SMAST Receives Scallop Awards to Fund Drop Camera Surveys

May 17, 2018 — The NOAA Fisheries Northeast Fisheries Science Center and the New England Fishery Management Council (NEFMC) are pleased to announce 15 projects have been selected for funding through the Sea Scallop Research Set-Aside (RSA) Program, including three projects proposed by the UMass Dartmouth School for Marine Science and Technology (SMAST) in New Bedford.

“The Scallop RSA Program truly has become one of the flagships of the scallop fishery,” said New England Council Chairman Dr. John Quinn. “The collaborative efforts that take place at sea between fishermen and researchers go a long way toward enhancing our understanding of what’s happening with the resource. The results of this RSA work funnel back to the Council and support stock assessments. Without a doubt, the Scallop RSA Program helps us better manage our extremely valuable scallop fishery.”

Projects will address research priorities established by the NEFMC, with particular focus on resource surveys. The awards are expected to generate more than $12 million; $3 million to fund research, and $9 million to compensate industry partners that harvest set-aside quota.

Scallop RSA Program: NEFMC and NOAA Announce 15 Awards Selected for 2018-2019 funding

The New England Fishery Management Council and NOAA Fisheries’ Northeast Fisheries Science Center (NEFSC) are pleased to announce that 15 projects have been selected for 2018-2019 funding through the Sea Scallop Research Set-Aside (RSA) Program.

“The Scallop RSA Program truly has become one of the flagships of the scallop fishery,” said New England Council Chairman Dr. John Quinn. “The collaborative efforts that take place at sea between fishermen and researchers go a long way toward enhancing our understanding of what’s happening with the resource. The results of this RSA work funnel back to the Council and support stock assessments. Without a doubt, the RSA program helps us better manage our – Virginia Institute of Marine Science photo extremely valuable scallop fishery.”

Projects will address research priorities established by the Council, with a particular focus on resource surveys. The awards are expected to generate more than $12 million: $3 million to fund research; and $9 million to compensate industry partners who harvest set-aside quota

“We are excited to be able to work with the New England Fishery Management Council, industry, and scientists to fund sea scallop science through the Research Set-Aside Program,” said NEFSC Science and Research Director Dr. Jon Hare. “The projects funded support surveys, bycatch mitigation, and biological studies, all with the purpose of improving the information used in the management of the sea scallop resource.”

The New England Council established the Sea Scallop RSA Program to address research questions that support management of the scallop resource. The Council sets the research priorities and researchers compete for funding through a federal grant competition managed by NOAA Fisheries.

No federal funds are provided to support the research. Instead, projects are awarded pounds of scallops, which have been “set aside” from the annual fishery quota for this purpose. Successful applicants partner with the fishing industry to harvest their set-aside award to generate funds for the research. There are active research set-aside programs for Atlantic sea scallops, Atlantic herring, and monkfish.

2018-2019 Scallop RSA Award Summary

The awards fall into three categories: scallop surveys (dredge, drop camera, and HabCam); bycatch mitigation; and sea scallop biology.

Scallop Surveys

The Virginia Institute of Marine Science (VIMS) received new awards to conduct dredge surveys in Closed Area I, Closed Area II, and the Nantucket Lightship. Under an existing award from last year, VIMS also will conduct a dredge survey of the Mid-Atlantic Bight. As part of ongoing efforts to better understand scallop survey dredge performance, VIMS investigators received an award to evaluate the hydrodynamic characteristics of both lined and unlined survey dredges in the largest flume tank in the world, located in St. John’s, Newfoundland at Memorial University’s Marine Institute.

The University of Massachusetts, Dartmouth School for Marine Science and Technology (SMAST) received three awards to conduct surveys using a drop-camera array. Through these awards, researchers plan to conduct high-resolution surveys of the Nantucket Lightship, Closed Area I, Great South Channel, and select portions of the Northern Gulf of Maine Scallop Management Area.

The Woods Hole Oceanographic Institution (WHOI) will conduct Habitat Camera Mapping System (HabCam) optical surveys throughout the Mid-Atlantic Bight and on the northern flank of Georges Bank. In addition to these surveys, researchers will continue to evaluate dredge effects on habitat and habitat recovery in the Closed Area II Habitat Area of Particular Concern. Coonamessett Farm Foundation will conduct a HabCam survey of the Nantucket Lightship and Southern Flank of Georges Bank.

Bycatch Mitigation

Coonamessett Farm Foundation will continue its seasonal survey on Georges Bank, collecting information on bycatch rates for yellowtail flounder and other species relative to scallop meat yield. These data also will be used to evaluate sea scallop health and meat quality, biological questions about several flounder species, and to examine lobsters for shell disease.

Coonamessett Farm Foundation will continue its loggerhead sea turtle tagging program, receiving funds to tag up to 20 loggerheads with water activated tags. Tag data will be used to evaluate spatial and temporal overlap between loggerhead sea turtles and the scallop fishery.

Coonamessett Farm Foundation also will be testing a dredge twine-top cover net in an attempt to quantify dredge selectivity characteristics.

Sea Scallop Biology

The Virginia Institute of Marine Science will investigate sea scallop density-dependence factors that may be affecting growth, mortality, and reproduction of scallops in the Nantucket Lightship and Elephant Trunk areas. In addition, VIMS will conduct a pilot study to extend the current stock assessment model to better account for sea scallop ages with a particular focus on the Mid-Atlantic Bight and Nantucket Lightship areas.

WHOI will receive support to determine if a gonadosomatic index (GSI) can be calculated from Light Field 3D images of shucked scallops collected during fishing operations. The GSI is used to assess maturity and spawning events in many species of fish and shellfish, including scallops. If successful, this could improve the ability to collect and quantify scallop maturation and spawning data during the course of routine fishery sampling procedures.

NOAA Fisheries Seeks Comments on Proposed Scup Quotas

November 7, 2017 — The following was released by NOAA Fisheries:

NOAA Fisheries proposes to revise the 2018 quotas and announce projected 2019 quotas for the scup fishery. Compared to the current specifications in place for 2018, this action would increase the commercial quotas and recreational harvest limits each by approximately 40 percent.

The recent scup stock assessment update indicated that the stock is not overfished and overfishing did not occur in 2016. The update also showed that the 2015 year class was about 2.1 times larger than the average recruitment (i.e., number of age 0 scup) from 1984 to 2016.

Due to increases in the stock size, we are proposing revised 2018 specifications that are a 38 percent increase in the commercial quota and a 41 percent increase in the recreational harvest limit. These catch limits would replace the current 2018 allowances established in 2015.

Jersey Shore Fishing: ASMFC approves NJ Delaware Bay 17-inch fluke

February 4, 2016 — This week’s Atlantic States Marine Fisheries Commission (ASMFC) meeting of the Summer Flounder, Scup & Black Sea Bass Management Board in Alexandria, Virginia produced unanimous approval of New Jersey as its own region with the option to utilize a 17-inch fluke minimum in Delaware Bay and for shore fishing at Island Beach State Park while the rest of the state maintains the same regulations as New York and Connecticut.

New Jersey was forced last year into a region with those states after New York objected to having higher minimum sizes for fluke while often fishing in the same waters as New Jersey boaters. Yet, the same disparity applied to Jersey boaters at the southern end of the state in Delaware Bay as Delaware’s region had a 16-inch minimum. Since party and charter boats on the Jersey side of Delaware Bay draw most of their customers from Pennsylvania, anglers from that state usually opted to drive over the Delaware Memorial Bridge in order to bag 16-inch fluke rather than be restricted to an 18-inch minimum which is hard to come by in that bay.

The new one year agreement allows the DEP to set up separate Delaware Bay regulations with a 17-inch minimum for four fluke during a 128-day season. That’s still an inch over Delaware, but may be close enough to keep some Pennsylvania fishermen coming to New Jersey Delaware Bay ports. Meanwhile, the two fluke at 17 inches for shore-based anglers in Island Beach State Park can continue – and the DEP also has the opportunity to set up similar shore opportunities if they can be properly monitored.

The rest of the state will maintain the same fluke regulations as last year – an 18-inch minimum with five fluke during a 128-day season. The Marine Fisheries Council will set the opening and closing dates. Those regulations last year resulted in the entire region coming in well under the recreational quota. According to the 2015 assessment, summer flounder are not overfished, but overfishing is occurring. There were substantial illegal commercial catches, especially before the Research Set-Aside Program was discontinued, and the fishing mortality rate in 2014 was 16 percent above the reference point. Four year classes from 2010 to 2013 turned out to be overestimated – and the biomass has actually been trending downwards since 2010. As a result, the Acceptable Biological Catch limit of 16.26 million pounds for 2016 is reduced 29 percent from 2015 – and only 40 percent of that goes to the public.

Portside Sampling, Genetic Research Focus of 2016-2018 Atlantic Herring Research Set-Aside Awards

The Northeast Fisheries Science Center, in coordination with the New England Fishery Management Council, announces that two research projects have been selected for support through the 2016-2018 Atlantic Herring Research Set-Aside (RSA) Program.

Current research priorities for the program include reducing river herring bycatch in the Atlantic herring fishery, developing port side sampling in the fishery to better characterize catch, exploring ways to passively monitor net performance for a variety of purposes, and investigating video monitoring to document fishing and catch processing.

2016/2017 Monkfish RSA Federal Funding Opportunity

2016 and 2017 Atlantic Sea Scallop Research Priorities

HIGHEST (listed in order of importance)

1. Survey Related Research (a, b, and c have equal priority)

  • 1a. an intensive industry-based survey of each of the relevant scallop access areas (Closed Area I, Closed Area II, Nantucket Lightship, Delmarva, Elephant Trunk and Hudson Canyon) that will provide estimates of total and exploitable biomass to be used for setting fishery catch limits under the rotational area management program. To support these area management decisions, survey data and biomass estimates must be available by early August of the year in which the survey is conducted (e.g. survey results that would inform 2017 fishing area decisions must be available by August 2016). Areas scheduled to be open in the following fishing year generally have a higher priority than other areas. For 2016 the priority areas are likely to be: Elephant Trunk, Hudson Canyon, the access area in southern part of Closed Area II, the access area in Nantucket Lightship including the extension to the east as well as to the west within the current EFH closed area where small scallops have been observed, and to the north of the Closed Area I access area within the current EFH closed area that has known concentrations of scallops. For 2017 the priority areas are: Elephant Trunk, the access area in the southern part of Closed Area II, and the access area in Nantucket Lightship with extension to the east. If boundaries of scallop access areas change as a result of a future Council action, then applicants may be requested to adjust their survey to be consistent with new or modified access area boundaries. Additionally, applicants should note that the priority areas listed here may change based on results of 2015 surveys and/or feedback from the scallop fishing industry. Therefore, applicants may be requested to adjust their proposed survey to meet these emergent survey needs.
  • 1b. an intensive industry-based survey of areas that may be candidate access areas in the future (i.e., open areas with high scallop recruitment or closed areas that may open to fishing). Examples areas include the Northern Edge of Georges Bank in and around Closed Area II, the northern part of Closed Area I that is currently part of an essential fish habitat (EFH) closed area, east and west of the Nantucket Lightship scallop Access Area, south of Closed Area II, and south of Nantucket Lightship along the 40 fathom curve to Hudson Canyon. Seasonal monitoring of candidate access areas will be considered to monitor the survival of small scallops.
  • 1c. a broad, resource wide industry-based survey of scallops within Georges Bank and/or Mid-Atlantic resource areas. The survey or surveys do not need to be carried out by a single grant recipient. The primary objective of these surveys would be to provide an additional broadscale biomass index to improve the overall precision of the scallop biomass estimate produced by the Scallop Plan Development Team. Survey results must be available by early August of the year in which the survey is conducted (e.g. survey results that would inform 2017 fishing effort decisions must be available by early August 2016).

2. Bycatch research – Identification and evaluation of methods to reduce the impacts of the scallop fishery with respect to bycatch. This would include projects that determine seasonal bycatch rates, characterize spatial and temporal distribution patterns, gear modifications to reduce bycatch and avoid fishery conflicts, as well as the associated discard mortality rates of yellowtail flounder, windowpane flounder, lobster, and other key bycatch species. Research efforts should be targeted to provide results that would help the scallop industry avoid pending or potential implementation of accountability measures.

3. Scallop area management research – Such research would include, but would not be limited to, research to actively manage spat collection and seeding of sea scallops; and research aimed at describing the occurrence, as well as understanding the mechanisms, of processes that affect scallop product quality (i.e., scallops with grey meats or evidence of disease/parasites).

MEDIUM (not listed in order of importance): 

4. Research on scallop predation and ways to mitigate predation impacts (e.g. starfish, crab and dogfish)

5. Research to support the investigation of loggerhead turtle behavior in the Mid-Atlantic (via satellite tagging or other means) to understand their seasonal movements, vertical habitat utilization, and how and where interactions with scallop dredge gear are occurring. This includes monitoring of scallop dredge and scallop trawl operations, and the development of further gear modifications if monitoring should indicate current designs are not eliminating the threat or harm to sea turtles or are resulting in unacceptable reductions in scallop catch.

OTHER (not listed in order of importance):

6. Habitat characterization research including (but not limited to): before after control impact (BACI) dredge studies; identification of nursery and over-wintering habitats of species that are vulnerable to habitat alteration by scallop fishing; evaluation of long-term or chronic effects of scallop fishing on the ecosystem; and habitat recovery potential from fine scale fishing effort. In particular, projects that would evaluate present and candidate EFH closures to assess whether these areas are accomplishing their stated purposes and to assist better definition of the complex ecosystem processes that occur in these areas. Finally, investigation of variability in dredging efficiency across habitats, times, areas, and gear designs to allow for more accurate quantitative estimates of scallop dredge impacts on the seabed and development of practicable methods to minimize or mitigate those impacts. 

7. Research projects designed to either 1) examine whether chemicals, water quality, and other environmental stressors affect reproduction and growth of scallops (e.g. jet fuel, pesticides, ocean acidification, etc.); or 2) research other scallop biology projects, including studies aimed at understanding recruitment processes (reproduction, timing of spawning, larval and early post-settlement stages), and seasonal growth patterns of scallop shell height and meat and gonad weight (which could include analysis of Northeast Fisheries Science Center archived scallop shells from the 1980s and 1990s).

8. Discard mortality of scallops. The assumed discard mortality rate used in the scallop stock assessment is very uncertain. Research that would improve the understandings of discard mortality and refine the assumed discard mortality rate would be useful, especially if projects are able to assess variability due to habitat, season, and gears, as well as the magnitude scallops discarded at sea and not landed due to scallop meat quality issues.

9. Incidental mortality of scallops. The assumed incidental mortality rate used in the scallop stock assessment is very uncertain. Research that would evaluate the effect of the four inch rings and mesh twine tops on incidental mortality would be useful.

10. Other resource surveys to expand and/or enhance survey coverage in areas that have the potential to be important resource areas, but which currently lack comprehensive survey coverage (e.g. inshore areas east of the current NOAA Fisheries survey strata or deeper than the surveyed area, Northern Gulf of Maine resource, etc.).

11. Develop methodologies or alternative ways for the scallop fleet to collect and analyze catch and bycatch data on a near real-time basis (i.e., collection of scallop meat weight and quality data, specific bycatch information, etc. Potential ideas include, but are not limited to: concepts like a scallop “Study Fleet”, electronic monitoring, dockside monitors, scallop bag tags, etc.)

Fishermen’s Steering Committee Meeting – Monday, August 24th – 10:00 am

August 17, 2015 — The following was released by the University of Massachusetts Dartmouth School for Marine Science and Technology (SMAST):

We will be holding the Fishermen’s Steering Committee meeting on Monday, August 24th at 10:00 a.m.  The meeting will be held in room 157, on the second floor of the ATT building (200 Mill Road, Fairhaven MA).

At this meeting we will be holding the lottery for the RSA compensation trips associated with the scallop program awards, and the SMAST Bycatch Avoidance program. Participants in the SMAST Bycatch Avoidance program have been automatically entered into the Bycatch Avoidance RSA lottery.

2016-2018 Atlantic Herring RSA Program Funding Opportunity – Proposals Due September 21, 2015

July 31, 2015 — The following was released by the New England Fishery Management Council:

NMFS, with assistance from the New England Fishery Management Council (Council), is soliciting proposals for 2016 – 2018 that address Atlantic Herring RSA research priorities. No Federal funds are provided for research under this notification. Rather, proceeds generated from the sale of RSA quota will be used to fund research activities and/or harvest set-aside quota.

Projects funded under the Atlantic Herring RSA Program must enhance the knowledge of Atlantic herring fishery resources or contribute to the body of information on which Council management decisions are made. Priority shall be given to funding research proposals in the following areas identified as research priorities by the Council for the 2016-2018 fishing years.

2016-2018 Atlantic Herring RSA Program Research Priorities – priorities are not listed in order of importance.

1. Atlantic herring portside sampling – Develop and/or demonstrate a portside sampling program.

2. River herring bycatch avoidance – Develop and/or demonstrate methods that will enable river herring bycatch avoidance in the Atlantic herring fishery.

3. Electronic monitoring – Investigate the feasibility of electronic video monitoring in the Atlantic herring fishery as a means to document vessel fishing and catch processing operations.

4. Stock Structure / Spatial Management

a. Investigate mixing of the Gulf of Maine-Georges Bank Atlantic herring resource with the Scotian shelf Atlantic herring resource.

b. Investigate whether Atlantic herring form contingents, and if schools segregate based on size, age, and spawning location.

c. Evaluate assumptions for developing spatial allocations (sub-ACLs) based on different stock structure models.

5. Availability and Detectability of Atlantic herring in Surveys and the Fishery

a. Investigate whether predation potential (e.g., cod) or school size affects the location of Atlantic herring in the water column.

b. Investigate whether the distribution of thermal habitat affects the availability of Atlantic herring to the survey or to the fishery.

6. Fishery acoustic indices – Develop and/or conduct a fishery-independent abundance survey using commercial vessels and fishery acoustics.

7. Volume to Weight Conversion

a. Investigate sources and magnitude of variability of herring catch volume to weight conversions made by vessel captains and dealers.

b. Investigate density-dependent growth /trade-off with reproduction and the potential effect on volume to weight conversions.
