ASMFC Tautog Board Accepts Regional Assessments for Long Island Sound and New Jersey/New York Bight Management Use

August 3, 2016 — The following was released by the Atlantic States Marine Fisheries Commission:

ALEXANDRIA, Va. — The Commission’s Tautog Management Board approved regional stock assessments for Long Island Sound (LIS) and New Jersey-New York Bight (NJ-NYB) for management use. Stock status for both regions was found to be overfished and experiencing overfishing. The assessments were initiated in response to the findings of the 2015 benchmark stock assessment which explored a number of regional breakdowns for management purposes, including the option of: (1) Massachusetts and Rhode Island; (2) Connecticut, New York and New Jersey; and (3) Delaware, Maryland and Virginia. The Board had concerns about the biological implications of grouping LIS with New Jersey ocean waters. The Board requested a new assessment that would explore the population dynamics of the Connecticut, New York and New Jersey region in more detail. The regional assessments propose two additional stock unit boundaries for consideration at a finer regional scale: LIS, which consists of Connecticut and New York waters north of Long Island, and NJ-NYB, which consists of New Jersey and New York waters south of Long Island.

Given approval of the regional assessments by the peer review panel and Management Board, the Tautog Technical Committee will move forward with updating the benchmark stock assessment, including data through 2015 for all four regions for Board review and approval in October. Upon its completion, work on developing a new amendment to the Tautog Fishery Management Plan can begin. The draft amendment will propose a four region management approach: Massachusetts and Rhode Island; Long Island Sound; New Jersey/New York Bight; and Delaware, Maryland and Virginia. It is anticipated a draft for public comment will be presented to the Board for its review and approval in February 2017, with final amendment approval later in the year.

The stock assessments and peer review report, which are combined into one document, will be available on the Commission website on the Tautog page by the end of August.

Commission could increase menhaden catch

August 2, 2016 — New Jersey commercial bait fishermen want to see the coastwide catch of menhaden increased nearly 80,000 metric tons.

“We’re focused on the science. If the science supports an increase, we want to take it,” said Jeff Kaelin from Lunds Fisheries, a commercial fishing operation in Cape May.

The amount of menhaden fishermen will be able to take from the water next year will be decided Wednesday in Alexandria, Virginia, when the Atlantic States Marine Fisheries Commission meets.

The Atlantic Menhaden Technical Committee has given the ASMFC options that would allow the catch to increase by as much as 10,000 to 80,000 metric tons.

Only one option is to keep the status quo at 187,880 metric tons. There is no option to reduce the catch.

Kaelin said Jersey purse seiners have been shut out of the fishery since July 4, after fishermen reached their allocation for this year. He said if they had more quota, they could be selling bait to New England lobstermen who are clamoring for bait.

Shutting Down ‘Shark Finning’: US Fishermen Promise a Fight

July 26, 2016 — American fishermen are digging in for a fight over a proposal to shut down the vestiges of the U.S. harvest of shark fins, prized for soup and traditional medicine in Asia, and send a message to the rest of the world.

The traditional “finning” of sharks — in which they are pulled out of the water, have their fins sliced off and are discarded into the sea, often still alive but unable to swim — is already illegal in the U.S., but fishermen are still allowed to hunt sharks and have their fins removed during processing on land.

A bill backed by Sen. Cory Booker, a New Jersey Democrat, and others promises to ban the sale and possession of shark fins to ensure U.S. fishermen and seafood dealers no longer participate in the global fin trade. Supporters say the bill would close loopholes left open by measures passed in 2000 and 2010 to protect sharks.

“America can become a global leader by shutting down the domestic market for shark fins,” Booker said.

Jeff Oden, a former North Carolina shark fisherman who left the business about 10 years ago to focus on other species amid mounting regulatory pressure, said the legislation is well intentioned but won’t stop international finning, and could actually increase pressure on sharks.

“Other countries that are less likely to be as sustainable as us will fill our void,” Oden said.

Shaun Gehan, a lawyer who represents shark fishermen, said the inability to sell fins would devastate the shark fishing business, which he described as conservatively managed already. Eleven states already have laws against the sale of shark fins, though shark fin soup can still be found on the menu in Chinese restaurants in many states.

Maturing oyster recovery projects bring calls for money

July 26, 2016 — LITTLE EGG HARBOR, N.J. — Oysters were once so abundant in New Jersey that vacationers would clamber off trains, wade into the water and pluck handfuls to roast for dinner. Their colonies piled so high that boats would sometimes run aground on them, and they were incorporated into navigation maps. Even earlier, Native American tribes would have oyster feasts on the banks of coastal inlets.

But over the centuries, rampant development, pollution, overharvesting and disease drastically reduced the number of oysters, here and around the country; many researchers and volunteer groups estimate oyster populations are down 85 percent from their levels in the 1800s.

That has sparked efforts throughout the coastal United States to establish new oyster colonies, or fortify struggling ones. Though small in scale, the efforts are numerous and growing, and they have a unified goal: showing that oysters can be successfully restored in the wild, paving the way for larger-scale efforts and the larger funding they will require.

While a main goal is increasing the numbers of succulent, salty shellfish bound for dinner plates, oysters also serve other useful purposes. They improve water quality; a single oyster can filter up to 50 gallons of water a day. They also can protect coastlines; the hard, irregular oyster beds serve as speed bumps that obstruct waves during storms.

“It’s many years and millions of dollars away, but it is attainable,” said Steve Evert, assistant director of the Marine Science and Environmental Field Station at New Jersey’s Stockton University, one of hundreds of organizations working to start or expand oyster colonies.

Most of the projects are small-scale, funded by government grants and volunteer donations. Helen Henderson, of New Jersey’s American Littoral Society, which is growing an oyster reef in Barnegat Bay, hopes successful demonstration projects can lead to an exponential increase in funding for bigger projects.

“Nature has shown us this can be done; we’re just giving it a kick-start,” she said. “Hopefully funding will flow from that once we can show successful outcomes, and we can really make a difference on a much larger scale.”

New Jersey fishermen fear loss of huge underwater sand hill

July 25, 2016 — The appearance of the 123-foot offshore supply vessel Scarlett Isabella on the Manasquan Ridge is a bad omen to Capt. Jim Lovgren, a Point Pleasant Beach commercial fishermen.

The Scarlett was in the hire of the Bureau of Ocean Energy Management, which is looking for potential sand on the outer continental shelf that could be pumped up onto the Jersey beach. Tampering with these sand beds, which are long-established fishing areas, could reshape the fishing communities at the Shore, fishermen say.

The ridge, which starts to rise off the ocean floor 5 ½ miles southeast of Manasquan Inlet, is one of those potential resources of sand.

“Last year word was that Manasquan Ridge was a last resort for beach replenishment use. The fact that they are paying a survey vessel to crisscross it clearly says something different,” said Lovgren, who sits on the Executive Board of the Garden State Seafood Association.

New Jersey’s secret weapon against Zika

July 7, 2016 — As the New Jersey Department of Health continues its push to educate the public and the medical community about the threat to pregnant women posed by the Zika virus, the state Department of Environmental Protection is ramping up efforts to clamp down on Jersey’s mosquito population.

Experts believe the Aedes aegypti type of mosquito, usually associated with Zika transmission, may be in New Jersey, while a close relative, Aedes albopictus, is definitely here, and it has been known in the past to transmit the disease, which can cause severe birth defects.

“This year the county mosquito control agencies and the DEP are fighting with more intensity because of the potential Zika virus. We’re now stepping up our game right across the state and we’re working with those county agencies,” said NJ DEP Commissioner Bob Martin.

A big part of that effort involves using fish that eat mosquito eggs.

Blue Water Fishermen’s Association Opposes Shark Fin Trade Ban

July 5, 2016 (Saving Seafood) — WASHINGTON — In a letter to Senator Cory Booker (D-NJ) today, Blue Water Fishermen’s Association (BWFA) Executive Director Terri Lei Beideman expressed opposition to the Shark Fin Trade Elimination Act of 2016, which is currently pending before the U.S. Senate.

“[BWFA opposes] this bill because it will increase legislative discards of shark fins in those shark species which are sustainably harvested, and will continue to be sustainably harvested in accordance with U.S. law,” Beideman wrote. “Unlike what some would lead one to believe, not all shark species are in jeopardy; many species have healthy stocks from which a reasonable, sustainable harvest is permitted.”

The U.S. has led the way in shark conservation for decades, but by eliminating responsibly harvested shark fins from U.S. commerce, the proposed legislation could increase the practice of illegal finning in foreign nations to meet international market demand, Beideman wrote. It could also lead to a new type of wasteful shark finning in the U.S.

“With this new type of finning, instead of shark fins being retained at sea and the shark meat being discarded, as was prohibited in 1993, the meat will be retained and fins discarded upon landing,” Beideman wrote. “These fins will end up in dumpsters along our Nation’s coastlines.”

Public invited to Open Houses on Draft Mid-Atlantic Regional Ocean Action Plan

WHAT: The Mid-Atlantic Regional Planning Body (RPB) invites ocean stakeholders and the interested public to attend a series of Open Houses to be held across the region on the Draft Mid-Atlantic Regional Ocean Action Plan. The Draft Plan outlines a series of actions on how federal and state agencies, tribes and the Mid-Atlantic Fishery Management Council may better collaborate to ensure healthy, productive, and resilient marine ecosystems and sustainable ocean uses in the Mid-Atlantic, including state and federal waters off Virginia, Maryland, Delaware, Pennsylvania, New Jersey and New York. An opportunity to provide public comment on the Draft Plan will be provided.

ERIC REID: Work on marine monument not done yet

July 5, 2016 — In June, House Natural Resources Committee Chairman Rob Bishop, a Republican U.S. Rep. Utah, visited New Bedford and spoke to several members of the industry regarding their concerns about a potential marine monument off the coast of New England. Following the meeting, I remarked to The Standard-Times reporter that a monument could potentially cost the industry up to $500 million in economy activity, in addition to countless jobs.

This estimate has been criticized for being far too high. But it is based on two premises — a conservative estimate of the economic impact of fishing in New England, and the lack of clarity surrounding the marine monument discussion.

Currently, the commercial fishing industry from Maine to New Jersey brings in an estimated $1.4 billion per year in landings. These landings support hundreds of millions of dollars more in economic activity for related and shoreside businesses, and employ tens of thousands of people up and down the coast.

Because no one in the Obama administration’s Council on Environmental Quality has put forward an actual, concrete proposal of what an Atlantic monument might look like, the industry considers all of this to be potentially at risk.

The Garden State Seafood Association strongly opposes the “Shark Fin Trade Elimination Act of 2016”

June 23, 2016 — The following was released by the Garden State Seafood Association:

Finning of sharks (the process of removing fins at sea and discarding the shark) is currently illegal in the U.S. and Garden State Seafood Association (GSSA) supports that law. The Shark Conservation Act of 2010 (SCA) prohibits any person from removing any of the fins of a shark at sea and discarding its body. The GSSA supports this law and existing associated exemptions for spiny dogfish and smooth dogfish sharks.

However, there is a direct federal allowance for the sale and possession of legally-harvested shark fins regulated and supported by NOAA, the U.S. Congress and the Obama Administration. Any effort to overturn this allowance at the federal level is simply not based on fact.

The “Shark Fin Trade Elimination Act of 2016” makes it illegal to sell the fins from legally-harvested shark species, including all large coastal sharks, Threshers and Mako. One result of this requirement may include the fins of these sharks being removed on shore after harvest and needlessly thrown away.

This legislation represents a shameful waste of food and results in decreased revenues to New Jersey fishermen and their families. It will harm commercial fisherman, their families, and coastal communities around the Nation who participate in legal shark fisheries. And since sharks are already sustainably managed by NOAA, the legislation adds no conservation benefit to shark resources.

U.S. fisheries management has a strong conservation ethic with respect to our shark fisheries. The sharks we harvest are sustainably managed by NOAA, the meat is consumed throughout the U.S. and around the world, and the fins associated with these legally-harvested sharks are desired by overseas markets for their food and cultural significance.
