Atlantic Herring: NEFMC Approves Stock Rebuilding Plan and Adjustments to Accountability Measures in Framework 9

October 7, 2021 — The following was released by the New England Fishery Management Council:

During its September 28-30, 2021 webinar meeting, the New England Fishery Management Council selected preferred alternatives for Framework Adjustment 9 to the Atlantic Herring Fishery Management Plan (FMP) and then voted to submit the framework to NOAA Fisheries for review and implementation.

The framework contains two components:

• A stock rebuilding plan for Atlantic herring; and
• Adjustments to accountability measures that are triggered when overages to catch limits occur in individual herring management areas.

Stock Rebuilding Plan: The Council received a letter from NOAA Fisheries on October 13, 2020 saying the agency “formally determined that the Atlantic herring stock is overfished based on the best scientific information available.”

The Council was given two years from the date of the letter to develop a rebuilding plan that could be implemented by NOAA Fisheries within that timeframe, as required by the Magnuson-Stevens Fishery Conservation and Management Act.

The Council’s Herring Committee initially developed three rebuilding alternatives for this action, and the Scientific and Statistical Committee reviewed the technical basis of the projections that were prepared to evaluate the alternatives. In mid-September, the Herring Committee added another alternative, known as 3A, for the Council to consider. The options presented to the full Council are summed up in the Framework 9 Decision Document.

Aside from “no action,” which was not a viable alternative given the letter from NOAA Fisheries, the Council had two distinct paths to choose from: (a) use the acceptable biological catch (ABC) control rule that was developed under Amendment 8 to guide the rebuilding program; or (b) go with a constant fishing mortality rate target that would remain fixed – regardless of increases or decreases in biomass – for seven or five years depending on which alternative was selected.

NEFMC Seeks Scientific and Statistical Committee Nominees to Serve for 2022-2024

October 6, 2021 — The following was released by the New England Fishery Management Council:

The New England Fishery Management Council (Council) is seeking qualified candidates to serve on its Scientific and Statistical Committee (SSC).  Individuals may nominate themselves or be nominated by other individuals or organizations.  Appointments are for three years with the term beginning in January 2022 and ending December 2024.  All relevant materials should be sent to the Council office and must be received by 8 a.m. on December 20, 2021.

SSC nominees should have expertise in statistics, fisheries biology, marine ecology, economics, sociology, anthropology, or other social sciences as they apply to fisheries management.  SSC members are expected to provide independent, scientific advice to the Council. 

The purpose of the SSC is to assist the Council in the development, collection, and evaluation of statistical, biological, economic, social, and other scientific information relevant to the development of fishery management plans.  Responsibilities are outlined in the solicitation announcement and in the Council’s Operations Handbook.

SSC members are reimbursed for travel expenses up to specified limits for attending official meetings at the Council’s request and receive a daily stipend subject to funding.

The duties and responsibilities of this position require nominees to file the Statement of Financial Interests to fulfill the requirements of the Magnuson‐Stevens Fishery Conservation and Management Act.  The purpose of this report is to assist potential candidates and NMFS in avoiding conflicts between official duties and private financial interests or affiliations.  Please complete the form and include it with your application.

Salmon Subcommittee of the Scientific and Statistical Committee to hold online meeting June 4, 2021

The Pacific Fishery Management Council’s (Pacific Council) Scientific and Statistical Committee’s (SSC’s) Salmon Subcommittee will meet to review the SSC’s role in reviewing salmon forecast methodologies and other analyses informing Pacific Council decisions as specified in the Pacific Coast Salmon Fishery Management Plan and in Council Operating Procedure 15. The SSC Salmon Subcommittee may also discuss how best scientific information available determinations for salmon decision-making might be structured. SAFMC Scientific and Statistical Committee Meeting April 27-29 and May 3, 2021

April 19, 2021 — The following was released by the South Atlantic Fishery Management Council:

The South Atlantic Fishery Management Council’s Scientific and Statistical Committee will hold a multi-day meeting via webinar later this month to review recent stock assessments for Red Snapper, Tilefish and Gag Grouper and provide recommendations for consideration by the Council. Each of the eight regional fishery management councils in the U.S. has a Scientific and Statistical Committee (SSC) responsible for developing fishing level recommendations and reviewing the scientific basis of council management plans and actions.

The latest stock assessment for South Atlantic Red Snapper was completed through the Southeast Data, Assessment and Review (SEDAR) stock assessment process and made available in March 2021. During its meeting, the SSC will review the assessment and consider whether the results are useful for providing management advice and developing fishing level recommendations for the Council.

An SSC may use the information from the Stock Assessment Report as the basis for providing fishing level recommendations or request additional analyses be conducted.

Fishing level recommendations include an Overfishing Limit and the Acceptable Biological Catch. An overview of the Red Snapper Stock Assessment will be provided to the SSC by NOAA Fisheries Southeast Fisheries Science Center on Tuesday, April 27th.

In addition to Red Snapper, the SSC will review stock assessments and provide fishing level recommendations for Tilefish (golden Tilefish) and Gag Grouper. The SSC will also provide guidance on the Council’s “Decision Tree” approach to allocations, the South Atlantic Research and Monitoring Plan and other agenda items.

Recommendations from the SSC will be provided to the South Atlantic Fishery Management Council during its June 14-18, 2021 meeting scheduled via webinar.

South Atlantic Fishery Management Council Seeks Scientific Advisors

April 7, 2021 — The following was released by the South Atlantic Fishery Management Council:

The South Atlantic Fishery Management Council (SAFMC) is soliciting scientists interested in serving on its Scientific and Statistical Committee (SSC). Membership is open to any qualified scientist, regardless of affiliation or geographic location. The SAFMC will review applications during its June 14-18, 2021 meeting via webinar. Applications received by April 30, 2021 will be submitted to the Council for consideration.

The South Atlantic Fishery Management Council is one of eight regional fishery management councils in the country. Each council has an SSC responsible for reviewing the scientific basis of council management plans and actions and developing fishing level recommendations in accordance with national fisheries management guidelines. The SAFMC’s SSC meets at least twice a year to address a broad range of topics, including stock assessments, management action evaluations, social and economic analyses, habitat evaluations and ecosystem management issues. SSC members also play a key role in developing and reviewing stock assessments through participation in SEDAR, the Southeast Data, Assessment, and Review program. SAFMC SSC members serve 3-year terms and may be appointed to multiple terms.

Anyone with expertise and experience in the areas of fisheries biology, population dynamics, fisheries research and monitoring, and social and economic analyses of natural resources, especially as applied to fish species in the South Atlantic, is encouraged to apply by submitting a CV, NMFS Financial Disclosure Statement, and cover letter. The cover letter should highlight qualifications and experience and indicate receipt and acceptance of the SAFMC SSC job description.

NEFMC Approves Small-Mesh Multispecies Specifications for Fishing Years 2021-2023

February 11, 2021 — The following was released by the New England Fishery Management Council:

During its late-January meeting, the New England Fishery Management Council approved new specifications for the small-mesh multispecies fishery for fishing years 2021-2023. These limits apply to whiting and red hake stocks and are based on recent stock assessment information and other data. The package contains:

  • Annual catch specifications for small-mesh stocks that follow overfishing limit (OFL) and acceptable biological catch (ABC) recommendations from the Council’s Scientific and Statistical Committee (SSC) – except for southern red hake, where the Council went with a more conservative approach and selected an ABC that is 75% of the SSC’s recommendation in order to enhance stock rebuilding;
  • A provision to reset the total allowable landing (TAL) trigger for northern red hake from the current 38% to the original value of 90% so that in-season accountability measures don’t unnecessarily restrict the fishery at a very low level of landings; and
  • An adjustment to the whiting possession limit on trips using less than 3-inch mesh codend trawls so that fishermen can land up to 15,000 pounds of northern silver hake and southern whiting.
