Fisheries Managers Cast Doubt on Sardine Survey Methods

April 13, 2017 — SEAFOOD NEWS — Fishing for Pacific sardines in California has been banned for the third consecutive year.

The Pacific Fishery Management Council voted Monday afternoon in Sacramento to close the fishery through June 30, 2018, because the population limit of 150,000 metric tons wasn’t met.

Researchers estimate that only about 87,000 metric tons of the oil-rich fish are now swimming around off the coast.

The decision blocks commercial fishers in San Pedro, Long Beach and elsewhere across the West Coast from anything other than small numbers of incidental takes. While sardines don’t command the high price of California shellfish, their plentiful numbers and popularity make them one of the state’s most-caught finfish.

But fishery managers say there’s reason to believe sardines are much more plentiful than studies have found.

National Oceanic and Atmospheric Administration’s Southwest Fisheries Science Center Deputy Director Dale Sweetnam said the acoustic-trawl method that researchers use to estimate the number of sardines is flawed.

The count is done from a large NOAA ship that surveys the entire West Coast by sampling schools of fish, and then bounces sound waves off of them to create a diagram that estimates the size.

But the ship is too large to go into harbors or coastal areas where sardines like to congregate.

“There are questions about the acoustic detector being on the bottom of the ship — how much of the schools in the upper water columns are missed by the acoustics,” Sweetnam said. “Also, the large NOAA ship can’t go in shallow waters, but most of the sardine fishery is very close to shore.”

The fisheries service will soon employ a California Department of Fish and Wildlife plane, along with drones, to survey coastal areas for sardines.

“It will take some time because we’re going to have to determine a scientific sampling scheme,” Sweetnam said. “We’re starting this collaborative work with the fishing industry to extend our sampling grid-lines to shore.”

However, environmental activists cheered the decision to close the sardine fishery for a third season.

Oceana, a worldwide conservation advocacy organization, blames the sardine population decline on overfishing.

“Over the last four years we’ve witnessed starved California sea lion pups washing up on beaches and brown pelicans failing to produce chicks because moms are unable to find enough forage fish,” said Oceana campaign manager Ben Enticknap.

“Meanwhile, sardine fishing rates spiked right as the population was crashing. Clearly, the current sardine management plan is not working as intended and steps must be taken to fix it.”

Industry representatives, however, argue that fishers are reliable environmental stewards and that they are just as eager as environmental activists to protect the long-term survival of marine species.

California fishers were able to replace sardine takes with increased numbers of squid in recent years. This year, promising anchovy stocks and other fish may keep the industry solvent.

California Wetfish Producers Association Executive Director Diane Pleschner-Steele said fishermen are frustrated.

“Fishermen are just ready to pull their hair out because there’s so many sardines and we can’t target them,” Pleschner-Steele said. “I’m relieved that the Southwest Fisheries Science Center acknowledges problems with the current stock assessment and has promised to work with the fishermen to develop a cooperative research plan to survey the near-shore area that is now missed. Unfortunately, this does not help us this year.”

Sardines are subject to large natural population swings associated with ocean conditions. In general, sardines thrive in warm water regimes, such as those of the 1930s, and decline in cool water years, like the 1970s. After reaching a recent year peak of about one million metric tons in 2006, the sardine biomass[1] has dropped to an estimated 86,586 metric tons in 2017.

The Council takes a precautionary approach to managing Pacific sardines. When the fish are abundant, more fishing is allowed; but as the stock size declines, the amount of allocated to harvest decreases. When the biomass is estimated at or below 150,000 metric tons, directed commercial fishing is shut down.

Although directed commercial fishing will close, the Council will allow up to 8,000 tons of sardines to account for small amounts taken as incidental catch in other fisheries (such as mackerel), live bait harvest, Tribal harvest, and research.

Background

The sardine biomass is assessed annually, and the fishing year runs July 1 through June 30. Although sardine fishing hasn’t generated the money that some other fisheries have in recent years, it is an important source of income for communities up and down the west coast.  The allowable harvest in recent years has been as high as 109,000 metric tons (2012), but has dropped as the biomass has dropped. In 2013 the harvest guideline was 66,495 mt, and in 2014 it was 23,293 mt. Since July 2015, the harvest guideline has been zero.

Council Role

The Pacific Fishery Management Council is one of eight regional fishery management councils established by the Magnuson Fishery Conservation and Management Act of 1976 for the purpose of managing fisheries 3-200 miles offshore of the United States of America coastline. The Pacific Council recommends management measures for fisheries off the coasts of California, Oregon, and Washington. All Council meetings are open to the public.

 

Sardine fishing could be banned for 3rd year in a row

March 27, 2017 — The once-thriving sardine population — made famous in John Steinbeck’s novel “Cannery Row” — has taken a nosedive along the West Coast, where regulators are considering a ban on reeling in the tiny bait fish for a third year in a row.

Sardine numbers have plummeted 95 percent since 2006, according to estimates released Friday by the National Marine Fisheries Service. The perilously low numbers give regulators little choice but to again close fishing starting July 1 from Mexico to the Canadian border.

“If the initial estimate for this year remains in place, the fishery will be closed for the third straight year,” said Kerry Griffin, the staff officer for the Pacific Fishery Management Council, which makes policy along the coasts of California, Oregon and Washington. “We all want a healthy ecosystem, sustainable fisheries and healthy coastal communities that depend on fishing opportunities.”

Fishery biologists blamed the collapse on natural fluctuations — which recent sediment studies show have been common throughout history — and changing ocean conditions. Conservationists, however, believe overfishing made a bad situation worse.

“There would have been a decline anyway, but we made the decline worse by continuing to fish,” said Geoffrey Shester, senior scientist for Oceana, an international advocacy group that has been fighting to lower the annual sardine take and implement stricter regulations. “Scientists in the agency warned about a collapse, but the managers of the fishery didn’t pay attention to that and, in fact, took a much higher percentage of the existing stock.”

Mid-Atlantic Council Approves Amendment to Protect Unmanaged Forage Species

August 9, 2016 — The following was released by the Mid-Atlantic Fishery Management Council:

VIRGINIA BEACH, Va. — The Mid-Atlantic Fishery Management Council has approved an amendment to protect unmanaged forage species in the Mid-Atlantic. If approved by the Secretary of Commerce, the Unmanaged Forage Omnibus Amendment would prohibit the development of new and expansion of existing directed commercial fisheries on a number of unmanaged forage species in Mid-Atlantic Federal waters. The prohibition would continue until the Council has had an opportunity to assess the available scientific information for these species and consider the potential impacts to existing fisheries, fishing communities, and the marine ecosystem.

Forage fish are small, low trophic level fish that play a central role in the marine food chain. These species facilitate the transfer of energy to higher trophic levels by consuming very small prey and then being eaten by larger, predatory fish and other marine animals.

“Forage species play a vital role in maintaining the productivity and structure of marine ecosystems and are currently at risk of unregulated fisheries development in the absence of adequate science to ensure their ecological sustainability,” said the Council’s Chairman, Rick Robins. “With this action, the Mid-Atlantic Council is taking a proactive approach to conserving unmanaged forage species and the ecosystem services they provide in the Mid-Atlantic region.”

The amendment was not intended to address all unmanaged forage species in the Mid-Atlantic but rather to focus on those species that have high ecological importance and those that have high potential for the development of a large-scale targeted commercial fishery.

The Council received more than 21,000 comments during the public comment period, the majority of which focused on the list of species to be included in the amendment. Although the Council initially considered a list of more than 250 forage species, this was narrowed down to a list of 15 taxa (i.e. species, families, orders, and other taxonomic groupings) for inclusion.

After considering input from its advisory panel, Ecosystem and Ocean Planning Committee, and members of the public, the Council voted to remove false albacore due to its large size and high trophic level. These 15 taxa include more than 50 forage species, including anchovies, halfbeaks, herrings, sardines, and sand lances. The complete list is included at the bottom of this announcement.

The Council voted to designate these taxa, with the exception of chub mackerel, as ecosystem components (ECs) in all of the Council’s fishery management plans (FMPs). The amendment would establish an incidental possession limit of 1,700 pounds for all EC species combined. For chub mackerel, the Council approved temporary measures to be implemented while the Council evaluates potentially adding the species as a stock in the Atlantic Mackerel, Squid, Butterfish FMP. These measures would include an annual landings limit of 2.86 million pounds and a 40,000-pound incidental possession limit which would go into effect once this landings limit is met.

The Council also voted to require use of exempted fishing permits (EFPs) prior to allowing any new fisheries or expansion of existing fisheries for unmanaged forage species and to establish a new policy for Council review of EFP applications. The Council also agreed that, prior to allowing any new fisheries or expansion of existing fisheries, the Council would consider whether the species in question should be managed as a stock in the fishery or if other discretionary management measures should be used.

Oregon’s Forage Fish Management Plan available for public comment

June 15, 2016 — SALEM, Ore. — The Oregon Department of Fish and Wildlife is asking for public comment on the Oregon Forage Fish Management Plan, which will establish protections for forage fish through new fishing regulations, and guide resource management decisions.

Forage fish are small, schooling fish which serve as an important source of food for other fish species, birds and marine mammals. There are forage fish species that are currently tracked and managed individually, such as sardine, herring and mackerel; in some years, these species are caught in large numbers.

In contrast, the Forage Fish Management Plan applies to a grouping of forage fish species that are not currently caught in significant numbers, such as sand lance, smelt, and squid. These species are caught in commercial and recreational fisheries.

D.B. PLESCHNER: Sardines not collapsing, may be in recovery

April 25, 2016 — On April 10, the Pacific Fishery Management Council closed the West Coast sardine fishery for a second straight year. The council followed its ultra-conservative harvest control policy and relied on a stock assessment that does not account for recent sardine recruitment.

But in fact, there are multiple lines of evidence that young sardines are now abundant in the ocean.

In addition to field surveys, fishermen in both California and the Pacific Northwest have been observing sardines — both small and large — since the summer of 2015. And California fishermen also provided samples of the small fish to federal and state fishery managers. During the council meeting, the industry advisory subpanel — comprised of fishermen and processors — voiced concern with the inability of acoustic surveys — on which stock assessments are largely based — to estimate accurately the number of fish in the sea. These surveys routinely miss the mass of sardines in the nearshore, where the bulk of the fishery occurs in California, and in the upper water column in the Pacific Northwest, where Oregon and Washington fishermen catch sardines. The recruitment we’re seeing now seems much like the recruitment event following the 2003 El Niño. The years 1999-2002 were characterized by strong La Niña conditions, similar to the years 2010-2013. And what happened after the early 2000s? By 2007 the West Coast sardine population hit its highest peak in recent memory.

So by all appearances the sardine population is likely on the upswing — not still tanking as many environmentalists and media reports are claiming.

As Pacific sardine collapse worsens, scientists worry about possible ripple in the ecosystem

April 19, 2016 — Nearly a year into a West Coast sardine fishing ban enacted to protect the collapsing population, the fish formerly worth more than $8 million to Oregon’s economy have shown no signs of a comeback.

New federal research indicates numbers of the small, silvery, schooling fish have plummeted further than before the fishing moratorium, dashing any hope of lifting it in 2016.

With the current sardine population hovering at 7 percent of its 2007 peak, fishermen now say they expect to wait a decade or more to revive the fishery.

“I don’t want to take a pessimistic view, but I would think we’ll be shut down until 2030,” said Ryan Kapp, a Bellingham, Washington, fisherman who advises the Pacific Fishery Management Council on sardines and other fish.

Sardines aren’t struggling in isolation. Other fish near the bottom of the marine food web, such as anchovies and herring, are also down. The shortage of sustenance is rippling upward to create crises for predator species from seals to seabirds.

Researchers can’t tell exactly what’s driving the die-off, nor how long it will last. Some say the crash can be attributed to cyclical boom-and-bust population dynamics sardines have always exhibited.

RAY HILBORN: Sardine stories

April 14, 2016 — At the end of February, Dr. Geoff Shester, California campaign director for the nonprofit advocacy group Oceana, criticized the Pacific Fishery Management Council for the persistence of low numbers of California sardines. The lack of a population recovery may cause the commercial moratorium to last until 2017.

The author explained this sardine population decline as being 93 percent less than it was in 2007. Shester does not believe this is because of environmental causes like climate change, El Niño or natural fluctuations in forage fish species, however. Instead he blames the management body.

“They warned of a population collapse, and the fishery management body basically turned a blind eye and continued moving forward with business as usual.”

Shester also cited recent sea lion deaths, specifically 3,000 that washed ashore in California in 2015.

West Coast Sardine Populations, Long Sinking, Look Even Worse in Forecast

February 26, 2016 — Sardines off the West Coast have continued on a steep decline, with populations this summer forecast to be down 93 percent from a 2007 peak, according to a draft assessment from the National Marine Fisheries Service.

The sardines are a key forage food for sea lions, salmon and many other species, as well as a source of income for commercial fishermen.

In some years, sardines have been worth from $10 million to more than $20 million annually to a West Coast fleet.

Last year, the sardine implosion was so severe that the Pacific Fishery Management Council voted to call off the season that was scheduled to start in July for West Coast fleets, including those in Washington state.

This year, as the council meets this spring, it will have more bad news on sardines to review.

The stocks of sardines aged one year or older are forecast to be 64,422 metric tons, about a third lower than the 2015 assessment.

“Pacific sardines are an incredibly important economic and ecological ocean resource,” said Geoff Shester, a fishery scientist with Oceana, a marine conservation group. “Fishermen with lost income will suffer financially, and marine animals like California sea lion pups will face another year of fighting starvation.”

Albert Carter, of Ocean Gold Seafood in southwest Washington, said sardines are a significant part of the company business when populations are strong.

Carter, who serves on a Pacific Fishery Management Council advisory committee, said he has not had a chance to review the new sardine assessment. But he said if populations have continued to decline, he does not expect a 2016 season.
