Trawler bycatch debate heats up after Alaska records dismal 2021 chinook salmon returns

October 15, 2021 — Fishermen are calling for state and federal fisheries managers to make changes to salmon bycatch limits for trawlers as chinook salmon numbers plummet across Alaska.

Chinook salmon returns were dismal virtually everywhere in Alaska this year, from Southeast to the Bering Sea, with few exceptions. That follows a trend, as abundance has declined over roughly the last decade. Commercial fishermen have lost most of their opportunity to harvest kings, and sport fisheries have been restricted. Now subsistence fisheries are being reined in to help preserve the runs.

The North Pacific Fishery Management Council is debating changes in its meeting this month. Trawlers, which use weighted nets to drag either along the bottom or in midwater, are permitted a certain amount of bycatch as they fish for their target species, the largest of which is pollock. Bycatch is always a heated issue, but it is especially so now.

The Alaska Department of Fish and Game informed the council in a letter dated Sept. 23 that three index species that it uses to track king salmon runs in the Bering Sea — the Unalakleet, Yukon, and Kuskokwim rivers — didn’t reach a threshold necessary to maintain the current bycatch allowances. That threshold is set at 250,000 fish between the three rivers; this year, there were 165,148.

The Kuskokwim’s run came within its forecasted range, but the other two fell short.

The shortfall in salmon this year hit fishing communities hard, particularly among subsistence fishermen. Amos T. Philemenoff Sr., president of the Aleut Community of St. Paul Island, wrote to the board that the salmon shortages in the Arctic-Yukon-Kuskokwim region this year have affected the island’s subsistence traditions. Donations of salmon from commercial harvesters to replace the lost food do not replace the traditions, he said.

Feds OK plan to cut salmon fishing when needed for Northwest orcas

October 13, 2021 — Federal officials have approved a plan that calls for cutting nontribal salmon fishing along the West Coast when the fish are needed to help the Northwest’s endangered killer whales.

National Oceanic and Atmospheric Administration Fisheries adopted the plan Sept. 14 as recommended by the Pacific Fishery Management Council. It calls for restricting commercial and recreational salmon fishing when Chinook salmon numbers are especially low.

It’s one of the the first times a federal agency has restricted hunting or fishing one species to benefit a predator that relies on it.

The southern resident killer whales — the endangered orcas that spend much of their time in the waters between Washington state and British Columbia — depend heavily on depleted runs of fatty Chinook. Recent research has affirmed how important Chinook are to the whales year round, as they cruise the outer coast, and not just when they forage in Washington’s inland waters in the summertime.

Declining Salmon Population Threatens Fishing Tourism in Pacific Northwest

August 24, 2021 — Beneath the vacancy sign at the Salmon River Motel, a black and white placard reads “Salmon Lives Matter, Give a Dam.” For years the motel has been a profitable business in this canyon town of 400 three hours north of Boise, with a mile-long Main Street that swells each summer with visiting sport fishermen.

Now the motel and other businesses here are at risk, as the fish that drive the local economy shrink in both number and size.

This year, regional fish and wildlife agencies recorded one of the smallest counts of adult spring Chinook salmon in a generation in the Snake and Columbia river basin. Last year was worse. A wide body of research connects their decline to rising temperatures and climate change, which have compounded the damage done to fish populations by hydroelectric dams.

The impact of this decline ripples along this species’ entire migratory route, from the tourist economies and tribal communities of the inland Northwest to the $2 billion commercial fishing industry in ocean waters as far as Alaska, where state fisheries report total harvest weight has dropped by half since the 1960s.

Across the inland Pacific Northwest, dwindling salmon runs have emptied motel rooms, tackle shops and restaurants. Business in Riggins this summer beat expectations as pandemic fears eased, but the continuing decline of the sought-after Chinook—the largest of all Pacific salmon—threatens to devastate economies and tribes throughout the Pacific Northwest and Alaska.

When Yukon Chum Stocks Suddenly Collapsed, Yukon River Residents Received Donations From Bristol Bay

August 13, 2021 — For eight years, Tanya Ives has been traveling up from Washington each summer to work at the Yukon River’s only fish processing plant: Kwik’Pak Fisheries. The plant sits outside of Emmonak at the river’s mouth. Normally at this time of year, Ives would be packing up chum salmon harvested by commercial fishermen along the Yukon River to sell around the world. But this summer, she’s doing the opposite.

Ives is packing up salmon, caught hundreds of miles away, to send to Yukon River villagers. She wears a red sweatshirt and gloves to keep warm while working with the frozen fish.

The Yukon River has seen its worst summer chum salmon run on record, and its third worst Chinook run. The commercial fishery is closed, and Kwik’Pak can’t sell salmon. Subsistence fishing for chum and Chinook is also closed, and many people along the river have not had a taste of the fish this season.

Meanwhile, on the southern end of the peninsula, Bristol Bay has been enjoying a great salmon run; its best ever on record. To share the bounty, processors there donated 22,000 pounds of Chinook and chum salmon to Yukon River villages. The Bristol Bay processors sent some of that salmon to Kwik’Pak to distribute to lower river communities.

What’s to blame for Alaska’s poor king salmon runs? Submarines, suggests Rep. Young.

August 3, 2021 — Chinook salmon runs are in decline across Alaska, and research suggests a host of factors are to blame, from ocean predators to warmer streams and excess rain. But Alaska Congressman Don Young recently added a novel suspect to the list: nuclear submarines.

“We have to figure this out. Have to work on it and make sure there’s not something going on,” he said of the poor runs. “Is it climate change? Are they moving north? Is there a nuclear sub stuck out there somewhere?”

Young spoke at a subcommittee hearing Thursday, and acknowledged his theory sounds unusual.

“Everybody laughs at me but at one time I counted 64 nuclear subs from Russia,” he said. “We kept track of them as they came off the coast of California.”

A spokesman said Young was referring to matters like those described in a 2020 BBC article on radioactive submarine wrecks.

Warming rivers in U.S. West killing fish, imperiling industry

July 27, 2021 — Baby salmon are dying by the thousands in one California river, and an entire run of endangered salmon could be wiped out in another. Fishermen who make their living off adult salmon, once they enter the Pacific Ocean, are sounding the alarm as blistering heat waves and extended drought in the U.S. West raise water temperatures and imperil fish from Idaho to California.

Hundreds of thousands of young salmon are dying in Northern California’s Klamath River as low water levels brought about by drought allow a parasite to thrive, devastating a Native American tribe whose diet and traditions are tied to the fish. And wildlife officials said the Sacramento River is facing a “near-complete loss” of young Chinook salmon due to abnormally warm water.

A crash in one year’s class of young salmon can have lasting effects on the total population and shorten or stop the fishing season, a growing concern as climate change continues to make the West hotter and drier. That could be devastating to the commercial salmon fishing industry, which in California alone is worth $1.4 billion.

The plummeting catch already has led to skyrocketing retail prices for salmon, hurting customers who say they can no longer afford the $35 per pound of fish, said Mike Hudson, who has spent the last 25 years catching and selling salmon at farmers markets in Berkeley.

ALASKA: “It’s the fabric of our culture coming apart”: Yukon River communities face chinook and chum closure

July 26, 2021 — In late June, summer chum salmon numbers in the Yukon River were the lowest on record. The Chinook run is also extremely low, resulting in ongoing closures of salmon fishing on much of the Yukon River.

The loss is causing anxiety for more than 30 riverside communities that depend on chinook and chum as a main source of protein for the winter.

Ben Stevens is the Tanana Chiefs Conference tribal resources manager. Stevens is from Stevens Village on the upper Yukon and said he has never before seen such a total shut down.

Below is a transcript of an interview with Lori Townsend on Alaska News Nightly with minor edits for clarity

Ben Stevens: We’ve seen chinook crashes before in recent history. We were still okay with the idea because we had something else to fall back on. And that was the fall chum.

This year, it’s unprecedented because we don’t have the chinook or the fall chum and that has disturbed our folks to a level I haven’t seen before.

Lori Townsend: Are there other river or tributary opportunities close enough that could help people get fish in other places? Or is it just not possible?

$8.3 Million in Funding Recommended for Coastal and Marine Habitat Restoration Projects

July 16, 2021 — The following was released by NOAA Fisheries:

NOAA is recommending nearly $8.3 million in funding to continue 23 ongoing habitat restoration projects through our Community-based Restoration Program. These projects will restore habitat for coastal and marine species in 13 states and territories and provide benefits for communities and the environment. The projects will also support coastal communities that rely on healthy habitats for benefits like clean drinking water, flood and storm protection, and industries like boating, fishing, and tourism.

By reopening rivers to fish passage, reconnecting rivers to their floodplains, and reducing coastal runoff, these projects will support oysters, corals, and several fish species. They will also aid in the recovery of four NOAA Species in the Spotlight:

  • White abalone
  • Central California Coast coho salmon
  • Southern Resident killer whale
  • Sacramento River winter-run Chinook salmon

Recipients and their partners include nonprofits; federal, state, and local agencies; tribes; private sector businesses; and academia.

California, Florida fish mortality pinned to drought, climate change

July 15, 2021 — California officials warned this week that salmon in the state’s Sacramento River might not survive the region’s historic drought.

The California Department of Fish and Wildlife said that “nearly all” of the endangered winter-run Chinook salmon’s juveniles might not make it through the season, according to The Sacramento Bee.

The publication reported Wednesday that a final blow, after two years of “severe mortality during the last drought,” would risk the extinction of the species — even though the agency has hauled millions of the Chinook salmon to Bay Area waters as a precaution.

Triple-digit temperatures have plagued the West, killing hundreds of people in the last major heat wave. The severe conditions have exacerbated the climate-driven “megadrought,” leading to less water and less streamflow.

CALIFORNIA: CDFW Successfully Relocates 1.1 Million Hatchery Salmon Until Klamath River Drought Conditions Improve

July 15, 2021 — The following was released by the California Department of Fish and Wildlife:

Due to drought and poor water conditions in the Klamath River, the California Department of Fish and Wildlife (CDFW) successfully relocated 1.1 million juvenile, fall-run Chinook salmon from its Iron Gate Fish Hatchery in Siskiyou County. The fish were trucked to a nearby satellite facility and to the Trinity River Hatchery 122 miles away where the fish will remain until conditions in the Klamath River improve.

The baby salmon, about seven months old and about three inches in length, are normally released into the Klamath River in May and June. Due to warm water temperatures, low water flow and an exceedingly high probability of succumbing to disease in the river, CDFW decided to retain these salmon within its hatchery system over the summer until Klamath River conditions improve. The unprecedented relocation happened after extensive monitoring, discussion and close collaboration with federal partners, academic specialists and three Native American tribes in the lower Klamath Basin.

The temporary relocation marks the first time CDFW has not released salmon into the Klamath River since construction of the Iron Gate Fish Hatchery in 1962.

CDFW relocated the 1.1 million salmon to provide adequate water conditions over the summer and additional space to accommodate the growing fish. Another 1 million juvenile Chinook salmon will remain at Iron Gate.

“It’s extremely challenging to raise cold water fish species in a drought,” said Dr. Mark Clifford, Hatchery Environmental Scientist for CDFW’s Northern Region. “The reality is most of these fish would have died if we released them into the river. We need to maintain the integrity of the fall run on the Klamath River and we especially can’t afford to lose this generation of fish.”

Four Klamath River dams are slated for removal by 2024, the largest dam removal undertaking in U.S. history. The removal is expected to restore fish access to the entire river and the relocated Iron Gate fish could be the first salmon to return to a new Klamath River after their life in the ocean and find miles of additional spawning habitat and contribute to future generations of wild fish.
