Healthy fisheries and aquatic grasses fuel Chesapeake Bay recovery

June 19, 2018 — Booming aquatic grasses and bellwether fisheries are driving sustained progress in Chesapeake Bay health, which experts say is finally showing “significant” overall improvement.

The 2017 Chesapeake Bay Report Card issued by Virginia and Maryland rates the estuary a C for the third straight year as recovery holds steady or improves in five of seven indicators, the James River nails a B- for the first time and the fisheries index scores its first-ever A+.

Experts call their assessment “important evidence that the positive trend in ecosystem health is real” and that cleanup efforts across the watershed are working.

“It is the first time that the … scores are significantly trending in the right direction,” said Bill Dennison at the University of Maryland Center for Environmental Science in a statement Friday. “We have seen individual regions improving before, but not the entire Chesapeake Bay.”

The UMCES compiled the report card along with the Virginia Institute of Marine Science in Gloucester Point, the Virginia Department of Environmental Quality and other governmental agencies and academic groups both in this state and Maryland. This is the 12th year of its release.

The fisheries index is comprised of the average score for blue crab, striped bass and bay anchovy indicators. These species are considered ecologically, economically and socially important to the bay.

Last year’s fisheries index was 90 percent. This year, it rose to 95 percent, the highest ever recorded for the annual reports — the average of 100 percent for striped bass and blue crab, and 84 percent for bay anchovy.

MARYLAND: Feds give qualified OK to dredge oyster shells from Man O’ War Shoal

June 19, 2018 — After years of scrutiny, federal regulators have given a qualified green light to a controversial Maryland plan to dredge old oyster shells from an ancient reef near Baltimore — a project intended to enhance oyster habitat elsewhere in the Chesapeake Bay, but also to help the sagging commercial fishery.

The Baltimore District of the U.S. Army Corps of Engineers issued a provisional permit on May 17 to the state Department of Natural Resources to take up to 5 million bushels of shells from Man O’ War Shoal just outside the mouth of the Patapsco River and use the shell to replenish or rebuild oyster reefs at other Bay locations.

The Corps’ conditional approval comes after nearly three years of effort by the DNR to address questions and concerns raised about the project, which is opposed by environmentalists, recreational anglers and even some watermen.

But now, having won the federal go-ahead, state officials appear in no hurry to act on it. They haven’t even informed those in favor of dredging the shoals about the Corps’ decision.

Man O’ War Shoal harbors up to 100 million bushels of shells in its 446-acre footprint, according to a 1988 survey. Though productive long ago, it has relatively few live oysters now, despite repeated efforts to reseed it.

The Chesapeake Bay hasn’t been this healthy in 33 years, scientists say

June 18, 2018 — For the first time in the 33 years that scientists have assessed the health of the Chesapeake Bay, the nation’s largest estuary showed improvement in every region, a likely sign that a massive federal cleanup plan is working.

The bay’s most important species — blue crabs and striped bass, which support commercial and recreational fisheries, and anchovies, the foundation of its food chain — earned top scores in a report card released Friday. Bright green underwater grasses — which help protect young fish before they venture into the Atlantic Ocean — are now thriving, even in some places where such vegetation had disappeared.

In sharp contrast to the days when the bay was so beleaguered that every meaningful species experienced sharp population declines, officials and scientists from the District, Maryland and Virginia announced Friday that it is in the midst of a full and remarkable recovery. As if to underscore the progress, their backdrop along the District’s southwest waterfront was a brilliantly sunny morning and a picturesque view of the Anacostia River, which feeds into the Chesapeake.

The news comes at a time when hundreds of bottle-nosed dolphins have been seen frolicking in the bay, including a large pod off Maryland’s Ragged Point last month. On Tuesday, two great white sharks were hooked by scientists in Virginia. The number of fish-hunting osprey is also on the rise.

The bay’s overall grade is a C, because some areas, such as the Patuxent, Patapsco and York rivers, are bouncing back from near-failure. The category of water clarity faltered, falling to an F from last year’s D. But the James River area and the lower stem of the bay closer to the Atlantic both earned grades of at least B-, their highest ever, and shored up the overall score.

U.S. Rep. Andy Harris calls for delay of Maryland offshore wind projects for more studies

June 1, 2018 — Deepwater Wind and U.S. Wind received approval in 2017 to construct two wind turbine projects off Ocean City’s coast.

The projects represent a critical test for the future of offshore wind development in the United States. They are set to become the first, large-scale projects of their kind.

The projects have undergone years of federal review and public comment. In 2012, a Bureau of Ocean Energy Management environmental assessment concluded that “no reasonably foreseeable significant impacts” were expected to arise from the development.

A fisherman’s perspective 

Ocean City commercial fishermen, however, say they see some benefit in taking a harder look at the effect on fish.

Earl “Sonny” Gwin said he hasn’t be satisfied with the environmental reviews that have been conducted so far. As a member of Mid-Atlantic Fishery Management Council, the Ocean City-based fisherman has watched several presentations about the projects and come away feeling like his concerns were being brushed aside.

U.S. Is Likely to Add About 15,000 Work Visas This Summer

May 11, 2018 — WASHINGTON — The Trump administration is expected to make about 15,000 additional H-2B visas available for low-skilled foreign workers this summer, a modest supplement to the popular program, lawmakers and aides familiar with the planning said.

The number of visas available each year is capped by statute at 66,000, evenly divided between the summer and winter seasons. Congress declined to lift that cap during negotiations this spring. It did, however, give the secretary of Homeland Security authority to issue up to 69,000 more this summer if she determines there is sufficient need.

A range of businesses—including fisheries, landscapers and those in summer tourist spots—have been waiting to see if Secretary Kirstjen Nielsen will use that authority.

Rep. Andy Harris (R., Md.), who is concerned about the need for visas among Maryland crab processors, said Ms. Nielsen told him to expect about 15,000 additional visas. An aide to another GOP member of Congress said he was told the same.

Sen. Lisa Murkowski (R., Alaska) said that in her home state, fisheries, which are heavy users of the program, are in desperate need of a decision within a week in order for the companies to have workers in place for the summer fish run.

“We are in a situation where, once again, our processors aren’t able to be on the ready to receive the fish when they hit. We can control lots of things. We cannot control when the fish come,” she said. “We are asking you, urging you, politely and then forcefully, to address this very, very quickly.”

ASMFC South Atlantic State/Federal Fisheries Management Board Approves Addendum I to the Black Drum Fishery Management Plan

May 7, 2018 — ARLINGTON, Va. — The following was released by the Atlantic States Marine Fisheries Commission:

The Commission’s South Atlantic State/Federal Fisheries Management Board approved Addendum I to the Black Drum Interstate Fishery Management Plan (FMP). The Addendum allows Maryland to reopen its black drum commercial fishery in the Chesapeake Bay with a daily vessel limit of up to 10 fish and a 28-inch minimum size.

In the late 1990s, Maryland closed its Bay commercial black drum fishery in order to conduct a tagging and migration study. The fishery was not reopened after the study. In 2013, the Black Drum FMP extended this closure by requiring states to maintain management measures in place at the time of the FMP’s approval.

In approving Addendum I, the Board considered the status of the resource, which is not overfished nor experiencing overfishing, and the estimated relatively small size of the reopened commercial fishery. When the fishery was open in the 1970s under more liberal management than that in Addendum I, it was a small scale fishery with an average annual harvest of 11,475 pounds. Over the next year, Maryland will develop a management program for the commercial fishery with implementation by April 1, 2019.

Maryland requires owner of Conowingo Dam to keep more pollution out of Chesapeake

April 30, 2018 — Gov. Larry Hogan’s administration is requiring the owner of Conowingo Dam to find a way to trap pollution that flows down the Susquehanna River and into the Chesapeake, threatening progress in cleaning up the bay.

For decades, pollution has built up behind the Conowingo. But the dam is now at its capacity and no longer traps sediment and nutrient runoff from across Pennsylvania.

Maryland Environment Secretary Ben Grumbles said a set of “stringent environmental conditions” imposed Friday is part of a broader strategy to speed bay cleanup “and hold our partners accountable for doing their part to create a healthier watershed.”

Dam owner Exelon Corp. needs a water quality permit from Maryland to get a federal license to continue operating. The state issued the new permit with a requirement that Exelon develop a plan to continue trapping the same amount of pollution the Conowingo always has — millions of pounds of nitrogen and hundreds of thousands of pounds of phosphorus every year.

Sediment and nutrients like nitrogen and phosphorus degrade the Chesapeake ecosystem by clouding waters and blocking sunlight, and by fertilizing algae blooms that strip the water of oyxgen.

The permit also requires Exelon to more frequently collect floating trash and debris that builds up at the dam’s edge, potentially through a solar-powered trash wheel like one that has helped clean up Baltimore’s Inner Harbor in recent years.

Scientists: Record abundance of underwater grasses shows Chesapeake Bay initiatives are working

April 25, 2018 — Underwater grasses that provide vital places for fish and crabs to live and hide from predators covered more than 100,000 acres of the Chesapeake Bay in 2017 — the most ever recorded in a 34-year-old aerial survey, scientists said Tuesday.

The Virginia Institute of Marine Science found 104,843 acres of grasses across the estuary, the first time since it began its survey in 1984 that vegetative coverage surpassed the 100,000-acre threshold.

It was a third straight year that grass acreage grew, gaining by 5 percent from 2016 to 2017.

The Patapsco River was among the areas with the strongest grass growth. Acreage jumped more than three times, from 3 acres in 2016 to 14 acres in 2017.

Officials with the Chesapeake Bay Program, the federal office that released the data, said the survey results show that its work with bay watershed states to limit pollution is working. The federal-state partnership adopted a “blueprint” in 2010 to reverse decades of environmental degradation and restore the bay’s health by 2025.

Report Assesses Mid-Atlantic Coast’s Economic Vulnerability to Climate Change

April 17, 2018 — ANNAPOLIS, Md. — The following was released by the Mid-Atlantic Regional Council on the Ocean: 

The Mid-Atlantic Regional Council on the Ocean (MARCO) today released a first-of-its-kind report at the Mid-Atlantic scale that examines the vulnerabilities of several critical economic sectors to climate change. The report quantifies the potential impacts of threats like sea level rise, rising ocean temperatures and changes in the ocean’s chemistry to communities and businesses in 63 counties and independent cities along the coast from New York to Virginia.

The challenges are especially pronounced in the Mid-Atlantic, the most densely populated stretch of coastline in the country. The region’s waterfront is home to America’s largest city, New York; two of its busiest ports in New York/New Jersey and Hampton Roads, Virginia; and iconic beach destinations that have entertained summer tourists for generations.

The analysis considered the ramifications of both temporary flooding events and the permanent inundation of some areas that would occur if sea levels were to rise by 3 or 6 feet by the year 2100 – two scenarios that are commonly assumed by planners throughout the region. Among the findings:

  • Approximately 14.6 million people live in Census tracts adjacent to the ocean, Chesapeake or Delaware bays. In the 3-foot scenario, the resulting flooded area could affect 1.7 million people and in the 6-foot scenario, 2.1 million people.
  • Today, 912,000 housing units would be vulnerable to flooding in the 3-foot scenario and 1.1 million in the 6-foot scenario. These include 212,000 seasonal units in the 3-foot scenario and 248,000 in the 6-foot scenario.
  • Approximately 557,000 jobs would be vulnerable in the 3-foot scenario and 974,000 in the 6-foot scenario.

In the 3-foot scenario, Delaware has the highest average vulnerability, followed by the counties/cities of Maryland, New Jersey, Virginia, New York and Pennsylvania. At six feet, New York has highest average vulnerability, followed by Virginia, Pennsylvania, New Jersey, Delaware and Maryland. The region’s major urban centers’ vulnerability to severe disruption increases significantly if sea level rises more than 3 feet.

“No community or business in the Mid-Atlantic will be spared from the impacts of climate change,” said lead author Charles Colgan of the Center for the Blue Economy of the Middlebury Institute of International Studies at Monterey, California. “This is not simply a threat to waterfront areas. With everything from jobs to the housing market being tightly bound to ocean-dependent industries, every coastal community, whether beachfront or further inland, has some vulnerability.”

Significant and perhaps rapid shifts in habitat brought about by climate change will challenge commercial fishing and government agencies to move quickly to adapt fishing practices and management policies. From Maine to North Carolina, a 25 percent loss of catch is possible for species affected by climate change, which would translate to a 20 percent decline in annual value.

The report offers guidance on some strategies that are effectively being employed throughout the Mid-Atlantic to adapt to climate change. For example, the report suggests governments at all levels can follow the model provided by the region’s ports, which are considering climate change in their designs as they rehabilitate or replace infrastructure. Natural defenses such as the restoration of wetlands and marsh grasses were identified as cost-effective means for addressing the threats of retreating shorelines and encroachments from coastal development.

“Natural infrastructure reduced coastal property damages by $650 million during Superstorm Sandy,” Colgan said. “In many cases, even local governments and NGOs can begin taking on these nature-based projects without the need for major grant support or government intervention.”

The report, “Climate Change Vulnerabilities in the Coastal Mid-Atlantic Region,” was prepared as part of the MARCO-led “Planning for a Changing Ocean” project, which aimed to better understand how a changing climate impacts our ocean and the Mid-Atlantic’s diverse marine ecosystems, coastal communities and economies. The project examined the implications for resilience of current trends, including increased acidification of coastal and ocean waters, the availability of offshore sand resources and shifting marine life habitats. The effort was a collaboration of MARCO and the Monmouth University Urban Coast Institute, made possible by a grant from the National Oceanic and Atmospheric Administration.

Ocean City’s effort to keep windmills far offshore fails as Maryland delegates reject proposal

March 13, 2018 — Maryland House of Delegates committee on Friday rejected a proposal that called for prohibiting wind farms from being built within 30 miles of Ocean City’s coast, a blow to the resort town’s effort to preserve beach vistas.

But town officials aren’t done fighting.

Ocean City officials have said that the sight of windmills on the horizon could dampen tourism spending and send visitors to the Jersey Shore or Virginia Beach. Two offshore wind developers are planning to build turbines off Maryland’s coast, after state regulators last year approved ratepayer subsidies for the projects that could cost typical utility customers $1 a month.

Mayor Rick Meehan said he had expected the proposed legislation to fail as lawmakers have fought for years over whether to allow wind farms off Maryland’s coast until the General Assembly in 2013 approved a process for constructing them that still has broad support. Meehan and other town officials are now turning their attention to efforts at the federal level, and potentially a second state-level review, to press regulators to keep wind turbines as far from beaches as possible.

“We support wind energy. We support clean energy,” Meehan said. “We just don’t want to see it at the detriment to Ocean City, our property owners and our economy.”
