Nations negotiate fishing in Arctic high seas

April 29, 2016 — Last week, delegates from six Arctic nations and other countries with major fishing fleets met in Washington, D.C., to discuss plans to prohibit commercial fishing in the central Arctic Ocean until scientists can find out more about the fish stocks and how they are changing.

“Fishing shouldn’t occur up there until we have the science and the rules in place,” said Scott Highleyman, director of the International Arctic Program at The Pew Charitable Trusts.

No commercial fishing occurs in the high seas of the Arctic Ocean yet. The 2.8m square kilometer area (1.08m sq. mile) region surrounds the North Pole. It is referred to as the high seas because it lies beyond the 200 nautical mile limit of the Arctic nations. Without regulations, it is permissible for fishing fleets to cast their nets within these waters.

Until recently, the area has been largely impenetrable to fishing fleets. According to satellite records spanning 1979-2000, this high seas area remained ice covered throughout the year, even during the summer. But in the past decade, summer sea ice has retreated dramatically.

During the summers of 2007 and 2012, as much as 40 percent of the Central Arctic Ocean – particularly the waters adjacent to Canada, Russia and the United States – was open water, Highleyman said. Permanent ice has given way to navigable seas and seasonal ice, he added.

In August 2015, the five Arctic countries with coastlines bordering the Arctic Ocean – Canada, Denmark, Norway, Russia and the United States – signed a voluntary agreement to bar commercial fishing in the Central Arctic Ocean.

NFI and Maine Lawmaker Ask Sweden for Restraint in Proposal to Ban Live Lobster Imports

SEAFOODNEWS.COM [SeafoodNews] By Michael Ramsingh — March 21, 2016 — The National Fisheries Institute (NFI) and a Maine lawmaker are asking for restraint on the part of Swedish officials who have proposed an outright import ban on live lobsters from North America.

Earlier this month Norway and Sweden proposed to ban live lobster imports from North America after several Homarus americanus species were found alive in Swedish waters. The basis for the import ban was environmental and considered the lobsters an invasive species.

However, the NFI’s President John Connelly issued a statement on behalf of its membership asking for Swedish and EU officials to carefully consider the potential of widespread fallout from such a trade restriction.

Following is Connelly’s statement:

It is important to note that there is no EU ban on imported live lobsters from North America. Sweden has raised the specter of such a prohibition but no embargo has been implemented.

We will work with our European colleagues to better appreciate their apprehensions. We need to understand how 32 lobsters found in EU waters over an 8-year period constitutes an “invasion.”

We will also work to identify credible, science-based solutions to reduce the chances of live North American lobsters entering EU waters.

The lobster trade has had a positive economic impact on both trading partners for many years. North American lobster exports to the EU generate about $139 million and are a favorite with consumers across Europe. North American lobsters mean jobs on both sides of the Atlantic.

As the U.S. works on the Transatlantic Trade and Investment Partnership (TTIP) and the Canadians implement their own groundbreaking agreement with the EU, we expect the European Commission to consider the least costly solution in addressing concerns.

Europeans releasing live lobsters into the sea, after arrival from North America, is a local law enforcement issue and perhaps not part of an international commerce dispute that could cripple mutually beneficial trade in lobsters. If locals break local laws, let’s not escalate this to a continent-wide ban on trade in lobsters.

Maine Congresswoman Chelli Pingree also took issue with the proposed ban.

“This is a complete overreaction on the part of Sweden.  We have safely exported live lobster to dozens of countries for decades, and even if it’s true that a few Maine lobsters have been found in foreign waters, regulators need to look at the problem more carefully and not just jump to conclusions,” said Pingree. “The idea that somehow lobsters are going to jump out of their tanks and crawl into the sea and survive just doesn’t make sense,” Pingree said. “Some reports have suggested that it’s actually consumers who have bought lobsters and thrown them in the ocean.  Whatever the cause, EU officials should figure out what’s really happening before jumping to any conclusions.”

The discussion on how best to address this problem has barely started, and it will likely be months before any further updates are forthcoming from the EU.  Although some Northern European countries are supporting the Swedish request, it is highly likely that it will be opposed by many southern European countries who have been importing large volumes of North American lobster for many years with no environmental issues whatsoever.

Norway Posts Record Fish, Salmon Exports Despite Russian Embargo

SEAFOODNEWS.COM [Agence Press France] — January 6, 2016 — Norway registered record fish exports in 2015 thanks to a weaker currency which compensated for a Russian food embargo, an industry body said Tuesday.

Norway’s fish exports totalled 74.5 billion kroner (7.75 billion euros, $8.35 billion), more than double the level 10 years ago and a rise of eight percent from the record year of 2014, according to the Norwegian Seafood Council.

“In a year with trade restrictions in several markets and an import embargo in Russia, the result was better than expected,” director Terje Martinussen said in a statement.

Russia suspended food imports from most Western countries in August 2014 in retaliation for sanctions the West imposed on Moscow over its role in the Ukraine crisis. Russia had until then been one of the biggest markets for Norwegian fish exports.

China, which froze diplomatic ties with Oslo after the 2010 Nobel Peace Prize was awarded to imprisoned dissident Liu Xiaobo, has also imposed drastic restrictions on Norwegian salmon imports, officially citing veterinary concerns.

But the weaker Norwegian currency, partly caused by plummeting prices for oil, another main Norwegian export, helped compensate for the Chinese and Russian declines.

In volume, Norway’s exports decreased by 2.2 percent to 2.6 million tonnes.

Salmon, Norway’s star product, and trout, accounted for two-thirds of seafood exports, for a sum of 50 billion kroner which was also a new record.

Two-thirds of exports went to the EU, where Poland, Denmark and France were the main takers.

NORWAY: Oil spill dispersants do not increase cod exposure to toxins

September 9, 2015 — NORWAY — A recent study found that using dispersants moderately decreased the number of cod eggs and larvae affected by spills off the Norwegian coast.

Oil spills at sea can be catastrophic events, with oil and discharged toxins, including polycyclic aromatic hydrocarbons, threatening marine wildlife and coastlines, damaging healthy ecosystems and harming livelihoods, reports Science for Environment Policy.

Efforts to stop widespread damage from oil spills typically involve burning or collecting surface spills, or using dispersants. Dispersants are chemicals that help to break up the oil into smaller droplets, reducing or preventing the ascent of oil droplets from seabed spills, enhancing the mixing of the oil into the water column and making it easier for naturally occurring bacteria to break it down.

The use of dispersants has been controversial, particularly as earlier types were sometimes more environmentally damaging than the oil itself. Newer types of dispersants though are considered less toxic to the environment and are useful in preventing oil slicks travelling to sensitive areas, such as fish spawning grounds or places where there are stationary organisms, like mussels, which cannot escape.

Fish eggs and larvae are highly sensitive to oil toxins, especially polycyclic aromatic hydrocarbons (PAHs). Using dispersants to break up surface slicks increases the concentration of total PAHs (TPAHs) in the water column where the cod eggs and larvae are found, which may increase the toxic effects of an oil spill.

Historical Arctic Logbooks Provide Insights into Past Diets and Climatic Responses of Cod

September 7, 2015 — UK fisheries survey logbooks from the 1930s to 1950s have been digitised for the first time, revealing how cod responded to changing temperatures in the last century.

Scientists at the Centre for Environment, Fisheries and Aquaculture Science (Cefas) and the University of Exeter found that at the time, the warm seas experienced around Norway benefitted the cod, similar to the conditions there today.

Most cod eaten by the UK comes from northern seas including the Barents Sea around Norway, because the stocks there at the moment are at record highs. Cod stocks were also big in the middle of the last century, and this new research, published in PLOS ONE, reveals that the environmental conditions at the time contributed to the change. Cod diet data reveals that their food preferences each year, between capelin, herring, crustaceans and cod cannibalism, were also affected by their environment.

Cefas holds many records from historical survey cruises, many of them in the form of paper log books. A recent programme of work concentrated on cataloguing and digitising these documents, where possible, to ensure that they are not lost and can be made freely available. More of Cefas’ data, with the exception of data owned by industry, will continue to be made available over this year.

Norway, Russia find peace in cod

August 27, 2015 — Some Norwegian research institutes are experiencing problems in cross-border research activities with Russia, among them the Norwegian Polar Institute’s polar bear count this year. However, fishing cooperation between the two countries is proceeding this year.

The two countries have together managed the rich fish stocks in the Barents Sea for almost half a century. Now, they again engage in their annual joint marine research expedition.

Political tensions between Moscow and Oslo appear not to affect the decades-long fisheries management cooperation between the countries. The Norwegian-Russian cooperation proceeds as planned, the Norwegian Marine Research Institute underlines to BarentsObserver.

Earlier in August, the Norwegian research vessel “Johan Hjort” set off from the port of Tromsø to start the collection of marine data in the Barents Sea. It was set to be joined by another three vessels, two Norwegian and one Russian.

“The difficult political situation does not much affect us”, Knut Sunnanå says to BarentsObserver. “We continue our research as before and our cooperation with [Russian partner] Pinro is not disturbed by the situation,” he adds.

As previously reported, other research institutes are currently experiencing problems in cross-border research activities with Russia, among them the Norwegian Polar Institute’spolar bear count this year.

The four ships will over the next weeks crosscross the Barents Sea to get a status update of stocks and the marine ecosystem. The data collected will be of key importance for the two countries’ setting of regional fisheries quotas.
