Catfish resolution makes splash in Congress

June 16, 2016 — Domestic catfish farmers are trying to stop the House from taking up a resolution that a trade group representing them says would make imported seafood unsafe.

The resolution, which passed the Senate last month, would shift responsibility for inspections back to the Food and Drug Administration (FDA).

A provision in the last two Farm Bills, in 2008 and 2014, turned over the inspections of imported catfish from the FDA to the U.S. Department of Agriculture (USDA), the department that was already responsible for inspecting domestic catfish farms. The USDA inspection program got underway in March, and U.S. catfish producers want it to stay in place.

“The House of Representatives has an important responsibility to continue the USDA inspection program of domestic catfish and imported catfish-like products,” said Chad Causey, spokesman for the Catfish Farmers of America, which represents U.S. catfish producers. “These inspections will keep American families safe from harmful toxins readily found in imported products that went previously undetected by the Food and Drug Administration.”

The group points to experts who have said that the FDA-led program was ineffective, only able to inspect roughly 2 percent of all foreign seafood imports, due to staffing problems and other issues.

Portsmouth seafood supplier: Double inspection is bad for business, health

June 7, 2016 — PORTSMOUTH, NH — Officials at High Liner Foods in Portsmouth say that a duplicative inspection program for catfish is hindering their growth.

Traditionally, the Food and Drug Administration was tasked with oversight of all fish. But a provision included in the 2008 Farm Bill removed FDA oversight of catfish, and transferred inspection responsibilities to the Food Safety and Inspection Service of the U.S. Department of Agriculture. Now, companies such as High Liner are subject to redundant regulations and duplicate inspection activities, they say.

CEO Keith Decker says the provision is not only bad for business, it is bad for the health of Americans, who eat less than half of the recommended amount of seafood.

“We have to figure out a way to be able to more than double seafood consumption, so we hope through our work, and the support of our senators, we can continue to eliminate these efforts to block seafood consumption through trade protectionism, etc., so we can continue to expand our work,” Decker said.

Decker said because of the current inspection process, he has to have a separate inspector in all of their facilities.

U.S. Sens. Kelly Ayotte, R-N.H., and Jeanne Shaheen, D-N.H., toured the company Monday morning, learning about its products, and speaking with employees about the recent passage of a Resolution of Disapproval that would block the USDA program.

‘Wasteful’ catfish inspection program costing taxpayers millions, tough to kill

May 31, 2016 — The way Congress’ chief watchdog describes it, the government’s plan to set up a new catfish inspection process is one of the clearest examples of wasteful spending in the federal budget.

Yet killing the catfish inspection program is proving to be tremendously difficult for all the usual Washington reasons: a powerful patron in Congress, a weak administration controlling the agencies and a pliant Congress happy to limp into the next election on autopilot.

The cost-cutters did win a round last week when deficit-hawk Republicans linked arms with Democrats who were eager to find places to trim the budget. Combined, they voted 55-43 to stop the duplicate catfish inspection by the Food Safety and Inspection Service and shift it back to the Food and Drug Administration, which had been handling it for years.

But victory for the cost-cutters is anything but assured. The House must still vote, and then the change must survive President Obama’s veto pen.

Careful What You Fish For: Is Local DC Rockfish Safe to Eat?

February 18, 2016 — For the very first time, D.C. officials are warning that one of the region’s staple fish is unsafe to eat.

Last week, the D.C. Department of Energy & Environment released a fish consumption advisory saying that local rockfish, also known as striped bass or striper, contained potentially dangerous levels of an industrial toxin called polychlorinated biphenyl. The lingering chemical was used decades ago in the manufacturing of electrical equipment, floor finish, motor oil, and more. Animals exposed to the toxin have developed cancer as well as a range of problems to the immune, reproductive, nervous, and endocrine systems.

Carp and eel also made the do-not-eat list, while several other species of fish have been upgraded to safer levels. But the warning against rockfish, which can be found on many local menus, sent the most shockwaves across the local seafood industry.

Of course, D.C. has no commercial fisheries, so the warnings only apply to recreational anglers. Environmental agencies in Virginia and Maryland say rockfish caught in their states’ waters is still safe to eat. But given that rockfish are migratory fish that aren’t confined to District waters, should consumers be concerned?

The last time that DOEE issued a fish advisory was 1994, although it has done chemical testing sporadically over the years. The agency first found high PCB levels in rockfish in 2013. At the time, the department only tested a single rockfish.

“When they got the first results back and these numbers were so high, there were some folks in the room that were like, ‘Wait a minute. Surely this can’t be right. These numbers are way too high,’” says DOEE spokesperson Julia Christian.

DOEE decided to collect more samples. In April and May of 2015, the agency caught six more rockfish and found equally high levels of the toxin. The samples were relatively young, small fish from popular recreational areas near the upper Potomac River.

While six fish might not seem like much of a sample size, D.C. Water Quality Division Associate Director Collin Burell says it was enough for DOEE to warn against eating rockfish. “From a statistical standpoint, that is an adequate number,” he says.

Meanwhile, the D.C. report finds that other fish caught here are now safer to eat. In fact, the contaminant levels have gone down for some resident fish that spawn and live in D.C. waters. For example, it’s now considered safe for adults to eat up to three servings per month of D.C.-caught blue catfish, which was previously on the do-not-eat list.

These findings seem to imply that D.C. waters aren’t necessarily the source of the contaminant.

North Carolina Angler Catches Back-to-Back Giant State-Record Catfish

December 22, 2015 — Ever catch a state record fish? How about doing it twice in two days?

North Carolina angler Zakk Royce accomplished a legendary feat while catfishing on Lake Gaston in North Carolina this past Sunday and Monday. Not only did he break the existing blue catfish record of 89 pounds by hooking a 91-pounder on Sunday, but after he got the cat certified and released it alive back into the waters, he turned around Monday and shattered his less-than-one-day-old state mark by hauling in a 105-pound blue catfish!

“I was fishing alone with the 91-pounder,” says Royce. “I dropped a chunk of bluegill on a Carolina rig and he hit. I got him to boatside, but couldn’t fit him into the net and control him with the rod at the same time. He pulled off 40 yards of line and I got him back to boatside where I got the tip of his head inside the net and his pectoral fins got stuck in the mesh, but I still couldn’t lift him.” Royce then called his buddy Mike on a nearby kayak 2 miles away who paddled over to help him lift the net over the side.

Scientists Say Feeding Fish Soy, Not Fish, More Sustainable

November 22, 2015 — SIOUX FALLS, S.D. — Research supported by the soybean industry is looking to convert some farm-raised fish into vegetarians.

A South Dakota State University fisheries scientist is developing a soy protein feed that’s tasty and easily digestible to eventually reduce the industry’s need for using wild-caught fish as food for farm-raised fish.

Much of the tilapia, Atlantic salmon and catfish that Americans toss into their shopping carts are raised in fish farms, where companies traditionally feed them pellets containing anchovy, menhaden and herring. The harvest of those small species has pretty much flat-lined, SDSU professor Mike Brown said, and humans’ increased demand for fish has driven up the cost of creating the pellet feed.

“We’ve fully exploited that resource,” he said, noting that the goal is to create a more sustainable – and cheaper – food source. Traditional fish feed is currently costing between $1,450 and $2,000 per ton, while soybean meal runs about $425 per ton, Brown said.

But some environmentalists worry that feeding fish species an uncommon food source could produce excess waste that muddies up inland tanks or offshore waters where fish are raised.
