12 of Alaska’s 35 new coronavirus cases are seafood workers in Dillingham

June 24, 2020 — A dozen of Alaska’s new cases of COVID-19 reported Tuesday by state health officials are out-of-state seafood workers in Dillingham, a small fishing town with limited health care capacity where locals had been wary of outsiders bringing in the virus.

The 12 workers are among 19 new cases in nonresidents, according to the Alaska Department of Health and Social Services COVID-19 dashboard. That’s the highest daily nonresident count since the pandemic began in March.

The state’s active-case count also hit new high of 264, as reported Tuesday. That number reflects residents who test positive and aren’t yet considered recovered.

The state reported one new resident sick enough to be hospitalized Tuesday, for a total since March of 63.

Along with the nonresident cases, the state reported another 16 new cases in Alaska residents, most of them in Anchorage, with other individual cases scattered from Nome and Bethel to Mat-Su, Homer and Fairbanks.

Fear and fishing: Tiny Alaskan village tries to manage influx of commercial fishermen amid COVID-19

June 24, 2020 — “It’s just how the earth is supposed to be,” says third-generation commercial fishing boat captain Katherine Carscallen. She’s talking about her homeland, Bristol Bay, Alaska. Every June and July, more than half of the world’s supply of sockeye salmon are pulled from these waters.

It sounds excessive, but it’s not; in a highly regulated practice, thousands of fish are left to return home and spawn, allowing the industry to support the region for generations.

The yearly salmon fishery brings in an estimated $200 million in direct revenue to the community of Bristol Bay, says Norm Van Vactor, president and CEO of Bristol Bay Economic Development Corporation.

“Overall, it’s a multi-billion dollar fishery,” he says of the thousands of fisherman who come from all over the world to fish for salmon. On average, 10,000 fishermen come each year — but oftentimes that number is upwards of 15,000. In addition, 6,000 fish processing workers also descend on the tiny community.

Restaurant closings, depressed Japan market push halibut, black cod prices down

June 24, 2020 — Crippled ferry service, COVID-19, and flailing Japanese markets have hurt the Alaska halibut and black cod seasons.

Alaska’s halibut fleet fished on allocations of 16.08 million pounds, but deliveries as of early May stood at just 1.46 million pounds, with the brunt of them coming out of harvest area 3A. The season opened on 14 March and will run until 15 November, with supply volumes to market lagging in the early season thanks to crippled state ferry service and the COVID-19 virus.

Maine Lobster Marketing Collaborative releases “Maine Lobster Buyer’s Guide”

June 24, 2020 — The Maine Lobster Marketing Collaborative (MLMC), an industry group aimed at promoting the state’s lobster industry, has released a Maine Lobster Buyer’s Guide, intended for key buyers in the foodservice and retail industries.

The new report, according to MLMC Executive Director Marianne LaCroix, was initially going to be handed out during Seafood Expo North America before COVID-19 forced the event’s cancellation.

Northeast observer coverage resumes July 1; councils express worry

June 24, 2020 — NMFS will resume its usual at-sea observe coverage in the Northeast July 1, after a three-month hiatus when the agency waived requirements because of the covid-19 pandemic.

Dr. Jon Hare, science and research director for the Northeast Fisheries Science Center, confirmed Monday that the agency and its observer providers will move ahead with the resumption, in the planning stages since May 29.

“The Northeast Fisheries Science Center’s Fisheries Sampling Branch has been working through internal protocols and processes to ensure shoreside components of the program can operate,” Hare wrote in a letter to fishermen and other stakeholders. “They are also coordinating with observer providers to develop deployment plans that support the health and safety of observers, fishermen, and others in the fishing industry, in light of the covid-19 virus.”

But the Mid-Atlantic and New England fishery management councils reacted with dismay, reflecting worries in the industry that the observer program is being set back in motion before it is safe to do so.

“The council believes that deploying observers on fishing vessels at this time poses an unnecessary risk to the health and safety of fishermen and observers,” Mid-Atlantic council chairman Michael Luisi wrote in a June 23 letter to Hare and NMFS Northeast regional director Michael Pentony.

NOAA Announces Resumption of Greater Atlantic Fisheries Observer Requirements; Fishery Management Councils Object to Decision

June 23, 2020 — Yesterday, NOAA Fisheries announced that vessels in the Greater Atlantic region will once again be required to carry fishery observers and at-sea monitors beginning July 1. The agency had previously waived the requirements since the start of the COVID-19 crisis in March.

While the agency, in its letter to stakeholders, stated that “Observers and at-sea monitors are an essential component of commercial fishing operations,” the decision was opposed by Fishery Management Councils in the region. In its own letter to NOAA Fisheries, the Mid-Atlantic Fishery Management Council (MAFMC) called on the agency “to extend the observer coverage waiver until the number of active COVID-19 cases in the region has been substantially reduced and the number of new cases is steadily declining.”

“Although some states are beginning to slowly reopen, social distancing protocols are still almost universally recommended or required. However, the close living quarters on most fishing vessels would make social distancing virtually impossible,” the Council’s letter states. “Recognizing that the virus could spread rapidly within these environments, many fishing crews have been self-quarantining before fishing trips. Unless observers are subject to mandatory 14-day quarantine periods between assignments, we are concerned that they could unknowingly become vectors for transmission of the virus between fishing vessels.”

In addition to expressing concern over the safety of reallowing observers on fishing vessels, the Council also noted that the resumption of onboard observers and monitors goes against the telework policies implemented by both the Council and NOAA during the ongoing COVID-19 related shutdown.

“It is our understanding that NOAA, like the Council, continues to operate under a maximum telework policy. Also, we believe that NOAA staff such as Northeast Fisheries Science Center employees are currently prohibited from participating in on-board cooperative research,” the letter stated. “During our June Council Meeting, which was conducted entirely by webinar, we discussed plans for how and when to resume in-person meetings. The Council was generally in agreement that at this time the public health risks outweigh the benefits of face-to-face meetings and that we should continue to utilize virtual meetings for the near term. Considering these steps that have been taken to minimize health risks for fishery scientists and managers, why should the same consideration not be extended to the fishing industry?”

At its meeting today, the New England Fishery Management Council approved a motion “to task Council staff to write a letter expressing the Council’s concern regarding the redeployment of the observer program on July 1.” The motion was agreed to by consensus with 3 abstentions.

NORTH CAROLINA: Hard-Hit Oyster Growers Ineligible For Aid

June 23, 2020 — Oyster sales in North Carolina and other coastal states throughout the country tanked when restaurants halted dine-in service in March as part of the effort to curb the spread of COVID-19.

“Everyone – East Coast, West Coast – once COVID-19 shut down restaurants pretty much all growers saw their sales drop between 95 and 100%,” said Chris Matteo, East Coast Shellfish Growers Association North Carolina representative. “Restaurants are our primary client. Most high-end and middle-tier restaurants aren’t normally involved in the takeout business. Even the ones that did pivot to takeout, people just generally aren’t comfortable buying or selling raw shellfish for takeout. The market collapsed.”

Oyster farmers are among the ranks of numerous American growers who’ve experienced tremendous crop losses as a result of the pandemic. Yet oysters are not on the U.S. Department of Agriculture’s list of specialty crops, leaving shellfish farmers out of the running to receive federal aid afforded other farmers, including the Coronavirus Food Assistance Program, or CFAP.

150 cannery workers are in forced quarantine at L.A. hotel without pay, suit claims

June 23, 2020 — About 150 seasonal employees hired to work at a salmon cannery in Alaska are instead being forced to quarantine without pay at a hotel near Los Angeles International Airport after three of them tested positive for the coronavirus, a lawsuit claims.

The workers, most of them from Mexico and Southern California, were hired June 2 by North Pacific Seafoods to work at its Red Salmon Cannery in Naknek, Alaska, through August, according to the lawsuit filed Friday in San Francisco Superior Court.

Instead, they’ve been stuck at the Crowne Plaza LAX Hotel since June 10, attorney Jonathan Davis said Saturday.

“Tomorrow is Father’s Day,” Davis said. “I have two young sons, and I’d be sick to my stomach if I knew one of my children was being held in this type of situation.”

Labor unions refile lawsuit calling on federal workplace safety guidelines for COVID-19

June 23, 2020 — The AFL-CIO on Thursday, 18 June sought a rehearing before the U.S. Circuit Court of Appeals in District of Columbia as it seeks to force the federal government to develop emergency workplace safety standards regarding the novel coronavirus.

The resubmission happened one week after a three-judge panel in the district denied the federation of labor unions request after the Occupational Safety and Health Administration (OSHA) opted not to issue emergency standards. The judges said in their order that the workplace safety regulatory body “reasonably determined” such standards weren’t needed right now.

Trump visa ban excludes “essential” seafood industry

June 23, 2020 — On Monday, 22 June, U.S. President Donald Trump issued an executive order to temporarily suspend foreign seasonal workers from entering the United States. However, the order carves out an exception for workers who provide “services essential” to the country’s food supply chain.

That’s good news for U.S. seafood processors who depend on H-2B visa workers to fill critical jobs during fishing season.
