A citizens group is calling on Maine Senator Olympia Snowe to begin congressional hearings on the federal government’s "catch shares" commercial fishing policy.
Under that program, the catch is divided into shares with the goal of maintaining a sustainable fishery.
Once the shares are distributed, their owners can lease or trade them for profit.
