California Moves to Ban Mile-Long Fishing Nets Blamed For Killing Whales, Sharks, Dolphins, and Other Sea Life

September 4, 2018 — Environmentalists scored a major victory in Sacramento Thursday after California lawmakers overwhelmingly voted to phase out the use of a controversial type of fishing gear known as drift gillnets: mile-long nets blamed for unintentionally killing thousands of sea creatures, including endangered animals.

Over the past 28 years, drift gillnets have entangled and killed an estimated 4,000 dolphins, 456 whales and 136 sea turtles, according to government data obtained from the National Oceanic and Atmospheric Organization. The federal agency, which regulates the fishing gear, randomly places observers on about 20 percent of all fishing trips that utilize the gear in an effort to document the environmental impact.

California fishermen view the ban as extreme and unnecessary, and believe their livelihood is being unfairly targeted. Without the fishing gear, they fear they won’t be able to continue making a living.

“I don’t know what I’d do,” said Mike Flynn, who has depended on drift gillnets to catch swordfish for the past 40 years. “There’s very few of us left, and we don’t seem to have a chance…we’re being villainized, unjustly.”

Only about 20 fisherman actively use the gear off the California coast; that’s down from 141 active permits at the peak back in 1990, according to NOAA.

Aquarium wins grant to test ropeless fishing gear

August 27, 2018 — The New England Aquarium has been awarded a $227,000 grant to test a ropeless fishing prototype to eliminate large whale entanglements in pot fishing gear, National Oceanic and Atmospheric Administration Fisheries announced.

The federal agency awarded more than $2.3 million to 14 groups to support bycatch reduction research projects. Bycatch includes fish, marine mammals and turtles in this program, which intends to work side-by-side with fishermen on their boats to develop solutions to some of the top bycatch challenges in the country, the agency said in its announcement.

“U.S. pot fisheries that target crustaceans are popular in New England, and are important economically and culturally,” according to the aquarium’s description of its project. “However, the critically endangered North Atlantic right whale, and other large species of whale and protected species can become entangled in the ropes used in pot fisheries.”

“Ropeless fishing” involves securing ropes to the seafloor where traps are being fished, and when the trap is ready to be hauled to check for catch, ropes are released to the surface by an acoustically triggered device, according to the aquarium.

In mid-July, the International Fund for Animal Welfare also funded a $30,000 test with Sandwich lobsterman David Casoni of one type of ropeless technology — an acoustic release system by Desert Star Systems — in cooperation with the Massachusetts Lobstermen’s Association.

MARK HELVEY: Protect California’s Drift Gillnet Fishery

August 24, 2018 — WASHINGTON — California’s drift gillnet (DGN) fishery has come under attack in recent months. One of the most prominent media attacks was a July Los Angeles Times editorial “Dead dolphins, whales and sea turtles aren’t acceptable collateral damage for swordfishing,” which irresponsibly called for the shut down of the fishery. Like many similar critiques, it overlooked the ways DGN fishermen have worked to reduce bycatch and the unintended consequences of shutting down the fishery.

It is first important to note that the DGN fishery operates legally subject to all bycatch minimization requirements in federal law. This includes not just the Magnuson-Stevens Act—the primary federal fishing law—but also the Marine Mammal Protection Act and the Endangered Species Act (ESA). These statutes are precautionary and conservation-minded, and help make U.S. fisheries some of the most environmentally conscious and best managed in the world.

DGN fishermen have collaborated extensively with NOAA’s National Marine Fisheries Service over the years to further reduce bycatch. Since 1990, the fishery has operated an observer program to effectively monitor bycatch. It has deployed devices such as acoustic pingers to ward off marine mammals from fishing gear, has established the Pacific Offshore Cetacean Take Reduction Plan to further reduce marine mammal interactions, and has implemented time/area closures to reduce interactions with endangered sea turtles.

These measures have led to significant progress in reducing bycatch. For example, no ESA-listed marine mammals have been observed caught in the DGN fishery since the 2010-2011 fishing season and no listed sea turtles since the 2012-2013 season.

As mentioned in the Times editorial, there is indeed good news from fisheries deploying new, experimental deep-set buoy gear. But it is just that – experimental, and it is still unclear whether it will become economically viable. And while fishermen hope that it does, the volumes produced won’t make a dent in the over 80 percent of the 20,000 metric tons of swordfish consumed annually in the U.S. that comes from foreign fisheries.

Often missing from the discussion of the drift gillnet fishery is that most foreign fisheries are far less regulated and are much more environmentally harmful than any U.S. fishery. Should the U.S. DGN fishery be shut down, it will only further increase our reliance on this imported seafood. All U.S. fishermen abide by the highest levels of environmental oversight relative to their foreign counterparts, meaning that U.S. caught seafood comes at a fraction of the ecosystem impacts occurring abroad.

Californians need to understand this and help protect U.S. fisheries that are striving to do things the right way. California’s DGN fishermen provide seafood consumers with a local source of sustainably-caught, premium quality swordfish. We should thank them by keeping them on the water.

Cool ocean temps, reduced salmon bycatch likely to boost Alaska groundfish catches

August 22, 2018 — Reduced salmon bycatch and increased catches of rockfish bode well for Alaska’s groundfish trawlers in 2018. As of July, most of the boats had off-loaded their dragging gear and switched over to massive deck pumps to fill out salmon tendering contracts in Bristol Bay and elsewhere around the state.

That’s typical for many of the Kodiak-based catcher boats in the off-season, but the kicker in their year (so far) began during fisheries directed for arrowtooth flounder and various rockfish species months earlier.

“Things have been off in recent years, in the way that the fisheries have been functioning,” said Julie Bonney, executive director of the Alaska Groundfish Data Bank, in Kodiak.

Incidental catches of king salmon and halibut during the 2017 season caused closures that not only put a crimp in the potential harvest of the groundfish quotas but caused an unfavorable pulse of supplies in markets that favor a steady flow of fish to end consumers.

But 2018 brings hope of a turnaround. Ocean conditions seem to have gifted the trawlers in terms of distribution and density of rockfish. As of July 1, the fleet had harvested 68 percent of the rockfish quota compared to 2017 when they caught 43 percent.

Better yet, the incidental take of king salmon was down. Bonney reported on June 28 that the fleet in the Gulf of Alaska logged 6,200 salmon of a total allowable 32,250 salmon.

Models may help reduce bycatch from longline fishing

August 10, 2018 — Hundreds of thousands of sharks, sea birds and other marine species are accidentally killed each year after they become snagged or entangled in longline fishing gear.

New models developed by a Duke University-led team may help reduce this threat by giving regulatory agencies a powerful new tool to predict the month-by-month movements of longline fishing fleets on the high seas. The predictions should help determine where and when the boats will enter waters where by-catch risks are greatest.

“By comparing our models with data showing where by-catch species are likely to be each month, ship captains, national agencies and regional fisheries management organizations can pinpoint potential hotspots they may want to temporarily avoid or place off-limits,” said Guillermo Ortuño Crespo, a doctoral candidate in the Marine Geospatial Ecology Lab at Duke’s Nicholas School of the Environment.

“This represents a movement away from a reactive approach to fisheries management — where we only know about problems as or after they occur — to a more proactive approach that helps us stay one step ahead of the game,” he said.

Ortuño Crespo and his colleagues describe their new models in a peer-reviewed paper August 8 in Science Advances.

To devise the models, they collaborated with Global Fishing Watch to collect geospatial information from individual boats’ automatic identification system (AIS) signals. AIS data shows the movements and distribution of longline fishing fleets operating in the high seas in 2015 and 2016.

Then they statistically correlated each ship’s fishing efforts to 14 environmental variables — such as sea surface temperatures or distance to the nearest seamount — that influence a region’s seasonal suitability as a habitat for species targeted by longliners. This allowed them to create highly accurate models that predict where the fishing fleets will be each month of the year.

The new models track data for fleets from Japan, South Korea, Taiwan, China and Spain, which accounts for most of the longline fishing currently taking place in the open ocean beyond national jurisdictions. Future models could include fleets from other nations and offer expanded functionality that will allow regulatory agencies to view the data within a global context or break it down by individual nation, region or fleet.

Slump in global squid catch ignites fisheries management efforts

July 12, 2018 — A global slump in the catch of squid — that has caused alarm bells as prices for key commercial species rocket — is bringing some of the biggest industry players together in an effort to improve squid fisheries management. But significant obstacles stand in their way, with China’s role front and center.

In recent years squid has become an increasingly important commercial species. According to the Food and Agriculture Organization of the United Nations (FAO), global squid catch has increased from 3.09 million metric tons in 2000, to 3.95m metric tons in 2015.

Squid previously discarded as worthless bycatch is now the target of international fleets.

But in 2016, global catch fell by over a million metric tons, to 2.79m metric tons (see graph below). Prices of Argentine shortfin squid, a key benchmark, have more than doubled. This season’s Argentine squid catch in international waters is said to be half last year’s levels, or worse.

Speaking to Undercurrent News, Sam Grimley, director of strategic initiatives at Sustainable Fisheries Partnership (SFP), an NGO, said concerns have mobilized industry stakeholders to come together to find solutions. Today, several fisheries improvement projects (FIP) are now underway or in the pipeline; five years ago, bar a couple in North America, there were none.

New oceanographic insight pinpoints marine ‘hotspots of risk’

June 27, 2018 — Increased computing power has given fisheries researchers new tools to identify “hotspots of risk,” where ocean fronts and eddies bring together masses of fish, fishermen and predators, raising the risk of entangling non-target fish and protected species such marine mammals, sea turtles and sharks.

Using a novel, high-resolution “Lagrangian Coherent Structures” mapping technique, scientists are able to model dynamic features in ocean surface currents. The capacity for improved, near real-time mapping of ocean fronts and eddies may now help alert fishermen and fisheries managers to the increased risk so they can try to avoid those protected species and better target the species they are after, the scientists wrote in an article published today in Proceedings of the National Academy of Sciences.

“Understanding how pelagic fish and marine predators interact with the environment can help fishers and managers avoid bycatch of non-target and protected species, while maintaining the catch of commercial species,” said Kylie L. Scales of the University of the Sunshine Coast (USC) in Australia, and lead author of the new research. “Our findings give managers information at the broad scales they need, which could help inform development of dynamic ocean management.”

Lagrangian Coherent Structures are known from the field of fluid dynamics and represent areas of mixing, where different water masses meet and tend to concentrate marine life and in turn fishermen. The new approach uses high-resolution ocean modeling to help detect and predict the areas as they form and move through the ocean, and highlight the elevated risk they may present.

California State Senate votes to ban driftnets for swordfishing

June 8, 2018 — California has taken a key step in its effort to ban the use of drift gillnets and transition to a swordfish and thresher shark fishery that conservation groups claim would reduce the amount of bycatch.

Last week, the California State Senate voted 32-0 to prohibit the use of the large nets by 2023. The bill, sponsored by state Sen. Ben Allen (D-Santa Monica), also would compensate fishermen for their nets and provide incentives for them to purchase gear that is less likely to ensnare turtles, dolphins, and other marine life.

California is currently the only state in the country that allows driftnets for swordfish and thresher shark fishing off its coast.

“I am pleased the approach taken in SB 1017 to phase out the use of this damaging equipment earned broad bipartisan support in the Senate today,” Allen said. “I look forward to continuing to work with stakeholders on a plan that protects marine life while being fair to everyone involved.”

According to conservation groups, driftnets can kill or injure up to 70 different species. Fishermen deploy the mile-long nets overnight.

“We have been working to reduce the devastating and cruel impact of this driftnet fishery on whales, dolphins, and sea turtles for 20 years, and passage of this legislation will go a long way toward making the Pacific Ocean safer for endangered marine wildlife,” said Todd Steiner, biologist and executive director of Turtle Island Restoration Network.

Government subsidies serving to prop up destructive high-seas fishing: study

June 8, 2018 — Much of the fishing that takes place in international waters would be unprofitable without the billions of dollars in subsidies pumped in by governments to sustain the ecologically destructive industry, a recent study has found.

International waters, or the high seas, are not governed by any one international body or agency, and account for nearly two-thirds of the ocean’s surface. There is currently no comprehensive management structure in place to protect the marine life that relies on them.

Researchers poring over information for fishing in these zones in 2014, the most recent year for which complete datasets are available, concluded that 54 percent of high-seas fishing would be in the red if not for governments covering some of the industry’s costs.

In their study published June 6 in the journal Science Advances, the researchers noted that labor exploitation and underreported catches could also explain how some operators could afford to keep fishing in the high seas, where species like tuna are often overfished, and migratory sharks — 44 percent of which are threatened species — are often killed as bycatch.

“While our analysis is for a single year, the slight increase in high seas catch and revenue, coupled with the high and constant price of fuel between 2010-2014, suggest that our estimate of profits is likely to be representative of, or slightly higher than, the average state during the first half of this decade,” the researchers wrote.

Smart Software Helps Fishermen Catch the Fish They Want, Not Endangered Species

June 6, 2018 — In the ocean, everything moves. Waves push around vast swaths of saltwater, tides ebb and flow, and over time tectonic rumblings transform the seafloor. With all that movement, marine life travels as well—making the oceans one of the most dynamic ecosystems on Earth. This constant shuffling can make it hard to predict where a particular marine species might be on any given day. But that is exactly what Elliott Hazen, a fisheries scientist from the National Oceanic & Atmospheric Association (NOAA), is trying to do through new modeling software.

Hazen and a team of other fisheries scientists developed EcoCast in an effort to reduce the unintended bycatch of protected marine species while supporting sustainable fisheries; their results were published last week in Science Advances. EcoCast is already being used to allow fishermen exemptions to fish in certain protected areas in California, and NOAA is working on a smartphone app that will give fishermen this dynamic data in real-time.

The team focused on the California Drift Gillnet (DGN) fishery, which targets broadbill swordfish along the U.S. West Coast. The fishery, which has declined in recent years, only brought in 176 metric tons of swordfish in 2017—down from a historical high of 2,198 metric tons in 1985. DGN fishermen use mesh nets that float vertically in the water to catch the swordfish, but the nets often trap additional species—a phenomenon known as bycatch—including the critically endangered Pacific leatherback sea turtle, blue sharks, and California sea lions.

It’s not just an issue of protecting endangered species, explains Gary Burke, a fisherman in California and a member of the Commercial Fishermen of Santa Barbara. “Fishermen don’t want bycatch. It breaks our gear and it’s expensive. So, we like to avoid it.”

EcoCast takes an array of oceanographic variables into account to generate a fluid map that highlights areas where fishermen are likely to find high concentrations of their target species and not the protected species they don’t want to catch.
