Ocean study demands new approach to fishery regulation

February 11, 2016 — Complexity is the confounding principle in the process of fishery regulation. It has led to confusion, acrimony, litigation and fear among the myriad stakeholders in the Northeast Multi-Species Fishery.

A study released last week by NOAA’s Northeast Fisheries Science Center in Woods Hole tackles complexity in a way that should empower regulators who are trying to balance conservation and economic goals, keeping the fishery profitable and preparing for an uncertain, changing ocean environment.

Regulators — the New England Fishery Management Council in the Northeast fishery — have been spinning their wheels until recently trying to respond to data about fish landings and species biomass without information that accurately depicts the changing environment.

Fish landings and biomass provide irreplaceable data for regulators to include in their decisions, but without scientific measurements on aspects of the broader environment — ocean temperatures, currents, salinity, acidity — it becomes less likely that prescriptions will be effective, and impossible to construct policies with any reach beyond a season or two of fishing. In other words, for fishing regulations to achieve intended goals, regulators cannot ignore the oceanic imbalance that has brought dramatic and rapid changes; their disruption of species’ behavior and biology is far beyond the limits of certainty, beyond the limits of traditional regulation.

New Whale Species, and New Ways to Study Them All

February 8, 2016 — In just a few decades, we’ve gone from hunting whales to protecting them. But many are still endangered, and they face a barrage of potential threats. Now, researchers are developing new ways to study these animals, from facial recognition software to help track whales’ movements, and using baleen to trace the history of stress in whales’ lives.

1. Facial Recognition for Whales: There are only about five hundred North Atlantic right whales in existence. Christin Khan, a research fishery biologist (a.k.a. whale spotter) at the Northeast Fisheries Science Center, spends a lot of her time photographing whales so that the health and movements of each individual can be closely tracked. But actually identifying the whale(s) in a photograph can be time-consuming and frustrating. Khan found herself wondering if it was a job a computer could do for her.

“It started with this idea that this technology is becoming more and more prevalent,” she said.
“We thought, how great would it be if we could apply this technology to right whales?”

Last August, Khan launched a competition to develop the equivalent of facial recognition software for right whales. The winning algorithm correctly identified eighty-seven percent of the whales on which it was tested, but not using their faces, exactly. Rather, it recognizes the colosity patterns on right whales’ heads, which is the pattern of rough, white skin that forms on right whales as they reach adulthood.

WHSTEP Meeting Topic Is Human Influence On Fisheries

February 5, 2016 — “Human Influence on Fisheries in New England: Then and Now” is the topic of the winter meeting of the Woods Hole Science and Technology Education Partnership (WHSTEP) on Wednesday, February 10, at 4 PM.

The meeting will be held at the Woods Hole Science Aquarium conference room and is free and open to the public.

Michael Fogarty of the Northeast Fisheries Science Center will present “At the Epicenter: Climate Change in the Western North Atlantic.” Robert Rocha of the New Bedford Whaling Museum will talk about “Whales: Yesterday, Today, and in the Classroom.”

Fishing industry fighting cost of at-sea monitors

NEW BEDFORD, Mass. — January 28, 2016 — Fishermen are opposing new catch-monitoring costs that could take effect March 1, as a judge’s ruling this week gave the industry a setback in efforts to block the transition from government funding.

John Haran of Dartmouth, manager of a local fishery sector, said in December that transferring the regulatory costs to the fishing industry could put more than 40 local groundfishing boats out of business. Local fishing industry tycoon Carlos Rafael said the costs — potentially about $700 per monitored trip — could mean repeated expenses of $14,000 across 20 groundfishing boats in his fleet.

“If they force that down our throats, the party is over,” Rafael said Thursday, before citing a vintage song. “Good night, Irene – it’s over for everybody.”

Regulators say the per-trip costs for monitoring – when private service providers put people on commercial fishing boats to count catches of cod, haddock, and some flounder, to track quotas – could be less than $700, given industry negotiations with private contractors.

Teri Frady, spokesman at the Northeast Fisheries Science Center in Woods Hole, said Thursday that March 1 was the latest estimate for when fishermen, not the National Oceanic and Atmospheric Administration (NOAA), would begin paying the cost of at-sea monitoring.

“What we paid, as the government, the total package for a sea day was around $700 — but we don’t know what that figure is going to be when the sectors do their own contracting,” Frady said. “Recognizing the economic issues in the industry, the agency has picked up the (at-sea) cost, but now we don’t have allocation to do that.”
A group representing East Coast fishermen sued the federal government in December, in U.S. District Court in Concord, N.H., seeking to block the  transfer of payments.

Portside Sampling, Genetic Research Focus of 2016-2018 Atlantic Herring Research Set-Aside Awards

January 28, 2016 — The following was released by NOAA Fisheries:

The Northeast Fisheries Science Center, in coordination with the New England Fishery Management Council, announces that two research projects have been selected for support through the 2016-2018 Atlantic Herring Research Set-Aside (RSA) Program.

Current research priorities for the program include reducing river herring bycatch in the Atlantic herring fishery, developing port side sampling in the fishery to better characterize catch, exploring ways to passively monitor net performance for a variety of purposes, and investigating video monitoring to document fishing and catch processing.

New Bedford Mayor Jon Mitchell: City would be great home for fisheries center

NEW BEDFORD, Mass. — December 29, 2015 — If NOAA Fisheries should decide to move the Northeast Fisheries Science Center out of Woods Hole, Mayor Jon Mitchell said New Bedford would be just right for a new home.

Mitchell calls the city “the best place in the Northeast by far.”

For about a year, the Commerce Department, which contains NOAA, has been assessing the adequacy and the condition of the various buildings that constitute the laboratory. NOAA spokeswoman Teri Frady said repairs, renovations or replacement are all possible options and any definitive direction is still a long way off.

“This kind of facilities study is done of any project like this,” Frady said. “There’s no decision at this point. We’re mainly focusing on the study so that the Department of Commerce and NOAA have everything they need.”

For his part, Mitchell said told The Standard-Times he “raised this issue with NOAA at least a year ago, along with the federal delegation.”

Statement from Paul Doremus, Deputy Assistant Administrator for Operations at NOAA Fisheries on Recent Press Regarding Relocation of NOAA Fisheries Woods Hole Laboratory

December 24, 2015 — The following was released from NOAA Fisheries:

On December 23, 2015, the Falmouth Enterprise published a story that NOAA “is exploring the possibility of relocating the Northeast Fisheries Science Center to a new facility outside of Woods Hole.” While the story suggests that relocation may be imminent, we are in fact very early in the process of considering how best to update the buildings and associated operations of the 54-year-old Woods Hole complex. The Enterprise story also contains statements from a Science Center employee that do not represent the views of the agency. At this point, NOAA has not made a decision to relocate the laboratory and will only pursue a recapitalization option after extensive analysis and consultations with the Administration and Congress.

Right now, NOAA is conducting a large-scale study that will evaluate all of our options for upgrading the Woods Hole complex. Studies like this are a normal business practice for long-term planning. This type of study requires the agency to evaluate multiple options to inform the overall decision-making process.

While NOAA Fisheries is fully committed to maintaining its scientific capabilities in the Northeast, the condition of that laboratory, built in 1961, will make it increasingly difficult for NOAA to continue its tradition of world-class fisheries science in the region into the future.

The current study will be completed sometime in the spring. Starting with this study, Fisheries will continue to work with NOAA and the Department of Commerce to ensure they have everything they need to evaluate our options, including information on potential community impacts, costs and benefits to our mission, and the ability for our Agency to continue to do our scientific work in the Woods Hole area.

We look forward to working further with the Administration, with Congress, and with all of our partners in the region as we evaluate our options for upgrading our facilities and providing the best long-term support for our scientific work in the Northeast.

 

MASSACHUSETTS: Fisheries Center Might Move Out Of Woods Hole

December 23, 2015 — The National Oceanic and Atmospheric Administration is exploring the possibility of relocating the Northeast Fisheries Science Center to a new facility outside of Woods Hole.

NOAA’s chief of research communications Teri Frady said Monday that the United States Department of Commerce, which oversees the NEFSC, has been evaluating the feasibility of the existing facility for about a year. She said a report will be completed by spring 2016 outlining options for the facility, which could include moving operations to a new building outside of Woods Hole.

The fisheries center, which operates as a research division of NOAA Fisheries, was founded by Spencer Fullerton Baird upon his appointment by President Ulysses S. Grant as the country’s first fisheries commissioner in 1871. The original facility was built on Water Street in 1885. After the facility was destroyed during Hurricane Carol, the current building was constructed in the same location in 1961.

Today, the Woods Hole branch manages operations of four other fisheries laboratories in the northeast, including those in Sandy Hook, New Jersey; Milford, Connecticut; Narragansett, Rhode Island; and Orono, Maine.

Ms. Frady said NOAA sees relocating as a way of possibly bringing all the fisheries operations together. In addition to its headquarters on Water Street, the fisheries houses its observer program on Carlson Lane, while its social sciences department operates out of leased space in the Falmouth Technology Park. The organization also operates a warehouse in Pocasset.

URI researchers to study climate change effect on fisheries

December 19, 2015 — PROVIDENCE, R.I. (AP) — Researchers at the University of Rhode Island have been awarded a federal grant to study the effects of climate change on Atlantic fisheries.

The state’s congressional delegation says the National Oceanic and Atmospheric Administration is giving the researchers $227,850.

Jeremy Collie, at the URI Graduate School of Oceanography, is leading the team. Scientists are participating from NOAA’s Northeast Fisheries Science Center, Narragansett Laboratory, located on URI’s Bay Campus.
