NEW HAMPSHIRE: Seacoast fishermen start their 7th season of reaching out to foodies

April 12, 2019 — Fishermen on the Seacoast are catering to customers who want to trace where their seafood is coming from.

“Localvores and foodies really want to know where their food is coming from. They want to know, ‘What is the origin of this seafood?’” Andrea Tomlinson said.

Tomlinson, manager of New Hampshire Community Seafood in Portsmouth, said traceability of seafood is a value-added product because it is estimated that 30 to 70 percent of what is sold in a retail environment is mislabeled either intentionally or accidentally.

ASMFC: Area 1A 2019 Effort Controls

April 9, 2019 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic States Marine Fisheries Commission’s Atlantic Herring Management Board members from Maine, New Hampshire, and Massachusetts set effort control measures for the 2019 Area 1A (inshore Gulf of Maine) fishery for Period 1 (June), Period 2 (July and August), and the September portion of Period 3.

The Area 1A sub-annual catch limit (sub-ACL) is 3,850 metric tons (mt) after adjusting for the research set-aside, the 39 mt fixed gear set-aside, and the 8% buffer (Area 1A closes at 92% of the sub-ACL). Additionally, in October 2018, the Atlantic Herring Management Board implemented quota periods for the 2019 fishery, with the Area 1A sub-ACL allocated between the Periods as follows: Period 1 – June (16.1%); Period 2 – July-August (40.1%); Period 3 – September-October (34.0%); and Period 4 – November-December (9.5%).

Days Out of the Fishery

Period 1 (June)

  • There will be zero landing days in Period 1.
  • Quota from Period 1 will be rolled over into Period 2. This results in a new Period 2 quota of 2,175 mt

Period 2 (July and August); and Period 3 (September only)

  • The fishery will start on July 14 in Maine and July 15 in New Hampshire and Massachusetts
  • Vessels with an Atlantic herring Limited Access Category A permit that have declared into the Area 1A fishery may land herring four (4) consecutive days a week. One landing per 24 hour period. Vessels are prohibited from landing or possessing herring caught from Area 1A during a day out of the fishery.
    • Landing days in New Hampshire and Massachusetts begin on Monday of each week at 12:01 a.m., starting July 15.
    • Landings days in Maine begin on Sunday of each week at 6:00 p.m., starting July 14
  • Small mesh bottom trawl vessels with an Atlantic herring Limited Access Category C or Open Access D permit that have declared into the fishery may land herring five (5) consecutive days a week.

Weekly Landing Limit

Period 2 (July and August); and Period 3 (September only)

  • Vessels with a herring Category A permit may harvest up to 160,000 lbs (4 trucks) per harvester vessel, per week.

At-Sea Transfer and Carrier Restrictions

Period 2 (July and August); and Period 3 (September only)

The following applies to harvester vessels with an Atlantic herring Category A permit and carrier vessels landing herring caught in Area 1A to a Maine, New Hampshire, or Massachusetts port.

  • A harvester vessel can transfer herring at-sea to another harvester vessel.
  • A harvester vessel may not make an at-sea transfers to a carrier vessel.
  • Carrier vessels may not receive at-sea transfers from a harvester vessel.
  • Carrier vessel is defined as a vessel with no gear on board capable of catching or processing fish, while a harvester vessel is defined as a vessel that is required to report the catch it has aboard as the harvesting vessel on the federal Vessel Trip Report.

Fishermen are prohibited from landing more than 2,000 pounds of Atlantic herring per trip from Area 1A until July 14 or 15, 2019, depending on the state. Landings will be closely monitored and the fishery will be adjusted to zero landing days when the period quota is projected to be reached.

Jonah Crab Moves Mainstream In Gulf Of Maine After Decades As Lobster Bycatch

April 2, 2019 — Regulators are taking comments on plans to expand a lucrative new crab fishery that’s stirring interest in the Gulf of Maine.

Jonah crabs are a native species that, until recently, was mainly caught as bycatch – by accident – in lobster pots.

Now, as warming waters push the lobster fishery north, more fishermen – especially in southern New England – are targeting Jonah crabs on purpose to supplement their income.

New Hampshire Fish and Game biologist Josh Carloni says in Northern New England and the Gulf of Maine, lobster is still king – but that could change.

Offshore wind industry could come to Gulf of Maine

March 15, 2019 — The offshore wind gold rush has largely blown past the Gulf of Maine.

Not anymore.

German utility EnBW just joined a lobbying and trade group, Clean Energy New Hampshire. Normally, such a minor corporate move goes unremarked. But this one represents an important milestone: EnBW becomes the first offshore wind developer to publicly show an interest in developing waters near the New Hampshire coastline.

Bill White, EnBW’s North American managing director, says his company is also eyeing the wind potential in waters off Maine and northern Massachusetts. EnBW competed in the federal government’s December auction for offshore wind leases south of Martha’s Vineyard, but was outbid.

NOAA Fisheries Announces 2019 Bluefish Specifications

March 11, 2019 — The following was released by NOAA Fisheries:

Today we filed a final rule approving and implementing the 2019 specifications for the Atlantic bluefish fishery recommended by the Mid-Atlantic Fishery Management Council in cooperation with the Atlantic States Marine Fisheries Commission.

The final 2019 specifications are fundamentally the same as 2018, with only minor adjustments to the final commercial quota and recreational harvest limit to account for most recent full year of recreational catch data (2017), and a 4.0 million lb of quota transferred from the recreational to the commercial sector rather than 3.5 million lb in 2018.

Table 1 (below) provides the commercial fishery state allocations for 2019 based on the final 2019 coast-wide commercial quota, and the allocated percentages defined in the Bluefish Fishery Management Plan. No states exceeded their state-allocated quota in 2018; therefore, no accountability measures need to be implemented for the 2019 fishing year.

Mid-Atlantic Council Takes Final Action on Summer Flounder Commercial Issues Amendment

March 11, 2019 — The following was released by the Mid-Atlantic Fishery Management Council:

The Mid-Atlantic Fishery Management Council (Council) met jointly with the Atlantic States Marine Fisheries Commission’s Summer Flounder, Scup, and Black Sea Bass Board (Board) to select preferred alternatives for the Summer Flounder Commercial Issues Amendment. The Council and Board first considered final action in December 2018 but postponed their decisions until their March 2019 meeting.

At the meeting, the Council and Board approved a commercial allocation alternative which establishes a commercial quota trigger of 9.55 million pounds. This alternative specifies that a coastwide quota of up to 9.55 million pounds in any given year will be distributed according to the current (status quo) allocations. In years when the coastwide quota exceeds 9.55 million pounds, the additional quota beyond this trigger would be distributed based on equal shares to all states except Maine, Delaware, and New Hampshire, which would split 1% of the additional quota. The revised commercial allocations are expected to become effective January 1, 2020 at the earliest with a possible delay until January 1, 2021.

The Council and Board also approved revised Fishery Management Plan (FMP) goals and objectives for summer flounder, which focus on ensuring biological sustainability of the summer flounder resource, supporting and enhancing development of the effective management measures, and optimizing social and economic benefits from the resource.

No changes were made to the federal permit qualification criteria, and the Council did not add landings flexibility policies to the list of frameworkable items in the FMP.

The Council will forward its recommendations to the National Marine Fisheries Service for approval. The full Atlantic States Marine Fisheries Commission will consider final approval of the amendment, based on the Board’s recommendations, at their 2019 Spring Meeting.

Offshore wind getting its sea legs in New Hampshire

March 8, 2019 — After years of advocacy and growing citizen engagement, New Hampshire’s clean energy industry finally has the wind at its back.

On Jan. 2, Governor Sununu sent a letter to the federal government requesting the establishment of a federal task force to coordinate federal, state and local government officials — along with relevant stakeholders — to determine possible locations for future offshore wind projects. Prior to that, New Hampshire had been the only New England state that hadn’t participated in exploring this rapidly developing clean energy industry.

The letter was directed to the Department of the Interior’s Bureau of Ocean Energy Management (BOEM), triggering the establishment of what is known as the BOEM Intergovernmental Renewable Energy Task Force. According to BOEM material, “BOEM’s task forces serve as forums to coordinate planning, solicit feedback, educate about BOEM’s processes, permitting, and statutory requirements, and exchange scientific and other information.”

Prior to the request, New Hampshire would only have been able to develop offshore wind projects within three miles off the coast — the point at which state waters end and federal waters begin. This task force will investigate the potential for projects farther out into the ocean, thereby reducing the potential for visual impacts.

The Draft Addendum proposes options to strengthen spawning protections in Area 1A (inshore Gulf of Maine). The Draft Addendum responds to the results of the 2018 benchmark stock assessment, which show reduced levels of recruitment and spawning stock biomass over the past five years, with 2016 recruitment levels the lowest on record.

 Currently, the Board uses a series of closures to protect spawning aggregations in the Gulf of Maine. These closures, which were implemented through Amendment 3, use biological samples to annually project the start of spawning. The closures are initially implemented for four weeks but can be extended by two additional weeks if samples indicate the continued presence of spawning herring. Recent analysis by the Atlantic Herring Technical Committee found that while the current spawning closure system was significantly improved under Amendment 3, the protocol could continue to be strengthened by considering when, and for how long, a closure is initiated. Specifically, the analysis showed, under the current protocol, spawning closures are initiated when there are approximately 25% spawners in the fishery; greater protection could be provided by initiating a closure when a lower percentage of the population is spawning and extending the closure for a longer time. As a result, Draft Addendum II considers extending the length of the spawning closures as well as altering the point at which closures are triggered in order to provide greater protection to the stock.
 
Fishermen and others interested in Atlantic herring management are encouraged to provide input on the Draft Addendum by attending state public hearings, participating in the webinar hearing, or providing written comment. Fishery Managers Begin Unsnarling Mess Left by Shutdown

January 29, 2019 — Federal fishing managers are beginning the process of determining how the nation’s harvest of wild fish has been impacted by the government shutdown.

The New England Fishery Management Council is meeting this week in Portsmouth, New Hampshire. The council is one of several charged by the feds with crafting fishing regulations and managing fisheries.

Members of the council said Tuesday their meeting this week will primarily be about determining how the 35-day federal shutdown has affected fishery management plans. The shutdown left the National Oceanic and Atmospheric Administration mostly shuttered, and that halted the scientific work that managers rely on to write regulations.

You could soon grow shrimp at home, UNH researchers say

January 28, 2019 — We have a tradition that we follow every year when the Super Bowl rolls around. We ignore it for as long as possible.

We avoid all mention of the big game until as close to kickoff as we can manage. Otherwise, you just drown in the endless drek of mindless and irrelevant reports about teams we already know way too much about.

Still, people tell us things. We don’t encourage it, but there you are. They tell us the big game will pit the Patriots of New England against the Rams of Los Angeles (by way of Cleveland, Los Angeles (the first time), Anaheim and St. Louis).

Well, that sounds like a corker. Feel free to invite us to your Super Bowl party. We’ll bring Kenny Rogers Roasters chicken. The man, as Newman attested, makes a pretty strong bird.

What we won’t be bringing is our home-grown shrimp. Didn’t know you could grow shrimp at home? Well, according to researchers at the University of New Hampshire, you can.

“Researcher Michael Chambers says the shrimp can be cultivated in any larger container or tank, or even in a backyard kiddie pool, at a relatively low cost,” according to a story in the Boston Globe. “Chambers said people could make $40,000 or more a year if they invested in a large-scale operation. The homegrown shrimp could replace frozen or processed shrimp found in supermarkets during the winter.”
