishing area annually produces a total of 2.6 million metric tons of certified seafood from Marine Stewardship Council (MSC) sustainable fishing standard, representing 83 per cent of the total catch of the area.

The MSC certified seafood from the area — covering Northern California, Oregon, Washington, British Columbia, Gulf of Alaska and Bering Sea waters — ranks first for the percentage and includes MSC certified salmon, albacore tuna, pink shrimp, hake, halibut, sablefish, Pacific cod, and Alaska pollock fisheries.

Another North American fishing area, the Northwest Atlantic — waters from North Carolina, the US mid-Atlantic, New England, and Eastern Canada — ranked seventh globally with 32 per cent (580,000 metric tons) of the total catch being MSC certified.

This area is home to MSC certified swordfish, spiny dogfish, sea scallop, lobster, Acadian redfish, haddock, pollock, Atlantic halibut, snow crab, Northern shrimp and Arctic surf clam fisheries.

The analysis and ranking was done as part of the recently published MSC Annual Report 2015-2016, which also reported that MSC certified fisheries caught more than 9.3 million metric tons of seafood in 2015-16, representing almost 10 per cent of the total global wild caught seafood by volume.

The global volume of MSC certified catch has increased by 6 per cent since 2014-15, while the MSC certified supply chain has climbed 16 per cent over the same period.

Between April 2015 and March 2016, the number of processors, restaurants and caterers with MSC Chain of Custody grew from 2,879 to 3,334 companies, operating in 37,121 sites across 82 countries. More than 20,000 products now carry the blue MSC label and can be traced back to fisheries which meet the MSC’s world-class standard for sustainable fishing.

Commenting on the results, Brian Perkins, MSC Regional Director – Americas, said, “When people purchase MSC certified seafood, their choice supports fishermen around the world who are working hard to meet the world’s most rigorous standard for environmental sustainability.”

“While we’re proud of the MSC certified fisheries here in North America, it takes a global effort to safeguard seafood supplies for the future,” pointed out Perkins.

For her part, Christina Burridge, Executive Director, B.C. Seafood Alliance and Chair, International Association of Sustainable Fisheries, stressed that fishermen on the Pacific Coast of the US and Canada are proud to be recognized by the MSC for their responsible stewardship of a renewable food resource for their countries and the world.

Bering Sea groundfish looks strong as warming Gulf sees cuts

December 12, 2016 — Bering Sea fish stocks are booming but it’s a mixed bag for groundfish in the Gulf of Alaska.

Fishery managers will set 2017 catches this week (Dec.7-12) for pollock, cod and other fisheries that comprise Alaska’s largest fish hauls that are taken from three to 200 miles from shore.

More than 80 percent of Alaska’s seafood poundage come from those federally-managed waters, and by all accounts the Bering Sea fish stocks are in great shape.

“For the Bering Sea, just about every catch is up,” said Diana Stram, Bering Sea groundfish plan coordinator for the North Pacific Fishery Management Council.

There are 22 different species under the Council’s purview, along with non-targeted species like sharks, octopus and squid. For the nation’s largest food fishery — Bering Sea pollock — the stock is so robust, catches could safely double to nearly three million metric tons, or more than six billion pounds!

But the catch will remain nearer to this year’s harvest of half that, Stram said, due to a strict cap applied to all fish removals across the board.

“That means the sum of all the catches in the Bering Sea cannot exceed two million metric tons,” she explained.

While Bering Sea groundfish booms, Gulf of Alaska struggles

December 5th, 2016 — Bering Sea fish stocks are booming, but it’s a mixed bag for groundfish in the Gulf of Alaska.

Twenty-two species are under the council’s purview, along with such nontargeted species as sharks, octopus and squid. For the nation’s largest food fishery — Bering pollock — the stock is so robust that catches could safely double to nearly 6 billion pounds, according to National Oceanic and Atmospheric Administration scientists who presented their data to the council last week.

But the allowable catch will remain close to this year’s harvest, Stram said, due to a strict cap applied to all fish removals.

“The sum of all the catches in the Bering Sea cannot exceed 2 million metric tons,” she explained.

With all stocks so healthy, catch-setting becomes a trade-off among the varying species, Stram said. The council also sets bycatch levels for the fisheries, another constraint.

Warmer Global Ocean Pushes Fish to Extremes

August 15, 2016 — The opening lyrics in Bob Dylan’s classic tune “The Times They Are A-Changin’” told us to acknowledge that the waters around us were quickly rising. And while Dylan was surely referring to the sociopolitical climate of the day, those words still ring true in the physical sense as well. Climate change and global warming — or whatever phrase you use for our planet’s current ecological ailments — have generated much debate for the last several decades. These topics just seem to make some people, well, hot and bothered. Some choose to reject the notion that we’re seeing fairly, if not very, rapid changes in climate, but unfortunately, the data say otherwise. And this phenomenon we’re witnessing is directly linked to, if not driven by, what’s going on in the earth’s oceans.

In reality, the world’s oceans comprise a single large, connected entity called the global ocean. This expansive mass of water churns with currents, both visible and hidden, that not only exert control over marine ecosystems but also create profound effects on terrestrial ones.

The Long Term

Most anglers have heard plenty of talk over the last year or so about the record-breaking water temperatures in the Pacific, brought on by the last El Niño. Indeed, last year’s event ranked as the most significant ever recorded. No matter how severe the episode, however, El Niño events typically linger only a year or so. And although these ephemeral conditions seem to garner a lot of press, bigger problems have been unfolding for some time. Many environmental scientists agree that ocean temperatures are rising on a long-term, global level.

ALASKA: Sea Share steadily expands donations of fish to the needy

July 18, 2016 — The decades long “bycatch to food banks” program has grown far beyond its Alaska origins.

Today, only 10 percent of the fish going to hunger-relief programs is bycatch — primarily halibut and salmon taken accidentally in other fisheries. The remainder is first-run products donated to Sea Share, the nation’s only nonprofit that donates fish through a network of fishermen, processors, packagers and transporters.

Sea Share began in 1993 when Bering Sea fishermen pushed to be allowed to send fish taken as bycatch to food banks — instead of tossing them back, as required by law.

“Back then, that was the only thing that we were set up to do, and we are the only entity authorized to retain such fish. It became a rallying point for a lot of stakeholders, and from that beginning we’ve expanded to the Gulf of Alaska, and grown to 28 states and over 200 million fish meals a year,” said Jim Harmon, Sea Share director.

Some seafood companies commit a portion of their sales or donate products to Sea Share. Vessels in the At-sea Processors Association have donated 250,000 pounds of whitefish each year for 15 years, which are turned into breaded portions. Sea Share’s roster also has grown to include tilapia, shrimp, cod, tuna and other seafood products.

Over the years, Sea Share has ramped up donations in Alaska, where halibut portions from Kodiak fisheries are used locally, in Kenai as well as being flown to Nome and Kotzebue, courtesy of the U.S. Coast Guard. A new freezer container has been stationed at the Alaska Peninsula port of Dillingham, holding 8,500 pounds of fish, and several more are being added to hubs in Western Alaska, Harmon said.

“I think we’ll probably do 250,000 pounds in the state this year,” he added.

Surveys off Alaska lead to new types of soft-bodied fish

July 13, 2016 — ANCHORAGE, Alaska — Federal biologist Jay Orr never knows what’s going to come up in nets lowered to the ocean floor off Alaska’s remote Aleutian Islands, which separate the Bering Sea from the rest of the Pacific Ocean. Sometimes it’s stuff he has to name.

The National Oceanic and Atmospheric Administration biologist is part of a group that uses trawl nets to survey commercially important fish species such as cod in waters off Alaska. Sometimes those nets come up with things no one has seen before.

With co-authors, Orr has discovered 14 kinds of new snailfish, a creature that can be found in tide pools but also in the deepest parts of the ocean. A dozen more new snailfish are waiting to be named. Additional species are likely to be found as scientists expand their time investigating areas such as the Bering Sea Slope, in water 800 to 5,200 feet deep, or the 25,663-foot deep Aleutian Trench.

“I suspect we are just scraping the top of the distributions of some of these deep-water groups,” Orr said from his office in Seattle.

Orr and his colleagues measure the abundance of rockfish, flatfish and other “bottom fish” for the Alaska Fisheries Science Center, the research arm of the NOAA’s National Marine Fisheries Service. The center studies marine resources off Alaska and parts of the West Coast.

Five boats with six researchers each surveyed Alaska waters in late June. The teams trawl on the Bering Shelf every summer and in either Aleutian waters or the Gulf of Alaska every other year.

Their findings on fish abundance are fed into models for managing fish populations.

NEFSC Science and Research Director Dr. William Karp to Retire in September

WASHINGTON (Saving Seafood) — May 3, 2016 — Dr. William Karp, the Science and Research Director of NOAA’s Northeast Fisheries Science Center, announced today in an email that he will be stepping down from the position at the end of September. Dr. Karp, who was appointed to the Director position in 2012, has over 30 years of fisheries research experience, working at the Alaska Fisheries Science Center before coming to the NEFSC.

The text of Dr. Karp’s email is reproduced below.

Dear Colleagues and Friends:

After a 30-year career with NOAA Fisheries, I have decided to retire from Federal service on September 30th, 2016.

When I started work at the Alaska Fisheries Science Center in 1986, I was excited by the opportunity to work as a scientist in support of our mission while, at the same time, serving the public.  My understanding of the breadth and depth of our mission has increased greatly during my 30 years of service, and my commitment to science-based management of living marine resources has remained strong.  The work I have done during these 30 years has always been challenging and rewarding, and I have been honored to work with many skilled scientists and administrators.  At the start of my career with NOAA, I joined the midwater assessment team at the Alaska Center, working on acoustic technologies and survey assessment of pollock in the Gulf of Alaska and the Bering Sea.  During my years at AFSC, I changed jobs, and direction, several times, working with different staff at the Center and, increasingly, with partners in academia, the fishing industry, and the international community.  My time as Deputy Science and Research Director at AFSC was especially rewarding as I came to understand the incredible depth and breadth of the Center’s work, and the remarkable impact this has had on the science, management, and conservation of living marine resources throughout Alaska.  Four years ago, I moved to Cape Cod to take on a new assignment as Director of the Northeast Fisheries Science Center.  I was honored to be selected for the position and, as at the Alaska Center, have greatly enjoyed the opportunity to work with a highly dedicated and accomplished staff.  The science and management challenges in New England and the Mid Atlantic differ markedly from those in Alaska, and, while this job has been very demanding, I feel fortunate to have had the opportunity to work with staff, stakeholders, and academic and management partners to improve our science and better inform the management process.

My career with NOAA has been exciting, challenging, rewarding, and fulfilling.  It has been my privilege and my pleasure to work with all of you.
