‘Lobster War’ Tackles Global Issues From a Tiny Island in Maine

January 8, 2019 — Machias Seal Island is an unlikely location for an international border dispute, a heated and increasingly dangerous conflict and an illuminating flashpoint for the worldwide crisis that is global warming, and yet here we are. The island off of Cutler is about 20 acres’ worth of bare rock, protected puffins and seals, and the only manned lighthouse left on the coast. (More on that later.) It’s just another speckled rock in the Gulf of Maine, weathering the warring tides between the United States and Canada in unassuming silence.

Machias Seal Island – and the miles of fishing grounds around it – is also the subject of the new film “Lobster War.” Hardly hyperbole, the title refers to the fact that the changing environment in the gulf has turned the largely ignored waters surrounding the island into one of the most contentiously contested fishing grounds in the world, and how its newfound value is emblematic of the coming conflicts caused by manmade global warming in miniature. Co-directed by Boston Globe reporter David Abel and filmmaker Andy Laub, the film, which screens at The Strand Theatre in Rockland on Sunday and the Lincoln County Community Theater in Damariscotta on Jan. 17, is the duo’s third collaboration. Like their previous films, “Sacred Cod” and “The Gladesmen,” “Lobster War” was inspired by Abel’s position as environmental reporter at the Globe, a job that necessarily brings him to Maine quite frequently.

Film Notes: ‘Lobster War,’ Screening in Woodstock, Documents a Changing Fishery

January 4, 2019 — Before deciding whether to see Lobster War: The Fight Over the World’s Richest Fishing Grounds at Woodstock Town Hall Theatre next week, Upper Valley cinephiles need to distinguish David Abel’s new documentary from Lobster Wars, plural.

While Lobster Wars, a six-part reality TV series that ran on the Discovery Channel in 2007, followed fishermen from the United Kingdom pursuing crustaceans over Georges Bank, the feature Lobster War (singular) focuses on American and Canadian lobstermen pursuing the creatures around an island off Maine’s Down East that both countries claim.

Abel is screening Lobster War, which does not yet have a distributor, at venues around New England. The veteran print journalist’s current tour, which follows a round of film-festival appearances, is scheduled to begin in the fishing town of Gloucester, Mass., tonight and to make its Vermont premiere in Woodstock on Wednesday.

“My first two docs were on cable, on network distribution deals that hemmed us in except for the odd festival,” Abel, who writes about environmental issues for the Boston Globe, said during a telephone interview on Wednesday. “This is the first time I’ve decided to go the theater route.

“It’s really gratifying to show your work, to meet folks who are really interested in these issues.”

Climate change is the issue at the center of Lobster War, which documents a dispute between fishermen from Maine and Atlantic Canada. Over the last decade, with ocean waters warming off the New England coast, lobsters have been migrating north and east in search of colder waters for breeding, many of them are now clustering in a 277-square-mile patch of ocean described in the movie as a “Gray Zone” around Machias Seal Island.

Why Does Halibut Cost So Much?

January 4, 2019 — Dishes fly across the galley. Water gushes through the scuppers and onto the deck. Five crew members on the 17.5-meter commercial halibut boat Borealis Iwalk like drunkards, holding onto anything stable. “We’re going to get bounced around a bit,” Dave Boyes, the boat’s captain and owner, deadpans.

My day started at first light, about six hours ago, watching the crew let out 2,200 galvanized circle hooks laced with chunks of pollock, squid, and pink salmon to soak across 13 kilometers of ocean bottom. Then, we ate breakfast and rested in cramped, cluttered bunks while the boat bounced on 1.5-meter waves and—below, in the cold unseen depths—the hooks sunk deep into the lips of the predatory halibut.

Now, the crew readies for battle, cinching rubber rain gear and running crude gutting knives across electric sharpeners—a portent of the bloodshed to come. When Boyes toots the boat’s horn, it’s game on.

My love of halibut got me here—in Hecate Strait, off northern British Columbia—as did my disdain for the price. Salmon are held up as the iconic symbol of the Pacific Northwest, but the way I see it, halibut is king, offering superior flavor and texture. When I can afford it, I serve the white fish baked with a glaze of butter, mayonnaise, and whole grain Dijon mustard.

During a summer visit to my local fish shop—Mad Dog Crabs in the Cowichan Valley of Vancouver Island—fresh halibut fillets sold for CAN $6.38 per 100 grams, compared with $5.28 for sablefish and $3.74 for sockeye salmon. “It’s the prime rib of the sea,” explained fishmonger Scott Mahon, who fished commercially for over 20 years. “Better taste, better quality, and better shelf life.” Unlike the farmed salmon industry, halibut aquaculture remains a relatively nascent enterprise and does not offer a less-expensive alternative to consumers.

No Dead North Atlantic Right Whales Were Found in the Gulf of St. Lawrence This Year

January 3, 2019 — SEAFOOD NEWS — Rules put in place by Canada’s Department of Fisheries and Oceans (DFO) to protect marine wildlife seem to have paid off, as no North Atlantic right whales were found dead in the Gulf of St. Lawrence this year.

There were 12 whales found dead in the area in 2017.

But those regulations also resulted in financial hits for the fishing and cruise ship industries.

Last March, the DFO announced the closure of certain fishing areas due to the presence of the whales, which are an endangered species.

Those measures forced half of the Gaspé lobster fishermen to shorten their three-week season. Some fishermen found the new rules excessive.

The prefect of the regional municipal county of Rocher-Percé, Nadia Minassian, called the measures “draconian and uncompromising.”

“They did not listen to fishermen in our industry,” she said earlier this year.

The Quebec government then committed to paying for training for factory workers and fishermen so they can qualify for employment insurance.

Up to $500K in fines

The new rules also require boaters to maintain a 100-metre buffer zone from a whale, although that distance can vary. Orcas, for example, require a 200-metre buffer zone.

Under the Fisheries Act, those who break the rules could face penalties of $100,000 to $500,000. Repeat offenders may be subject to higher fines or even imprisonment, according to DFO.

In July, Gaspé fishermen recorded a 25 per cent decline in catches, and continued to criticize Ottawa’s decisions.

Alain Rebaud, a lobster fisherman from Percé, Que., said the area targeted by the DFO’s measures was too large.

“The quadrilaterals were too big, then they closed the fishing, and the day they closed it, there were no more right whales in the quadrilateral,” Renaud said.

The cruise ship industry also suffered cuts as a result of the speed reduction rules imposed by Ottawa.

Nine stopovers were cancelled in the Gaspé region, and the industry wasn’t able to get the financial assistance it requested from Quebec or Ottawa.

Stéphane Ste-Croix, head of Escale Gaspésie, a cruise ship company, said it appears their concerns fell on deaf ears.

Whale camera?

Some fishermen are now hoping a thermal camera that spots whales, currently being developed by the Merinov marine research centre, will solve their problems.

“We could detect right whales on the coasts to try to prevent entanglements,” said Chloé Martineau, a researcher for Merinov, which is funded by the Quebec government.

“We could put this technology on boats to avoid collisions.”

Fishermen say the device could help strike a balance between protecting right whales and preserving their livelihood.

Alaska Department of Fish and Game Releases New Pacific Salmon Treaty Language: New Provisions Go into Effect Tomorrow

January 2, 2019 — The following was released by the Alaska Department of Fish and Game:

With implementation poised to begin January 1, the Alaska Department of Fish and Game today released three chapters of new Pacific Salmon Treaty language. These three chapters will directly impact Alaska and Alaskans.

The current chapters of the Pacific Salmon Treaty that affect southeast Alaska expire December 31, 2018. Over the past several years a team of 58 Alaskans including department staff and affected users have been working towards negotiating a new agreement. In June 2018 the Pacific Salmon Commission completed negotiations regarding a new conservation and harvest sharing agreement between the United States and Canada. This new agreement forms the basis for management of southeast Alaska salmon fisheries.

The negotiated treaty language has been held in confidence for a variety of reasons. However, since the revised treaty takes effect January 1, 2019, releasing the latest version of the agreed to treaty language is in the best interest of affected users. It is important to understand that the treaty language is not open to renegotiation as it has been agreed upon formally. The release of the language will allow affected users the opportunity to become familiar with the stipulations as management strategies are developed for the upcoming season.

The revised agreement addresses a number of salmon fisheries in southeast Alaska, including those near the Alaska/British Columbia border and on several transboundary rivers.

Canadian Government Announces Aquaculture Management Initiatives

December 12, 2018 — SEAFOOD NEWS — The Canadian government announced on Monday that they will be moving forward with initiatives that will ensure that the aquaculture sector is “economically successful and environmentally sustainable.” The initiative is part of Canada’s efforts to not only protect wild salmon, but meet the growing global demand for seafood.

“The Government of Canada is committed to making aquaculture more effective, efficient and environmentally sustainable,” the Honourable Jonathan Wilkinson, Minister of Fisheries, Oceans and the Canadian Coast Guard, said in a press release.”

Key initiatives include:

-A study on the alternative technologies for aquaculture, including land and sea-based closed containment technology.

-Moving towards an area-based approach to aquaculture management.

-Developing a framework fore aquaculture risk management

-Creating a single comprehensive set of regulations, the General Aquaculture Regulations.

“The development of aquaculture policies that include Indigenous, scientific and seafood producer perspectives are important steps to making sure the people working in our coastal communities have long-term opportunities in sustainable aquaculture production, and that our natural environment and wild species are not placed at risk,” added the Honourable Lana Popham, Minister of Agriculture of British Columbia. “I support the collaborative approach that is being adopted and the recognition that alternative technologies have a role to play in the growth of sustainable aquaculture in British Columbia.”

Documentary Tracks Territory Dispute Over Lobster Bounty

December 7, 2018 — While many communities, including the Vineyard, have seen extreme declines in lobster populations over the years, the species has rebounded further north in a disputed area on the border of the United States and Canada. Fueled by warming waters due to climate change, this newly robust lobster area is being claimed by both countries, and it’s been dubbed the gray zone.

Lobster War, a new film about the building tension in the gray zone off the coast of Maine, will screen on Saturday at 4 p.m. at the Martha’s Vineyard Film Center. Film director and Boston Globe reporter David Abel will appear for a question and answer session via Skype. He will be joined by Tubby Medeiros and Wes Brighton of the Martha’s Vineyard Fishermen’s Preservation Trust, both of whom lobster in the waters around the Vineyard.

Speaking with the Gazette by phone, Mr. Abel said he learned about the gray zone through his environmental reporting for the Boston Globe.

“I’m interested in telling stories that look at how climate change affects us and how it’s not an abstract threat, but it’s having a real impact on people’s lives,” he said.

Mislabeled seafood in the U.S.

December 7, 2018 — The 2018 Oceana Canada study was only the most recent of a series of similar studies published by Oceana (see my earlier piece here). In 2016, Oceana released a report that summarized and mapped seafood fraud from, “more than 200 published studies covering 55 different countries, on every continent except Antarctica, in order to reveal the global scope of seafood fraud.” Oceana found relevant studies by searching Google Scholar and Google News with relevant search terms. Further, legal cases involving seafood fraud in the United States were collected in NOAA Law Enforcement or Department of Justice press releases and archives. The final collection was displayed on this map.

In this post, I will attempt to contextualize Oceana’s findings in the US specifically. I aim to challenge the report title that this map study “reveal[ed] the global scale of seafood swapping”, and instead suggest that it provided an unrepresentative view of mislabeling in the context of actual seafood consumption trends in the U.S.

The vast majority of the studies collected by Oceana (>75%) were from Europe or the US and, “the bulk of the studies [were] conducted after 2005.” Globally, Oceana reported the weighted average mislabeling rate was 19%, but in the U.S., it was 28%. The most commonly mislabeled species in the US studies referenced were snapper, grouper, and salmon. Across all studies referenced (US and abroad) Oceana reported mislabeling in “all 200+ studies reviewed except one.”

Pins were placed on the world map to indicate the location of each mislabeling study collected for this report. The pins were color coded to indicate the extent of mislabeling, and to indicate if the study was an Oceana study or a study from another source like news media or peer reviewed literature. Dark red indicated studies showing mislabeling rates from 75%-100%; lighter red indicated mislabeling rates from 50%-75%; dark pink indicated rates from 25%-50%; light pink indicated rates from 0%-25%; a white pin with black pinstripes indicated a study featuring “other examples of fraud”; and a blue Oceana logo pin indicated an Oceana study.

British Columbia seeks bids for cleanup of mine polluting Alaska waters

December 5, 2018 — British Columbia mining regulators have taken the first step toward paying to clean up an abandoned mine that has been leaking acid runoff into Alaska waters for decades.

The British Columbia Ministry of Energy, Mines and Petroleum Resources issued a request for proposals Nov. 6 soliciting bids to remediate the Tulsequah Chief mine in the Taku River drainage about 10 miles upstream from the Alaska-British Columbia border.

State officials contend the multi-metal mine that operated for just six years has been leaking acid wastewater into the Tulsequah River, which feeds the Taku, since it was closed in 1957.

The Taku River empties into the Pacific near Juneau and is one of the largest salmon-bearing rivers in Southeast Alaska.

The Alaska congressional delegation and former Gov. Bill Walker’s administration have stepped up their demands for provincial officials to address the situation in recent years — largely at the behest of Southeast commercial fishing and Native groups — after the mine’s latest owners, Toronto-based Chieftain Metals Ltd., began bankruptcy proceedings in 2016.

Sen. Dan Sullivan and former Lt. Gov. Byron Mallott traveled to Ottawa to meet with Canadian officials in February to discuss their environmental and fishery concerns about government oversight of mining activity within transboundary watersheds in the province that flow into Alaska.

A burst of mining activity in the remote northern region of the province has led to numerous new mines and mine proposals in transboundary watersheds.

At the same time, the Energy, Mines and Petroleum Ministry has come under scrutiny for its regulatory requirements of mines after a British Columbia auditor general report concluded the 2014 Mount Polley mine tailings dam breach was the result of inadequate engineering.

The Mount Polley copper and gold mine is in the upper reaches of the large Fraser River watershed.

Alaska officials have also requested their provincial counterparts assist in conducting baseline environmental studies in the lower reaches of transboundary watersheds to monitor things such as water quality in advance of upstream mine development.

Sullivan said in a Nov. 19 statement from his office that he is encouraged the provincial government has finally taken a more active role in cleaning up the troubled and abandoned mine.

“The announcement that the government intends to move forward and develop a remediation plan is a step in the right direction. As voices on both sides of the border have been asking for years, it’s time for the B.C. government, the state of Alaska, Alaska Native and First Nations communities to work together to remove this and other looming threats over our rivers, fisheries, communities’ health and wellbeing,” Sullivan said.

Cooke confirms deal for shrimp farmer Seajoy is close to completion

December 3, 2018 — Glenn Cooke confirmed the Canada-based, global seafood group that carries his family name is close to a deal for a shrimp farmer in Latin America, which Undercurrent News has previously reported is Honduras’ Seajoy Group.

Speaking at a roundtable in Saint Andrews, New Brunswick, he said Cooke is in the final stages of acquiring “one of the largest” Latin American shrimp farming companies, the Telegraph-Journal reported.

“We are in the process of getting everything approved, but we have basically bought one of the world’s largest shrimp operations,” he said at the event, which was attended by the heads of other divisions from around the world and Karen Ludwig, a member of the Canadian Parliament representing the New Brunswick Southwest district.
