SFP report: Path to mahi sustainability requires more data

December 20, 2018 — The Sustainable Fisheries Partnership released its latest sector report on mahi, finding that the biggest obstacle to the fishery reaching its “Target 75” goal is a lack of data in the fishery.

The report, released on 19 December, indicates that 59.3 percent of the mahi fishery can be considered either sustainable or improving. That number is largely related to eight fishery improvement projects (FIP) covering the mahi fishery, with the largest of those centered in Peru.

“The mahi-mahi FIP in Peru produces by far the largest of this ‘improving’ volume (53,297 tons),” the SFP report said

Peru produces the largest amount of mahi in the world by a significant margin, with 61,900 metric tons (MT) of mahi produced in 2015. That total is followed by Ecuador, at 11,400 MT; and Indonesia at 11,300 MT. Together, the three countries represent 70 percent of the world’s mahi production. The three countries currently have FIPs that could be expanded to cover larger portions of their fisheries.

“Mahi is an important large pelagic commodity, especially in the U.S.,” SFP CEO Jim Cannon said. “We’re pleased to see so many fisheries already functioning sustainably or involved in improvement projects that are showing progress. This is good news for the sector.”

According to SFP, if FIPs in Peru, Ecuador, Indonesia, and Costa Rica are expanded to cover the entirety of those nation’s production, the improving category would increase by another 15.3 percent.

Sailors for the Sea takes new approach to seafood sustainability in Japan

December 5, 2018 — Ryan Bigelow, the senior program manager for Monterey Bay Aquarium’s Seafood Watch, sees Japan as a country ripe for seafood sustainability ratings like those his program provides.

Japan’s population consumes a vast amount of seafood – collectively, the country has one of the largest seafood consumption footprints in the world (third behind China and the European Union) – and because of that, an improvement in the overall sustainability of the seafood sold and eaten in Japan can have a major impact.

Seafood Watch’s Buyers Guide, which gives seafood either a “best choice,” a “good alternative”, or “avoid” recommendation to seafood commonly found in supermarkets, is well-known in the United States. (Its ratings are color-coded green, yellow, and red, similar to the colors found in traffic signals.)

The guide is tailored to each U.S. state in order to give recommendations relevant to the seafood available there. They can be downloaded in PDF form on a single page and easily folded into a wallet or pocketbook.

But Bigelow openly acknowledges that Japanese consumers are not familiar with Seafood Watch’s guides.

“We don’t promote our program there,” he told SeafoodSource.

Still, for the fourth consecutive year, Bigelow attended the Tokyo Sustainable Seafood Symposium, which took place at Iino Hall and Conference Center on 1 November. Initiated in 2015, the annual event brings together Japanese professionals involved in the seafood industry to discuss issues surrounding smarter management of global fisheries resources. The all-day program featured a wide range of speakers and panelists.

“We attend the symposium to share our experiences advocating for more sustainable seafood in North America, both our successes and our failures,” Bigelow said. “Hopefully, that knowledge allows the sustainable seafood movement in Japan to grow more quickly and avoid some of the issues we encountered over the last 20 years.”

According to Bigelow, the closest parallel to the Seafood Watch Buyers Guide in Japan is the Sailors for the Sea Blue Seafood Guide.

Omega Protein’s Menhaden Fishery Passes MSC Assessment; Public Comment Period Initiated

December 4, 2018 — SEAFOOD NEWS —  The US purse seine menhaden fishery operated by Omega protein has been recommended for MSC certification by SAI Global.

Today the assessment body released its draft report for public comment.  Scores for the three principal areas were quite high.

The MSC system is based on the target fishery achieving a score of 80 or above in a range of criteria, organized under 3 principles:  health and sustainability of target species; the status of the ecosystem and the environmental impact of fishing, and the management system in place.

Scores are averaged, and a fishery must exceed a score of 80 in each of the three main areas to be recommended for certification.

The menhaden fishery was scored at 82.5 on the target species health; at 87.4 on the ecosystem health, and at 92.2 on the management system in place.

Within these areas there were three specific issues that scored below 80, which will become conditions that need to be addressed in the five year plan for improvement following a successful certification.

The three issues identified by SAI Global as conditions are first, that Omega Protein must provide evidence of a harvest strategy that is designed to take into consideration the role of menhaden as a forage fish in the overall Northwest Atlantic ecosystem, meaning that if ecosystem impacts are identified, there must be a mechanism to reflect those impacts in the harvest strategy.

The second issue is that the client must implement a harvest control rule that ensures the exploitation rate is kept below a level where serious ecosystem impacts could occur, and the client will be expected to keep the stock fluctuating around a target level consistent with ecosystem needs.

The third condition is that every five years there must be a review of alternate measures related to bycatch.  The certifier recommends that more work be done on bycatch in the fishery.

The overall conclusion is to strongly recommend certification.  Under the MSC process, stakeholders have the right to lodge objections or suggest changes to the report.  Normally these types of suggestions are negotiated between the parties, and if no agreement can be reached, a stake holder may appeal the certification decision to a review board.

ISSF expands reach across longline tuna sector

November 21, 2018 — The International Seafood Sustainability Foundation (ISSF) has announced the adoption of two new conservation measures “to facilitate continuous improvement across global tuna fisheries”.

ISSF also amended two of its existing conservation measures. Adoption of the new measures back the expansion of its efforts to the longline fishing sector, doubling the number of measures that apply to longline vessels specifically, the first of which were adopted in April 2017.

All ISSF conservation measures directly affect how nearly 30 global seafood companies environmentally manage their respective tuna supply chains, it said.

“Our work at ISSF is ever evolving. We regularly review ISSF conservation measures to update existing standards or to create new commitments in line with the latest fisheries research or to address conservation needs,” said ISSF President Susan Jackson. “With about 75% of the world’s canned tuna processing capacity conforming to dozens of ISSF measures for sustainability best practices — and with major tuna companies being transparently audited against these measures — we are driving unique and positive change across the world’s tuna fisheries.”

The ISSF ProActive Vessel Register (PVR) is a public internet database that tracks detailed vessel information and how vessels are following science-based practices that support sustainable tuna fisheries. MRAG Americas, a third party, independent auditor, audits vessels that join the PVR with respect to these practices; vessels that join the PVR commit to provide regular, accurate information about those activities. Because the PVR brings transparency to the tuna supply chain, ISSF has worked to increase the number of fishing vessels on the Register lists — from less than 200 vessels in 2012, the year it was launched, to more than 1,000 as of Oct. 31, 2018.

Major Chinese fish oil producer and exporter Shandong Yuwang Pharmaceutical approved Friend of the Sea

November 19, 2018 — The following was released by Friend of the Sea:

Chinese manufacturer Shandong Yuwang Pharmaceutical Co. Ltd. has obtained Friend of the Sea certification for refined fish oil and softgel from Engraulis rigens sourced from FAO Area 87 (Southeast Pacific).

Friend of the Sea’s standard for sustainable fish oil and Omega-3 certifies that the oil originates only from fisheries that are compliant with Friend of the Sea’s sustainable fishing requirements, including good fishery management, selective fishing gears and social responsibility, and that a full chain of custody is in place throughout the supply and production chain.

Shandong Yuwang Pharmaceutical Co. Ldt., which processes 20000 tons of crude fish oil and produces 10000 tons of refined fish oil, is one of the largest world’s manufacturer of refined fish oil. While being exported to America and Europe, the finished fish oil also guarantees material supply of stringent standard’s fish oil preparation and products for Yuwang itself.

“We decided to join the Friend of the Sea project because we are eager to give our contribution in conserving the marine habitats and protecting them for future generations,” claims Albert Ho, Business Manager at Shandong Yuwang Pharmaceutical.

“The approval of Shandong Yuwang Pharmaceutical as a Friend of the Sea certified company consolidates the presence of our certification in China and is the confirmation that more and more fish oil manufacturers are committed towards environmental sustainability” comments Paolo Bray, Founder and Director of Friend of the Sea.

ISSF to ICCAT: Rebuild Bigeye and Yellowfin Tuna Stocks; Improve FAD Data Reporting; and Strengthen Monitoring, Control and Surveillance

November 6, 2018 — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) has released its position statement in advance of the 21st Meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT) in Dubrovnik, Croatia, on 12-19 November 2018.

“The 2018 assessment of bigeye tuna shows that the stock is overfished and subject to overfishing, and yellowfin may also be subject to overfishing. ICCAT must take urgent action,” said ISSF President Susan Jackson.

“This time last year, ICCAT scientists were reporting that the established catch limits for bigeye and yellowfin had been exceeded in 2016 by 11% and 16%, respectively. Fast-forward to today and the bigeye catch limit has been exceeded by 20 percent, and yellowfin catch limit by 17 to 37 percent. The management of these valuable tuna stocks is getting worse, not better. More should have been done last year, and the upcoming meeting in Dubrovnik offers another chance to get it right.”

ISSF is asking ICCAT to adopt stock-specific management measures in line with the advice of the ICCAT scientific committee, which includes: appropriate and fully-allocated catch levels so that ICCAT member countries can know their individual limits; capacity limits that are commensurate with these allocations; and provisions to ensure catches are in compliance with the limits. ICCAT must also consider alternative means to reduce the mortality of bigeye and yellowfin tuna in the purse seine fishery—measures like strengthened FAD management, limitations on the use of supply and support vessels, and expanded time/area closures and effort controls.

SFP: Reduction fishery sustainability improving, Asian fisheries still an issue

October 9, 2018 — The Sustainable Fisheries Partnership has released its latest annual report on reduction fisheries, and has concluded that the sustainability of the fisheries worldwide has improved by roughly eight percent.

The report, which analyzed 26 reduction fisheries – fisheries that harvest fish to be processed into fishmeal and fish oil – found that the amount of catch coming from poorly managed fisheries has dropped 16 percent from last year, and has been steadily decreasing since 2016. The report also found the 91 percent of the catch volume came from stocks “that scored 6 or better on all five criteria outlined by SFP’s FishSource database,” according to SFP.

While the report is positive, the authors – Pedro Veiga, Marina Mendes, and Blake Lee-Hardwood – also noted that Asian fisheries have been largely excluded from the data, “because of the current difficulty in establishing management and catch data.”

“This omission is significant, because the fisheries of Asia provide very large quantities of fishmeal; it is hoped that future editions of the report will be able to extend coverage to at least some of these fisheries,” the authors wrote. “Nonetheless, we are confident that the report covers approximately 50 percent of global fishmeal and oil production.”

Roughly three percent of the total catch volume of what was included in the report is coming from fisheries that have stock in “very good condition.” The entirety of that amount is attributed to one fishery: Antarctic krill in the Atlantic Southern Ocean. Of the 91 percent of fisheries that are “reasonably well-managed” or better, the largest contributor was the Peruvian anchoveta fishery, representing 33 percent of the total catch.

“This report clearly identifies a positive trend among the reduction fisheries of the North Atlantic and Eastern Pacific, although there is still significant room for improvement with some fisheries,” the authors wrote. “The proportion of fisheries achieving higher sustainability ratings has increased significantly; this builds on improvements identified in the previous report for 2017. These results clearly represent a good news story for the fishmeal and fish oil industry and show that it is becoming ever more responsible with regards to fisheries management.”

Industry leaders within aquaculture were pleased by the news in the report.

“BioMar is proud to support SFP in its efforts to improve the environmental stewardship of global marine resources. The positive trend in this year’s report demonstrates the power of the multi-stakeholder approach to “greening” value chains through responsible sourcing,” BioMar sustainability specialist Erik Olav Gracey said. “We will continue to actively support SFP through collaboration and support of fisheries improvement projects worldwide.”

The Contributions of High-Seas Fisheries to Food Security

August 28, 2018 — The recent research article by Schiller et al. in Science Advances is a novel and useful summary of the key features of fisheries on the high seas – the species captured, the quantities of each targeted species caught, the countries doing most of the fishing, and the destinations of the various products. However, the main conclusion of the article – that high seas fisheries play a negligible role in addressing global food security – needs to be considered with some caution. Context is important – it depends on which countries on the globe we are talking about.

The reason for caution is that one third of the high-seas catch is sold as canned tuna. All skipjack tuna caught from areas beyond national jurisdiction (22.3% of the high-seas catch) is processed in this way, and 70% (9.2% of the catch) of yellowfin tuna caught on the high seas is also likely to be canned (based on the proportion of yellowfin tuna caught by purse-seining in world’s largest tuna fishery). Although much of this low-cost, nutritious food is processed in Asia and destined for Europe and the USA, canned tuna is also commonly found on the shelves of local stores in many developing nations.

Food-insecure Pacific Island countries are a case in point. In these nations, canned tuna provides dietary animal protein when sea conditions are too rough for nearshore fishing or when nearshore fish catches are seasonally low. Canned tuna comprises up to 15% of recommended fish consumption across this region and, even in those Pacific Island countries that process their own tuna, 10-60% of canned tuna is imported. Given that one third of global skipjack and yellowfin tuna catches are taken in areas beyond national jurisdiction, it is reasonable to assume that the canned products derived from these catches help underpin food security in Pacific Island countries with limited access to other sources of animal protein.

As the authors of the study mention, it is also important to consider that present-day patterns of high-seas fish catches are not necessarily a good guide to the future. The latest modelling (see chapter 14) of the expected responses of skipjack and yellowfin tuna in the Pacific Ocean to climate change indicates that greater proportions of the catch are very likely to be made on the high seas in the decades to come. All canned tuna markets are therefore expected to depend more heavily on skipjack and yellowfin tuna caught from the high seas in the years ahead.

Spanish seafood industry urged to work toward greater sustainability

August 17, 2018 — Spain’s seafood industry is being helped to work towards a more sustainable and responsible supply chain by environmental law group ClientEarth, following the success of the Sustainable Seafood Coalition (SSC) in the United Kingdom, which it initiated.

The SSC aimed to promote and support responsible and sustainable fish and seafood consumption, inform the public debate on seafood, and influence change in policy relevant to seafood sustainability not just in the U.K., but also in the European Union internationally.

The SSC has become a practical and collaborative way of demonstrating good sourcing practice, according to ClientEarth. The U.K. initiative has resulted in 75 percent of seafood in British supermarkets being labeled and sourced responsibly through voluntary codes of conduct on responsible sourcing and labeling developed by SSC members.

ClientEarth’s new sustainable seafood project hopes to achieve similar results with the Spanish seafood industry.

“Our role is to facilitate a new industry coalition and help them develop best practice for seafood sustainability in Spain,” Katie Miller, ClientEarth’s sustainable seafood project lead, told SeafoodSource. “This group can pave the way for collaborative environmental leadership in Spain.”

Can the Ocean Feed a Growing World?

August 16, 2018 — If current population trends continue, experts estimate the world will need to double food production by 2050, and those same experts say fish are the answer.

“We’re running out of options on land,” says Vera Agostini from the United Nations’ Food and Agriculture Organization. “There’s only so much we can take from the planet, so fisheries and aquaculture will be critical.”

In 2016, fisheries yielded 171 million tons of fish for consumption. By 2030, that number is expected to reach 201 million tons.

To reach that goal, fisheries face a host of environmental issues and economic concerns, and advocates are saying not all fishing might be worth the effort.

Earlier this summer, the FAO published a comprehensive overview of the fishing industry called The State of World Fisheries and Aquaculture. It outlined the history of an industry they expect to play a critical role in meeting food consumption targets.
