How Marine Heat Waves Affect the Ocean – And What Can Be Done

July 17, 2023 — On 4 July 2023, the World Meteorological Organization declared the beginning of an El Niño phase, a climate pattern that drives up temperatures across land and sea.

Past weather events provide clues about what extreme temperatures could mean for the ocean. For instance, in December 2010, a wave of unusually warm water swept across the luxuriant and biodiverse seagrass meadows of Australia’s Shark Bay. In a matter of days, it destroyed a third of the habitat, unthreading the delicate seagrass quilt and, over the next three years, releasing between 2 and 9 billion tonnes of carbon into the atmosphere. “The losses there were phenomenal,” says Kathryn Smith, a researcher with the UK’s Marine Biological Association.

Scientists call the event a “marine heatwave”, meaning a period of exceptionally high water temperature that starts suddenly and continues for days to months, distinguishing it from long-term warming trends. Like heatwaves on land that threaten terrestrial ecosystems, heatwaves at sea harm marine life, posing “a clear and present threat to the systems we depend on,” says Sarah Cooley, director of climate science at the Ocean Conservancy.

These impacts are expected to grow. The UN’s climate science body, the IPCC, projects that by 2100 marine heatwaves will be up to 50-fold more frequent, and 10-fold more intense compared to pre-industrial times. Scientists are now developing ways to forecast these events. Their research can feed into measures that mitigate the threats for vulnerable habitats, species, and the coastal communities that depend on them.

UN: Global seafood production, consumption will bounce back

September 6, 2022 — Global seafood production totals are down as a result of the COVID-19 pandemic, but are expected to rebound, according to the Food and Agriculture Organization of the United Nations (FAO) 2022 edition of the “The State of World Fisheries and Aquaculture” (SOFIA) report.

While the world’s total fisheries and aquaculture yield climbed to an all-time record of 214 million metric tons (MT) in 2020, actual global seafood production fell slightly to 178 million MT, with algae providing the remaining 36 million MT, according to the report. The limited growth in 2020 was mainly caused by a 4.4 percent decline in capture fisheries due to reduced catches of pelagic species, particularly anchoveta, a reduction in China’s catches, and the impacts of the COVID-19 pandemic.

‘Talk with us, not for us’: fishing communities accuse UN of ignoring their voices

July 1, 2022 — Small-scale fishermen and women from coastal nations in the frontline of the “ocean emergency” have accused world leaders and other decision-makers at the UN oceans conference of ignoring their voices in favour of corporate interests.

More than half of the world’s fish caught for human consumption comes from small-scale fishing communities, yet their contribution to food security and ocean protection is not being sufficiently recognised, they say.

Suzanne Njeri, from Kenya, vice-president of the African Women Fish Processors and Traders Network, which has members from 44 out of 54 African countries, said coastal fishing communities needed “a seat at the table” and were too often sidelined.

“We want policymakers to talk with us, not for us,” said Njeri. “We see the damage to the fish breeding grounds. We are the ones who fight malnutrition. We need more practitioners here to tell their stories.”

Daniel Caniullan, an Indigenous leader, diver and fisherman from Chilean Patagonia, said his community had been fighting to defend their territories for many years.

Aquaculture drives aquatic food yields to new high

June 30, 2022 — The production of wild and farm-raised fish, shellfish and algae reached record levels in 2020, and future increases could be vital to fighting world hunger, the Food and Agriculture Organization said Wednesday.

Driven by sustained growth in aquaculture, global fisheries and aquatic farming together hauled in 214 million tonnes, the UN agency said in a report.

The total first-sale value of 2020 production topped $400 million, with $265 million coming from aquaculture, a sector poised for further expansion.

These trend lines are good news for a world facing price hikes and food shortages due to the war in Ukraine, disrupted supply chains, and inflation.

UN head declares ‘ocean emergency’ as global leaders gather in Lisbon

June 28, 2022 — The UN secretary general has declared that the world is in the middle of an “ocean emergency”, and urged governments to do more to restore ocean health.

Speaking at the opening of the UN ocean conference in Lisbon, Portugal, attended by global leaders and heads of state from 20 countries, António Guterres said: “Sadly, we have taken the ocean for granted and today we face what I would call an ocean emergency. We must turn the tide.”

Guterres said the “egoism” of some nations was hampering efforts to agree a long-awaited treaty to protect the world’s oceans.

In March, UN member states were criticised by scientists and environmentalists for failing to agree on a blueprint for protecting the high seas against exploitation. Of the 64% of the high seas that lie beyond territorial limits, only 1.2% is currently protected.

FAO’s Manuel Barange calls for countries to make “blue transformation” a strategic priority

June 21, 2022 — Seafood plays a vital part in global food security and nutrition, yet only half of the countries with a nutrition strategy identify fish consumption as a key objective in their public policies, Manuel Barange, the director of the Fisheries and Aquaculture Division of the Food, and Agriculture Organisation of the United Nations (FAO) said in his opening keynote address at the Blue Food Innovation Summit in London, U.K. on 14 June, 2022.

In his address, “Realizing the full potential of the blue food economy,” Barange said there are around 32,000 different species of fish in the world’s lakes, rivers, and oceans, “forming part of a valuable ecosystem. The biomass of fish is twelve times that of humans,” he said, making them a readily available source of food for the entire planet, especially impoverished, remote areas of the world.

How Well is the Global Treaty to Ban Illegal Fishing Vessels Working?

June 6, 2022 — One of the biggest challenges facing the global ocean is illegal, unreported and unregulated (IUU) fishing. Operating outside the constraints of laws, quotas and licences, IUU vessels commonly overfish, trawl in protected waters and take protected species.

IUU deprives countries of an estimated $26–50 billion annually. It depletes fish stocks and damages biodiversity, while threatening livelihoods and food security. It often takes place in developing coastal states that lack the governance and resources to monitor and protect their fish stocks effectively. More widely, IUU is linked to labor abuses, human trafficking and slavery.

To respond to these threats, in 2016 the UN Food and Agriculture Organization (FAO) brought into force the first legally binding international agreement to tackle IUU fishing. So how does the Agreement on Port State Measures (PSMA) work, and what has it accomplished so far?

What is the PSMA?

The vast majority of wild-caught marine fish are landed in ports. The PSMA enables nations that are party to it – of which there are currently 70 – to use ports as a form of border control for foreign-flagged vessels. The treaty applies not only to fishing vessels, but also those that transfer catch and refuel at sea. Guided by the PSMA, port officials assess the risk that an incoming vessel may be engaged in illegal activities, and decide whether to let it dock.

By tightening port controls, in principle the PSMA shuts out vessels that profit from IUU activities, and slows the flow of illegal fish into global markets. Enforcing at ports is also safer and more economical than patrolling the high seas looking for vessels fishing illegally. The idea is that as more nations adopt the treaty and turn away vessels engaged in IUU, they will be forced to travel further and at greater expense to land their catch, until it’s no longer profitable, and they are deterred.

NOAA Fisheries is Leading the United Nations in Advancing Ecosystem Approaches to Fisheries Management

June 2, 2022 — Ecosystem Approaches to Fisheries Management are key to addressing the many different challenges we are currently facing, such as climate change, and balancing the needs of nature and society for a more sustainable future.

At a United Nations conference in May, NOAA Fisheries discussed Ecosystem Approaches to Fisheries Management with other interested nations. The event highlighted the importance of an ecosystem approach on a global stage.

Adopting ecosystem approaches to fisheries management allows countries to address the many problems the globe is facing, such as climate change, and create a more sustainable future for our ocean.

“For the United Nations to prioritize discussing Ecosystem Approaches to Fisheries Management is not trivial. It is indicative of how important the topic has become around the world,” said Jason Link, Senior Scientist for Ecosystems at NOAA Fisheries.

UN Plastic Pledge Is Bright Spot for Global Climate Diplomacy

March 8, 2022 — As countries buffeted by high energy prices and political infighting at home backslide on climate promises made at the COP26 summit in November, a glimmer of hope for green progress came out of Kenya last week.

At the fifth biennial session of the United Nations Environment Assembly, which met in Nairobi, 175 countries agreed to establish an intergovernmental committee to negotiate a legally binding treaty to tackle the proliferation of plastics.

Plastic is, of course, a global scourge. About 11 million metric tons of plastic waste end up in bodies of water each year, and the UN expects that volume to nearly triple by 2040. Not only do plastics clog oceans with waste, they break down into tiny pieces — microplastics — that threaten human and animal health.

Delegates in Nairobi resolved to cut plastic waste through recycling, sustainable package design, and limiting production of virgin plastics in the first place. Further, they pledged to have a treaty in place by the end of 2024. That’s an extremely fast timeline: Most global treaties take five to 10 years.

FAO, NGOs push for guidelines on transshipment

January 31, 2022 — A campaign to develop, publicize, and enforce guidelines setting standards for the responsible management of transferring catch between vessels at sea is gaining momentum.

The Food and Agriculture Organization is leading an effort to close loopholes allowing for transshipment of catch on the high seas, a practice the United Nations organization said encourages illegal, unreported, and unregulated (IUU) fishing.
