Decision due on whether to increase harvest of baby eels

August 6, 2018 –Maine’s baby eel fishery has been through ups and downs in recent years, and regulators might be about to let fishermen catch a lot more of the valuable fish.

Baby eels, called elvers, can be worth more than $2,000 per pound because they are used by Asian aquaculture companies and worldwide supplies are low. Maine is the only state in the U.S. with a significant fishery for them.

Fishermen in Maine are allowed to harvest a total of 9,688 pounds of the elvers per year. The Atlantic States Marine Fisheries Commission will consider increasing that by about 20 percent on Wednesday.

Maine Department Of Marine Resources Implements Rules To Avert Gear and Territory Conflicts

August 3, 2018 –The Maine Department of Marine Resources (DMR) is imposing a new five-trap limit for lobster trawlers in a restricted area around Mt. Desert Rock — about 6 miles off Frenchboro. Gear conflicts are growing common in the area, as smaller and larger boats compete for access to fertile lobster habitat.

Lobstermen in management Zone B, which includes Mt. Desert Rock, voted for the limit earlier this year, a limit that they say is in keeping with their longtime fishing traditions. They were responding to increased conflicts with bigger boats, many from other zones, fishing 15 traps and more on a single line.

“It’s pitting one group of fishermen against another,” says Patrick Keliher, DMR’s Commissioner.

Keliher says large lobster trawlers based in neighboring management zones — particularly Zone C to the south and west — are venturing into far offshore waters, in Zone B.

With fewer types of fish to catch, Maine fishermen may be losing their knowledge of the sea

August 3, 2018 –Maine fishermen have a long history of being involved in fisheries management. Communication between harvesters and policymakers has been instrumental in the development of rules and regulations that have helped to sustain the region’s coastal fisheries—from clams to alewives to lobsters.

In part, this success results from the deep understanding of the natural environment held by fishermen. “Local ecological knowledge” is a term used to describe the collective perceptions held by a particular group about their environment, resulting from the transmission of cultural knowledge from one generation to the next, combined with regular and persistent interactions between people and the environment.

Fishermen’s experience-derived “local ecological knowledge” can be equally valuable as data gained through modern scientific methods for informing resource management and building community resilience. Yet the very experience that forms the basis for fishermen’s knowledge is being eroded by increasing specialization in Maine’s fisheries, with more harvesters focusing on one or two target species. As fishermen focus on fewer types of fish, they have less access to the environment. Does this mean they are losing environmental knowledge, too?

Joshua Stoll, University of Maine assistant research professor of marine policy and cooperating scientist at the Maine Center for Coastal Fisheries, worked with Emily Farr, a recent graduate of Yale University, and assistant professor Christine Beitl of the Department of Anthropology to study how fishermen’s changing access to fish species over time (which Stoll documented in earlier research) has affected their knowledge of the marine environment. Marina Cucuzza, a student in the UMaine marine science and marine policy dual degree graduate program, assisted with some of the interviews.

Trump leans in on SNAP work requirements

August 3, 2018 — President Donald Trump on Thursday jumped into the farm bill debate once again — on Twitter, of course — in an effort to tip the scales toward House Republicans ahead of conference negotiations.

“When the House and Senate meet on the very important Farm Bill – we love our farmers – hopefully they will be able to leave the WORK REQUIREMENTS FOR FOOD STAMPS PROVISION that the House approved,” the president wrote on Thursday afternoon.

The U.S. seafood industry is starting an education campaign to convince Trump and other policymakers that American workers would be hurt, not helped, by his proposed new tariffs on China. The National Fisheries Institute, which represents the seafood industry, has rebranded its AboutSeafood.com website to tell the stories of American seafood workers threatened both by the proposed tariffs, as well as the retaliatory tariffs that China has already imposed in response to U.S. duties on more than $34 billion worth of Chinese goods.

“To understand the negative impact these tariffs will have on American workers, you have to go see them, you have to talk to them, you have to hear their concerns,” National Fisheries Institute President John Connelly said in a statement. “We’re bringing those stories to policymakers so they understand; this is not a theoretical, economic chess game. These tariffs have the potential to do a lot of harm to the seafood community and that community’s jobs are right here in the U.S.”

Political opposition: Sens. Jeanne Shaheen (D-N.H.) and Susan Collins (R-Maine) both raised concerns about the impact of China’s retaliatory duties on their states’ lobster exports during a hearing last week with U.S. Trade Representative Robert Lighthizer.

Their complaints were echoed by Sen. Lisa Murkowski (R-Alaska), who told Lighthizer China’s actions have “clearly rattled my state.” The increased duty affects about 40 percent of the state’s salmon exports and 54 percent of its cod exports that went there last year, she said.

PORTLAND PRESS HERALD: Maine lobster fishery doesn’t need a lecture on ethics from PETA

August 2, 2018 — One of the most interesting things about living in Maine is seeing all the people who come to visit us every summer.

But one group’s annual appearance is something that we don’t look forward to much – it’s the People for the Ethical Treatment of Animals and its annual attack on the lobster fishery.

This year, PETA has tried to make a splash by buying advertising at the Portland International Jetport, hoping to dissuade visitors from eating lobster while they’re here. It features a picture of a lobster that says: “I’m ME, not Meat! See the individual. Go Vegan.”

The question of whether lobsters see themselves as individuals separate from all other beings on the planet with a life that has a beginning and an end – in other words, whether they have consciousness – is too much to answer in this space. Let’s just say we strongly doubt it.

But as to the question of whether eating Maine lobsters can be considered ethical, we do have an opinion. It is.

The Maine lobster fishery is one of the most sustainable in the world. The men and women who bait traps have a history of self-imposed conservation measures and are governed by thoughtful regulations going back to 1879.

KIMBERLY HAMILTON: Maine has an opportunity to be a global player in aquaculture

August 2, 2018 –Maine is resilient. As former economic sectors decline, we find new ways to market our natural resources, provide jobs for Maine families, and support local and regional economies.

Today, Maine is on the cusp of another economic resurgence — this time in aquaculture. Not one, but two significant projects are under development in midcoast Maine, both slated to raise Atlantic salmon in state-of-the art facilities. One of them, Whole Oceans in Bucksport, will redeploy paper mill infrastructure at the former Champion International mill site. The other, Nordic Aquafarms, will add to the growing industry in Belfast, once a chicken production capital of the world.

Aquaculture is the fastest growing food producing sector, growing at 5 percent annually between 2003 and 2016, according to the Food and Agriculture Organization’s 2018 State of the World’s Fisheries and Aquaculture report. By 2030, aquaculture will account for 60 percent of global fish food consumption, helping to preserve our fragile wild fish population. By these measures, it’s not surprising that aquaculture holds the power to transform economies.

If Maine plays its cards right, we can capture a significant portion of this transformative energy, competing with Scotland, Norway and Canada to meet the expanding global demand for nutritious fish protein. Importantly, Maine stands to gain more than 2,000 new jobs over the next 10 years as a result of growth in the aquaculture sector, according to FocusMaine’s own extensive research. The growth of related jobs would push this number even higher.

Progress Toward Massachusetts Senator Bruce Tarr’s Plan to Expand Lobster Processing Backed by Massachusetts State Senate

July 31, 2018 — BOSTON — The following was released by the Office of Massachusetts Senator Bruce Tarr:

The State Senate today gave final legislative approval to a plan that requires the Division of Marine Fisheries to complete a study of the current lobster fishery and provide a recommendation as to the advisability of enacting statutory or regulatory changes to allow the processing of lobster parts in Massachusetts.  The report, will “provide a recommendation as to the advisability of enacting statutory and regulatory changes to allow the processing of lobster parts” for sale in the Commonwealth, is mandated to be issued before the end of the year.

Senate Minority Leader Bruce Tarr (R- Gloucester) successfully sponsored an amendment to direct the Division of Marine Fisheries to implement new regulations permitting on-shore processing of lobsters as part of the Senate’s environmental legislation, an act Promoting Climate Change Adaptation, Environmental And Natural Resource Protection, And Investment In Recreational Assets And Opportunity.

“I believe this study will confirm that our state, which has the second-largest lobster catch in the country, should be processing raw and frozen lobster parts in state rather than sending them to Canada or Maine only to have them brought back for our local consumers,” said Senator Tarr. “We are making progress on modernizing our lobster laws to bolster the fishing industry; give consumers, including local restaurants and food stores, more choices and better values and support coastal fishing communities.”

While the sale of live, cooked, and canned lobster is legal in the state, the legislation will expand the industry market with the inclusion of other lobster products. The amendment could permit wholesale dealers licensed by the Department of Public Health to process unfrozen lobsters, import unfrozen shell-on lobster parts and tails, and allow for the retail of previously frozen raw in-shell tails.

Tarr notes that the study could result in lifting limits on the processing, sale, and transportation of cooked and frozen in-shell lobster parts. Under existing laws, Massachusetts lobstermen and seafood vendors are required to sell or transport lobster out-of-state for processing and then bring them back for sale to consumers in the bay state – often with a ‘Product of Canada’ label.

Following a successful study, which will include an economic and market analysis, potential impacts and benefits, and an assessment of potential state and federal law enforcement issues, the Division of Marine Fisheries will make statutory recommendation.

Up to 80% of lobsters landed in the state are sent to out of state processing facilities.  Industry leaders say the move will facilitate opportunities to create and grow jobs in the state.

Tarr expressed appreciation for coastal Senators Mark Montigny (D- New Bedford),Vinny deMacedo (R- Plymouth), and Michael Rodrigues (D-Westport) for their efforts to strengthen the industry and in supporting the legislation.

The lobster industry is a critical part of the Commonwealth’s economy and heritage.  A similar law in Maine has boosted that state’s economy, produced local outlets for product sales, and created jobs.

Historic Maine cod fishery had all-time worst year in 2017

July 30, 2018 — PORTLAND, Maine — One of the most historic fisheries in the country hit an all-time low last year as cod fishermen continued to struggle with choking quotas and low abundance of the fish.

Maine’s cod fishery has existed since at least the early 17th century, and it was once one of the strongest in the country. The fishery peaked at more than 21 million pounds of cod, a fish often used with the fish and chips dish, in 1991.

But fishermen only brought 79,816 pounds of cod to land in Maine in 2017, mirroring a downward trend around New England, where cod fishermen have also struggled in New Hampshire and Massachusetts, state data said. Maine’s total was less than half the 2016 haul and by far the lowest on record according to state data that go back to 1950.

One reason for the collapse is that federal quotas for cod are so low many fishermen are just avoiding them altogether, said Terry Alexander, a veteran fisherman out of Portland and Boston. Cod fishermen typically also seek other species, such as haddock and flounder, and they must stop fishing altogether once they reach quota for cod, per the rules.

Maine Lobster Industry Has Yet to Feel Full Impact of China Tariffs

July 27, 2018 — Bob Baines does not believe new foreign tariffs will have an immediate impact on the Maine lobster industry.

“The state is catching mostly new-shell lobsters that don’t ship well to China or the EU yet,” he said, plucking a few twisting lobsters from his haul to display the small number mature enough for an overseas voyage.

That won’t last, Baines said, and harder shells will come with more difficult trade barriers.

Moving quickly around the deck of his lobster boat Thrasher, Baines unloaded flat crates of live catch onto a dock adjacent to the Spruce Head Fisherman’s Co-Op, where he serves as president of the South Thomaston nonprofit that brokers sales for more than 40 dues-paying members.

All shell, no shock: Lobster prices strong, season picks up

July 26, 2018 — New England’s lobster industry faces big new challenges in selling to Europe and China, but the trouble hasn’t caused prices to budge much for American consumers.

The business is in the midst of its busiest part of the year, when tourists flock to coastal states with a beachside lobster dinner in mind. Summer is also when prices tend to fall a bit because it’s when the majority of lobsters are caught.

But the prices haven’t fallen much. Retailers are selling live lobsters in the $7 to $12 per pound (per 0.45 kilogram) range in Maine, where the American lobster industry is based. That’s not too far behind recent summers.

“It’s starting to pick up, so of course the price is dropping. But that’s pretty normal,” said William Adler, a lobsterman out of Green Harbor, Massachusetts. “Now it’s starting to come alive, and prices are still good right now.”

Members of the industry are concerned about heavy new tariffs applied by China to U.S. seafood this month, because that country is a major lobster buyer. Canada also recently brokered a deal with the European Union to remove tariffs on Canadian lobster exports to Europe, while the U.S. has no such agreement.
