Conservationists Say Salmon Fishing Plan Imperils Whales

March 19, 2020 — The government allowed salmon fishing in Alaska at rates its own reports said will push endangered Southern Resident killer whales closer to extinction, environmental groups claim in a lawsuit filed Wednesday.

Salmon born in the rivers and streams of Oregon, Washington state and British Columbia migrate to the Pacific Ocean and through the Gulf of Alaska, home to a major troll fishing fleet. In southeast Alaska, 97% of the Chinook salmon fishermen harvest were born elsewhere. The fish they take never make it back to their home waters, where they could have been dinner for the 72 remaining Southern Resident killer whales – a genetically distinct group of orca that are starving due to a lack of their main prey.

“It is reckless and irresponsible for NOAA to approve this harvest, these salmon don’t belong to Alaska, they belong to Southern Resident killer whales, indigenous peoples, and fishing communities down the coast,” Kurt Beardslee, Wild Fish Conservancy’s executive director, said Wednesday in a press release.

Endangered Cook Inlet belugas continue to decline, scientists aren’t sure why

March 17, 2020 — Cook Inlet beluga whales are continuing to decline in number, according to a NOAA abundance estimate released last month. From Alaska’s Energy Desk, Kavitha George has the story of how the decline in belugas is both controversial and largely unexplained.

The decline of the white whales in the inlet in view of Anchorage has been going on for decades. In the 1970’s they numbered around 1400. In 2008, Cook Inlet belugas were listed as endangered, and still numbers continued to drop. With new analysis methods today there are even fewer whales than previously thought — less than 300, and steadily declining from there.

Still, the reasons why Cook Inlet belugas are disappearing are still largely a mystery to researchers.

“It’s such a frustration to not be able to really understand why the population is not recovering,” said Paul Wade, a NOAA researcher who has done aerial surveys of Cook Inlet belugas since the 1990s. “So we are just stuck with hypotheses that we really cannot yet prove or disprove.”

New protected areas to help rare whales off New England

March 17, 2020 — The federal government is extending three protective zones designed to help endangered whales until late March.

The protective areas are intended to protect North Atlantic right whales from ship strikes, which can be fatal.

Two of the zones are based on aerial surveys by the National Oceanic and Atmospheric Administration that observed two separate aggregations of the whales 31 nautical miles south of Nantucket, Massachusetts, and 47 nautical miles southeast of Nantucket. NOAA said those protective areas are in effect through March 27.

New Vessel Slow Speed Zone East of Boston to Protect Right Whales

March 17, 2020 — The following was released by NOAA Fisheries:

NOAA Fisheries announces a new voluntary vessel speed restriction zone (Dynamic Management Area or DMA) east of Boston.

On March 14, 2020 a marine mammal observer reported an aggregation of right whales 18 nautical miles east of Boston, MA.

There are now three voluntary slow speed zones in place to protect right whales, as well as three mandatory zones.

Mariners, please go around these areas or go slow (10 knots or less) inside these areas where groups of right whales have been sighted.

The new East of Boston DMA is in effect through March 29, 2020.

Right Whales Are Migrating 

North Atlantic right whales are on the move along the Atlantic coast of the U.S. NOAA is cautioning boaters and fishermen to give these endangered whales plenty of room. We are also asking all fishermen to be vigilant when maneuvering to avoid accidental collisions with whales and remove unused gear from the ocean to help avoid entanglements. Commercial fishermen should use vertical lines with required markings, weak links, and breaking strengths.

Right Whales in Trouble

North Atlantic right whales are protected under the U.S. Endangered Species Act and the Marine Mammal Protection Act. Scientists estimate there are only about 400 remaining, making them one of the rarest marine mammals in the world.

North Atlantic right whales are NOAA Fisheries’ newest Species in the Spotlight. This initiative is a concerted, agency-wide effort to spotlight and save marine species that are among the most at risk of extinction in the near future. 

In August 2017, NOAA Fisheries declared the increase in right whale mortalities an “Unusual Mortality Event,” which helps the agency direct additional scientific and financial resources to investigating, understanding, and reducing the mortalities in partnership with the Marine Mammal Stranding Network, Canada’s Department of Fisheries and Oceans, and outside experts from the scientific research community.

Extended Through March 27: Two Vessel Speed Restriction Zones to Protect Right Whales

March 16, 2020 — The following was released by NOAA Fisheries:

NOAA Fisheries announces the extension of the two existing voluntary vessel speed restriction zones (Dynamic Management Areas or DMAs) south and southeast of Nantucket.

On March 12, 2020, the NOAA aerial survey team observed two separate aggregations of right whales, one 31 nautical miles south of Nantucket and the second 47 nautical miles southeast of Nantucket.

The DMAs are in effect through March 27, 2020. 

These DMAs both cover areas in shipping lanes. Mariners are requested to route around both areas or transit through them at 10 knots or less.

Council Urges Reopening of Fishing Grounds Based on New False Killer Whale Study

March 12, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

A new study indicates that the pelagic stock of false killer whales around the Hawaiian Islands may be healthier than previously thought. Amanda Bradford of NOAA Pacific Islands Fisheries Science Center presented the research yesterday to the Western Pacific Regional Fishery Management Council, which has authority over fisheries in the US exclusive economic zone (EEZ, i.e., generally 3 to 200 miles offshore) of Hawai‘i and other US islands and territories in the Pacific. The Council is meeting this week in Honolulu.

In light of the new population estimates, the Council yesterday asked the National Marine Fisheries Service (NMFS) to explore reopening the Southern Exclusion Zone (SEZ), a 132,000-square-mile area spanning the entire EEZ south of the main Hawaiian Islands. Since 2012, the SEZ is closed to the Hawai‘i longline fishery when it interacts with two pelagic false killer whales that result in a mortality and serious injury determination by NMFS. The closed SEZ leaves only 17.8 percent of the EEZ around the Hawaiian Islands open to the fishery.

When the SEZ was implemented, the estimated population size of pelagic false killer whales allowed a maximum of nine individuals from the stock to be removed by means other than natural mortalities. Above that number could impair the stock’s ability to reach or maintain its optimum sustainable population, it was determined. The new estimates may indicate a need to modify that number.

Helping Scientists Protect Beluga Whales with Deep Learning

March 11, 2020 — In the U.S., there are five populations of beluga whales, all in Alaska. Of those five, the Cook Inlet population is the smallest and has declined by about seventy-five percent since 1979. Subsistence hunting contributed to this initial population drop, but this practice was regulated starting in 1999, with the last hunt in 2005. Still, the beluga whale population in Cook Inlet has yet to recover. This population was listed as an endangered species in 2008, with hopes that the population would begin to recover in the near future, but more than a decade later they continue to decline, with a current population estimate of 328 whales.

Like other toothed whales, beluga whales rely highly on sound. They produce acoustic signals to find prey and to communicate; consequently, scientists can use acoustic recordings to study beluga populations and behavior. In 2008, the NOAA (National Oceanographic and Atmospheric Administration) Alaska Fisheries Science Center, in partnership with the Alaska Department of Fish and Game, put together an acoustic research program to continuously monitor beluga whale habitat. This program has two main objectives: (1) studying beluga whale behavior and population size, and (2) understanding the extent to which human-generated noise is disrupting beluga populations.

In the past, with raw audio recordings collected by underwater moorings, NOAA scientists used a very basic detector — based on energy levels in certain frequencies — to detect acoustic signals from beluga whales. This detector was tuned toward high recall, i.e., it was tuned to make sure that it didn’t miss any beluga sounds, but consequently allowed many sounds to pass through that were false positives, i.e. uninteresting background noise. Consequently, manual validation was required for each of those detections. This validation process is very time-consuming and labor-intensive, which limits the number of sensors that the team can deploy, and also limits the speed with which the team can provide answers to critical conservation questions.

Lawsuit threatened over ship strikes on whales near California ports

March 11, 2020 — An environmental nonprofit has moved closer to pursuing a lawsuit claiming the Trump administration is not providing enough protection for whales and sea turtles threatened by ship strikes near ports along California’s coastline.

On March 2, the Center for Biological Diversity filed a “notice of intent to sue,” in which it demanded that the National Marine Fisheries Service and the U.S. Coast Guard change how they protect marine life within the next 60 days or face legal action.

Ships near the ports of Long Beach and Los Angeles, the nation’s two busiest ports, are on a voluntary slow-down program to reduce the striking of whales and curtail air pollution. But data from marine mammal experts and the National Oceanic and Atmospheric Administration indicate voluntary compliance has not sufficiently reduced the number of ship strikes.

“Ship strikes kill far too many endangered whales off California’s coast, and the Trump administration can’t keep ignoring a deadly threat that’s only getting worse,” said Brian Segee, an attorney at the Center for Biological Diversity. “We want good science to determine how shipping lanes are placed and managed. Ships simply don’t need to kill as many whales and sea turtles as they do.”

Right Whales Rules a Hot Topic at Maine Fishermen’s Forum

March 10, 2020 — The Maine Fishermen’s Forum took place in Rockport, Maine, last week. The hot topic of the event? The National Marine Fisheries Service’s pending North Atlantic right whale policy.

State and federal regulators are calling for the Maine lobster industry to change up their gear in order to protect the endangered right whale. These measures include reducing the number of vertical ropes in offshore waters and using weak or breakaway ropes. But lobstermen disagree with the actions, arguing that Canadian fishermen and ships are the ones killing the whales —not them.

‘It’s All Going To Suck’ – Lobstermen Criticize Pending Federal Regulations At Maine Fishermen’s Forum

March 9, 2020 — The annual Maine Fishermen’s Forum is underway in Rockport, where the intertwined fates of lobstermen and endangered North Atlantic right whales are a hot topic.

The executive director of the Maine Lobstermen’s Association, Patrice McCarron, had a blunt message for members at its annual meeting, held during the forum Friday at the Samoset Inn: “It’s all going to suck.”

McCarron has spent more than a year trying to fend off threats of pending federal action to protect endangered North Atlantic right whales from entanglement with the lobster fleet’s trap and buoy ropes. She told hundreds of fishermen that the MLA continues to oppose the gear restrictions being floated by state and federal regulators. And she pushed back against calls by some to walk away from the process altogether.
