Ambrose Jearld, Jr.: Researcher, Educator, Mentor and Advocate for Diversity and Inclusion

August 9, 2021 — The following was released by NOAA Fisheries:

Ambrose Jearld, Jr. has spent his life around animals and water—both freshwater and seawater. He was born in 1944 into a Navy family in Annapolis, Maryland, and grew up on the family farm in Orrum, North Carolina. He attended elementary school there, but returned to Annapolis in sixth grade and graduated from Wiley H. Bates High School in 1961. He credits his high school biology teacher and the Boy Scouts for encouraging his interests in science.

He graduated from Maryland State College, now the University of Maryland Eastern Shore, with a degree in biology and a minor in chemistry in 1965. He was just one course away from a double major when he graduated. “My family wanted me to go into teaching, but I wanted to do research and instead went straight into science,” he recalled recently. With a brother and sister heading to college soon, he took a few years off after college to work at “a good-paying job” as a chemist at Publicker Industries Inc. in Philadelphia.

A Fateful Meeting

Meeting Bradford Brown changed the course of Jearld’s career. Brown was a fisheries scientist at the Northeast Fisheries Science Center’s Woods Hole Laboratory from 1962 to 1965 and from 1970 to 1984. In He had taken a position as assistant leader with the newly established Cooperative Fish and Wildlife Research Units Program at Oklahoma State University-Stillwater to complete his Ph.D . The Cooperative Fish and Wildlife Research Units Program in the United States Geological Survey is a joint effort between federal and state governments. It is also a host university offering graduate students research opportunities in fisheries and wildlife sciences.

Brown was recruiting black graduate students to the program. He met two of Jearld’s former professors, who were also completing their Ph.D.s at OSU. They recommended he speak with Jearld. Although some people were skeptical about Jearld heading to Oklahoma given the civil rights climate in the country, Jearld accepted the full ride offer. That meant a research assistantship award that covered all expenses.

Less than a week after he arrived in Stillwater Jearld was headed to his first scientific meeting as a graduate student with Brown and three other white men whom he did not know. The 1967 meeting was for the Southern Division of the American Fisheries Society in New Orleans. The meeting was part of the annual meeting of the Southeastern Association of Game and Fish Commissioners. They had to deal with the intense heat and driving hours in a packed station wagon with no air conditioning. More importantly, they had not discussed safety or how to deal with segregated facilities en route to the meeting. The trip was memorable for many reasons.

Major Refresh Orients our Fishery Monitoring and Research Division Toward the Future

January 27, 2021 — The following was released by NOAA Fisheries:

Staff involved with cooperative research and fishery monitoring at the Northeast Fisheries Science Center interact daily with the fishing industry. It’s a challenging job, and an essential one: scientists and fishermen working together in areas of mutual interest improves fisheries science and management.

It’s little wonder that managing the many moving parts of this effort requires constant assessment and adaptation. The most recent effort is a major one that has resulted in a new internal structure to improve operations and maximize resources.

The ultimate goal is to ensure accurate representation of fishing activity.

“Improving integration of our efforts, modernizing our systems, and making the data we collect even more useful will enable us to have increased confidence in our science, take some of the burden off the industry, and make it easier for fishermen to access information,” said Amanda McCarty, chief of the center’s Fishery Monitoring and Research Division, which includes the fishery monitoring and cooperative research efforts.

Major Reorganization Improves NEFSC Fishery Monitoring and Research

January 27, 2021 — The following was released by NOAA Fisheries:

A new internal structure within the NEFSC’s Fishery Monitoring and Research Division  is a major overhaul intended to improve operations and maximize resources.

The ultimate goal is to ensure accurate representation of fishing activity.

While the basic tasking is the same, separating work into four branches allows better accountability and expansion of existing capability.

Four organizational groups, rather than two, are now responsible for:

  • Fisheries observer program
  • Fisheries observer training and trip data
  • Data and information systems management and development
  • Cooperative research.

MAFMC Wary of NOAA’s Plan to Resume Observer Coverage on July 1

June 24, 2020 — Dr. Jon Hare, the science and research director of the Northeast Fisheries Science Center (NEFSC) released an update on plans to resume observer coverage on July 1.

In a letter, Hare broke down how the NEFSC is preparing “for a safe and efficient redeployment” of observers and at-sea monitors on fishing vessels in the Greater Atlantic Region.

NOAA Fisheries ending Northeast observer waivers, preparing to restart program

June 23, 2020 — NOAA Fisheries and the Northeast Fisheries Science Center’s (NEFSC) Fisheries Sampling Branch is preparing for a 1 July restart of the Northeast Observer Program.

NOAA Fisheries first announced on 20 March that it was waiving observer requirements in light of the challenges posed by the COVID-19 outbreak. That initial waiver was extended on 29 May, with a planned restart date of 1 July.

National Science Foundation awards two prestigious research internships to SCeMFiS graduate students

August 22, 2019 — The following was released by the Science Center for Marine Fisheries:

The Science Center for Marine Fisheries (SCeMFiS) is proud to announce that two of our graduate students, Laura Solinger and Kathleen Hemeon, have been awarded non-academic research internships with the National Science Foundation (NSF).

The internships, valued at about $45,000 each, will support each student for a 6-month position at NOAA’s Northeast Fisheries Science Center (NEFSC) in Woods Hole, Massachusetts. There they will be working on surfclam and ocean quahog research, two of the most valuable shellfish fisheries in the U.S.

“The NEFSC is thrilled to host Laura and Kathleen and support their burgeoning careers while conducting good science,” said Dr. Mike Simpkins, Division Chief at NEFSC. “This is a win-win for NEFSC, as a scientific agency and a member of SCeMFiS, these internships are the best of both worlds for us.”

The internships are part of NSF’s mission to promote a globally competitive and diverse research workforce, and to advance American scientific and innovation skills. SCeMFiS, which, as an industry/university cooperative research center (I/UCRC), is partially funded through an NSF grant, is also part of that mission.

“Receiving two NSF internships in 2019 demonstrates the quality of graduate student participants in SCeMFiS research,” says Dr. Eric Powell, Director of SCeMFiS. “We are particularly excited in expanding our collaboration with scientists at the NEFSC, while providing important career training for our most promising graduate students.”

SCeMFiS works with its industry partners to fund groundbreaking research around pressing scientific issues in finfish and shellfish fisheries, including a recent study examining how surfclams have adapted to climate change. We are pleased that two of our graduate students will now be able to conduct similar research in their internships with NSF.

“Providing our students with the opportunity to work across the spectrum from science theory to practical application in management is critical as we strive to responsibly and sustainably manage critical fishery resources,” said Dr. Roger Mann, SCeMFiS Site Director at the Virginia Institute of Marine Science. “These awards are at the leading edge of that spectrum.”

About SCeMFiS

SCeMFiS utilizes academic and fisheries resources to address urgent scientific problems limiting sustainable fisheries. SCeMFiS develops methods, analytical and survey tools, datasets, and analytical approaches to improve sustainability of fisheries and reduce uncertainty in biomass estimates. SCeMFiS university partners, University of Southern Mississippi (lead institution), and Virginia Institute of Marine Science, College of William and Mary, are the academic sites. Collaborating scientists who provide specific expertise in finfish, shellfish, and marine mammal research, come from a wide range of academic institutions including Old Dominion University, Rutgers University, University of Massachusetts-Dartmouth, University of Maryland, and University of Rhode Island.

The need for the diverse services that SCeMFiS can provide to industry continues to grow, which has prompted a steady increase in the number of fishing industry partners. These services include immediate access to science expertise for stock assessment issues, rapid response to research priorities, and representation on stock assessment working groups. Targeted research leads to improvements in data collection, survey design, analytical tools, assessment models, and other needs to reduce uncertainty in stock status and improve reference point goals.

MASSACHUSETTS: Provincetown rescue team frees entangled right whale off Cape Cod coast

August 7, 2019 — On Friday, Aug. 2 the Marine Animal Entanglement Response team (MAER) from the Center for Coastal Studies (CCS), in collaboration with the Northeastern Fisheries Science Center (NEFSC) and the National Marine Fisheries Service (NMFS) partially disentangled a North Atlantic right whale, one of only about 400 individuals left, east of Cape Cod.

The entangled whale was initially discovered in the Gulf of St. Lawrence, Canada, on July 4, 2019 by Transport Canada. Despite a horrific entanglement, the whale was highly mobile. On July 19 it was spotted again by an aerial survey team from NEFSC and the Canadian Department of Fisheries and Oceans. A response team from New England Aquarium (NEAQ) was in the area and succeeded in attaching a telemetry buoy to the whale to track its movements for disentanglement.

Over the next two weeks the whale traveled east, out of the Gulf, then south, past Newfoundland and Nova Scotia. During that time Canadian disentanglement teams made several attempts to free the animal and were able to make some cuts to its entanglement.

Scallop Research Set-Aside Program Supports 13 Projects for 2019-2020; Resource Surveys Once Again Top the List

May 8, 2019 — The following was published by the New England Fishery Management Council:

The Atlantic Sea Scallop Research Set-Aside (RSA) Program will support 13 projects during the 2019-2020 award cycle that address resource surveys, dredge efficiency, bycatch reduction, fishery impacts on loggerhead turtles, potential offshore wind development impacts on larval and juvenile scallop transport, and more. The projects focus on scallop research priorities identified by the New England Fishery Management Council, which ranked resource surveys as the highest priority.

The awards were announced today by the NOAA Fisheries Northeast Fisheries Science Center. Collectively, these awards are expected to generate more than $14 million. This includes an estimated $2.8 million to fund the research and $11.4 million to compensate industry partners who harvest set-aside quota. No federal money is involved, making this a true industry-funded program.

• The New England Council approved research priorities in June 2018 for the 2019-2020 RSA projects.
• The Council will develop a new list of priorities at its June 2019 meeting for 2020-2021 projects.

The Council established the Scallop RSA Program to address research questions that support the management of the scallop resource. Each year during the specification-setting process, the Council “sets aside” 1.25 million pounds of scallops to carry out RSA projects. The work is conducted collaboratively between fishermen and scientists. Research results directly contribute to stock assessments and help the Council better manage the fishery overall.

While the Council sets the annual research priorities, NOAA Fisheries manages the RSA competition and administers the program.

NOAA: Team to Focus on Right Whale Survival This Week

April 22, 2019 — The following was published by NOAA Fisheries:

On April 23, a group of approximately 60 fishermen, scientists, conservationists, and state and federal officials will come together to discuss ways to further reduce serious injury and mortality of endangered North Atlantic right whales caused by trap/pot fishing gear. The group will meet in Providence, Rhode Island for four days. At the end of the meeting, they hope to agree on a suite of measures that will reduce right whale serious injuries and deaths in fishing gear in U.S. waters from Maine to Florida to less than one whale per year, the level prescribed by the Marine Mammal Protection Act.

“Tackling entanglements is critical to the recovery of the North Atlantic right whale population, and we can’t do it without the assistance and cooperation of those who know best how the fishing industry interacts with large whales,” says Mike Pentony, regional administrator for NOAA Fisheries Greater Atlantic Region. “The continued participation and dedication of our industry, science, NGO, and agency partners is absolutely necessary to future success.”

About Right Whales

These whales, which got their name from being the “right” whales to hunt because they floated when they were killed, have never recovered to pre-whaling numbers. Due in part to conservation measures put in place to protect these whales from incidental entanglements in fishing gear and vessel strikes, we saw steady population growth from about 270 right whales in 1990 to about 480 in 2010. But in 2010, another downward trajectory began. This downward trend, exacerbated by an unprecedented 17 mortalities (particularly in the Gulf of St. Lawrence snow crab fishery) in 2017, brought a new urgency to modify the existing Atlantic Large Whale Take Reduction Plan.

That Plan, developed by the team of stakeholders meeting next week, identifies a number of conservation measures from area closures to gear modifications that U.S. fixed gear fishermen have already implemented. Despite these efforts, today the population is estimated to be fewer than 411 whales. Only twelve births have been observed in the three calving seasons since the winter of 2016/2017, less than one third the previous average annual birth rate for right whales. This accelerates the trend that began around 2010, with deaths outpacing births in this population.

Take Reduction Planning

The Marine Mammal Protection Act requires that if serious injuries and mortalities to a population of marine mammals due to U.S. commercial fisheries is above a level that the stock can sustain, NOAA Fisheries convene Take Reduction Team to develop consensus recommendations on how to reduce this threat.

The immediate goal of a Take Reduction Team is to develop a to reduce incidental mortality and serious injury to a level, known as the “potential biological removal” level, that allows the stock to stabilize or grow, rather than decline. Although it’s been in existence since 1997, the Atlantic Large Whale Take Reduction Plan has not been able to consistently reduce serious injuries and mortalities to below the potential biological removal level.

Cost of Entanglement

Entanglements are currently the leading cause of known right whale mortality. More than 80 percent of right whales carry scars that indicate that they have been entangled in fishing lines, and nearly 60 percent of those are entangled more than once. Not all entanglements drown whales.  Some prevent a whale from feeding, increase the energy a whale needs to swim and feed and cause pain and stress to the animal, which weakens it. Biologists believe that the additional stress of entanglement is one of the reasons that females are calving less often; females used to have calves every 3-5 years, and now are having calves every 6-10 years.

In recent years, most documented fishing gear entanglements of large whales (like right and humpback whales) that result in serious injury and mortality come from trap/pot gear. The traps lie on the ocean floor and are connected to buoys at the surface by long vertical buoy lines.

Many whales that are entangled are discovered after the event, with no gear attached. In some instances, gear is retrieved, analyzed, and stored for future analysis; much of this retrieved rope is consistent with buoy lines. That said, 71 percent of all recovered/observed gear (2009-2018) from right whales cannot be matched to a specific fishery or site.

Strategies for Reducing Risk

In Providence next week, the Team will be developing and discussing potential measures to modify the Take Reduction Plan, including updates to the current gear marking strategy, seasonal area closures, and reducing the risk of vertical lines through the use of weak rope. Many of these measures were proposed by Team members during an October 2018 meeting to discuss possible options to discuss at the April 2019 meeting. In advance of this meeting, the team particularly requested two things: 1. Clarification of a target percent reduction in serious injury and mortality, and 2. An ability to evaluate and compare different risk reduction elements from Team proposals.

A Target Reduction Level

Based on the 2016 population estimate, the Northeast Fisheries Science Center’s North Atlantic right whale stock assessment establishes a potential biological removal level of 0.9 whales per year — i.e. slightly less than one whale suffering human-caused mortality or serious injury from any source in a given year.

Currently, NOAA Fisheries estimates that U.S. fisheries are responsible for 2.5 to 2.6 observed serious injuries and mortalities each year. Scientists estimate that we only observe 60 percent of the serious injuries and mortalities, which would bring the U.S. total to about 4.3. To get to 0.9 will require a reduction of 60-80 percent of serious injuries and mortalities.

A Risk Analysis Decision Tool

Determining how to judge the expected conservation value of any particular measure is a complicated task. To create a model to assess risk reduction, the model needs to first identify the current risk landscape, overlaying information on the density of trap/pot vertical lines, the distribution of whales, and the relative risk of the gear configuration associated with the lines (strengths/diameters of lines, lengths of trawls). Working collaboratively, the model combines Industrial Economics Inc.’s improved trap/pot vertical line model and the Duke Marine Spatial Ecology Lab’s marine mammal density model, as well as risk assessment weights provided by Take Reduction Team members, Agency large whale scientists and managers, and permitted whale disentanglers. With these data sets, scientists at NOAA’s Northeast Fisheries Science Center developed a risk assessment tool that will be used at next week’s meeting.  This tool represents a substantial leap forward and provides the Team with the best available information to determine risk and support their deliberations.

Next Steps

After this meeting, we will use recommendations from the Team to begin rulemaking in May. At various points during rulemaking there will be a continued opportunity for public comment.

“I’m confident we have the right people around the table to tackle this problem,” says Mike Asaro, Acting Protected Resources Assistant Regional Administrator. “This is a complex issue but with the cooperation and active engagement from the people who know this issue best, I have hope that following the meeting, we will have a solid set of conservation measures to proceed to rulemaking that will allow the fishing industry and whales to coexist and thrive.”
