Alabama Could See Shortest Red Snapper Season Ever

May 5, 2016 — Alabama recreational red snapper fishermen could be slapped with a 6- to 9-day season—the shortest snapper season ever in the state—when the season opens in federal waters on June 1.

That would be even shorter than in 2014 and 2015 when fishermen, public officials and state and federal lawmakers were outraged. The snapper season last year was 10 days long, just one day longer from 2014’s record low of nine.

That was the dire warning from U.S. Rep. Bradley Byrne, of Fairhope.

NOAA reduces monitoring requirements, sets groundfish catch limits in Northeast US

May 4, 2016 — At-sea monitoring requirements for Northeast multispecies groundfish vessels have been lowered by the National Oceanic and Atmospheric Administration (NOAA), bringing relief to fishermen who have been forced to absorb its cost due to a recent policy change.

In the same ruling, NOAA also set quotas for 2016 to 2018 covering 20 groundfish stocks, including decreasing the quota for Georges Bank cod to a level that will be “devastating” to the Northeast groundfishing fleet, according to one fisherman.

NOAA’s final rules, known as Framework 55, were filed Monday, 2 May and went into immediate effect to coincide with the beginning of the 2016 fishing season. Commercial groundfish operators will only be required to pay for monitors on 10 percent of their trips, whereas previously they had been expected to pay for them on 20 percent of their trips. The Northeast Fisheries Observer Program will pay for an additional four percent of the monitoring, pushing monitoring requirements to 14 percent of groundfish fishing trips taken by commercial vessels.

NOAA cited standards that required it to minimize costs and adverse economic impacts, while maintaining sound scientific practices to ensure sustainable fishing levels, as a reason for the lowering of the requirements.

DICK GRACHEK: Catch Shares

May 4, 2016 — The problem with catch shares is not in their “design”.  The problem with catch shares is in their existence.

Except for a few “winners” perhaps, it’s a problem for all concerned that this flawed and destructive privatization scheme was even considered, no less established as a management approach.

Catch Shares management has proven to be A Bad Idea:  Catch Shares have done nothing to help the fish. Catch Shares have done nothing to help the fishermen and the fishing communities. Catch Shares have done nothing to help the fish consuming public. Catch shares were not put to the referendum vote as statutorily mandated by the MSA. Catch Share Sectors were not “voluntarily” joined by the majority of the fishermen—the common pool was not a viable “option”.  The NOAA/NMFS Individual Transferable Quota initial allocation data base was admittedly flawed and inaccurate. Catch Shares had been “ramrodded” through the council process without due deliberation or adequate planning.

Finally catch Shares or ITQ’s are just a tool like any of the others that have been tried; but this one, as it fails, jeopardizes the entire independent small-boat fishery, their shoreside support businesses, and their iconic and much touted communities which could be lost permanently.

Fleet “consolidation” through ITQ’s and the consequent collapse of shore side support facilities, possible factory ship cartels, (legal under the American Fisheries Act 1998), and the transfer of fishing “rights” into the “wrong” corporate hands, are some of the irreversible consequences of this plan.  And, as is occurring wherever they have been instituted worldwide, catch shares or Individual Transferable Quotas ultimately spell the end for the independent fisherman and their communities and their shoreside support businesses.

Vessel owners fined for fishing in protected areas

May 4, 2016 — BOSTON — The owners of two fishing vessels paid civil fines after fishing in protected areas in 2013 and 2014.

The National Oceanic and Atmospheric Administration resolved the civil penalty cases after the crews of the vessels were found to have violated the Magnuson-Stevens Fishery Conservation and Management Act, according to a press release from the U.S. Coast Guard.

Following up on a referral from NOAA law enforcement officers, on March 21, 2014, a crew from Coast Guard Air Station Cape Cod spotted the fishing vessel Warrior, of New Bedford, fishing for scallops in Closed Area II Essential Fish Habitat, according to the release. The area, about 120 miles east of Cape Cod, is one of five closed fishing areas in New England that cover 8,000 square miles of protected waters, according to the release.

NEFSC Science and Research Director Dr. William Karp to Retire in September

WASHINGTON (Saving Seafood) — May 3, 2016 — Dr. William Karp, the Science and Research Director of NOAA’s Northeast Fisheries Science Center, announced today in an email that he will be stepping down from the position at the end of September. Dr. Karp, who was appointed to the Director position in 2012, has over 30 years of fisheries research experience, working at the Alaska Fisheries Science Center before coming to the NEFSC.

The text of Dr. Karp’s email is reproduced below.

Dear Colleagues and Friends:

After a 30-year career with NOAA Fisheries, I have decided to retire from Federal service on September 30th, 2016.

When I started work at the Alaska Fisheries Science Center in 1986, I was excited by the opportunity to work as a scientist in support of our mission while, at the same time, serving the public.  My understanding of the breadth and depth of our mission has increased greatly during my 30 years of service, and my commitment to science-based management of living marine resources has remained strong.  The work I have done during these 30 years has always been challenging and rewarding, and I have been honored to work with many skilled scientists and administrators.  At the start of my career with NOAA, I joined the midwater assessment team at the Alaska Center, working on acoustic technologies and survey assessment of pollock in the Gulf of Alaska and the Bering Sea.  During my years at AFSC, I changed jobs, and direction, several times, working with different staff at the Center and, increasingly, with partners in academia, the fishing industry, and the international community.  My time as Deputy Science and Research Director at AFSC was especially rewarding as I came to understand the incredible depth and breadth of the Center’s work, and the remarkable impact this has had on the science, management, and conservation of living marine resources throughout Alaska.  Four years ago, I moved to Cape Cod to take on a new assignment as Director of the Northeast Fisheries Science Center.  I was honored to be selected for the position and, as at the Alaska Center, have greatly enjoyed the opportunity to work with a highly dedicated and accomplished staff.  The science and management challenges in New England and the Mid Atlantic differ markedly from those in Alaska, and, while this job has been very demanding, I feel fortunate to have had the opportunity to work with staff, stakeholders, and academic and management partners to improve our science and better inform the management process.

My career with NOAA has been exciting, challenging, rewarding, and fulfilling.  It has been my privilege and my pleasure to work with all of you.

Reps. Moulton, Keating, Lynch Lead Delegation to Protect Massachusetts Lobster Industry

May 2, 2016 — The following was released by the office of Congressman Seth Moulton:

WASHINGTON – Today, Congressmen Seth Moulton (D-MA), Stephen Lynch (D-MA), and Bill Keating (D-MA) led an effort to protect the Massachusetts lobster industry in response to the Swedish government’s petition to classify the American lobster as an invasive species. The petition ultimately seeks to ban the import of live American lobsters from the United States to the European Union (EU).

Moulton, Keating, and Lynch were joined by the entire state delegation in sending a letter to Secretary of State John Kerry, Ambassador Michael Froman, and National Oceanic and Atmospheric Administrator, Kathryn Sullivan. The letter notes that the EU’s alien species regulations must offer robust scientific evidence in support of any species ban, and argues that this is not the case for the American lobster. The letter can be viewed here.

“The Sixth District is home to the largest and most active lobster fleet in Massachusetts, and the lobster industry is a critical part of our history and local economy,” said Congressman Seth Moulton. “This effort to ban U.S. exports of American lobster is not based in science. In fact, studies conducted by leading marine scientists refute Sweden’s assertions that American lobster meet the criteria to be banned by the European Union. This ban would not only have a detrimental impact on the livelihoods of hardworking men and women in the lobster industry, but it would also hurt the entire Massachusetts economy. I’m grateful that our entire delegation stands united to ensure our lobster industry continues to thrive, and I am committed to working with my colleagues in Congress and the Administration to advance a collaborative and transparent dialogue on this issue.”

“The lobster industry is as important to our local economy as it is to our history,” said Congressman Bill Keating, who represents Massachusetts’s South Shore, South Coast, and Cape and Islands. “I will continue working with my Massachusetts colleagues to oppose efforts to list the North American lobster as an invasive species, including by working directly with our European counterparts in my role as Ranking Member of the Trade Subcommittee on the Foreign Affairs Committee.”

“I respect Sweden’s commitment to protecting the environment from invasive species, but their proposal to halt imports of North American lobsters is not based on sound scientific reasoning,” said Congressman Stephen F. Lynch. “The evidence they have presented is inconsistent with E.U. standards and I hope the State Department, the United States Trade Representative, and the National Oceanic and Atmospheric Administration will continue to work together to advocate for the continued trade of live American lobsters with the E.U. A ban could have serious effects on our hardworking Massachusetts lobstermen and their families.”

“From the decks of Massachusetts lobster boats to the plates of European diners, we need to ensure American lobster continues to benefit families and businesses on both side of the Atlantic,” said Senator Edward J. Markey. “The current effort by Swedish authorities to reclassify American lobsters an invasive species and ban their importation into the European Union would undermine a centuries-old relationship and have enormously negative impacts on the Massachusetts lobster industry. Any decision by the EU Commission on the American lobster should be informed by scientific principles and current standards. American lobster is one of our most delectable exports, and we should ensure that Europeans can continue to enjoy it for years to come.”

“Lobsters are a big part of the Massachusetts economy, and I’m very concerned about any attempt to block imports of American lobsters. A ban on live lobster imports is not in line with the EU’s standards or with the research conducted by New England’s leading marine scientists on how best to protect the environment,” Senator Elizabeth Warren said. “I’ll keep working with the congressional delegation to support our local lobstermen and to keep the markets open for Massachusetts’ lobsters.”

“The European Union markets are extremely important to our commercial Lobstermen here in the Commonwealth,” said Beth Casoni, Executive Director of the Massachusetts Lobstermen’s Association. “We are appreciative and encouraged by the efforts being put forth by Congressmen Moulton, Keating, Lynch, and the entire Massachusetts Delegation to bring a resolve to this matter.”

Rep. Moulton Letter Spurs Reforms to NOAA At Sea Monitoring Program

May 2, 2016 — The following was released by the office of Congressman Seth Moulton:

WASHINGTON – Today, Congressman Seth Moulton (D-MA) commended the National Oceanic and Atmospheric Administration (NOAA) for incorporating significant reforms to the At Sea Monitoring Program in advance of the start of the fishing season this Sunday. Moulton led a New England delegation letter to NOAA in January to put pressure on NOAA to incorporate these reforms to the ASM program.

“With the start of the 2016 fishing season beginning on Sunday, these reforms are essential to the effective and efficient implementation of the At Sea Monitoring program and the viability of the New England fishing industry,” said Moulton. “NOAA’s reforms to the At Sea Monitoring program make it more cost-effective while still reliably monitoring the groundfish catch. I am grateful to NOAA for listening to the concerns of the New England Fishery Management Council, and I am committed to continuing to work with all involved to ensure that fishing communities throughout New England are equipped to thrive.”

Today, NOAA announced its Framework 55 New England Groundfish Rulemakings, which sets catch limits for the 2016-2018 fishing years, adjust the groundfish At-Sea Monitoring (ASM) program, implement sector administrative measures for 2016; and establish recreational measures for cod and haddock. Notably, Framework 55 also reduces ASM Council Requirements in certain New England Groundfish Sectors/Fisheries.

“NSC deeply appreciates that many Members of Congress in the northeast region recognized the crucial need to evolve the at-sea monitoring program and, under Congressman Moulton’s leadership, co-signed a letter of support for these reforms to NOAA fisheries that have now been approved by the Secretary of Commerce,” said Jackie Odell, Executive Director of the Northeast Seafood Coalition. “Although NSC opposes industry funded at-sea monitoring requirements, the issue of who is funding the program is independent of the collective responsibility to improve the program and seek efficiencies. Changes that have been approved to the program under Framework 55 take advantage of the incremental benefits of additional years of data and knowledge gained since the inception of the program, while meeting the same statistical standards required. Approval of these modifications reflects sound and responsible fisheries management.”

Bay State joins Maine fight to prevent European ban on North American lobster

May 2, 2016 — Massachusetts is joining Maine to fight a possible ban on North American lobster by the European Union.

All 11 members of the Massachusetts congressional delegation sent a letter Friday to the Obama administration urging it to work with its European counterparts to continue the trans- Atlantic trade of lobsters. The delegation has joined Maine lawmakers to fight concerns raised by Sweden that the American crustacean poses an invasive threat to its own native lobster species.

The Massachusetts delegation voiced its concerns in a letter to Secretary of State John Kerry, U.S. Trade Representative Michael Froman and National Oceanic and Atmospheric Administration Administrator Kathryn Sullivan about the impact of a ban by the EU, which accounts for one-fifth of all American lobster exports.

“A permanent ban on the importation of American lobster to the EU could … have devastating consequences for the Massachusetts lobster industry and the New England maritime economy,” the delegation wrote.

The delegation said in the letter that Sweden’s petition to add American lobsters to the European Commission’s list of invasive species is not consistent with its own standards and does not appear to be the correct method to resolve Sweden’s concerns.

NOAA to reduce monitoring in new season

May 2, 2016 — In a victory for groundfishermen, NOAA will significantly reduce at-sea monitoring coverage for Northeast multispecies groundfish vessels in the season that begins Sunday.

NOAA, according to the final rule filed Friday in the Federal Register, will cut monitoring to 14 percent of all vessel trips in 2016, down from about 24 percent in 2015.

The reduction was welcomed by fishermen, particularly following recent federal policy changes leaving permit holders on the hook for the cost of at-sea monitoring. It was a disappointment for conservationists and environmental groups, who were seeking more coverage, not less.

The new rule, known as Framework 55, is expected to be formally published Monday, but will go into effect at the start of the 2016 fishing season on May 1.

NOAA Fisheries Announces Groundfish Catch Limits for Commercial and Recreational Fisheries

May 2, 2016 — The following was released by NOAA:

We are announcing the commercial groundfish annual catch limits for the 2016 fishing year (May 1, 2016-April 30, 2017).

2016 catch limits will increase for 10 stocks, but will decrease substantially for some stocks. The catch limits are available in the rule filed with the Federal Register today.

We are adjusting the sector at-sea monitoring program to make it more cost-efficient while ensuring sector catch is still reliably monitored. The target sector at-sea monitoring coverage level is 14% for 2016, as compared to 24% for 2015.

We are increasing recreational fishing opportunities for Gulf of Maine (GOM) cod and haddock.

Recreational GOM 2016 Cod Measures:

Season: Open Aug 1-Sep 30

Per Day Possession: 1 fish

Minimum Size: 24 inches

Recreational GOM 2016 Haddock Measures:

Season: Open Apr 15-Feb 28

Per Day Possession: 15 fish

Minimum Size: 17 inches
