MASSACHUSETTS: New Name, New Goals for New Bedford Harbor Officials

March 8, 2018 — NEW BEDFORD, Mass. — It’s tough to argue that the most-well known attribute of New Bedford is its internationally known commercial fishing port. After all, it is called the Whaling City.

Since its establishment on the shores of Acushnet in the 18th Century, New Bedford has grown into the highest grossing commercial fishing port in the United States, and has been an unmatched center of the industry on the East Coast for years.

Despite hundreds of years of success, port leaders and city officials are planning to grow and diversify it even more. On Wednesday, Port Director Ed Anthes-Washburn, Mayor Jon Mitchell, and Dr. Brian Rothschild announced that the Harbor Development Commission (HDC) has changed its name to the New Bedford Port Authority (NBPA) as part of a five-year strategic plan to further expand and diversify the port, as well as enhance its operations.

“We were formerly the New Bedford Harbor Development Commission which was developed in 1957. In 1957 the focus was on a smaller subset of things. Today we have our hands in a lot of different areas and we’re a very diverse and vibrant port,” Washburn explained. “We want regionally, nationally, and internationally to be recognized and the New Bedford Port Authority moniker does that a little better than the New Bedford Harbor Development Commission.”

Massachusetts: Sunken boats owned by ‘Codfather’ now back on surface

February 14, 2018 — NEW BEDFORD, Mass. — Two sunken fishing boats owned by the imprisoned “Codfather” have now been pulled back up to the surface in New Bedford.

Crews got the Dinah Jane afloat Monday, while the Nemesis was pulled up during the weekend.

The two scallop boats sank a week earlier as they were tied up together at Homer’s Wharf.

The salvage was made a little tricky because the boats got a little tangled up as they went down.

“It seems like it worked out pretty well, in terms of the salvage operation,” said Edward Anthes-Washburn, who is the executive director of the New Bedford Harbor Development Commission.

The Coast Guard is trying to determine why the boats sank, noting that not much fuel leaked into the water during the mishap.

Both boats are owned by Carlos Rafael, now infamously known as the “Codfather” after he was sent to prison in 2017 for falsifying fish catch records to evade quotas and smuggling cash to Portugal.

The two scallop boats that sank were working recently, but much of Rafael’s big fleet is not.

The government shut down more than a dozen of his groundfish boats as part of the punishment.

Massachusetts: Carlos Rafael’s Nemesis pulled from water in New Bedford

February 12, 2018 — NEW BEDFORD, Mass. — Crews managed to lift the fishing vessel Nemesis out of about 20 feet of water on Friday.

The Dinah Jane remained submerged but will be pulled from the water soon. It has yet to be determined when exactly.

The two Carlos Rafael scallopers sank around 1:30 a.m. Monday at Homer’s Wharf.

On Friday, crews blew air into the sunken vessel and used a crane to stabilize it. After examination, the Nemesis will likely remain docked off Homer’s Wharf, according to the Harbor Development Commission.

Massachusetts: Boats owned by jailed ‘Codfather’ sink in New Bedford

February 5, 2018 — NEW BEDFORD, Mass. — Two Carlos Rafael vessels will remain submerged under about 25 feet of water until at least Tuesday, the earliest a lifting machine can arrive, according to the New Bedford Fire Department.

The fishing vessels Dinah Jane and Nemesis sank early Monday morning. New Bedford police and fire responded to Homer’s Wharf at 1:24 a.m. after the vessels’ emergency position radio beacons transmitted a signal to the Coast Guard at about 1 a.m. No one was onboard the vessels.

The two vessels were tied to each other and one pulled down the other, according to Edward-Anthes Washburn, the executive director of the Harbor Development Commission.

The cause of the sinkings won’t be known until the fishing vessels are raised, Fire Chief Michael Gomes said.

After arriving, New Bedford Fire deployed about 400 feet of oil containment boom. At least one of the vessels did leak fuel oil, but Gomes said a diver plugged the vents, which leaked. The situation continues to be monitored.

According to the Coast Guard, the 65-foot Dinah Jane and 67-foot Nemesis contain a combined capacity of 9,500 gallons of fuel.

Carlos Seafood Inc. didn’t return requests for comment on Monday. Rafael, also known by some as “Codfather,” was sentenced last year to 46 months in prison for falsifying fishing quota, bulk cash smuggling and tax evasion.

The Massachusetts Department of Environmental Protection and the New Bedford Harbor Development Commission also arrived on scene Monday morning. The vessels were already submerged when all agencies reported.

EPA: New Bedford Harbor among top opportunities in New England

January 18, 2018 — NEW BEDFORD, Mass. — New Bedford Harbor has been identified by the U.S. Environmental Protection agency as one of two Superfund sites in New England with the greatest potential for redevelopment and commercial use.

No funding comes with the designation, but additional staff time and attention could be devoted to the sites, EPA spokeswoman Kelsey Dumville said in an interview.

No. 1 on the Port of New Bedford’s priority list is extending North Terminal by 800 feet, Port Director Edward Anthes-Washburn said. The space would add more room to dock commercial fishing boats, and it could serve other purposes in the future, he said. Boats are rafted three and four deep on the docks in the central waterfront.

“We definitely have a small supply and high demand for dockage,” he said.

The city could also use the space for cargo or offshore wind-related operations, he said.

The New Bedford Harbor Development Commission has applied for a $15 million federal grant for the North Terminal bulkhead and dredging.

Mayor Jon Mitchell’s office has said the project would not only finalize cleanup of the harbor and create more dockage, but also create at least 900 new jobs and spur millions of dollars in private investment.

“The purpose of this project is to promote growth in the Port of New Bedford across multiple industries: fishing, offshore wind, cargo, and island freight,” Mitchell said in a press release in October.

The New England regional EPA office in Boston made recommendations about sites to be named among the 31 nationally with the most redevelopment potential, EPA spokeswoman Emily Bender said. The other New England site is Raymark Industries Inc., a former manufacturer of automobile brakes, clutches and other parts in Stratford, Conn.

NCFC Members Bring Concerns of Commercial Fishermen to House Hearing on Fisheries Bills

WASHINGTON (Saving Seafood) – September 26, 2017 – Members of Saving Seafood’s National Coalition for Fishing Communities testified this morning at a hearing of the House Natural Resources Subcommittee on Water, Power and Oceans on four bills that would modify federal fisheries management.

Jon Mitchell, mayor of the nation’s top-grossing fishing port New Bedford, Massachusetts and head of the New Bedford Harbor Development Commission, and Mike Merrifield, Fish Section Chairman of the Southeastern Fisheries Association (SFA) testified on the needs of commercial fishermen and reforms they would like to see to the Magnuson-Stevens Act.

Mayor Mitchell and Mr. Merrifield were joined by several other witnesses, including Assistant Administrator for NOAA Fisheries Chris Oliver, who testified on the reauthorization of the Magnuson-Stevens Act and the possibility of allowing additional flexibility in stock rebuilding. Earlier this year, commercial fishermen from around the country united to support Mr. Oliver’s appointment to NOAA.

At this morning’s hearing, the subcommittee considered two bills to amend and reauthorize the Magnuson-Stevens Act, as well as bills that would alter recreational fisheries and red snapper management.

While Mayor Mitchell called the Magnuson-Stevens Act “generally speaking…a success story” that has helped make America’s fisheries “at once among the world’s largest and most sustainable,” he called for more flexibility in fisheries management to allow fishermen to catch their full scientifically justified quota. In particular, he criticized the ten-year rebuilding requirement for overfished stocks.

“The ten-year rule is arbitrary, and its establishment was at odds with the underlying premise of regional management,” Mayor Mitchell said. “Regional councils should have the flexibility to set rebuilding timelines for stocks under their jurisdiction based on the unique biological and ecological conditions, and by giving appropriate weight to the economic wellbeing of fishing communities.”

The mayor was also critical of the Antiquities Act, by which presidents can designate large national monuments with little or no input from scientists and local stakeholders. The Act was recently used to create and enlarge several marine monuments, including the Northeast Canyons and Seamounts Marine National Monument in New England and the Papahānaumokuākea Marine National Monument in Hawaii.

“The continued use of a parallel process outside the Magnuson-Stevens Act, however well-meaning, ultimately works against the long-term interests of all stakeholders,” Mayor Mitchell said. “We all lose when the checks and balances employed in the council process are abandoned.  A decision-making process driven by the simple assertion of executive branch authority ultimately leaves ocean management decisions permanently vulnerable to short-term political considerations.”

Mr. Merrifield voiced skepticism of efforts to shift federally managed species over to state management, saying that states manage many fisheries in such a way that recreational fishermen get most or, in some cases, all of the fish.

“SFA firmly believes there should be no reward for exceeding [annual catch limits] and that all stakeholders – commercial, for-hire and private anglers – should each be held accountable for their impacts on our nation’s fish resources,” Mr. Merrifield testified. “We must resist changes to the law that could be interpreted to remove this accountability.”

Mr. Merrifield also testified about the SFA’s strong opposition to the RED SNAPPER Act, introduced by Rep. Garret Graves of Louisiana, which would give states more authority over red snapper management.

“The justification [for this legislation] is built entirely on the misconception that anglers can only fish for red snapper for 3 days (now 39 days) in federal waters in the Gulf of Mexico,” Mr. Merrifield said. “This is a false narrative. Anglers can fish 365-days per year for red snapper and all of the other 38 species in the Gulf reef fish complex. They can only kill red snapper on 3 (or 39) of those days. To be clear, there is unlimited fishing opportunity for recreational anglers in the federal waters of the Gulf which calls into question the actual need for, and defense of, this legislation.”

MASSACHUSETTS: Tech meets fish: Port of New Bedford launches ‘Ocean Cluster’

September 22, 2017 — NEW BEDFORD, Mass. — If every part of a fish were used for high-value products, the New Bedford fishing industry could make more money from fewer fish.

That kind of innovation is what’s behind a new effort by New Bedford Harbor Development Commission to serve as a matchmaker for technology companies and the fishing industry. Following a model developed in Iceland, the commission has formed the New Bedford Ocean Cluster, which will foster entrepreneurship in ocean products.

Mayor Jon Mitchell, who chairs the commission, signed a memorandum of understanding Thursday with Thor Sigfusson, founder and chairman of the Iceland Ocean Cluster, to work together. The agreement officially makes New Bedford part of a loosely organized global network of ocean clusters. No money will change hands; it’s about an exchange of ideas, Sigfusson said.

New Bedford’s is the third such effort worldwide, following Iceland and Maine. Others are forming in Alaska and Seattle.

Mitchell said New Bedford wants to be associated with all things fishing — not just fish and fish processing, but pharmaceuticals, cosmetics, and other products.

MASSACHUSETTS: Port of New Bedford Launches New Bedford Seafood Brand

July 28, 2017 — The following was released by the Port of New Bedford Harbor Development Commission:

The Port of New Bedford Harbor Development Commission (HDC) will officially unveil their newly created New Bedford Seafood brand at the Seafood Throwdown on July 27 at Custom House Square, beginning at 6pm.

“As America’s top grossing commercial fishing port and largest seafood processing center, New Bedford can rightfully claim the title of America’s Seafood Capital.  But we need to do a better job proclaiming our status to the rest of the world, and that’s where this campaign comes in,” said Mayor Jon Mitchell, who also serves as Chairman of the HDC.

The HDC hired Moore & Isherwood Communications to develop the logo, which features the ever-familiar western rig fishing vessel, the backbone of the Port of New Bedford’s successful commercial fishing industry.

“Outside of our region few people know how important New Bedford and our fishing industry is to providing sustainable, fresh, delicious fish to buyers and consumers everywhere,” says Ed Anthes-Washburn, Port Director.  “The fishing industry and our waterfront is the cultural, economic and political center of our region.  We think it’s important to showcase New Bedford’s seafood at the same level as other brands like Alaskan salmon or Maine lobster.”

In addition to the logo, the HDC worked with students from UMass Dartmouth’s Charlton College of Business and Moore & Isherwood Communications to develop a website where national and international buyers can browse all of New Bedford’s processors and fish houses, and the seafood they sell.

In the future, the HDC has plans to work with local restaurants and fish markets to further identify locally-landed fish and seafood for local residents in an effort to highlight some of the underutilized species, or less popular fish, that are landed in local waters.

Said Anthes-Washburn, “Wild-caught seafood landed in New Bedford is among the last wild protein available to consumers.  It’s healthy, sustainably managed, and by purchasing it you’re supporting local fishermen that reinvest in our communities.” Anthes-Washburn also suggests branching out to species you may not recognize and don’t be afraid to ask your server or seafood purveyor questions. “One of the easiest ways to support our local fishermen is to engage with people in the industry, try new species and ask about different menu items or suggestions!”

The HDC will be unveiling the logo at the Seafood Throwdown, an event they’re hosting in collaboration with the Northwest Atlantic Marine Alliance (NAMA), the New Bedford Fishing Heritage Center, and the New Bedford Farmers Market.

The entire project was generously funded by the Massachusetts Division of Marine Fisheries (DMF) through their Seafood Marketing Program.

The Port of New Bedford is managed by the New Bedford Harbor Development Commission which aims to implement best management practices over port resources and develop economic growth strategies. To this end, it is the goal of the Harbor Development Commission to keep New Bedford on top as the #1 U.S. fishing port, expand existing businesses and capitalize on new opportunities that will maximize The Port’s potential as an economic engine to create jobs and strengthen the New Bedford economy.

From Port to Plate: A journey of New Bedford’s most profitable product

April 17, 2017 — Who knew that a silver dollar-sized scallop could provide such bang for a buck? As the most profitable item turned over in the most profitable port in the country, this milk-colored mollusk has almost been solely responsible for the re-birth of New Bedford’s working waterfront since the turn of the century.

While other New England ports have shrunk or been gentrified from a working waterfront to high rise condos and upscale restaurants, New Bedford has thrived.

In 2015, the port of New Bedford hauled in more than $321 million according to National Oceanic and Atmospheric Administration — $104 million more than Dutch Harbor, Alaska which had the second-most profitable port that year.

Three years earlier, in 2012, the municipality formerly known as the Whaling City set the national record for highest-valued catch at $411 million with scallops accounting for nearly 80 percent of that number. Alliteration aside, the Scallop City just doesn’t have the same ring to it, although a case could certainly be made for a name change.

Ed Anthes-Washburn, Port Director of the city’s Harbor Development Commission, said the port accounted for more than 36,000 jobs and held a value of $9.8 billion in economic value in 2015 — nearly double Boston’s $4.6 billion value in 2012 — according to the commissions state-funded study by Martin Associates in October.

“It’s really huge,” Anthes-Washburn said of the port’s impact on the city and the state. “We’re growing at a time where a lot of ports are shrinking.”

Fishing industry-lifers believe the scallop business will continue to boom thanks to the rotational management system that allows vessels to enter certain areas once they are deemed to be replenished by NOAA officials. Given a certain amount of trips each year, vessels can fish in those closed access areas until a designated date at which point two other areas open up. Creating a level of sustainability, the previously fished areas are then closed so that the scallops can be replenished.

Where does Rafael’s guilty plea leave Port of New Bedford?

April 3, 2017 — Carlos Rafael’s journey to Judge William Young’s Courtroom 18 in U.S. District Court began as an underage teenage fish cutter on the city’s docks.

Rafael personified the American Dream in climbing the economic ladder from immigrant with nothing to becoming the face of fishing in a port historically known for its harvest of the Atlantic Ocean.

On Thursday he wore the cloak of a criminal after he pleaded guilty to nearly 30 federal charges that included conspiracy, falsifying fishing quotas, false labeling and tax evasion.

It wasn’t necessarily a new look for the 65-year-old Rafael, who served six months in federal prison in 1988, but his focus after the plea agreement turned to the port that in many ways assembled the man who sat emotionless in the courtroom.

“I have a single goal,” Rafael said in a statement after his guilty plea. “To protect our employees and all of the people and businesses who rely on our companies from the consequences of my actions. I will do everything I can to make sure that the Port of New Bedford remains America’s leading fishing port.”

The Port of New Bedford generates $9.8 billion in total economic value, according to the city’s Harbor Development Commission. It represents 2 percent of Massachusetts’ gross domestic product. The stalwart of this industry could be facing more than six years of prison time after pleading guilty.

Rafael’s guilty plea puts his groundfish fishing vessels in jeopardy due to the possibility of forfeiting assets as part of the plea deal. According to the mayor’s office, Rafael owns about 80 percent of the groundfish permits in New Bedford. Groundfish accounts for about 10 percent of the port’s revenue. Even still, those close to the port say no one person can affect the reputation of the nation’s most successful port.
