ASMFC 77th Annual Meeting Revised Preliminary Agenda

September 28, 2018 — The following was released by the Atlantic States Marine Fisheries Commission:   

The Atlantic States Marine Fisheries Commission’s 77th Annual Meeting will be held October 21-25, 2018 at The Roosevelt Hotel, Madison Avenue. The room block is now closed. Please notify Cindy Robertson (crobertson@asmfc.org or 703.842.0740) if you need assistance reserving a room.

Please note: The preliminary agenda has been revised with the following changes: (1) meeting times have changed on Monday, October 22 for the American Lobster Board, Atlantic Herring Section, and the American Eel Board; and (2) the Atlantic Menhaden Board, previously scheduled for October 23rd, and the Shad and River Herring Board, previously scheduled for October 25th, have both been cancelled. Meeting times on those days have shifted to reflect those cancellations. The revised agenda is attached and follows below.

All meetings throughout the week are open to the public, free of charge. However, if you are planning on attending any of the meeting events (Sunday and Monday Receptions, Tuesday Dinner, or Wednesday Hart Award Luncheon), please register as soon as possible; simply fill-in and submit the registration form to Lisa Hartman at lhartman@asmfc.org. Events are filling up quickly and we cannot guarantee you space unless you register. The meeting registration fee is $200/per participant and $150/per spouse or guest if you register by October 15, 2018. After October 15th and in New York the fees will be $225 and $175, respectively. The registration fee will be used to defray the cost of the Sunday and Monday night receptions, the Tuesday night dinner, and the Wednesday Hart Award Luncheon, as well as event materials. Payment is not required until you arrive at the meeting; however, we ask that you please assist us in planning for the meeting by registering as soon as possible.

If you are driving to the meeting, we strongly encourage you to park in New Jersey at the Port Imperial/Weehawken Terminal and take a short ferry to Midtown Manhattan since parking in NYC is exorbitant.  Directions are attached and can also be found here.

Public Comment Guidelines

With the intent of developing policies in the Commission’s procedures for public participation that result in a fair opportunity for public input, the ISFMP Policy Board has approved the following guidelines for use at management board meetings:

For issues that are not on the agenda, management boards will continue to provide opportunity to the public to bring matters of concern to the board’s attention at the start of each board meeting. Board chairs will use a speaker sign-up list in deciding how to allocate the available time on the agenda (typically 10 minutes) to the number of people who want to speak.

For topics that are on the agenda, but have not gone out for public comment, board chairs will provide limited opportunity for comment, taking into account the time allotted on the agenda for the topic. Chairs will have flexibility in deciding how to allocate comment opportunities; this could include hearing one comment in favor and one in opposition until the chair is satisfied further comment will not provide additional insight to the board.

For agenda action items that have already gone out for public comment, it is the Policy Board’s intent to end the occasional practice of allowing extensive and lengthy public comments. Currently, board chairs have the discretion to decide what public comment to allow in these circumstances.

In addition, the following timeline has been established for the submission of written comment for issues for which the Commission has NOT established a specific public comment period (i.e., in response to proposed management action).

1.    Comments received 3 weeks prior to the start of a meeting week will be included in the briefing materials.

2.    Comments received by 5:00 PM on Tuesday, October 16, 2018 will be distributed electronically to Commissioners/Board members prior to the meeting and a limited number of copies will be provided at the meeting.

3.    Following Tuesday, October 16, 2018 5:00 PM deadline, the commenter will be responsible for distributing the information to the management board prior to the board meeting or providing enough copies for the management board consideration at the meeting (a minimum of 50 copies).

The submitted comments must clearly indicate the commenter’s expectation from the ASMFC staff regarding distribution.  As with other public comment, it will be accepted via mail, fax, and email.

 

Supporters Hope That Dogfish By Another Name Sells Better, And Benefits Consumers

September 26, 2018 — The Fishermen’s Alliance is working with fishermen, and the public, to change the name of dogfish.

Longtime fisherman John Our knows some people who love calamari, but won’t eat squid. Doesn’t matter that they are same thing; calamari just sounds better.

“Dogfish” seems to provoke a similar visceral reaction; people turn their noses up at the name.

“I’ve always thought that if you changed the name you would make it more attractive,” Our said. “It would only help.”

Our’s feeling is backed by research. Fishermen, processors and others have spent years trying to turn local palates on to dogfish. Not that it’s all about the name; there are a host of other problems with making the abundant fish a popular choice, including the lack of nearby processing facilities, but inroads have been made.

Can dogfish save Cape Cod fisheries?

August 21, 2018 –Low clouds hang over the pier as fishing boats line up to drop off their catch for the day. Fishermen in orange suspendered waders and rugged boots perch on the edges of their boats. The fishermen, with weathered faces and hands toughened by their work, ignore the tourists gawking and snapping photos from a viewing platform overhead.

Then, the fog descends, giving the scene a sense of timelessness. But this scene has changed from decades past. For 400 years, fishermen across Cape Cod caught boatloads of, well, cod. The fish was so plentiful and valuable that fishermen bought houses and new boats off cod profits alone. But today, there’s a different fish filling the piers: spiny dogfish.

Cape Cod has nearly lost its namesake fish, due to overfishing and climate change. So fishermen have switched to dogfish, skates, and other more plentiful options. This move could help revive the Massachusetts fishing industry, and might even help the cod rebound, researchers say. But getting Americans to bite may not be as easy.

“This is the fish we could feed the United States with,” says Chatham fisherman Doug Feeney. “We have people that are hungry. We have prison systems. We have vets. We have homeless people. There’s just so much that can be done with this product.”

For a long time, fishermen saw dogfish as an annoyance. They were a “trash fish” with little value that often ended up clogging their nets. The large spines on their fins especially made them a pain to throw back, and they eat pretty much everything smaller than them – including juvenile codfish.

Sharks Are Creeping Into the Northeast Because of Climate Change

July 30, 2018 — Warmer waters are pushing the animals further north into previously shark-free waters. Should we be worried?

Shark Week, Discovery Channel’s annual homage to the ocean’s most infamous predator, comes to a close this weekend.

But residents of northeastern states like New York—long considered a relatively shark-free zone—might not have to wait until July 2019 to see more, as global warming has been linked with a significant northern shift in the habitats of most marine animals, including most sharks.

“There’s an astounding mass migration of animal life towards the poles,” Malin Pinsky, an associate professor in Rutgers’ Department of Ecology, Evolution, and Natural Resources, told The Daily Beast. In his work with spiny dogfish, a thin, small shark that lives along most of the East Coast, he’s seen their habitat shift “quite substantially.”

Pinsky isn’t the only scientist to make this observation. In April, researchers in North Carolina published a paper in Nature’s Scientific Resources that documented the northern migration of bull shark nurseries.

By analyzing data from North Carolina’s Division of Marine Fisheries (NCDMF), the researchers found that between 2003 and 2011, when water temperatures in the sound were hovering closer to 22 degrees Celsius, only six juvenile sharks were caught in the area. But as temperatures began to rise, a group of bull sharks migrated from their previous home in Northern Florida and established a nursery in Pamlico, causing a drastic uptick in juvenile shark presence. Between 2011 and 2016 alone, NCDMF found 53.

NEFMC: Council Update – March 19, 2018 – Scallops, Herring, Groundfish, more

March 19, 2018 — The following was released by the New England Fishery Management Council:

ATLANTIC SEA SCALLOPS:  The 2018 scallop fishing year will begin on April 1.

  • The New England Fishery Management Council developed Framework Adjustment 29 to the Atlantic Sea Scallop Fishery Management Plan (FMP), which contains 2018 fishery specifications and other measures. Visit “Related News” and “Framework 29” on the Council’s Scallop Webpage. The National Marine Fisheries Service (NMFS) currently is reviewing the framework for approval and implementation.
  • Northern Gulf of Maine measures are expected to be in place by April 1. The proposed rule is available at NGOM Framework 29 measures. NMFS will publish the final rule soon.
  • The remainder of Framework 29 will not be in place by April 1. Therefore, the 2018 scallop default measures implemented through Framework Adjustment 28will kick in. NMFS’s Greater Atlantic Regional Fisheries Office (GARFO) published a side-by-side comparison of the measures at Defaults vs. Framework 29 Guide.
  • On March 15, NMFS published the proposed rule containing the remainder of the Framework 29 measures, meaning everything exceptthe NGOM actions. The agency is collecting public comment through March 30. Visit Framework 29 proposed rule for details.
  • IMPORTANT NOTE: In addition to Framework 29, the scallop fleet must wait for the Omnibus Habitat Amendment 2 final rule to be published before being able to access the new Closed Area I and Nantucket Lightship-West Visit the New England Council’s Habitat Webpage and NMFS Approves “Majority” of Council’s Habitat Amendment for more information.
  • The New England Council’s Scallop Advisory Panel (AP) will meet March 21, 2018 in Providence, RI. The Council’s Scallop Committee will meet the following day at the same hotel in Providence. Details and documents are available at Scallop Committee March 22, 2018 meeting.

ATLANTIC HERRING:  Effective March 14, NMFS prohibited Atlantic herring midwater trawl vessels from directed fishing in the Mid-Atlantic/Southern New England Catch Cap Area after projecting that the fishery’s river herring/shad catch cap had been harvested. The herring midwater trawl possession limit is 2,000 pounds in this area for the remainder of the 2018 fishing year, which ends December 31.

  • ATLANTIC HERRING DETAILS: Additional details and a map showing the Mid-Atlantic/Southern New England Catch Cap Closure Area can be found at NMFS herring fishery bulletin.
  • ATLANTIC MACKEREL FISHERY: The Atlantic mackerel fishery, which is managed by the Mid-Atlantic Council, also reached its river herring/shad catch cap. Effective February 27, NMFS prohibited federally permitted mackerel vessels from possessing more than 20,000 pounds of mackerel per trip through December 31.   • The New England Council’s Herring Committee and Herring AP will meet jointly on April 4 in Boston to, among other things, discuss the implications of the river herring/shad catch cap accountability measures (AMs) being triggered in both the Atlantic herring and Atlantic mackerel fisheries. The Committee and AP also will review a draft white paper considering the addition of river herring and shad as “stocks in the Atlantic herring fishery.” The meeting notice is available at April 4 Herring Committee/AP meeting. GROUNDFISH:  Effective March 1, NMFS extended its previous emergency action to remove the 2017 southern windowpane flounder AMs for non-groundfish trawl vessels. The emergency action will run through April 30, the end of the 2017 fishing year.  Read the notice at emergency action extension. A map of the area is available at bulletin.

  • The New England Council’s Groundfish AP will meet March 26, 2017 at the Hilton Garden Inn, Logan Airport in Boston. The Groundfish Committee will meet the following day at the same location primarily to discuss Groundfish Monitoring Amendment 23 and work-to-date on 2018 groundfish priorities.  The meeting notice is available at March 27, 2018 Groundfish Committee Meeting. GROUNDFISH RECREATIONAL:  At the request of the New England Council, NMFS published a new control date that may be used to determine future participation in the Northeast multispecies charter/party fishery. The new control date is March 19, 2018. This replaces the previous March 30, 2006 control date, which many members of the industry considered to be “stale” and not reflective of current conditions in the fishery. NMFS is collecting public comment on the new date through April 18. The notice is available at March 19, 2018 control date. RED HAKE:  NMFS has notified the New England Council that the Southern Georges Bank/Mid-Atlantic stock of red hake is now subject to overfishing and overfished based on the recent 2017 assessment. As such, the Council will be working to develop measures to end overfishing and rebuild the stock.  Read the Federal Register notice and visit the Council’s Small-Mesh Multispecies Webpage.

DOGFISH, MID-ATLANTIC SPECIES:  Spiny dogfish is jointly managed by the New England and Mid-Atlantic Councils. The Mid-Atlantic, which has the administrative lead over the Spiny Dogfish FMP, is soliciting applications from qualified individuals to serve on the Dogfish Advisory Panel.

  • The application deadline is April 20, 2018.
  • All current advisory panel members must reapply in order to be considered for reappointment.
  • The Mid-Atlantic Council also is accepting applications for seven other advisory panels, which are the: River Herring and Shad AP; Summer Flounder, Scup, and Black Sea Bass AP; Mackerel, Squid, Butterfish AP; Surfclam and Ocean Quahog AP; Tilefish AP; Bluefish AP; and Ecosystem and Ocean Planning AP.

US suppliers in love with ‘seafood speed dating’

March 8, 2018 — The meeting Steve Costas had with a South Korean buyer at Food Export-Northeast’s 2017 “seafood speed dating” event, in Boston, Massachusetts, lasted just 20 minutes, scarcely more than a brief flirtation.

But less than a year later Marder Trawling, the New Bedford, Massachusetts-based supplier for which Costas is an account executive, wound up selling the Korean company a container filled with a mix of its wild-caught fish products.

Of course at seafood speed dating, there’s also the chance that the object of your affection will be swept away by another suitor.

“It’s always a friendly event and I believe there is a camaraderie amongst the suppliers even though you know in 30 minutes your customer or a potential customer will be meeting with a competitor who in most cases will be offering them the same species,” Costas told Undercurrent News.

Costas is back again in Boston, Massachusetts, this week along with representatives for no less than 17 seafood suppliers from the northeastern US, all hoping to move containers of fish and, fingers crossed, establish long-term relationships with one or more of the 15 buyers from no less than 13 countries also there.

South Korea will be represented again, as will China, Japan, Colombia, Spain and the United Arab Emirate to name a few. Almost all of the buyers are looking to acquire scallops and lobsters, though some also come from countries where dogfish, monkfish and skate are in demand, all products sold by Marder Trawling using its recently acquired dock in Chatham, Massachusetts.

Seafood industry seeks new value in fish parts

January 15, 2018 — State seafood marketers are rebranding fish parts as “specialty” products and mapping a path for millions more dollars in sales.

Alaska’s fisheries produce more than 5 billion pounds of seafood each year. When all the fish is headed and gutted or filleted and all the crab legs are clustered, it leaves about 3 billion pounds of trimmings. Some is turned into meal and oil, but for the most part, the “gurry” is ground up and discharged into local waterways.

“Whether that’s heads or guts, milt, or meal or oil or something else, it should be held in high regard,” said Andy Wink, a seafood economist formerly with the McDowell Group. “These are products that are out of our normal range but they are specialty items serving niche markets.”

A new Analyses of Specialty Alaska Seafood Products report compiled for the Alaska Seafood Marketing Institute takes a look at uses for fish heads, oil, meal, internal organs, crab products, roe, herring fillets, arrowtooth flounder, spiny dogfish and skates.

It makes the point that Alaska’s combined seafood catches, valued at roughly $2 billion at the docks and twice that when processors sell to their buyers, could be worth an additional $700 million or more if so called “specialty” products were added to the mix.

Take fish heads, for example. Alaska produces about 1 billion pounds of fish heads per year, which likely account for most of the processing waste, the report said. Just 1 percent is sold as frozen heads, although a single large salmon head can fetch up to $5 a pound at Beijing supermarkets, according to previous reports. Increasing the frozen market alone could add $100 million to processors’ sales, the report said.

Fishermen can catch slightly fewer dogfish in 2018

October 19, 2017 — PORTLAND, Maine — Fishermen will be allowed to catch slightly less of a species of shark that has become a more frequent target of commercial harvesting in recent years.

The Atlantic States Marine Fisheries Commission has approved a quota of about 38.2 million pounds of spiny dogfish for the 2018 fishing year, which starts May 1. That is about 900,000 pounds less than the quota for the current year.

It’s also more than dogfish harvesters usually catch, though they’ve been catching more recently.

Pier to Plate Brings Sustainably Harvested, ‘Under-Loved’ Fish to New England Diners

September 8, 2017 — Every summer, tourists flock to Chatham Pier on Cape Cod, Massachusetts to watch commercial fishermen unload their catch. And for hundreds of years, it was cod that fishermen hauled into Chatham’s storied harbor—and cod that gave this coastal region its name.

Today, however, it’s dogfish and skate the fishermen are hauling, as warming waters, prior bad management, and a host of other factors have made cod increasingly hard to find in New England’s Gulf of Maine.

The fishermen are paid pennies for their catch—literally 20 cents per pound for dogfish—and the majority of the fish is whisked off to markets in Europe and Asia, where higher demand fetches better prices.

Tired of telling Chatham Pier’s tourists, “You have to go to Europe!” when asked what their catch was and where it could be bought, a group of fisherman launched Pier to Plate, a Cape Cod effort to shift the market away from cod and toward the lesser-known species that are more readily available in the New England waters, says Nancy Civetta, a spokesperson for the Cape Cod Commercial Fisherman’s Alliance.

“Pier to Plate is a way for the public to support local fishermen,” said Civetta. “The truth is, what used to be the bread and butter for Cape fishermen has changed. Now it’s dogfish and skate.”

Launched this year, the initiative provides the fish for free to chefs at participating restaurants, an idea that came from the fishermen themselves. “We all sat around and brainstormed, and the fishermen said, ‘Just give it away for free,’” Civetta said, at least until the effort gets off the ground. “Chefs still need to experiment with the fish, but they’re not going to do it out of pocket.”

Dogfish — it’s what’s for dinner on the Cape

July 5, 2017 — “Dogfish, you want to try the dogfish?” queried my companion as we eyed the menu at Provincetown’s Far Land on the Beach. With just $20 between us, we were wavering between sharing one $19 lobster roll, or each ordering our own $9 dogfish sandwich.

Dogfish, a small shark, was on the Memorial Day menu courtesy of the Cape Cod Commercial Fishermen’s Alliance Pier to Plate Program, a first-of-its-kind initiative promoting local, sustainably caught but relatively unknown fish.

Hungry from biking, we opted for the dogfish sandwiches. We were not disappointed.

Dusted in cornmeal and deep-fried, the white fish patty was meaty and moist without strong flavor. It didn’t flake like cod, but it was piping hot, slightly crunchy, and served on a buttery brioche roll with lettuce, tomato, and a caper basil tartar sauce. It hit the spot.
