Pacific Council Gives Preliminary Nod to Two Coastal Sardine and Other Pelagic Species Projects

November 22, 2017 — SEAFOOD NEWS — The Pacific Fishery Management Council last week approved for public review two exempted fishing permits that should help improve coastal pelagic species stock assessments.

Both projects would add more survey work to nearshore areas. Fishermen have identified schools of sardines, in particular, close to shore but accessing them for survey work has been a problem because the sardine season has been closed and NOAA ships cannot access shallow areas. Additionally, both proposals would build on the use of industry knowledge.

The California Wetfish Producers Association research project intends to sample CPS schools in the southern California Bight using aerial spotter pilots with camera systems to fly surveys close to shore and photo-document schools. At the same time, qualified purse seine vessels would capture a subset of the schools identified in the photographs as “point sets.” This would provide a way to address issues identified in the aerial survey methodology review. The survey period is scheduled for late August 2018.

According to the CWPA application, all fish captured, including sardines, would be processed and sold by participating processors, and fishermen will be paid for their catches at the usual rates. Aside from the sale of fish, processors would not be compensated for the extra labor they will incur in weighing and fully sorting each school individually and documenting species composition by school, rather than the normal procedure of offloading the entire catch and documenting by load.

“We strongly support these EFP projects to improve the accuracy of stock assessments. It should be noted that 70 percent or more of the CPS harvest in California occurs in the area inshore of NOAA acoustic surveys,” CWPA Executive Director Diane Pleschner-Steele said. “We are grateful to the California Department of Fish and Wildlife and Southwest Fishery Science Center for their help and recognition that surveying the nearshore is a high priority research and data need.”

Pacific Seafood’s Mike Okoniewski presented the Westport, Wash.-based West Coast Pelagic Conservation Group project to both the Council and the Scientific and Statistical Committee. The project is designed to provide supplementary data collection and additional sampling techniques for areas nearshore of the proposed 2018 NOAA/Southwest Fisheries Science Center acoustic-trawl survey, according to the group’s application. This research off of Washington and Oregon would continue and expand the 2017 collaborative effort in 2018 so that samples of CPS for species composition and individual fish metrics may be obtained through purse seine operations, according to Council documents.

Sampling would be done at the same general time and nearshore areas as the NOAA survey, the applicants stated. The coastal pelagic species (CPS) that will be retained in small amounts (e.g. 5kg to 25kg) for sampling will be dip-netted sardines, anchovies, and mackerel(s). The sample fish will be frozen and retained for identification and biological measurements to be performed by NOAA.

But unlike the southern EFP, no fish will be harvested for commercial purposes. Wrapped schools would be released alive, the applicants said.

“This collaboration will continue to support the already commendable efforts of the scientists, balancing it with industry knowledge of the fishing grounds,” Okoniewski said.

Both EFPs will add to current survey and stock assessment work, providing more robust data for the fisheries in the future. The Council’s Scientific and Statistical Committee and Coastal Pelagics Species Management Team supported the EFPs and suggested minor technical changes to each; both applicants plan to incorporate those suggestions prior to the Council’s and NMFS’ final approval in early 2018.

“The CPSMT recognizes the value of the EFP research proposed by both groups to improve CPS stock assessments by obtaining data that has not been attainable by other means,” the CPS Management Team said in its statement.

The Coastal Pelagic Species Advisory Subpanel also supported the projects. “[We are] encouraged that forward progress is now being made to develop effective survey methods for the nearshore area,” the panel said in its statement. “The CPSAS thanks CWPA, WCPCG and especially the SWFSC for acknowledging the data gaps in current surveys and helping to provide support and funding for cooperative surveys that will hopefully improve the accuracy of future CPS stock assessments.”

California Acting Governor Gavin Newsom Requests Disaster Relief for Sardine, Urchin Fisheries

September 13, 2017 — SEAFOOD NEWS — Sardine and sea urchin closures in California have prompted Acting Gov. Gavin Newsom to request fishery failure declarations for both.

Newsom noted in his Sept. 5 letters to U.S. Secretary of Commerce Wilbur Ross that ocean conditions caused the closure for sardines and affected the kelp forest ecosystems on which red urchins depend.

The California Wetfish Producers Association lauded Newsom’s request to Secretary of Commerce Wilbur Ross to approve a declaration of a commercial fishery failure for California’s Pacific sardine fishery. His action was precipitated by La Niña’s cold-water oceanic conditions that are believed to have caused sharply reduced sardine recruitment and the closure of this commercial fishery since 2015.

“This declaration is very important as it will enable California’s historic sardine fishery and its participants to seek federal disaster relief to offset the economic harm fishermen and processors have suffered since the fishery closure,” California Wetfish Producers Association Executive Director Diane Pleschner-Steele said in a statement Tuesday.

The Pacific sardine fishery has been managed under the federal Coastal Pelagic Species Fishery Management Plan (CPS FMP) since 2000. The CPS FMP established a harvest cutoff, prohibiting directed fishing if the sardine population falls below an estimated 150,000 metric tons. Due to low stock assessments, the fishery was closed in 2015 and 2016, and will remain closed in 2017 and possibly even 2018, although sardines have returned to abundance in the nearshore area, where fishing normally takes place.

Certain thresholds have been established that help the National Marine Fisheries Service and Secretary of Commerce make a determination of whether a commercial fishery failure has occurred. One of these involves an analysis of the economic impact and states that revenue losses greater than 80 percent are presumed to be a commercial fishery failure. This is determined by comparing the loss of 12-month revenue to average annual revenue in the most recent five-year period.

“This fishery is historically one of the top 10 highest valued commercial fisheries in California,” Newsom said in his letter regarding the iconic sardine fishery. “Statewide, the commercial closure in 2015 resulted in a total value of $343,148, which is 90 percent less than the 2010-14 average of $3,504,098. That dropped to $95,657 in 2016, which was 96 percent less than the 2011-15 average of $2,711,679.”

The figures for the urchin fishery, particularly in northern California and Orange County, were dire as well.
“The impacts to the regions are evident in the fishery landings data,” Newsom wrote. “In 2016, the northern California fishery ex-vessel revenue fell by 77 percent compared to the 5-year average from $2,587,419 to $604,440, Orange County ports fell by 93 percent from $85,382 to $6,045, and San Diego County ports fell by 48 percent from $574,526 to $297,594.”

Newsom’s letter noted the initial estimates for both fisheries are based on the average ex-vessel value of commercial landings but do not account for additional impacts to seafood processors or related industry businesses that rely on the either or both fisheries.

The sardine fishery is the foundation of California’s wetfish industry, which for decades has produced 80 percent or more of annual statewide commercial fishery landings, until recent years, the CWPA statement said. While fishermen and markets may harvest and process other species in the coastal pelagic species complex, sardines have been the historic mainstay of this industry, and the loss of fishing opportunity has created severe economic impact to both fishermen and processors.

The urchin fishery has been a staple for small-boat fishermen throughout the state for a number of years — until recently.

“Persistent warm ocean conditions that began in 2014 in northern California and 2015 in southern California has affected the fishery in these two regions,” Newsom’s letter said. “In northern California, the warm water event devastated kelp production (93 percent loss of surface kelp canopies compared to 2008 levels), a primary food source for urchins that created persistent starvation conditions. Starvation has led to reductions in the food value of the urchins targeted by the fishery in northern California.

In addition, a population explosion of the less marketable purple sea urchin continues to overgraze the recovering kelp beds, adding further stress to the fishery. In southern California, urchin mortality increased in response to warm El Nino conditions and disease in 2015. This has reduced the numbers of healthy red sea urchins in southern California available to the fishery.”

The Governor’s request for federal declaration now opens the door for fishermen and processors in California’s fisheries to pursue a federal disaster declaration from the Secretary of Commerce and appeal to California’s congressional delegation to pursue legislation allocating funding for disaster relief. Such funds would help alleviate the economic and social harm suffered as a result of these disasters.

Funds could also be used for cooperative research projects, Pleschner-Steele said, such as the collaborative aerial survey of the nearshore area that CWPA participates in with the California Department of Fish and Wildlife in efforts to improve the accuracy of stock assessments.

Fishermen See ‘Science in Action’ Aboard NOAA Survey Ship

August 18, 2017 — Each spring and early summer, scientists set out along the West Coast aboard NOAA vessel Reuben Lasker to survey coastal pelagic species, or CPS, which includes small schooling fish such as northern anchovy, Pacific sardine, and jack and Pacific mackerels.

This year, with the help of West Coast fishermen, the scientists tested a new approach to extend their reach into nearshore waters to improve the accuracy of the survey results. The collaboration involved the fishing vessel Lisa Marie, of Gig Harbor, Washington, and brought two commercial fishermen aboard Lasker for an inside look at NOAA Fisheries surveys that inform stock assessments and guide decisions on how many fish can be caught by West Coast fishermen.

The idea emerged years before when the then-Director of NOAA’s Southwest Fisheries Science Center in La Jolla, California,  Cisco Werner, along with Deputy Director Kristen Koch and Fisheries Resources Division Director Gerard DiNardo, discussed the potential collaboration with Mike Okoniewski of Pacific Seafood and Diane Pleschner-Steele of the California Wetfish Producers Association.

Werner has since been named Chief Scientist of NOAA Fisheries.

The Magnuson-Stevens Fishery Conservation and Management Act requires NOAA Fisheries to use the best available science to help managers set catch limits and prevent overfishing. Annual surveys, using echosounders to detect and measure the abundances of CPS populations off the coasts of California, Oregon, Washington, and Canada’s Vancouver Island help fulfill this mandate. NOAA Fisheries also uses trawl catches, and fish-egg samples to help gauge fish reproduction and population trends.

“Acoustic-trawl surveys are our principal tool for monitoring the various species and determining how their abundances, distributions, and sizes are changing,” said David Demer, the Chief Scientist of the survey and leader of the Advanced Survey Technologies Group at Southwest Fisheries Science Center in La Jolla. “The surveys are very rigorous because they’re very important to our mission.”

In California, Squid Is Big Business. But Good Luck Eating Local Calamari

December 1, 2016 — The following is excerpted from an NPR story published today, written by Clarissa Wei:

More than 80 percent of U.S. squid landings are exported — most of it to China. The rare percentage of that catch that stays domestically goes to Asian fresh fish markets or is used as bait.

Ironically, the lion’s share of the squid consumed in the United States is imported.

“It has to do with the American desire for a larger squid,” explains Diane Pleschner-Steele, executive director of the California Wetfish Producers Association. “A lot of squid that is shipped overseas stays overseas because they prefer it. They eat it over there. Our consumers typically prefer a larger squid, and so there’s just a ton of squid imported into this country that comes in at a far lower price.”

In the U.S., the squid that ends up on our dinner table is typically Patagonian squid from the Falkland Islands or Humboldt squid — a jumbo cephalopod fished predominantly in Mexico and Peru.

California market squid isn’t usually desired because of its smaller size.

“Our squid is a learning curve,” Pleschner-Steele says. “If you overcook it, it can taste like a rubber band. But in my opinion, if you do it right, it tastes more like abalone than any other squid. It’s nutty, sweet and delicate.”

All Californian fish processors are capable of dealing with squid, Pleschner-Steele says. However, it’s not a money-making operation because people aren’t willing to pay for it.

“It has to be on request,” she says. “We simply can’t compete with the cost of other imported squid. ”

Supporting the local squid industry is much more than just helping the local economy – it’s helpful from a sustainability angle as well.

Even with squid being sent on a round-trip journey across the world, the California market squid fishery has one of the lowest carbon footprints in the industry.

“California squid fishing fleets are one of the most energy efficient in the world because [they’re] so close to port,” Pleschner-Steele says. “Our boats can produce a ton of proteins for about six gallons of diesel fuel. … Efficiency is key.”

Further efficiency, she says, could be achieved if consumers would be keen to fork over $1.50 a pound more for California-caught and processed squid.

But the “truth is that Americans aren’t willing to pay for it,” she says. “If people were willing to pay the price, we can definitely feed the demand.”

Opposition to California Offshore Monuments Mounts After Draft Proposal Leaked

July 14, 2016 — SEAFOOD NEWS — What do creation of national monuments have in common? A lack of transparency when it comes to discussing the potential access restrictions with stakeholders. That same closed-door effort is happening off of California, as effort mounts to create offshore monuments on both west and east coasts.

California sport and commercial interests first became aware of the proposal to establish monuments around nine seamounts, ridges and banks (SRBs) as rumors a few months ago. In June, the industry got a look at the first proposal draft. Washington State Sen. Kevin Ranker, D-Orcas Island, was urging California state lawmakers and West Coast members of congress in Washington, D.C., to support the proposal that could make the nine areas off-limits to commercial fishing but remain open to all recreational fishing, including charter boats.

Diane Pleschner-Steele, one of the signatories to an opposition letter, noted the proponents argue the nine areas are not significant commercial fishing areas.

“However, the fishermen I’ve spoken with hotly contest that,” Pleschner-Steele, Executive Director of the California Wetfish Producers Association, said in an email. “Those are productive fishing grounds and to lose them forever would be a huge economic blow to many fishermen, processors and local communities.”

Ranker is no stranger to proposed monuments. As a co-chair of the president’s National Ocean Council’s Governance Coordinating Committee, he is one of the advisers to the NOC that provide guidance on the development of strategic action plans, policy and research priorities. In 2013, he worked with Washington leaders to create a national monument in the San Juan Islands.

Nearly 40 people representing sport and commercial fisheries signed on to a letter opposing the designation of monuments that could include Gorda Ridges and Mendocino Ridge off of northern California; Gumdrop and Pioneer seamounts, Guide Seamount and Taney Seamounts off of central California; and Rodriguez Seamount, San Juan Seamount, Northeast Bank and Tanner and Cortes Banks off of southern California.

“We oppose the designation of California offshore marine monuments that prohibit fishing under the Antiquities Act because monument status is irreversible and the Antiquities Act process involves no public peer-reviewed scientific analysis, no NEPA analysis, no public involvement or outreach to parties most impacted – no transparency,” the opponents wrote in the July 6 letter to President Obama, the Council on Environmental Quality, the secretaries of Commerce and Interior and a number of senators and congressmen.

A joint letter from the American Albacore Fishing Association and Western Fishboat Owners Association further note that some of the proponents’ data about the economic importance of the seamounts, ridges and banks is old and outdated. Some fisheries expanded their use of the offshore areas when California imposed marine protected areas in southern California in 2012.

The groups also note the Council Coordination Committee that includes members of the eight regional fishery management councils recently made a resolution that says, “therefore be it resolved, the CCC recommends that if any designations are made in the marine environment under authorities such as the Antiquities Act of 1906 that fisheries management in the U.S. EEZ waters continue to be developed, analyzed and implemented through the public process of the Magnuson-Stevens Fishery Conservation and Management Act.”

“in the even this proposal moves forward, we strongly support maintaining management of fisheries under the MSA, through the [Pacific Fishery Management Council],” AAFA and WFOA wrote.

The proponents state the sites are “for discussion purposes only; specific sites, boundaries and regulations will be determined through a robust public consultation process that includes tribes, fishermen and stakeholders. There is a full commitment to working with these interests to better understand the activities occurring in these areas and mitigate potential concern.”

Meanwhile, other groups also are preparing written comments in an effort to fend off the threat of limited access to the nine offshore areas as the opposition grows. It’s unlikely anyone from the seafood industry is fooled by some of the behind-the-scenes political maneuvering that is taking place to create the monuments.

“In our opinion, which is informed by the lack of any attempt at collaboration with industry, this proposal is no more than legacy, political ambition and preservation being prioritized over the best available science and a multi-lateral, collaborative political process in the design of marine conservation measures,” AAFA and WFOA said in their letter.

Spiny lobster and squid lead California’s fishing economy, says new report

May 27, 2016 — While California’s seafood sales overwhelmingly relied on imported animals, commercial fisheries landed nearly 360 million pounds of fin- and shellfish in 2014, according to a federal report released Thursday with the most recent figures on the nation’s fishing economy.

The state’s seafood industry, including imports, generated a whopping $23 billion — more than 10 percent of the nation’s $214 billion total sales in 2014 from commercial harvest, seafood processors and dealers, wholesalers and distributors, and importers and retailers.

As such, most of California’s nearly 144,000 industry jobs came from the import and retail sectors, according to NOAA’s National Marine Fisheries Service Fisheries Economics of the U.S. 2014 report. Nationally, 1.83 million jobs are supported by the fishing industry.

California shellfish were the most lucrative product in the state’s home-grown seafood market, with crabs and spiny lobsters native to Southern California getting the most money per pound of all the species fished, at $3.37 and $19.16 per pound, respectively.

But market squid were overwhelmingly the most commonly landed species, with 227 million pounds caught.

“In California, shellfish have always been more important, at least in terms of value,” said Diane Pleschner-Steele, executive director of the California Wetfish Producers Association. “This includes squid and Dungeness crab — usually the top two fisheries in value, and spiny lobster, which was an $18 million fishery in 2015.”

California fishers relied heavily on healthy market squid stocks in 2014 but, as El Niño weather conditions entered the following year, squid landings dropped significantly, Pleschner-Steele said.

“We’re now just starting to see squid landings, but at low volumes,” she said.
