Communities in Alaska join forces to buy out crab industry partners

January 7, 2021 — Thirty coastal Alaska communities, the Coastal Villages Region Fund (CVRF), and the Bristol Bay Economic Development Corporation (BBEDC) announced on 7 January the buyout of Seattle-based Mariner Companies.

The acquisition, according to a release from the organizations, constitutes 3 percent of the total opilio and red king crab quota. In addition to the quota, the CVRF and BBEDC will acquire full ownership of seven crabbing vessels from the company, which is majority-owned by Kevin Kaldestad and Gordon Kristjanson.

Use of ocean resources changed as Dungeness crab fishing industry adapted to climate shock event

January 6, 2021 — An unprecedented marine heat wave that led to a massive harmful algal bloom and a lengthy closure of the West Coast Dungeness crab fishery significantly altered the use of ocean resources across seven California crab-fishing communities.

The delayed opening of the 2015-16 crab-fishing season followed the 2014-16 North Pacific marine heat wave and subsequent algal bloom. The bloom produced high levels of the biotoxin domoic acid, which can accumulate in crabs and render them hazardous for human consumption.

That event, which is considered a “climate shock” because of its severity and impact, tested the resilience of California’s fishing communities, researchers from Oregon State University, the University of Washington and National Oceanic and Atmospheric Administration’s Northwest Fisheries Science Center found.

The study is the first to examine impacts from such delays across fisheries, providing insight into the response by the affected fishing communities, said James Watson, one of the study’s co-authors and an assistant professor in OSU’s College of Earth, Ocean, and Atmospheric Sciences.

Dungeness Crab Fishing Industry Response to Climate Shock

January 5, 2021 — The following was released by NOAA Fisheries:

Fishermen contend with regulations, natural disasters, and the ups and downs of the stocks they fish, along with many other changes. As a result, fishing communities are quite resilient. That is, they can withstand, recover from, and adapt to change.

But how much pressure can they stand? The 2014–2016 North Pacific marine heatwave, known as the Blob, led to a harmful algal bloom of unprecedented scale. It necessitated substantial delays in the opening of the 2015–16 U.S. West Coast Dungeness crab fishery. The fishery is vital to West Coast communities. It produces around 26 percent of all annual fishing revenue and supports more than 30 percent of all commercial fishing vessels.

Understanding Impacts from Climate Shocks

Previous studies have documented the devastating economic impacts from the 2015–16 event on Dungeness crab fishermen. Members of affected coastal communities attest that these socioeconomic effects rippled through associated industries and coastal communities. But can changes in fishing practices in response to this significant climate shock be quantified?

“We wanted to examine the extent to which the Dungeness crab fishery delays affected participation in other fisheries, and the duration of those changes,” said Mary Fisher, a doctoral student at the University of Washington. Fisher did the work as a National Science Foundation Graduate Research Internship Program Fellow at NOAA’s Northwest Fisheries Science Center.

Fisher and her colleagues at NOAA Fisheries, University of Washington, and Oregon State University studied the impacts on more than 2,500 vessels across seven California fishing communities. The researchers wanted to see how a climate-related shock (like the heatwave and associated harmful algal bloom) can impact communities’ use of ocean resources.

No agreement yet on crab prices

January 4, 2021 — Two weeks after the season was set to open on Dec. 16, Oregon crabbers are still sitting at the dock waiting for a price before heading out to sea.

The California season is likewise delayed by price negotiations, while the Washington season has been delayed until at least Jan. 15 due to high domoic acid levels.

With no price agreement in sight, many would pin the price hang-up on the largest processor in the area, Pacific Seafood, but after a period of silence, the company has asserted it’s only one of many processors that contribute to determining the price, which is especially difficult this year due to the COVID-19 pandemic.

While not directly involved, Lori Steel, executive director of the West Coast Seafood Processors Association, said that as of Wednesday, negotiations were still ongoing behind closed doors, and a price could be decided at any time. Pacific Seafood is one of the companies that falls under the association’s umbrella.

“The companies I represent are working hard to get this going and find an agreement among the fishermen they buy from,” Steel said. “We’re all hopeful to see fishermen on the water as soon as possible.”

Steel said the pandemic has been a huge source of uncertainty this year and has disrupted every part of the supply chain for the crab industry. She estimates that the government closures have caused restaurant and food service demand for crab to fall 70 percent, and other restrictions on employment have led to a labor shortage.

“People who don’t work in the industry need to understand that we’re a struggling industry right now, and the pandemic is putting unprecedented pressure on us from the harvesters all the way up the supply chain,” Steel said. “We’re doing the best we can, and it’s just been a tough year. We want to see this resolved and have our guys packing crab in the plants as soon as possible.”

COVID-19 HAS HIT COMMERCIAL FISHING HARD

January 4, 2021 — Of those who kept fishing, nearly all reported a decline in income compared with previous years, according to the study in PLOS ONE.

The study, which covers March to June and included 258 fishers, also examined data on fish landings and found that the catch for some species, such as squid and scallops, decreased compared with previous years. The catch for other species, such as black sea bass and haddock, was on par with or higher than previous years, suggesting that many fishermen fished as much as they had been before the pandemic, while earning less income.

“They may have kept fishing to pay their bills or crew, or to maintain their livelihoods or their quotas until markets rebound,” says main author Sarah Lindley Smith, a postdoctoral associate in the human ecology department in the School of Environmental and Biological Sciences at Rutgers University-New Brunswick. “Most of the fishermen who stopped fishing during the early months of the pandemic planned to resume fishing instead of leaving the industry.”

The pandemic has slammed the fishing industry due to the loss of restaurant sales, disruptions in export markets, and a decline in seafood prices. Before the pandemic, 70% of seafood spending in the United States took place in restaurants, the study notes.

Russia hints it may auction all crab quotas

December 28, 2020 — The Russian government is considering selling the remainder of the country’s crab quotas via auctions, a follow-up to its controversial decision last year to auction half of its crab-fishing rights.

Russian Federal Agency for Fisheries Head Ilya Shestakov expressed openness when asked in an interview with the business paper Kommersant whether it’s possible that the remaining 50 percent of crab quotas – currently distributed based on averages of a company’s previous catch – could be sold through auctions in the future.

North Bay crabbers caught in price battle with wholesalers

December 23, 2020 — Eggnog? Check. Chestnuts roasting on an open fire? Sure, if you’re into that. But don’t bet on landing any Dungeness crab this holiday season.

“Unless a miracle happens, which is highly unlikely, we won’t see crab for Christmas,” said Tony Anello, a veteran fisher who runs his boat, the Annabelle, out of Bodega Bay and offers up his tender product at Spud Point Crab Co.

After several years of varied setbacks and more than a month of delays to the 2020 Dungeness season, local crabbers now face a new hurdle as they haggle over price with large wholesalers. The California Department of Fish and Wildlife had reset the season’s start date to Wednesday, offering a glimmer of hope to those who have made fresh crab part of their annual holiday ritual. But few boats were heading out to set traps on Tuesday.

“We should be traveling right now,” Dick Ogg, another icon of the local Dungeness harvest, said Monday from behind a shopping cart at Costco. “I’m here grabbing stuff in case something happens this afternoon. We would normally anchor up, set up all the bait cups and be ready. Then (Tuesday), right at 6:01 (a.m.), we’d start setting gear.”

But Monday did not bring resolution. At 3 p.m. that day, representatives of the major fishing ports in Northern California spoke by phone with executives of Pacific Seafood, one of the West’s largest seafood wholesalers. A couple hours later, the company engaged in a separate call with a wider range of fishers stretching up the Oregon coast.

CATHERINE CASSIDY: Is Alaska open for business? Not from where I stand.

December 18, 2020 — A freak storm descended on Cook Inlet this month. The fallout threatens my family business and hundreds of thousands of dollars in capital investment. Over a thousand other similar businesses around Cook Inlet face the same peril. The disaster? Earlier this month, Gov. Mike Dunleavy made the bizarre decision to effectively shut down the commercial salmon fishing industry here.

At the very end of a four-year process intended to bring the Cook Inlet salmon fishery into compliance with the Magnuson-Stevens Act, the state announced that it would refuse to cooperate with the program and basically forced the closure of federal waters in Cook Inlet to commercial fishing.

Before you conclude that this action was some kind of noble defiance to federal overreach, you should know that the state of Alaska already has multiple collaborative agreements with the federal government on managing numerous other fisheries in Alaska, including crab, cod, rockfish and salmon.

Record Marine Heatwaves Build Reservoir of Toxic Algae Off the U.S. West Coast, New Study Reveals

December 16, 2020 — The following was released by NOAA Fisheries:

Repeated marine heatwaves off the U.S. West Coast starting about 2013 fueled record harmful algal blooms that seeded a region off Northern California and Southern Oregon with toxic algae, a new study has found. That reservoir of harmful algae has, in turn, spread across the West Coast and forced the closure of valuable Dungeness crab and other shellfish seasons every year since 2015.

This year, for example, toxic algae have closed Dungeness crab harvest and some clamming in Washington through December.

“We now can see that marine heatwaves have the ability to seed new offshore hotspots, like ocean ‘crock pots’ where blooms can develop in subsequent years,” said Vera Trainer, a research scientist at NOAA Fisheries’ Northwest Fisheries Science Center in Seattle and lead author of the new research.

Early Warnings

The good news, she said, is that offshore surveys and studies have unraveled the way toxic algae spreads through coastal waters. These data can help fisheries managers anticipate and mitigate the impacts. Scientists share that detailed information through regional bulletins that serve as an early warning system for harmful algal blooms.

That way, managers can focus closures in the most affected areas, for example, while others remain open. Or they can open fisheries earlier before the toxins build up in shellfish. The alert system has reduced the need for coastwide closures with widespread economic impacts.

“The most valuable tool we have is knowledge of how these events develop, so we know where to expect impacts, and which areas remain safe,” she said.

California Commercial Dungeness Crab Update

December 15, 2020 — The following was released by the California Department of Fish and Wildlife:

Proving that the Risk Assessment Mitigation Program is successfully striking a balance between the needs of the commercial Dungeness crab fleet and protection of marine life, the California Department of Fish and Wildlife (CDFW) will open the commercial season statewide on Wednesday, Dec. 23, 2020, allowing the fleet a chance to get Dungeness crab on California tables before the holiday season ends.

This statewide opener ends delays in place due to meat quality in the northern management area (NMA) and the potential for whale entanglement in the central management area (CMA). It also gives the fleet ample time for planning and gear preparation and promotes an orderly start to the fishery. For the NMA Fishing Zones 1 and 2, the pre-soak period will begin Sunday, Dec. 20 at 8:01 a.m. and for the CMA, Fishing Zones 3, 4, 5 and 6, the pre-soak period will begin Tuesday, Dec. 22 at 6:01 a.m.

Available data indicates some whales remain in the fishing grounds but risk is declining and CDFW supports a balanced approach to managing risk and providing opportunity for the commercial fishery that is grounded in expert science.

Whale entanglement risk still exists, but it is low. Thus, the opening declaration is accompanied by an notice to the fleet to use best fishing practices and avoid areas where whales may be congregating including around the canyon edges of Monterey, and between the Farallon Islands and Point Reyes. Crabbers are encouraged to review the Best Practices Guide and remember to minimize knots and line scope when fishing.

Recent survey data indicate most whales have started their annual migration out of the fishing grounds. Based on these data, CDFW made a preliminary recommendation to open the fishery statewide on Wednesday, Dec. 16. The Whale Entanglement Working Group evaluated all available data and did not provide a consensus recommendation to open or delay. After the Working Group meeting, the majority of ports requested further delay of the opener.
