NOAA Names Andy Strelcheck to Lead Fisheries’ Southeast Region

August 11, 2021 — The following was released by NOAA Fisheries:

Today, NOAA Fisheries announced Mr. Andy Strelcheck as the new Regional Administrator for NOAA Fisheries Southeast Regional Office in St. Petersburg, Florida. He will assume his new duties on August 15, 2021. Mr. Strelcheck began his career with NOAA in 2004, serving in a series of positions, including Southeast Deputy Regional Administrator since 2015. He succeeds retired Regional Administrator Dr. Roy Crabtree who was in the position since 2003.

“I’m honored to make this announcement,” said NOAA Fisheries’ Assistant Administrator Janet Coit. “He’s done an incredible job acting in the position since the beginning of the year and we’re looking forward to him officially taking on this important role.”

In his new role, Mr. Strelcheck will head the agency’s Southeast Regional Office. The region has responsibility for marine ecosystems from Texas to North Carolina and the U.S. Caribbean, including Puerto Rico and the U.S. Virgin Islands. The region works closely with three fishery management councils, state and federal partners, the fishing industry, and other stakeholders to manage and conserve federal commercial and recreational fisheries, marine mammals, endangered and threatened species, habitat, and much more.

Mr. Strelcheck has extensive experience in marine fisheries research and management, and management experience in protected resources and habitat conservation. His graduate studies and many peer review publications focused on commercial and recreationally important finfish species in the southeast United States, including snappers and groupers.

“Andy’s innovative strategies for fisheries management and strength in relationship building makes him the ideal candidate for this position,” said Sam Rauch, NOAA Fisheries’ Deputy Assistant Administrator for Regulatory Programs. “His expertise lends itself to the management complexities of the region which includes three different ecosystems with hundreds of marine species—the Gulf of Mexico, South Atlantic, and Caribbean. In addition, the Southeast is home to some of the nation’s most threatened and endangered species, such as Rice’s whales, elkhorn corals, and smalltooth sawfish.”

In his previous roles at the agency, he oversaw data analyses and analytical work that supported fishery management council regulatory actions. He also led the development and operation of the commercial Red Snapper and Grouper-Tilefish Individual Fishing Quota programs, valued at more than $50 million annually. More recently, as Deputy Regional Administrator, he has provided leadership and operational guidance to 140 full time employees and contractors who he sees as the reason for the region’s success. He greatly values agency employees and the expertise they bring to the table.

“Andy is a dedicated, natural born leader who cares equally for our organization, marine natural resources, and the constituents we serve,” said Paul Doremus, NOAA Fisheries’ Deputy Assistant Administrator of Operations. “We are proud to see Andy advance his career with NOAA. He has a diverse skill set and he truly understands the importance of public service.”

Before joining the agency in 2004, Mr. Strelcheck worked for 3 years as a fishery biologist for the Florida Fish and Wildlife Conservation Commission. He worked on Florida’s commercially and recreationally important fisheries.

He has a Bachelor of Science in Biology from Florida State University and a Master’s of Science in Marine Science from the University of South Alabama. Prior to his time as Deputy Regional Administrator, he served as a fishery plan coordinator and branch chief for the region’s commercial catch share programs in Southeast Regional Office’s Sustainable Fisheries Division.

Mr. Strelcheck grew up in Atlanta, Georgia, and spent many summers diving in Florida and the Caribbean. He currently lives in Safety Harbor, Florida, with his wife and two sons. In his free time he enjoys traveling with his family, coaching his sons’ baseball teams, and being on the water fishing, boating, or kayaking.

From Problem to Plan: Restoring Migratory Fish in the Merrimack

August 11, 2021 — The following was released by NOAA Fisheries:

NOAA Fisheries has developed a comprehensive management plan for the Merrimack River watershed aimed at restoring these important fish, and the habitats on which they rely.

The Merrimack River watershed is the fourth largest in New England, and historically supported great runs of migratory fish. Over the past 200 years, their numbers have dramatically declined, negatively impacting the ecology of the watershed and coastal waters. Along with our partners, NOAA Fisheries has developed a comprehensive management plan for the watershed aimed at restoring these important fish, and the habitats on which they rely.

Dams, Fish, and Why They Don’t Mix

Diadromous fish spend part of their life in freshwater, and part in saltwater. Prior to pervasive dam construction in the late 18th and early 19th century, they were abundant in the Merrimack River watershed.

Multi-Year Effort to Observe Seafloor Habitats and Learn More about Deep-sea Corals and Sponges in Alaska

August 10, 2021 — The following was released by NOAA Fisheries:

To learn more about deep-sea communities in the sub-Arctic waters of Alaska, NOAA Fisheries is implementing a four-year science initiative. Research teams will collect new information that will contribute to the management and protection of deep-sea coral and sponge ecosystems throughout Alaska.

Corals and sponges are found throughout Alaska’s rich marine waters—the Aleutian Islands have some of the densest and most diverse coral and sponge communities in the world. However, their full geographic extent is still unknown.

This is due in part to the vastness of Alaska’s exclusive economic zone. These offshore waters encompass an area greater than the combined EEZ of all the other U.S. continental states. As a result, approximately 72 percent of Alaska’s waters have yet to be thoroughly mapped with sonar.

“It’s really important that we conduct this research now. So much of the sub-Arctic and Arctic is changing due to climate change and we know so little about these seafloor communities and valuable fish and crab habitats,” said Jerry Hoff, the lead scientist for this effort, who is based at the Alaska Fisheries Science Center.

Ambrose Jearld, Jr.: Researcher, Educator, Mentor and Advocate for Diversity and Inclusion

August 9, 2021 — The following was released by NOAA Fisheries:

Ambrose Jearld, Jr. has spent his life around animals and water—both freshwater and seawater. He was born in 1944 into a Navy family in Annapolis, Maryland, and grew up on the family farm in Orrum, North Carolina. He attended elementary school there, but returned to Annapolis in sixth grade and graduated from Wiley H. Bates High School in 1961. He credits his high school biology teacher and the Boy Scouts for encouraging his interests in science.

He graduated from Maryland State College, now the University of Maryland Eastern Shore, with a degree in biology and a minor in chemistry in 1965. He was just one course away from a double major when he graduated. “My family wanted me to go into teaching, but I wanted to do research and instead went straight into science,” he recalled recently. With a brother and sister heading to college soon, he took a few years off after college to work at “a good-paying job” as a chemist at Publicker Industries Inc. in Philadelphia.

A Fateful Meeting

Meeting Bradford Brown changed the course of Jearld’s career. Brown was a fisheries scientist at the Northeast Fisheries Science Center’s Woods Hole Laboratory from 1962 to 1965 and from 1970 to 1984. In He had taken a position as assistant leader with the newly established Cooperative Fish and Wildlife Research Units Program at Oklahoma State University-Stillwater to complete his Ph.D . The Cooperative Fish and Wildlife Research Units Program in the United States Geological Survey is a joint effort between federal and state governments. It is also a host university offering graduate students research opportunities in fisheries and wildlife sciences.

Brown was recruiting black graduate students to the program. He met two of Jearld’s former professors, who were also completing their Ph.D.s at OSU. They recommended he speak with Jearld. Although some people were skeptical about Jearld heading to Oklahoma given the civil rights climate in the country, Jearld accepted the full ride offer. That meant a research assistantship award that covered all expenses.

Less than a week after he arrived in Stillwater Jearld was headed to his first scientific meeting as a graduate student with Brown and three other white men whom he did not know. The 1967 meeting was for the Southern Division of the American Fisheries Society in New Orleans. The meeting was part of the annual meeting of the Southeastern Association of Game and Fish Commissioners. They had to deal with the intense heat and driving hours in a packed station wagon with no air conditioning. More importantly, they had not discussed safety or how to deal with segregated facilities en route to the meeting. The trip was memorable for many reasons.

Climate Change Scenario Planning: Input Needed to Prepare for Uncertainty in Ocean Conditions and Fisheries

August 9, 2021 — The following was released by the Mid-Atlantic Fishery Management Council:

On the East Coast of the United States, some species of fish are already experiencing climate-related shifts in distribution, abundance, and productivity. Although the future is uncertain, a continuation or acceleration of climate change has the potential to strain our existing fishery management system and alter the way fishermen, scientists, and the public interact with the marine environment.

In order to begin preparing for this possibility, management bodies along the entire Atlantic seaboard have teamed up to launch a new project called East Coast Climate Change Scenario Planning. Scenario planning is a way of exploring how fishery management may need to evolve over the next few decades in response to climate change. You can find additional details in the introductory brochure.

Weigh In! Stakeholder Input is Key to Effective Scenario Planning

The initiative is being organized by a Core Team of representatives from the New England, Mid-Atlantic, and South Atlantic Fishery Management Councils, the Atlantic States Marine Fisheries Commission, and NOAA Fisheries. The team has lined up three kick-off webinars:

  1. Monday, August 30, 4:00 – 5:30 p.m.
  2. Wednesday, September 1, 6:00 – 7:30 p.m.
  3. Thursday, September 2, 10:00 – 11:30 a.m.

Please register at the links above. The webinars will introduce stakeholders to the overall initiative, explain the benefits of participating in the process, outline additional ways to become involved, and begin collecting stakeholder input.

Here’s why seafood prices are soaring this summer

August 6, 2021 — After experiencing broad declines last year amidst the COVID-19 pandemic, the fishing and seafood sectors are still floundering due to the effects of supply chain issues, worker shortages and renewed consumer demand.

The National Oceanic and Atmospheric Administration’s (NOAA) Fisheries wrote at the beginning of the year that coronavirus contributed to an “almost immediate” impact on seafood sector sales including lost sales at most aquaculture, aquaponics, and allied businesses and charter fishing operations.

Now, chefs and restaurant owners are speaking out on why pandemic woes have led to higher prices for their customers.

According to SeafoodSource, premium items are being taken off menus across the country because the delicacies are too hard or expensive to source.

Coast Guard Hosting NY Bight Port Study Public Meetings

August 6, 2021 — The following was released by NOAA Fisheries:

From June 29, 2020, through June 28, 2021, the Coast Guard conducted the Northern New York Bight Port Access Route Study (NNYBPARS) and is requesting public comments on a draft version of the study report. The goal of the study is to evaluate the adequacy of existing vessel routing measures and determine whether additional vessel routing measures are necessary for port approaches to New York and New Jersey and international and domestic transit areas in the First District area of responsibility.

The First Coast Guard District will host three in-person public meetings starting next week and invites the public to provide oral comments.

Higher Vessel Speeds Offset Salmon Abundance for Endangered Orcas, Reducing Chance of Catching Prey

August 4, 2021 — The following was released by NOAA Fisheries:

Increased abundance of salmon in the inland waters of the Salish Sea increased the odds of endangered Southern Resident killer whales capturing salmon as prey, but increased speeds of nearby boats did just the opposite, according to new research findings.

The research was led by NOAA Fisheries’ Northwest Fisheries Science Center. It found that the orcas descended more slowly, and took longer dives to capture prey, when nearby boats had navigational sonar switched on. The sonar from private and commercial vessels directly overlaps the main sound frequencies the whales use to hunt. This may mask the whales’ signals and force them to expend more energy to catch prey.

“That suggests that it may prolong their effort to dive in search of prey, which like all marine mammals they have to do on a breath hold—so they can stay underwater only so long,” said Marla Holt, research wildlife biologist at the Northwest Fisheries Science Center and lead author of the new research. Researchers used suction-cup tags that record whale movements and sound to track and analyze their behavior and use of sound to hunt.

Earlier research found that the faster nearby vessels traveled, the greater noise the endangered killer whales experienced. That could help explain why higher speeds of nearby vessels were associated with reduced odds of the whales capturing prey. Faster vessels might also seem more unpredictable to the whales, possibly distracting them as they close in on prey, Holt said.

“Consequences of reduced food intake include negative impacts on the whales’ ability to meet their energetic requirements to support key life functions, including growth and reproduction,” the scientists wrote in the new research paper published in the journal Marine Environmental Research.

Lobster Trap Transfer Period Open August 1 – September 30

The Lobster Trap Transfer Program allows permit holders the annual flexibility to buy and sell trap allocations for Lobster Conservation Management Areas 2, 3, and the Outer Cape. The application period for fishing year 2022 is now open.

Applications must be submitted between August 1 and September 30. Approved transfers will take effect May 1, 2022.  A detailed guide about the program, transfer applications, and individual trap allocations is available on our website.

New Slow Zone Southeast of Nantucket to Protect Right Whales

August 3, 2021 — The following was released by NOAA Fisheries:

NOAA Fisheries announces a new voluntary right whale Slow Zone.  On August 1, 2021, our aerial survey team sighted the presence of right whales southeast of Nantucket, MA.  The Slow Zone is in effect immediately through August 16, 2021.  Mariners are requested to route around this area or transit through it at 10 knots or less.

Give Right Whales Room

North Atlantic right whales are on the move along the Atlantic coast of the U.S. NOAA is cautioning boaters and fishermen to give these endangered whales plenty of room. We are also asking all fishermen to be vigilant when maneuvering to avoid accidental collisions with whales and remove unused gear from the ocean to help avoid entanglements. Commercial fishermen should use vertical lines with required markings, weak links, and breaking strengths.

Right Whales in Trouble

North Atlantic right whales are protected under the U.S. Endangered Species Act and the Marine Mammal Protection Act. Scientists estimate there are only about 400 remaining, making them one of the rarest marine mammals in the world.

North Atlantic right whales are NOAA Fisheries’ newest Species in the Spotlight. This initiative is a concerted, agency-wide effort to spotlight and save marine species that are among the most at risk of extinction in the near future. 

In August 2017, NOAA Fisheries declared the increase in right whale mortalities an “Unusual Mortality Event,” which helps the agency direct additional scientific and financial resources to investigating, understanding, and reducing the mortalities in partnership with the Marine Mammal Stranding Network, Canada’s Department of Fisheries and Oceans, and outside experts from the scientific research community.
