New Publication Showcases History of U.S. Pacific Billfish Fisheries and Their Management

November 30, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

The Western Pacific Regional Fishery Management Council has released the second of seven new issues in its historical Pacific Islands Fishery Monographs series. Each monograph looks at some of the most important federal fisheries and management issues for the U.S. Pacific Islands.

History of the Billfish Fisheries and Their Management in the Western Pacific Region, the second of these new monographs and the tenth overall in the series, is now available. Written by Michael Markrich, the monograph depicts the controversies among various foreign and domestic fisheries that caught billfish in and around the Hawaiian Islands and how East Coast big gamefish and environmental advocates influenced the management of fisheries not only in the Atlantic and Gulf but also in the U.S. Pacific Islands.

Prior to Western contact, Native Hawaiians used special hooks to catch billfish, tuna and other large pelagic fish from outrigger canoes. In the early 1900s, immigrants from Japan introduced flagline fishing for tuna in the islands. Billfish caught incidentally by this fishery was used in fish cake, an affordable food for ethnic Japanese residing in Hawai‘i. Simultaneously, big gamefish fishermen found their way to the islands, leading to the eventual designation of Kailua-Kona on the Big Island of Hawai‘i as the marlin capital of the world.

These big gamefish fishermen advocated for tight restrictions on the taking of marlin and swordfish on the U.S. mainland, which drove longline vessels from the Atlantic and Gulf to head to Hawai‘i. This caused the local longline fleet to grow exponentially from 15 vessels in the 1970s to 156 in 1991. The Western Pacific Council responded with a series of measures to manage conflicts that arose between the longline and artisanal fishing vessels and the increased fishery interactions with seabirds and sea turtles. While the Hawai‘i swordfish fishery has become America’s largest supplier of domestic swordfish, further political influence of East Coast big gamefish advocates and others led to Presidential and Congressional actions that have banned fishing in the majority of U.S. waters around Hawai‘i and the U.S. Pacific Islands and halted interstate commerce of healthy, domestically caught billfish (excluding swordfish) from these islands.

While the monograph’s findings and perspectives do not necessarily represent those of either the Council or the National Marine Fisheries Service, the Council hopes the history will expand the reader’s understanding of federal fisheries and their management. Scientists to Set Acceptable Biological Catch for American Samoa Bottomfish and Consider Rebuilding Plan Options

November 25, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

Scientists from throughout the Pacific will meet Nov. 30 to Dec. 1, 2020, to discuss fishery management issues and make management recommendations for fisheries in the Western Pacific Region. The meeting of the Scientific and Statistical Committee (SSC) of the Western Pacific Regional Fishery Management Council will be held virtually and is open to the public. Among the agenda items are the following:

American Samoa Bottomfish

The SSC will set the acceptable biological catch for the American Samoa bottomfish fishery for fishing years 2021-2022. The best scientific information available for fishery management decisions is the 2019 stock assessment from the National Marine Fisheries Service (NMFS) with catch projections to 2025. Based on this information, the maximum sustainable yield (MSY) is estimated to be 20,800 pounds and the overfishing limit in 2022 is 5,000 pounds. A panel of fishermen, fishery scientists and managers evaluated the scientific uncertainties associated with the assessment and quantified a risk level for the SSC to consider.

The 2019 benchmark stock assessment found the American Samoa bottomfish fishery to be overfished and subject to overfishing. The Council, in consultation with its SSC, must develop and implement within two years a plan that would rebuild the overfished stock within 10 years. At the same time, the Council must immediately end overfishing. The current projection from NMFS shows the stock could rebuild within 10 years with an annual catch limit ranging between 0 to 1,500 pounds. NMFS has issued a final rule to implement an interim catch limit of 13,000 pounds that would reduce overfishing and allow biomass to increase while minimizing socio-economic impacts to fishing communities. At the end of the 2020 interim measure, NMFS will review the performance of the fishery and could extend the measure for an additional period not to exceed 186 days in 2021.

The SSC may provide scientific advice on potential options that could simultaneously rebuild the bottomfish stock and end overfishing.

Guam Bottomfish

The NMFS 2019 stock assessment found the Guam bottomfish stock to be overfished, but not experiencing overfishing. At its March 2020 meeting, the Council voted to specify the annual catch limit for the bottomfish fishery at 27,000 pounds for fishing years 2020 to 2023. This annual catch level would allow the biomass to rebuild to MSY within four years (2024). However, there are no accountability measures in place that would guarantee that the catch would be kept below this level. The SSC is scheduled to discuss the rebuilding plan options and may provide advice to the Council.

Oceanic Whitetip Sharks

The Council’s Oceanic Whitetip Shark Working Group met and recommended research priorities and identified improvements needed to reduce fishery impacts on the species. Incidental catches of oceanic whitetip sharks have declined since international non-retention measures were enacted throughout the Pacific. According to projections, the stock should recover if catches remain 10-20% below 2016 levels. U.S. impacts on the population are expected to remain low relative to foreign fisheries, with U.S. longline fisheries impacting 1.2% of spawning potential by 2031. Based on the working group’s findings, the SSC may have recommendations on observer coverage and improved handling of released sharks, such as reducing trailing gear.

North Pacific Striped Marlin

Based on a Council recommendation to phase in catch reductions for striped marlin, the SSC will review and may recommend catch and/or effort levels for North Pacific striped marlin and allocations for international catch limits. The stock has been internationally overfished per a 2019 NMFS stock assessment presented at the June 2020 Council meeting. The Council is required to address, within one year, relative impacts of domestic fisheries and international overfishing per the Magnuson-Stevens Fishery Conservation and Management Act. U.S. Pacific fisheries, including the Hawaiʻi longline fishery, landed approximately 22% of reported North Pacific striped marlin catch from 2013 to 2017.

Recommendations made by the SSC on these and other matters will be considered by the Council when it meets Dec. 2-4, 2020, virtually with host sites at BRI Building, Suite 205, Kopa Di Oru St., Garapan, Saipan, Commonwealth of the Northern Mariana Islands (CNMI); and Tedi of Samoa Building, Suite 208B, Fagatogo Village, American Samoa. Regional fisheries council to host education series

November 16, 2020 — The Western Pacific Regional Fishery Management Council will be hosting a series of meetings on fisheries management in offshore waters of Hawaii, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands and pacific remote island areas.

WPRFMC Spotlights the History of Hawaiian Lobster Fishery in Latest Publication

November 9, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

The Western Pacific Regional Fishery Management Council is publishing the first of seven new issues in its historical Pacific Islands Fishery Monographs series. Taking a deep look into the history and current state of some of Hawai‘i’s most important fisheries, the series provides a comprehensive view on the social, cultural and economic impacts of Hawai‘i’s fishing industry.

Northwestern Hawaiian Islands Lobster Fishery, the first of these new monographs and the ninth overall in the series, is now available. Written by Michael Markrich, the monograph charts the history of what was once the most lucrative fishery in the State of Hawai‘i and the factors that led to its current closure.

Beginning in the 1970s, the Hawaiian lobster fishery quickly boomed in the 1980s, where spiny lobsters like those caught off the coast of the Northwestern Hawaiian Islands fueled the growth of “surf and turf” items at fine dining restaurants nationwide. The fishery entered a period of decline in the following decades, due to factors such as the expansion of marine protected areas in what used to be lobster fishing grounds, such as the marine national monument in the Northwestern Hawaiian Islands. In the two decades it was most active, from 1977-1999, the fishery landed $50 million worth of lobsters.

WPRFMC: Community Stakeholders Discuss Issues Key to Sustainable Fisheries

November 5, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

The Western Pacific Regional Fishery Management Council recently convened three virtual meetings in its continued efforts to support regional and local fishing and seafood communities. The meetings highlight the Council’s emphasis on collaboration among agencies and promoting stakeholder involvement in the fishery management process.

The Fishing Industry Advisory Committee (FIAC) is one of three advisory bodies to the Council required by the Magnuson-Stevens Act that provides input and recommendations on management and conservation actions from an industry perspective. Members include representatives from Hawaiʻi, American Samoa, the Commonwealth of the Northern Mariana Islands and Guam in industry-related sectors such as fishing, seafood processing, distribution and marketing industries, fishing tackle and marine service and supply providers.

The Non-Commercial Fisheries Advisory Committee (NCFAC) has existed in a simpler form since 1999, but its purpose has now expanded from gathering recreational fishing data in Hawaiʻi to providing advice to the Council on non-commercial fishery issues, data collection and research. The Council also met with the State of Hawaiʻi and the National Marine Fisheries Service (NMFS) to discuss improving state and federal fishery management coordination and filling regulatory and monitoring gaps.

FIAC members emphasized the tremendous impact the COVID-19 pandemic has had on fishing and marketing. They put forward several recommendations to the Council, including supporting a Pacific Island-wide seafood promotion program, improving harbor safety and management, redesigning fish aggregating devices to be more environmentally responsible and ensuring industry representation on the national NMFS Marine Fisheries Advisory Committee.

The NCFAC meeting focused on the Council’s current data collection efforts and needs and research priorities. Committee members noted that smart device applications and electronic monitoring could be incorporated into existing data collection systems. The voluntary Hawaii Marine Recreational Fishing Survey collects non-commercial catch data, but garnering participation continues to be an issue. Members suggested increasing outreach efforts to fishermen regarding data usage to demystify the fishery management process, encourage participation and instill a sense of pride that they are part of the solution.

At the Council meeting with the State of Hawaii and NMFS representatives, participants acknowledged continuing data gaps and identified several areas where federal and state rules could be better aligned, especially in the non-commercial small-boat fisheries. While accurate, timely catch and effort data from fishermen is important for improving stock assessments and to minimize management uncertainty, some discrepancies still exist. For example, the Hawaiʻi longline and bottomfish fishermen report their fishing trip information within 72 hours of landing; and fishermen with state commercial marine licenses catching pelagics, uku, Kona crab and other species continue to report on a monthly basis.

All three groups plan to regularly meet and continue to address fishing community needs.

Nation’s Fishery Councils Recommend Ways to Support American Seafood, Improve Coordination with NMFS

September 30, 2020 — An executive order, changes to National Environmental Policy Act measures, guidance related to overfishing and a National Seafood Council were among several issues fishery leaders from around the country discussed last week. The biannual meeting of the Council Coordination Committee was held virtually, but hosted by Western Pacific Regional Fishery Management Council.

Leaders from all eight regional councils had the opportunity to talk with National Marine Fisheries Service managers during the open public meeting.

WPRMFC gives Trump Administration suggestions to promote seafood

September 28, 2020 — The Western Pacific Regional Fishery Management Council (WPRMFC) has suggested actions to the Trump Administration in order to “promote seafood competitiveness and economic growth and to provide regulatory relief to support economic recovery for the offshore fisheries of Hawai’i, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands and eight Pacific Remote Islands (PRIAs),” according to a WPRFMC press release.

Two parties voted against the proposals: the council member representing the Hawai’i State Department of Land and Natural Resources, as well as the National Marine Fisheries Service (NMFS) Pacific Islands Regional Administrator.

Nation’s Fishery Management Councils Recommend Ways to Support American Seafood, Improve Coordination with National Marine Fisheries Service

September 28, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

Leaders of the nation’s eight Regional Fishery Management Councils concluded their second biannual meeting in 2020 yesterday by videoconference. The Council Coordination Committee (CCC) meeting provides the Councils and heads of the NOAA National Marine Fisheries Service (NMFS, also known as NOAA Fisheries) an opportunity to discuss issues relevant to all of the Councils. Under the Magnuson-Stevens Fishery Conservation and Management Act (MSA), each Council is authorized to develop, monitor and amend fishery management plans for federally managed fisheries in its region. Once approved by the Secretary of Commerce, these plans are implemented by NMFS. The two-day meeting was open to the public and hosted by the Western Pacific Council. Among its recommendations, the CCC addressed President Trump’s Executive Order (EO) 13921 on Promoting American Seafood Competitiveness and Economic Growth, new National Environmental Protection Act (NEPA) measures issued by the White House Council on Environmental Quality (CEQ), and NMFS coordination on a proposed National Seafood Council and on overfishing technical guidance.

EO 13921 aims to strengthen the American economy, improve the competitiveness of American industry, ensure food security, provide environmentally safe and sustainable seafood, support American workers, remove unnecessary regulatory burdens and ensure coordinated, predictable and transparent Federal actions. At its May 2020 meeting, the CCC released a preliminary joint statement, and, subsequently, each Council provided its own regional recommendations or status in the process of identifying potential changes to regulations, orders, guidance documents and other similar agency actions. The May 2020 CCC letter highlighted the consequences of marine national monuments on the Nation’s fisheries and can be found at www.fisherycouncils.org/ccc-correspondence. Yesterday, the CCC requested that NMFS continue to brief the CCC and the individual Councils on the review and implementation of their recommendations.

EO 13921 also includes actions for more effective permitting related to offshore aquaculture and long-term strategic planning to facilitate aquaculture projects. Taking this into account, the CCC yesterday recommended that its consensus statement on aquaculture be revised and considered for review at the next CCC meeting planned for May 2021.

The CCC also recommended that NMFS coordinate with the Councils to release the aquaculture programmatic environmental impact statement (EIS) for public comment. The EIS assesses the impacts of siting aquaculture facilities. The CCC further recommended that NMFS, prior to identification of Aquaculture Opportunity Areas (AOA), provide the spatially referenced data used to identify the AOAs and that the Councils be included on the AOA implementation teams.

Another initiative to support and increase the value of sustainably managed U.S. fisheries is an industry-led National Seafood Council that the NMFS Marine Fisheries Advisory Committee recently recommended. In regard to this proposal, the CCC requested that NMFS evaluate the NOAA FishWatch criteria for the purpose of serving as an equivalent to third-party certification deeming U.S. fishery products as sustainable. The CCC requested that NMFS report on the utility of FishWatch for this purpose and any possible alternatives by the May 2021 CCC meeting. Several other recommendations by the CCC focused on improving coordination between the Councils and NMFS.

The CCC moved to create a CCC subcommittee to make recommendations to NMFS in developing guidance on the new NEPA rule announced by CEQ on July 15, 2020. Such guidance could include determining and implementing the functional equivalency provision of the new rule, which would address current duplication in MSA and NEPA requirements. Signed into law in 1970, NEPA requires Federal agencies to consider the environmental effects of proposed major Federal actions significantly affecting the quality of the human environment.

The CCC requested that NMFS circulate draft reports of its National Standard 1 Technical Working Groups through the Councils with sufficient time for the Councils to consult with their Scientific and Statistical Committees and develop a response through their full Councils. The MSA contains 10 National Standards. Standard 1 says conservation and management measures must prevent overfishing while achieving, on a continuing basis, optimum yield from each fishery for the U.S. fishing industry. The issues addressed by the Working Groups were estimating fish population reference points, quota carry-over and phased-in catch limits, and alternative management approaches due to data limitations.

The CCC also requested that the NMFS Office of Sustainable Fisheries form a working group comprised of NMFS and Council staff members to determine alternative approaches to the use of annual catch limits (ACLs) to manage data limited stocks. The 2006 reauthorization of the MSA mandated that overfishing be addressed through enforceable ACLs that cannot exceed scientific recommendations. Alternative approaches identified in the CCC recommendation include those that are based on fishing mortality rates, fish lengths and fishing trip limits, among others.

More Measures Proposed for Western Pacific Longliners as Managers Agree to Electronic Reporting

September 22, 2020 — The Western Pacific Regional Fishery Management Council concluded its 2020 third-quarter meeting recently with actions related to electronic reporting for Hawaii longline fisheries, annual catch limits for grey snapper (uku) for years 2022-2025 and more.

Hawaii longliners and those greater than 50 feet long in the American Samoa longline fleet will have to use electronic logbook reporting by the middle of next year, the Council approved in an amendment to the fishery management plan. Under the amendment, vessel operators must record and submit logbook data within 24 hours after completion of each fishing day using an electronic logbook application certified by the National Marine Fisheries Service. In the event of technology malfunction, vessel operators would be required to submit the logbook data by paper or electronically within 72 hours of the end of each fishing trip. The recommended date for implementing mandatory electronic reporting is by July 1, 2021; the regulatory amendment is pending approval by the Secretary of Commerce.
