NOAA Fisheries Releases New Species in the Spotlight Priority Action Plans

April 21, 2021 — The following was released by NOAA Fisheries:

Today, NOAA Fisheries released nine new Species in the Spotlight Priority Action Plans, two of which are for species in the Greater Atlantic Region. These plans highlight the most vital actions that NOAA Fisheries and our partners can take to reverse the declining populations of nine endangered marine species that are most at risk of extinction. Building on the successes of the past five years, NOAA Fisheries is renewing the initiative through 2025 to sustain momentum toward recovery.

GARFO’s two Species in the Spotlight are:

  • Atlantic Salmon Gulf of Maine Distinct Population Segment (DPS)
  • North Atlantic Right Whale (added in 2019)

NOAA’s seven other Species in the Spotlight are:

  • Central California Coast Coho Salmon Evolutionary Significant Unit (ESU)
  • Cook Inlet Beluga Whale DPS
  • Hawaiian Monk Seal
  • Pacific Leatherback Sea Turtle
  • Sacramento River Winter-run Chinook Salmon ESU
  • Southern Resident Killer Whale DPS
  • White Abalone

Established in 2015, the Species in the Spotlight initiative has since helped us achieve important milestones toward recovery. Watch the video.

Fishermen, Tribes brace for another abysmal salmon season

April 19, 2021 — Glen Spain, the Northwest regional director for the Pacific Coast Federation of Fishermen’s Associations, is running out of adjectives to describe how bad things have gotten for the West Coast’s salmon fisheries.

Due in part to years of drought in the Klamath Basin, hundreds of miles of ocean will be completely closed to commercial fishing boats this summer.

The attitude of fishermen, Spain said, is: “Oh God, not again.”

Fishery managers used last year’s jack numbers to estimate how many salmon will be migrating from open ocean to rivers this year.

Spain said poor salmon returns on the Klamath River are largely responsible for stringent rules as far south as Monterey, Calif., and as far north as the Columbia River. That’s because salmon from the Klamath can travel hundreds of miles to the north or south beyond the KMZ. Management decisions are made based on the lowest-performing rivers.

“The weakest stock is the weakest link. The weakest stock puts the cap on how many can be caught,” Spain said. “The Klamath is the weak stock again this year, as it has been for several years. It’s a ripple effect up and down the coast.”

On the Water in Alaska, Where Salmon Fishing Dreams Live On

April 19, 2021 — My camera lens is pressed against the window of the small floatplane as it flies below a thick ceiling of clouds. The mist clings to the hillsides of a temperate rainforest that descend steeply to the rocky coastline of southeast Alaska.

The plane banks, and a tiny village comes into view. A scattering of houses are built on stilts on the water’s edge. We circle and I see fishing boats tied up next to a large dock and a floating post office. The pilot throttles down and the pontoons skim across the glassy water inside the bay. We taxi to the public dock and I step out in front of the Point Baker general store.

Life along the Alaska coast is economically and culturally dependent on fishing. Each summer, millions of salmon — after maturing in the ocean — begin their journey back to the rivers in which they were spawned. Fishermen, along with whales, eagles and bears, share in the abundance.

Alaska is home to five species of Pacific salmon. These fish are anadromous; they begin their lives in freshwater rivers and lakes and eventually make their way down rivers and into the ocean. Depending on the species, salmon may spend between about one and seven years in the ocean before beginning their journey home to the freshwater where they were born.

The ability of salmon to find their way home is one of nature’s greatest miracles. Among other navigational aids, salmon can detect a single drop of water from its home stream mixed in 250 gallons of saltwater.

ALAKSA: Digitizing Quality Monitoring in Bristol Bay Enters its Second Year

April 16, 2021 — The following was released by the Bristol Bay Regional Seafood Development Association:

Bristol Bay Regional Seafood Development Association (BBRSDA), Certified Quality Foods (dba Seafood Analytics) and Digital Observers are teaming up for a second year to provide digital quality monitoring for the 2021 Bristol Bay sockeye salmon season. In 2020, despite of COVID challenges that infiltrated the region, the monitoring program was successfully completed. Quality measurements from over 6,000 sockeye salmon, off 200 boats, were taken by Digital Observers on five tenders through-out Bristol Bay. The Certified Quality Foods (CQF) cloud-based business intelligence platform analyzed the data and allowed for key takeaways around trendlines, comparisons between regions, seasons, boats, tenders etc. Generic reports were shared with leading industry professionals, while a detailed report with individual boat and tender names is available to the customer. Having a robust amount of data from the 2020 Bristol Bay sockeye season provides a valuable baseline for comparison of salmon quality and salmon fat content harvested each year.

During the 2021 fishing season, Quality Control technicians working on 15 tenders across Bristol Bay will measure the quality of salmon at the point of delivery using the noninvasive ‘Certified Quality Reader,’ a device that uses electrical currents to measure cell degradation of the salmon. It is a fast and objective way to measure the freshness of salmon that accounts for more than just temperature.

2021 is going to be a great year. The program is tripling its measurement capacity, and expanding from paper entry to digitized apps so other metrics such as odor, visual, temperature and whether the fish has been bled can be tracked in conjunction with quality measures. PFMC sets 2021 West Coast ocean salmon season dates

April 16, 2021 — The following was released by the Pacific Fishery Management Council:

The Pacific Fishery Management Council has adopted ocean salmon season recommendations for 2021. The seasons provide recreational and commercial opportunities for most of the Pacific coast and achieve conservation goals for the numerous salmon stocks on the West Coast.

The recommendations will be forwarded to the National Marine Fisheries Service (NMFS) for approval by May 16, 2021.

“There will be some restrictive commercial and recreational seasons this year along much of the coast,” said Council Chair Marc Gorelnik. “Forecasts for some Chinook and coho stocks are quite low, which made our job more challenging this year.”

The Council heard reports from commercial, recreational, and tribal representatives on the challenges caused by the COVID-19 pandemic, as well as ways the Council could provide meaningful fishing opportunities and economic support for coastal communities.

King salmon in Western Alaska are getting smaller, and research suggests predators could be the reason

April 15, 2021 — The size of king salmon returning to Western Alaska rivers to spawn has been decreasing over the past few decades. Researchers at the University of Alaska Fairbanks think that they’re closer to understanding why.

Peter Westley and Andrew Seitz are fisheries scientists at the University of Alaska Fairbanks who helped publish new research on king salmon in February. To answer why these salmon are getting smaller, researchers attached tags to the fish that can record the depth and temperature of the water around them. Seitz said that many of the tags on the salmon were recording temperatures above 70 degrees Fahrenheit.

“And we thought, ‘Well, where is it, you know, in the high 70s in the winter in the Bering Sea, even at depth?’ And the only place that we can infer that is that warm is in the belly of a salmon shark,” Seitz said.

Westley and Seitz’s research indicates that returning king salmon are getting smaller because the bigger ones are getting eaten. They said that predators, like salmon sharks, may target the older, larger kings because they stand out. Seitz said that predators’ preference for larger fish may have always existed, but there could just be more predators now than in the past.

Feds enforcing fishery, distancing rules to protect southern resident orcas

April 15, 2021 — For a third year in a row, the federal government has ordered fishery closures and imposed limits on vessel movements to protect the critically endangered southern resident killer whale population.

The measures by the Department of Fisheries and Oceans focus on the main threats to the orcas: lack of access to Chinook salmon stocks, acoustic and physical disturbance, and contaminants.

The commercial and recreational salmon fishery will be closed in a portion of Swiftsure Bank from July 16 to Oct. 31, and in Juan de Fuca Strait from Aug. 1 to Oct. 31.

DFO is also enforcing a new closure for commercial and recreational salmon fisheries in the southern Gulf Islands, where closures will be triggered by the first confirmed presence of southern resident killer whales in the area.

Monitoring will begin in the area on June 1. If a southern resident killer whale sighting is confirmed, the fishery will be shut down and remain closed until Oct. 31, the department said.

Distancing measures will also be enforced. For a second year, vessels will be prohibited from coming within 400 metres of any orca in coastal waters between Campbell River and Ucluelet, including Barkley and Howe Sound. This is in effect year-round until May 31, 2022.

ALASKA: Elected officials: Safe mining needed for salmon

April 12, 2021 — Salmon advocates, including members of the Congressional Wild Salmon Caucus, held a briefing Thursday laying out a number of strategies governments can take to incentivize mining companies to make environmental impacts a higher priority.

“We can’t say we’re anti-mining, we are for safe mining,” said U.S. Rep. Don Young, R-Alaska, co-chair of the salmon caucus.

Thursday’s briefing focused on ways the provincial government of British Columbia can improve financial assurance laws and make companies take the risk of environmental impact more seriously.

The caucus co-chaired the briefing with Salmon Beyond Borders, a salmon advocacy group working for better protections of salmon habitats. Advocates said one of the major issues impacting salmon habitats is mining pollution in waters that flow from one country into another, in this case from Canada into the U.S. Many of these transboundary rivers are home to salmon habitats that play a critical role in the culture and economy of the Pacific Northwest, advocates said, and companies need to be held responsible for the impacts their industry creates.

ALASKA: Big Sockeye Runs, Struggling Kings Creates Complicated Balancing Act for Bristol Bay Manager

April 6, 2021 — Fifty-one million sockeye are forecast to return to Bristol Bay this summer.

If that holds, commercial fishermen will be able to harvest around 37 million reds. That’s 13% more than the average harvests of the past decade.

Washington Delegation Pushes Department of Commerce to Accelerate State’s Fishery Disaster Requests

April 6, 2021 — The entire Washington congressional delegation issued a letter to Secretary of Commerce Gina Raimondo asking to expedite the department’s review of disaster declarations for nine pending federal economic fishery disaster declaration requests for salmon fisheries in the state.

“Salmon fisheries are essential for the economy, culture, and way of life of many coastal and Tribal communities in Washington state,” the members wrote to Raimondo. “Fisheries are economic drivers throughout the Pacific Northwest. Prompt action by the Department of Commerce is a critical step needed to secure financial relief for these communities.”
