Mid-Atlantic Council Seeking Applications for Interim Advisory Panel Members

January 18, 2017 — The following was released by the Mid-Atlantic Fishery Management Council:

The Mid-Atlantic Fishery Management Council is soliciting applications from qualified individuals to serve on several advisory panels that currently have vacancies.  Advisory panels provide information and recommendations to the Council during the development of fishery management actions. One of the chief responsibilities of advisory panels is the development of annual Fishery Performance Reports, which provide the Council and SSC with information on why catches may have fluctuated from year to year.

Advisory panels are composed of individuals with diverse experience and interest in Mid-Atlantic fisheries. Members include commercial fishermen, recreational anglers, for-hire operators, dealers, scientists, environmentalists, and other interested members of the public. Most advisory panels meet 1 – 2 times per year. Members are compensated for travel and per diem expenses for advisory panel meetings.  Individuals appointed under this notice would serve on an interim basis and could re-apply during the next general application window in early 2018.

The Council is accepting applications for the following advisory panels:

  • Mackerel, Squid, and Butterfish (1 vacancy)
  • Spiny Dogfish (2 vacancies)
  • Surfclam/Ocean Quahog (1 vacancy)

Anyone interested in serving on one of these advisory panels may apply online or download an application at www.mafmc.org/forms/advisory-panel-application. Applications can also be obtained by calling the Council office at (877) 446-2362 or emailing jsaunders@mafmc.org. Completed applications should be submitted using one of the following methods:

ASMFC Spiny Dogfish Board Approves 2017 Fishery Specifications

October 26th, 2016 — The following was released by the Atlantic States Marine Fisheries Commission: 

The Atlantic States Marine Fisheries Commission’s Spiny Dogfish Management Board approved a spiny dogfish commercial quota of 39,099,717 pounds for the 2017 fishing season (May 1, 2017 – April 30, 2018). The Board maintained a 6,000 pound commercial trip limit in state waters (0-3 miles from shore) in the northern region (Maine through Connecticut). States in the southern region (New York to North Carolina) have the ability to set state-specific trip limits based on the needs of their fisheries. 

The quota and northern region trip limit are consistent with the measures recommended to NOAA Fisheries by the Mid-Atlantic Fishery Management Council. Although the spiny dogfish commercial quota represents a slight decrease from the previous year, the 2015 assessment update projects spawning stock biomass to increase starting in 2019. Therefore, the commercial quota is expected to increase in the next specifications cycle if the projection is supported by catches in the Northeast Fisheries Science Center spring survey.

The 2017 spiny dogfish commercial quota allocations (in pounds) for the northern region and the states of New York through North Carolina are described below. Any overages from the 2016 season will be deducted from that region’s or state’s 2017 quota allocation.

Is Dogfish the New Cod in New England?

August 15, 2016 — On a wind-tossed autumn morning off the Cape Cod coast, the aft deck of Doug Feeney’s 36-foot fishing boat, the Noah, is buried beneath a squirming, slimy, shin-deep layer of sharks.

The Noah’s hauler growls under the weight of the 300-hook long line emerging from the froth-tipped Atlantic. The reek of gasoline mingles with salt. A procession of small gray sharks, each pierced neatly through the jaw by a steel hook, materializes from the depths. Feeney, a lean fisherman whose goatee and hoop earrings lend him a vaguely piratical mien, yanks the sharks from the line with the steady rhythm of an assembly-line worker. A drained cup of coffee perches on the dashboard; James Taylor warbles on the radio.

“Twenty-five years ago we’d catch 10,000 pounds of these things every day,” Feeney shouts over the roar of the engines and “Fire and Rain.” “We’d just throw ’em back over the side.”

Like many Chatham fishermen, Feeney is a jack-of-all-trades. He gillnets monkfish in early spring, he trolls for bluefin tuna in late fall. But no species occupies more of his energy than the spiny dogfish, the dachshund-size shark now piling up on the Noah’s deck. Though the word “shark” conjures visions of the toothsome great white, spiny dogfish, the most common shark in the world, bears little resemblance to Jaws. For starters, it rarely grows more than 4 feet long. White freckles dot its slate-colored back and its green eyes glow with an eerie feline light. Stroked head to tail, its skin is almost velvety to the touch.

What Squalus acanthias lacks in fierceness, it makes up for in abundance. From Florida to Maine, populations are flourishing, so much so that the annual quota—the total weight that fishermen are allowed to catch—has increased every year from 2008 to 2015, cresting at a whopping 50 million pounds before dipping to 40 million this year. Such bounty stands in stark contrast to the grim status of Massachusetts’ most iconic fish, the cod, so depleted that quotas have sunk below a meager one million pounds. With the cod industry in a state of collapse, dogfish represent perhaps the best hope for struggling local fishermen. “These guys have been through so many cuts,” says Tobey Curtis, a fisheries policy analyst with the National Oceanic and Atmospheric Administration (NOAA). “When we have success, we want to be able to pay them back.”

NOAA Fisheries Announces Management Measures for 2016-2018 Spiny Dogfish Fishery

August 12, 2016 — The following was released by NOAA: 

NOAA Fisheries announces the 2016-2018 final management measures for the spiny dogfish fishery.

We are increasing the spiny dogfish federal trip limit from 5,000 lb to 6,000 lb. Increasing the trip limits will help an underutilized fishery better achieve optimum yield.

Commercial Spiny Dogfish Quotas Through FY 2018

2016: 40.4 million pounds (-20% from 2015)

2017: 39.1 million pounds (-23% from 2015)

2018: 38.2 million pounds (-25% from 2015)

While these quotas are lower than the 2015 quotas, the limits are substantially higher than actual landings in the fishery since 2000, and approximately twice the 2014 landings. We are reducing the quota due to a biomass decline of spiny dogfish.

These changes are effective August 15, 2016.

“Good Catch!” Campaign Bolsters New England’s Sustainable Seafood Businesses

August 10, 2016 — The following was released by the Marine Stewardship Council:

BOSTON — According to new independent research, seafood consumers in New England are significantly more likely than national consumers to purchase fresh fish at a seafood counter, 58 percent and 40 percent, respectively. New England consumers’ affinity for fresh seafood is renowned, and the region benefits from a concentration of certified sustainable fisheries, which work to protect fish stocks, ecosystems and local fishing communities. However, consumer awareness of the abundant sustainable seafood offerings from area sellers remains low. To address this, the Marine Stewardship Council (MSC), an international non-profit dedicated to safeguarding the seafood supply, will launch a campaign to educate New England consumers about identifying sustainable seafood products.

MSC will take its “Good Catch!” campaign directly to consumers this month with events at Whole Foods and Big Y grocery stores, which feature MSC at their fresh fish counters, in greater Boston, Springfield and Great Barrington, as well as at Green Fest and the Quincy Farmers Market.

“As consumers are developing greater awareness of their impact on the world, they are demanding more ways to validate that the products they buy support their values,” said Brian Perkins, MSC Regional Director – Americas. “You should have confidence that what you are buying really is what it says it is and that it originates from a sustainable source. The blue MSC label ensures that the seafood was caught wild, using methods that don’t deplete the natural supply or come at the expense of other ocean life.”

IMPACT ON LOCAL FISHING INDUSTRY: The fishing industry – at the heart of many New England communities – has seen first-hand the consequences of unsustainable fishing. Sustainable fisheries in New England, and globally, are the most important players in addressing these problems. The MSC certification program helps these fishing communities prove to the marketplace that their seafood supplies are healthy. In New England, the US Atlantic sea scallop; Maine Lobster; US North Atlantic swordfish; US Atlantic spiny dogfish; US Acadian, redfish, pollock and haddock fisheries are MSC certified.

“The fishing industry is vital to New England’s economy, and operating them sustainably ensures that our industry will continue for generations to come,” said Doug Feeney a commercial fisherman and member of the Cape Cod Fisherman’s Association. “Consumers want to know that the seafood they buy is responsibly sourced – MSC certification allows us to let local shoppers know that what they’re buying really does come from our sustainable sources.”

Consumers wishing to learn more about sustainable seafood can look for the MSC booth throughout August outside Whole Foods stores in the Boston area, Big Y stores in Springfield and Great Barrington, Green Fest, and the Quincy Farmers Market. Visit msc.org/goodcatch for information.

“By purchasing seafood that they know comes from a sustainable source, consumers help protect our oceans and ensure that seafood can be enjoyed for many generations to come,” said Perkins. “They have the power to impact the health of the ocean and the continuation of the fishing industry simply by the products they choose.”

NC commercial, recreational fishermen saw record harvests in 2015

June 22, 2o16 — North Carolina commercial and recreational fisherman reeled in record harvests last year.

Milder weather allowed fishermen to work longer, harvesting more shrimp and hard blue crab in the latter months, according to the N.C. Division of Marine Fisheries.

Shrimp landings increased by 94 percent — the highest since 2008. November 2015 shrimp landings increased by 307 percent from November 2014. Hard blue crabs also increased by 23 percent to 31 million pounds.

“We had the best spring shrimp we’ve ever had,” said Phil Guyer, owner of Coastal Seafood and Propane in Leland. “In fact, we saw shrimp in March and our hometown shrimper said that they’ve never caught shrimp in March. We had a really good year.”

While shrimp and crab harvest flourished, other species in the top five — spiny dogfish, summer flounder, Atlantic croaker — plummeted.

Recreational fishermen caught an estimated 10.2 million fish in 2015, 6.8 percent more seafood than in 2014. Fishermen also released 6 percent more fish in 2015 than in 2014.

Similarly, coastal recreational fishing in 2015 also increased substantially. Dolphin, yellowfin tuna, cobia and wahoo were the top five recreational species harvested. Dolphin catches increased by 132 percent, while wahoo rose by 66 percent and cobia rose 62 percent.The increase in dolphin, wahoo and cobia is likely due to the decline of yellowfin tuna harvests, which was down 10.7 percent last year, Marine Fisheries stated in a news release.

The Garden State Seafood Association strongly opposes the “Shark Fin Trade Elimination Act of 2016”

June 23, 2016 — The following was released by the Garden State Seafood Association:

Finning of sharks (the process of removing fins at sea and discarding the shark) is currently illegal in the U.S. and Garden State Seafood Association (GSSA) supports that law. The Shark Conservation Act of 2010 (SCA) prohibits any person from removing any of the fins of a shark at sea and discarding its body. The GSSA supports this law and existing associated exemptions for spiny dogfish and smooth dogfish sharks.

However, there is a direct federal allowance for the sale and possession of legally-harvested shark fins regulated and supported by NOAA, the U.S. Congress and the Obama Administration. Any effort to overturn this allowance at the federal level is simply not based on fact.

The “Shark Fin Trade Elimination Act of 2016” makes it illegal to sell the fins from legally-harvested shark species, including all large coastal sharks, Threshers and Mako. One result of this requirement may include the fins of these sharks being removed on shore after harvest and needlessly thrown away.

This legislation represents a shameful waste of food and results in decreased revenues to New Jersey fishermen and their families. It will harm commercial fisherman, their families, and coastal communities around the Nation who participate in legal shark fisheries. And since sharks are already sustainably managed by NOAA, the legislation adds no conservation benefit to shark resources.

U.S. fisheries management has a strong conservation ethic with respect to our shark fisheries. The sharks we harvest are sustainably managed by NOAA, the meat is consumed throughout the U.S. and around the world, and the fins associated with these legally-harvested sharks are desired by overseas markets for their food and cultural significance.

Mid-Atlantic Council Announces Funded Collaborative Research Projects

April 8, 2016 — The following was released by the Mid-Atlantic Fishery Management Council:

The Mid-Atlantic Fishery Management Council announces that four research projects have been selected to receive a total of approximately $610,000 in funding as part of the Council’s 2016-2017 Collaborative Fisheries Research Program. The four projects each address research priorities identified by the Mid-Atlantic Council in a Request for Proposals distributed in December 2015.

“Accurate information is the foundation of effective fisheries management,” said Council Chairman Rick Robins. “These research projects will help fill critical gaps in our understanding of Mid-Atlantic fisheries and ensure their continued sustainability.”

Changes in Availability of Mid-Atlantic Fish Stocks To Fisheries-Independent Surveys 

Principal Investigators: Janet Nye, Michael Frisk, and Skyler Sagarese.  

This project will investigate how habitat modifies the availability of summer flounder, black sea bass, and spiny dogfish to the NEFSC trawl survey. The focus of this research is on the relationship between the NEFSC trawl survey index and actual abundance of these species.

Collaborative Development Of A Winter Habitat Model For Atlantic Mackerel, “Version 2.0”, For The Identification Of “Cryptic” Habitats And Estimation Of Population Availability To Assessment Surveys And The Fishery

Principal Investigator: Gregory DiDomenico; Co-Principal Investigators: William Bright; Peter Moore, Josh Kohut, Mitchell Roffer, and John Manderson. 

This project will synthesize existing information to develop and evaluate a quantitative model describing dynamic winter habitat distributions for Atlantic Mackerel. The goal of this study is to develop a model that can be used to accurately estimate the availability of the population to fishery independent surveys.

Estimating and Mitigating the Discard Mortality Rate of Black Sea Bass in Offshore Recreational Rod-And-Reel Fisheries 

Principal Investigator: Olaf Jensen; Co-Principal Investigators: Eleanor Bochenek and Jeffrey Kneebone. 

This objective of this project is to estimate the discard mortality rate of black sea bass captured by recreational anglers using rod-and-reel fishing gear in the deepwater offshore fishery during fall/winter in the Mid-Atlantic. In addition, this research will generate “best practice” capture and handling recommendations.

Determining Selectivity and Optimum Mesh Size to Harvest Three Commercially Important Mid-Atlantic Species 

Principal Investigator: Emerson Hasbrouck; Co-Principal Investigator: Jonathan Knight. 

This project will analyze the selectivity of multiple codend mesh sizes relative to summer flounder, black sea bass and scup retention in the commercial bottom trawl fishery in the Mid-Atlantic region.
