Mel Allen: Telling the stories of New England

August 25, 2026 — For more than 50 years, Mel Allen has made a career out of telling stories about those in New England.

He has written about fishermen and island communities, sardine packers and chefs, scientists counting fish aboard NOAA research vessels, and people whose livelihoods disappeared as fisheries and working waterfronts changed around them.

So when the former longtime editor of Yankee Magazine stood before a room filled with ocean scientists, researchers, and industry partners at the 2026 Northeastern Regional Association of Coastal Ocean Observing Systems (NERACOOS) Annual Meeting, he came with a message that was surprisingly simple.

Tell people a story.

“If you want people to care about something big, whether conflicts between nations, the dilemma of immigration, or our changing oceans, do not show the topic,” Allen said. “Show how people have been touched by the topic. That’s how we relate to each other.”

For NERACOOS, that message comes at an important moment.

NERACOOS helps coordinate sensors, models, data systems, and other technology used to track conditions across New England’s waters. Now, its work is expanding through the new National Science Foundation (NSF) Seafood Engine in New England, an initiative focused on supporting New England’s seafood industry.

The potentially 10-year initiative is designed to build an innovation network across the seafood supply chain, connecting work on the water with processing, distribution, and the consumer. Its focus includes environmental sensing and modeling, technology development, workforce training, and investment.

For commercial fishermen, that puts an industry accustomed to being on the receiving end of scientific data and management decisions closer to the center of a much broader effort to determine how New England seafood adapts to a changing ocean and economy.

But Allen’s keynote reminded everyone what all that technology and investment is ultimately intended to serve.

North Carolina State University researchers discover “fluffy net” can capture underwater microplastics

August 19, 2026 — A study recently published in Science Advances, funded by the National Science Foundation, found using a biopolymer mesh in a web-like formation – similar to that of seaweed – can capture oceanic microplastics in both freshwater and seawater environments as a powerful anti-pollution tool.

Four researchers from Raleigh, North Carolina, U.S.A.-based North Carolina State University’s department of chemical and biomedical engineering published the study: “Artificial Neptune balls: Superadhesive biomimetic networks for broad-size microplastics capture and removal.”

$15M grant aims to protect New England’s ‘legacy’ seafood industry

August 17, 2026 — This grant will fund new fishery technology and innovations, which will help researchers at URI and other partners better understand the changing sea environment.

The seafood industry has long been an economic driver in Rhode Island, but it’s facing a number of challenges — including rising costs, warming waters and an aging workforce. In an effort to combat these obstacles, the National Science Foundation has awarded a $15 million grant to the University of Rhode Island and several regional partners.

Morning host Luis Hernandez spoke with Marta Gomez-Chiarri, an aquaculture and fisheries professor at URI, about how her lab is hoping to use the money to spur technological innovations that can help strengthen the health and viability of the local seafood industry.

The NSF Seafood Engine in New England wins $15M U.S. National Science Foundation award to strengthen fisheries and aquaculture

July 15, 2026 — The following was released by the Woods Hole Oceanographic Institution:

The U.S. National Science Foundation (NSF) announced a major new award to bolster the American seafood industry through the NSF Regional Innovation Engines (NSF Engines) program within the Directorate for Technology, Innovation, and Partnerships (NSF TIP). The NSF Seafood Engine in New England, led by the Portsmouth-based non-profit NERACOOS, is a collaboration of seafood industry, tech sector, government, and research partners across Maine, Massachusetts, New Hampshire, and Rhode Island, including the Woods Hole Oceanographic Institution. This innovation ecosystem aims to revitalize the seafood sector through cutting-edge technology. This award will position New England to lead the nation in meeting the goals outlined in the Executive Order on Restoring American Seafood Competitiveness.   

“NSF Engines investments in critical technologies and future industries will transform America’s innovation infrastructure for decades to come,” said Brian Stone, performing the duties of the NSF director. “The NSF Seafood Engine will leverage cutting-edge resources, including AI, advanced manufacturing, biotechnology, robotics, and more to strengthen the New England seafood supply chain, from harvesting to consumer delivery, supporting businesses up and down the coastline.” 

The Seafood Engine will initially receive an award of $15 million over two years, with the potential to grow up to $160 million over ten years as it works to build an internationally competitive technology and innovation cluster. This core funding from NSF creates an unprecedented opportunity to leverage additional resources from public, private, and philanthropic sources to expand the partnership and scale its outcomes. The NSF Engine strives to enhance the competitiveness of fisheries and aquaculture, a pillar of New England’s economy that accounts for 25% of the nation’s seafood value. The technological solutions can be rolled out nationwide, propelling the American seafood industry to a stronger position within the global market. 

“Built on the ingenuity and steadfast determination at the heart of America’s oldest commercial enterprise, the Seafood Engine is ready to confront key challenges facing the industry with bold innovation,” said Jake Kritzer, Principal Investigator of the Seafood Engine and Executive Director of NERACOOS. 

Over time, new R&D, Workforce Development, and Translation activities will work to reshore American seafood processing capacity and strengthen the full supply chain. Together, these efforts will bring new opportunities to small and medium firms across the New England coastline and cut into the $20B seafood deficit facing American businesses.  

WHOI researchers will support these efforts through leadership in ocean observation, technical innovation, and workforce development. Physical oceanographer Glen Gawarkiewicz will partner with New England fishers to deploy a fleet of nine autonomous underwater vehicles from fishing vessels, collecting and analyzing high-resolution data on conditions that affect commercially important species. Marine biologist Michael Brosnahan will develop and deploy robotic systems for data-driven aquaculture management with colleagues from the University of New Hampshire and the University of Rhode Island. WHOI will also develop a two-week course for students in the WHOI-Cape Cod Community College Blue Economy Internship program to help develop future leaders of the regional blue economy. 

“New England’s prosperity has always been tied to the ocean,” said Diane Foster, WHOI’s Vice President and Dean of Academic Programs and a member of the Seafood Engine Workforce Development Sub-team. “NSF’s foresight in establishing the Seafood Engine will not only strengthen the seafood supply chain with unparalleled innovation, it will also turn the region’s maritime economy into a powerhouse that will support blue innovation, national security, and economic prosperity nationwide.” 

Government leaders from across the Seafood Engine region of service welcomed the news from NSF: 

“Massachusetts’ commercial fishing industry is powered by hardworking fishermen, family-owned businesses and coastal communities that have helped define our state for generations,” said Massachusetts Governor Maura Healey. “This investment will strengthen those communities by supporting innovation, expanding our workforce and helping to ensure our seafood industry remains competitive for years to come. Congratulations to the Cape Cod Commercial Fishermen’s Alliance and all of the partners who made this achievement possible.” 

“Our fishing industry has shaped Massachusetts’ coastal communities for generations, and it’s critical that we continue investing in its future,” said Massachusetts Lieutenant Governor Kim Driscoll. “This partnership brings together fishermen, researchers and businesses to develop new technologies, strengthen our seafood supply chain and create new opportunities for the next generation. We’re proud to be part of this regional effort to keep New England at the forefront of the seafood industry.”  

In early summer 2024, the Seafood Engine submitted one of nearly 300 letters of intent in response to the second NSF Engines funding opportunity. The preliminary proposal was selected as one of 71 to advance to the next round of competition. Following a merit review, the Seafood Engine was one of 29 teams to share a detailed presentation about their proposed NSF Engine. From this process, 15 finalists were selected to participate in two-day site visits with NSF staff and external experts. The Seafood Engine is one of 12 NSF Engines award winners selected from among these finalists.

Announced by the U.S. National Science Foundation through its NSF Regional Innovation Engines program, the NSF Seafood Engine in New England is led by the Portsmouth-based nonprofit Northeastern Regional Association of Coastal Ocean Observing Systems.

The collaborative initiative brings together leaders from the seafood industry, technology sector, government and research institutions across Maine, Massachusetts, New Hampshire and Rhode Island to build a more competitive, resilient and technologically advanced seafood economy.

As a partner in the Seafood Engine, UMaine will contribute expertise in marine science, fisheries, aquaculture, engineering, workforce development and technology commercialization.

Working alongside regional partners, UMaine will help develop innovative solutions that strengthen the seafood supply chain, support coastal communities and prepare the next generation of seafood and blue economy professionals in Maine and beyond.

NSF awards $15M to launch New England Seafood Engine

July 15, 2026 — A new federally backed initiative aimed at strengthening the U.S. seafood industry is bringing $15 million to New England, with commercial fishermen expected to play a central role in developing new technologies for the sector.

The U.S. National Science Foundation (NSF) announced July 14 that the NSF Seafood Engine in New England has been selected for funding through the agency’s Regional Innovation Engines program. Led by the Portsmouth, N.H.-based Northeastern Regional Association of Coastal Ocean Observing Systems (NERACOOS), the initiative brings together seafood industry leaders, researchers, government agencies and technology partners across Maine, Massachusetts, New Hampshire and Rhode Island, including the Cape Cod Commercial Fishermen’s Alliance.

According to the announcement, the project will receive $15 million over its first two years, with the potential to grow into a $160 million investment over the next decade as it builds a regional innovation hub focused on fisheries and aquaculture.

Northeastern researchers want to help keep New England seafood from going to China and back

July 14, 2026 — The longfin squid that ends up on your plate as calamari may have been caught in Rhode Island, but it’s likely traveled to China and back again for processing before being served.

That example is illustrative of what’s known as the “seafood deficit,” a roughly $20 billion trade deficit due to the U.S. importing 80% to 90% of the seafood it consumes. For instance, more than 80% of squid caught in Rhode Island is frozen and shipped to China for processing, then refrozen and imported back to the United States, according to the Westerly Sun.

“It’s not because we don’t have seafood, it’s because we don’t have the capacity to process it,” said Taskin Padir, professor of electrical and computer engineering at Northeastern.

Restrictive Louisiana Menhaden Legislation Would Have Major Costs; New Report Details Fishery’s Economic Value

May 2, 2022 — The following was released by the Menhaden Fisheries Coalition:

A bill introduced in the Louisiana State Legislature earlier this month would enact harsh restrictions on menhaden fishing within the three miles from shore comprising the state’s waters. Now a new economic report, funded by the Science Center for Marine Fisheries (SCEMFIS), shows the economic importance of the Gulf menhaden fishery to Louisiana and Mississippi, illustrating how devastating such legislation could be to coastal communities.

Produced by Thomas J. Murray and Associates and led by a respected former Virginia Institute of Marine Science economist, the report shows that over two-thirds (67.7 percent) of the overall Gulf menhaden catch coastwide occurs within three miles of shore, generating $285 million in economic output. Menhaden fishing in these state waters supports 1,400 jobs, according to the report. Overall, the Gulf menhaden fishery generates $419 million in economic output and supports 2,059 jobs.

Louisiana HB1033 would cap landings within three miles of the Louisiana coastline at 260,000 metric tons (MT), which proponents of the bill acknowledge is likely too low. Additionally, the bill would impose progressively harsher catch limits closer to shore, capping landings at 104,000 MT or 5,250 sets between one and two miles from shore, and 52,000 MT or 2,650 sets within one mile of shore. According to the Murray and Associates report, the fishery made over 25,000 sets within one mile of shore between 2015-2019, and another 29,000 sets between one and three miles from shore.

Despite attempts at further regulation, the Gulf menhaden fishery is already being sustainably managed. The most recent stock assessment found that the species is not overfished nor is overfishing occurring. Since 2019, the Gulf menhaden fishery has been certified sustainable by the Marine Stewardship Council.

“This report demonstrates that these proposals would likely cause real economic harm to not just the menhaden fishery, but to the coastal communities that rely on it,” said Ben Landry, Director of Public Affairs at Ocean Harvesters, which operates a fleet of menhaden fishing vessels. “Severely restricting our fishermen in state waters is both damaging and unnecessary.”

The report looked at the direct, indirect, and induced impacts of the fishery, which is one of the largest in the region. To get a complete picture of the fishery’s economic footprint in Louisiana and Mississippi, the report considered the value of menhaden landings themselves, income generated from fishing, employment activity, and business and tax revenues.

Using landings and employment data provided by the fishery, as well as a statistical model to estimate economic impact, the report found $260 million in direct economic output. It found an additional $45 million in indirect economic output from interactions with other economic sectors that rely on the menhaden fishery and marketing related industries. It found $115 million in induced “third wave” output from increased household expenditures on goods and services throughout the region thanks to the fishery. And it found $25 million in state and local business taxes generated by the fishery.

The report further broke down impacts based on where menhaden were caught relative to shore. The single largest portion of the fishery’s economic impact occurred within one to three miles of shore, with $147 million in output coming from those areas, supporting 719 jobs.

SCEMFIS is partially funded by a grant from the National Science Foundation as part of its Industry-University Cooperative Research Centers program.

Working with West Coast Tribes to Protect Endangered Species

April 5, 2022 — In late 2019, the National Science Foundation proposed to fund a high-energy seismic research survey in the Northeast Pacific Ocean. It would take place off the coasts of Oregon, Washington, and Vancouver Island in the summer of 2021. These surveys inform earthquake and tsunami hazards in the highly populated Pacific Northwest. The surveys deploy airguns, which create sound waves that transmit through the water. Any marine life in the area could be affected by the sound, including salmon and Southern resident killer whales, which are culturally important to many Pacific Northwest Tribes.

Through an academic study, the National Science Foundation  proposed a marine geophysical survey to collect geological data from Cascadia Subduction Zone. To collect the survey data, the National Science Foundation Research Vessel Marcus G. Langserh would tow airguns that send out sound waves into the water.

Potential for fisheries co-management shaped by interplay between formal, informal institutions

September 25, 2020 — The following was released by the National Science Foundation:

Integrating local norms and fishers’ knowledge into regulations helps increase trust in management institutions, and can make it easier for co-management to work.

Those were the findings of U.S. National Science Foundation-funded research by University of Maine researchers Kara Pellowe and Heather Leslie. The scientists looked at the interplay between formal and informal institutions and implications for the co-management potential of a small-scale Mexican fishery.

The journal Marine Policy published their results.

Pellowe and Leslie contend that conflicts between formal institutions, such as government agencies, and informal institutions, such as unwritten agreements among families and friends, can represent a significant barrier to effective fisheries management.

They examined the potential for co-management, where power and decision-making are shared by fisheries managers and fishers, in a fishery that is currently managed through top-down control. They concluded that integrating local norms and knowledge into formal regulations, along with broadened community participation, are necessary precursors to co-management. Doing so would result in more successful fisheries management.

Pellowe regularly traveled to Baja California Sur, Mexico, to work closely with fishers, managers and stakeholders in the Mexican chocolate clam (Megapitaria squalida) fishery in Loreto Bay National Park, on the Baja peninsula.

Like the Maine lobster, the Mexican chocolate clam is a culturally and economically important species, providing food, income and cultural value to many communities in Baja.
