Lawmakers say West Coast seafood industry excluded from USDA CARES Act program

April 19, 2021 — A group of 10 West Coast lawmakers have reached out to U.S. Secretary of Agriculture Tom Vilsack to see why fishermen and processors in their region have largely been left out of a program created through COVID-19 relief measures.

Led by U.S. Senator Jeff Merkley (D-Oregon), the Senators and House members sent a letter to Vilsack noting that the fishing industry in California, Oregon, and Washington state account for more than USD 500 million (EUR 417.5 million) in seafood products produced in the country, roughly about 13 percent of all domestic seafood goods.

USDA Seeks Comments, Will Host Listening Sessions on Support for Seafood Producers

  • The U.S. Department of Agriculture is soliciting input from seafood producers and processors impacted by COVID-19. A Listening Session for those impacted in the Atlantic and Gulf of Mexico will be held March 18, 2021from 2 p.m. until 5 p.m. Registration is required the day before the session to provide oral comments. Written comments are being accepted until March 31, 2021 at AMSCOVIDStimulus@usda.gov. Questions should also be sent to the same email address.

Executive Order on Tackling Climate Change

  • NOAA Fisheries is seeking public input on how to make fisheries and protected resources more resilient to climate change. The agency is taking this step in response to Section 216(c) of President Biden’s Executive Order issued on January 27, 2021 titled Tackling the Climate Crisis at Home and Abroad. Stakeholders nationwide are invited to join conference calls on March 23 and April 1 to provide suggestions. March 25 is for state and tribal governments. Comment deadline is April 2, 2021.

National Fisheries Institute and cell-based seafood makers ask FDA for labeling guidelines

March 10, 2021 — The Alliance for Meat Poultry and Seafood Innovation (AMPS Innovation), a coalition representing makers of cell-cultured protein products, and the US seafood trade association the National Fisheries Institute (NFI) jointly called on the US Food and Drug Administration (FDA) to support requirements for labeling these new products descriptively, accurately and consistently regarding what the products actually are and how they are made.

Based on research by Rutgers professor William Hallman, NFI and AMPS Innovation on Monday urged the FDA to adopt the use of the term “cell-cultured” to support uniform labeling of the products.

The US Department of Agriculture’s (USDA) Food Safety and Inspection Service (FSIS) and the FDA are working together to ensure the safety and labeling of cell-cultured meat, poultry, and seafood products.

FSIS will have oversight of the labeling of cell-cultured meat and poultry, as it does for all meat and poultry sold in the United States, while FDA will oversee the labeling of cell-cultured seafood, as it does for most seafood sold in the United States.

GUAM: Despite push for fishers to apply for CARES ACT money, no funds have been paid out

February 24, 2021 — Three extensions later and not one penny has been paid out to local fishermen who applied for assistance under the CARES ACT Fisheries Relief Fund.

“What I think it is is that they’re not only dealing with Guam but they’re also dealing with other states and territories as well so maybe they’re backed up with processing of applications,” Department of Agriculture’s Frank Roberto said. “But that’s all on the federal commission part. We’re just doing the legwork and processing the applications for them so that they can do their art and disperse the checks.”

Bipartisan group in Congress calls for further COVID-19 aid for seafood processors

February 5, 2021 — A bipartisan group of U.S. senators and representatives have signed onto a letter calling for more aid for seafood processors and processing vessels.

The letter, signed by over a dozen members of Congress, calls for U.S. Department of Agriculture Acting Secretary Kevin Shea to implement a program offering grants and forgivable loans to support seafood processing facilities and processing vessels. The loans would help processors and vessel operators implement COVID-19 response measures.

CARES Act relief funding straggles into 2021

January 13, 2021 — As 2020 drew to a close, one-third of the $300 million in aid set aside for the fishing industry through the Coronavirus Aid, Relief, and Economic Security Act remained for delivery as states laboured to complete distributions.

Lagging farthest behind were Alaska and Washington state, the nation’s top volume seafood producers, and at $50 million each the largest designated shares of the aid package. The states finally released their final draft spending plans on Dec. 7 and Dec. 8, for approval by NMFS.

This week the Jan. 15 deadline is approaching for fishermen to apply for the U.S. Department of Agriculture Seafood Trade Relief Program, a $530 million package to help compensate for an estimated $250 million in losses in trade wars with China and the European Union.

Nineteen U.S. species are covered under a formula based on fishermen’s catches in 2019 and calculated losses from increased tariffs on U.S. seafood exports.

After the Department of Commerce announced its system for distributing direct aid, coming up with state-by-state plans lagged well into the fall. In Alaska there was protracted public debate over how to allocate equitably the aid among the state’s vibrant and varied fisheries. There was wide disagreement over who should qualify — including Alaska residents and its large fishing workforce with homes in other states, and how to split the money between commercial fishing, processing and the recreational charter and guide sectors. One chafing point was state officials’ intent to give the charter sector a bigger share than the 5.5 percent recommended by NMFS.

Can drones help to reduce oyster mortality?

January 7, 2021 — The researchers plan to use small fleets of unmanned vehicles to monitor water quality in areas that are difficult and dangerous for people to access.

It’s a step, they say, that could help the state’s shellfish farming sector grow into a $100-million-a-year industry by 2030.

The researchers say the project will provide valuable data to inform management decisions that are key to unlocking sustainable growth of nearshore production of shellfish in North Carolina and beyond.

The four-year project was funded in late 2020 by a $1 million grant from the US Department of Agriculture’s National Institute for Food and Agriculture through the multiagency National Robotics Initiative 2.0.

It is being led by Sierra Young, an assistant professor in the Department of Biological and Agricultural Engineering. She says that the team is focusing on water quality because it has important implications for the safety of consumers’ food and for producers’ profitability.

Senators Push USDA to Buy More Seafood After COVID-19 Decimates Fisheries Sector

December 8, 2020 — Two senators are trying to help U.S. fisheries decimated by the coronavirus pandemic.

Sen. Jeff Merkley, D-Ore., and Sen. Jack Reed, D-R.I., on Friday requested the Government Accountability Office conduct a study to explore ways to ensure that American fisheries receive the expanded economic support they desperately need. The senators are asking for more seafood be purchased through the federal government purchases through the U.S. Department of Agriculture’s Commodity Procurement Program.

“The seafood industry is critical to local and regional economies across the country and is largely sustained by the sale of fresh product,” the senators’ letter to Comptroller General Gene Dodaro said. “Notably, more than 68 percent of the $102.2 billion that consumers paid for U.S. fishery products in 2017 was spent at food service establishments. Because of the coronavirus, this market evaporated, and the supply chain for fishermen and seafood processors was decimated.”

Massachusetts lawmakers press Perdue for more Section 32 Atlantic seafood purchases

October 23, 2020 — A group of Massachusetts lawmakers in Washington wrote to U.S. Agriculture Secretary Sonny Perdue on Wednesday, 21 October, to say they were thankful the Department of Agriculture has included Atlantic seafood in its purchases for public food programs. Now, they want to see more of it.

Since announcing a USD 20 million (EUR 16.9 million) Section 32 program solicitation for Atlantic pollock, haddock, and redfish in May, the USDA has made just once purchase agreement from that opportunity, and that came last month when the department purchased USD 4.4 million (EUR 3. million) worth of groundfish from New Bedford, Massachusetts-based Blue Harvest Fisheries.

Nature Conservancy purchasing millions of surplus oysters to offset COVID-19 losses

October 21, 2020 — The Nature Conservancy announced 21 October it plans to help struggling oyster farmers impacted by the COVID-19 pandemic by purchasing five million surplus oysters.

The oysters, according to a release from The Nature Conservancy, will be used in nearby oyster restoration projects in order to rebuild 27 acres of “imperiled native shellfish reefs.” Partnering on the initiative are The Pew Charitable Trusts, and the action is being coordinated with efforts taken by NOAA and the U.S. Department of Agriculture.
