Congress urged to back aquacultural expansion

April 6, 2021 — A seafood pressure group is calling on the US Congress to support the expansion of the country’s aquaculture sector in order to benefit the American economy, industries and communities.

Through a new industry campaign titled “Essential Aquaculture,” Stronger America Through Seafood (SATS) aims to create a sense of urgency for Congress to act swiftly on aquaculture.

“As Congress debates ways to address the many pressing challenges we face, including economic recovery, food security and environmental challenges, aquaculture should be considered as one of the solutions,” said Margaret Henderson, Campaign Manager of SATS.

“The expansion of American aquaculture is essential to the US economy. Aquaculture can strengthen American communities by supporting new jobs and a diverse workforce in a post-pandemic world. Increased seafood production would also ensure families have a steady supply of affordable American-raised seafood produced sustainably with minimal impact on the environment, which is essential to climate and conservation efforts.”

US aquaculture lobbying group urges Biden to prioritize local seafood production

January 29, 2021 — Stronger America Through Seafood (SATS), a trade group has emerged to promote aquaculture in the United States, has sent a letter to U.S. President Joe Biden, asking that his administration prioritize domestic seafood production.

Specifically, the group has asked that aquaculture be included as part Biden’s oceans and climate policies “as a means to build back a stronger, more resilient America.”

The Pros And Cons Of Expanding United States Offshore Aquaculture In 2020

July 20, 2020 — An executive order issued by President Donald Trump on May 7th moved to open up federal waters to commercial fish farming (aquaculture). The area has previously been off-limits. The executive order intends to promote U.S. seafood production and create a hassle-free regulatory process for offshore aquaculture projects. While the aquaculture industry is celebrating, many conservationists and commercial fishers are not happy with the move.

Coastal waters in the U.S. are managed in zones under different authorities. The Submerged Lands Act of 1953 secured state control over waters from the coastline to three miles out to sea. Beyond that mark, waters are federally managed to 200 miles offshore. This federal zone is called the Exclusive Economic Zone (EEZ). While nearshore aquaculture in the U.S. is regulated by states, there is currently no explicit authority in charge of permitting and regulating aquaculture in federal waters, which provides a significant stumbling block for anyone interested in starting up an offshore fish farm. The executive order designates the National Oceanic and Atmospheric Administration (NOAA) as the government agency lead on all aquaculture projects in the EEZ and also requires that all permitting decisions on new aquaculture projects be made within two years, significantly speeding up the process. “An executive order is needed to establish priority amongst the many agencies that have authority in the offshore space,” says Margaret Henderson, campaign manager for the aquaculture lobby group Stronger America Through Seafood.

Despite having the largest EEZ in the world, the U.S. currently has no commercial fish farms in any of it. NOAA fishery statistics indicate that approximately 90% of seafood consumed in the U.S. is imported, however this estimate is debated by some that argue that it is far less given the fact that much of the fish caught in the U.S. is exported for processing, only to be sent back to be consumed. Regardless of the percentage, proponents argue that expanding U.S. offshore aquaculture will lower imports and stimulate domestic production.

Congress urged to back aquaculture

June 19, 2020 — The letter, sent via the umbrella organisation Stronger America Through Seafood (SATS), highlights the opportunities presented by the industry – which is poised for growth that can be expanded here in the US through passage of legislation introduced earlier this year.

It follows the introduction of the bipartisan AQUAA Act in March by Collin Peterson (D-MN) and Steven Palazzo (R-MS), and May’s executive order from the White House which included instructions for the creation of aquaculture “opportunity zones”.

“As millions of Americans are reeling from the impacts of the COVID-19 pandemic, the seafood community, like many others, is hurting. But Congress has a unique opportunity to build an American seafood future that can bring us through this challenging time and support a diverse workforce, enhance sustainable ecosystems and guarantee healthful, locally-sourced protein for American consumers while providing opportunities for other US industries, including the agriculture industry,” the letter states.

“At present, the US lags far behind the rest of the world in farmed seafood production. The single biggest reason for that is the lack of a clear regulatory pathway for permitting new projects, a challenging reality that has forced many American businesses to invest in other countries,” it continues.

US industry, offshore farmers believe Trump’s order will have ‘huge’ impact

May 11, 2020 — An executive order issued May 7 by the administration of US president Donald Trump will have “huge” and far-reaching impacts on the country’s ability to farm its own seafood, particularly offshore, sources told Undercurrent News. The order establishes the National Oceanic Atmospheric Administration (NOAA) as the federal government’s lead agency for aquaculture permitting, set a two-year deadline for permitting most projects and seeks to develop “aquaculture opportunity zones”, among other provisions.

Its importance should not be  “underestimated”, Margaret Henderson of the group Stronger America Through Seafood (SATS) told Undercurrent.

“We in the seafood business know how much value we bring to the American public, we know how much value we bring to the global economy. But it’s not something you see batted around every day at the Oval Office,” she said.

She added that SATS was founded following a Nov 2017 meeting among representatives of companies such as Cargill, Pacific Seafood Group, Red Lobster, Fortune International, and Taylor Shellfish. The members met with the leadership of NOAA and Secretary of Commerce Wilbur Ross about their hope to bring change to the sector.

“They indicated to us a willingness to move something like this back then. We’d been in constant communication and had several White House meetings since that time and have been working very close with the entire NOAA team who really should credit for the language in this product. They’ve been working on this for a very long time,” Henderson said.

Seafood industry applauds Trump’s new executive order, while some groups cry foul

May 8, 2020 — An executive order issued on 7 April by U.S. President Donald Trump containing a number of new mandates intended to enhance the competitiveness of the U.S. seafood has drawn widespread praise from the industry, and has been derided by some environmentalists and fishing groups.

The new executive order contains an array of recommendations for wild-caught fisheries, and an extensive set of new tasks for multiple government administrations intended to expand the nation’s aquaculture. The new changes are devoted to removing barriers to permitting, improving regulatory transparency, and establishing new “Aquaculture Opportunity Areas.”

Aquaculture supporters send letter to Congress

February 7, 2019 — More than 120 seafood industry leaders and other aquaculture proponents have signed on to a letter that was sent to members of Congress on Wednesday, 6 February, urging federal lawmakers to open up opportunities for offshore fish farming.

The letter, sent to legislators by Stronger America Through Seafood, said House and Senate members plan to reintroduce updated versions of the Advancing the Quality and Understanding of American Aquaculture (AQUAA) Act. The bills would streamline the permitting process for aquaculture initiatives based in the U.S. exclusive economic zone (EEZ).

“It is time for the U.S. to get into the aquaculture game and provide new local sources of sustainable seafood for consumers,” the letter said. “We can do it here, we can do it right and we can do it [now].”

The letter also said the country risks missing out on getting a piece of the growing aquaculture industry, which researchers believe will continue to grow. According to Beyhan de Jong, a Rabobank researcher, the industry produced USD 232 billion (EUR 204.8 billion) in goods in 2016. It stands to grow by another USD 100 billion (EUR 88.3 billion) in less than a decade.

Industry group pushing for more aquaculture in the United States

September 17, 2018 — When it comes to aquaculture in the United States, there’s a sea of opportunity.

Seas of opportunity, really.

Since the United States boasts the second-largest exclusive enterprise zone in the world – meaning it has proprietary marine resource rights over an area totaling roughly 4.4 million square miles in three oceans, the Caribbean Sea, and the Gulf of Mexico – aquaculture would seem like an ideal industry for the country. That’s especially true since America’s coastlines are home to a variety of seafood species.

However, as aquaculture has witnessed exponential growth worldwide in recent years, the United States really has not been a significant player in the industry. According to the World Bank, aquaculture produced more than 106 million metric tons (MT) of seafood in 2015. That’s more than double the seafood farms created in 2003 and more than 50 times the yield reported in 1960.

In 1960, the United States ranked fourth in the world, harvesting 104,421 metric tons of the more than two million MT produced worldwide.

In 2015, America was responsible for just 426,000 MT – or just 0.4 percent of the worldwide harvest. That put the it 18th in the world in aquaculture production, trailing such countries as Ecuador, Malaysia, and North Korea.

By contrast, the United States ranks No. 1 in the world in poultry and beef production.

Aquaculture supporters say there’s a major reason for that discrepancy. Don Kent, the president and CEO of Hubbs-SeaWorld Research Institute, told SeafoodSource his organization has tried for more than a decade to develop a small fish farm off the Southern California coast, but so far to no avail.

“In a lot of ways, what we’re trying to do in aquaculture is just growing another kind of food. We already know how to grow chickens and pigs. We know how to grow vegetables, and we even know how to grow catfish and trout. We have regulations for handling that,” he said. “What we don’t have is permission to go out into ocean and use the ocean in a sustainable way.”

That’s why a new trade group has emerged to promote aquaculture in the United States. Stronger America Through Seafood – represented by officials from such companies as Cargill, Pacific Seafood, Red Lobster, and High Liner Foods – sees aquaculture as a way to provide Americans increased access to seafood products that are both sustainable and affordable.

Margaret Henderson, the group’s campaign director, told SeafoodSource that the organization came together after industry leaders were encouraged by some of the positions expressed by federal officials regarding increased domestic seafood production. At the same time, Henderson said those same industry leaders looked around and saw no private-sector organization championing those efforts.
